The “Portela de Sacavém” housing district designed by Fernando Silva was built between 1965-1979. In the same time Dublin Corporation designed and constructed Ballymun housing scheme. It was Ireland’s largest high-rise housing estate at a time.

The purpose of the scheme was to accommodate the rising population in particular former residents of inner-city areas which were being cleared in the process of 1960s ‘urban slum clearances’.

In its early years Ballymun seemed to deliver on the promise of good quality of but as time went Ballymun become a source of new housing and social problems. Estate suffered from lack of communal public facilities, shopping centre, poor transport links and weak management systems.

All those factors lead to the overall estate deterioration.

Currently, Ballymun estate is undergoing the biggest regeneration program.
