THE CONCEPT OF DRY PORTS

Rising container flows, Crowded terminals at sea-port areas,

Prolonged dwell times for containers, Neccessity to expand,

Expansion is too costly due to prices for land

UNECE Definition: a Dry Port is simply « an inland terminal which is directly linked

to a maritime port.»

The objectives of dry ports are to enhance the maritime business…

Another definition that captures the essence of the concept of Dry ports;

« An inland intermodal terminal directly connected to seaport with high capacity

transport mean, where customers can leave/pick up their standardised units

as if directly to a seaport.»

It is a maritime-centric issue!!!

THE EVOLUTION OF DRY PORTS CONCEPT IN TURKEY

A platform further promote rail-based freight operations (rail-centric)

The idea is to increase the share of rail transport services dedicated

to seaports

In 2016, total cargo transported via rail amounted to 29 million tons of

which 10 million tons were hauled in containers.

2023 Targets: 76 million ton cargo to be transported by rail.

LOGISTICS CENTERS/INTERMODAL FREIGHT TERMINALS

21 logistics centers with rail connections enabling freight shift from road to rail.

8 out of 21 are functioning for the time being.

Additionally 34 million ton capacity and 10 million m2 stocking and handling

area for container transport

NATIONAL TRANSPORT MASTER PLANHOW TO APPROACH DRY PORT CONCEPT

• National Transport Master Plan (NTMP) process started in October 2015 and isexpected to complete by the end of the current year 2017.

• How Dry Ports are being handled within the process of NTMP?

• Dry ports must be connected by rail.

• Dry ports are designed to handle unitized Cargo.

• Dry ports are Customs-bonded.

• Dry ports are inland container depots relieving container ports fromcongestion.

In Turkey, to optimize their use and create synergies for economic growth, theyshould be combined, where possible, with:

Existing OSB (Industrial zones)

Existing and future TCDD Logistic Centers

length of 550 metres (?) (660 m.)

❖ Axle load : 22.5 tonnes (ok!)

❖ Double-carrigeway road

connection (ok!)

❖ Internal roads’ width are 17 m.

(ok!)

❖ Container Yard Capacity: 45.000

m2 (ok!)

❖ 1 RMG and 1 reach stacker

(handling capacity limited to 10.000

TEU)

• No customs clearance facilities

• Generally serving domestic transport with bulk commodities and textile

• Turkoglu logistics centre was built by public sector (Turkish State Railways).

However, outsourcing of operation through a contract would be an option for the

future.

TARGET: %30 of road freight over 300 km should shift to other modes such as

rail or waterborne transport by 2030, and more than 50% by 2050
