1. Introduction

Welcome to the Siemens Duisburg site!

Special safety procedures must be complied with by

all persons on the site. This safety instruction

presents the regulations you must observe.

If you do not comply with the procedures, you

may be immediately expelled from the work area.

Please also note that observance of the safety

regulations does not release your company from

responsibility for you or for compliance with the

requisite safety measures for performing the

activities.

Work proactively to prevent accidents – and

work sustainably with our environment – this is also in

your own interest!

2. Site Guidelines

2.1 Non-Siemens Company ID, Work Hours

You will receive a non-Siemens (external) company ID on entering the

company site.

This ID must be worn in a visible location!

The ID must be returned at the latest after expiration of the period of validity.

Loss of the ID must be reported immediately to your non-Siemens (outside)

company coordinator and the security center (Gate 1)!

Written permission is required for pedestrian or vehicle access to our

site on Sundays and holidays.

Permission for weekend work must be requested at the latest by the

Thursday before the weekend.

The statutory regulations regarding working hours must always be

complied with!

Persons requiring special protection (e.g. youth and trainees) must be supervised and shall not be assigned

hazardous work or perform activities in hazardous areas.

Environmental protection; neatness and cleanliness

Environmental protection measures must be strictly complied with. These include the following:

•Waste reduction and prevention of mixing of wastes

•No release of substances into the sewer system (secure storm water drains if necessary) and

•Reduction of flue gas, dust and noise emissions.

•Work areas and break rooms must always be kept clean.

Energy management

Every non-Siemens (external) employee is required to contribute to the careful use of energy in his or

her area of responsibility.

•Switch off or disconnect unnecessary machinery, equipment or other loads from the mains when no

longer required. This applies especially when leaving the project site for the work area.

•Where possible, use energy-saving machinery, equipment or other loads.

2.3 Prohibitions

The following must be observed:

• No smoking – on the entire site including

outdoor areas

Exception: in the 4 smoking areas on the site

(shown in site overview to the right)

• Alcohol and narcotics are absolutely

prohibited!

• Photography and filming on the plant site is

permissible only with prior approval!

2.4 Inspections, Tools and Materials

Persons, belongings and, in particular vehicles, may be inspected upon entering and leaving

the site.

If you bring tools, equipment or materials to the site:

These must be registered with site security

Provide a detailed list of the items/equipment you bring with you

(form available at site security).

All of the equipment you bring with you

•Must be in proper condition,

•Shall only be used for its normal intended purpose,

•Must be inspected in accordance with statutory requirements

(e.g. electrical equipment in accordance with DGUV V3, personal

protective equipment to prevent falling, ladders etc.)

When using nail guns:

•All applicable safety precautions must be complied with!

•No persons shall remain in the hazard area!

2.5 Work Areas and Construction Areas I

Deactivation of protection equipment:

If operational protective equipment has to be deactivated (e.g. deactivation of fire alarms and extinguishing

systems) or if warning signs must be removed, this is only permissible after prior agreement with your

outside company coordinator!

This equipment must be reactivated after completion of the work!

In the event of damage to or disturbances in our equipment:

If you notice damage to or disturbances in our equipment, please immediately report this to site security or to

your outside company coordinator.

Construction areas must be clearly separate from other operating areas and must be marked as such. The

following shall apply:

Barricading off of construction and storage areas with perimeter fence or equivalent substitute measures.

Barricades must be kept in place throughout the construction period.

2.5 Work Areas and Construction Areas II

The storage of construction materials etc. and the setup of temporary structures, site trailers and containers is

prohibited without the prior approval of the customer. All waste must be removed and independently disposed

of after completion of the work.

Access to plant areas in which no work is to be performed in the framework of the contract is prohibited.

Monitoring areas and control areas which are correspondingly marked shall only be accessed by authorized

persons.

The use of freshwater, electric power and gas is only permissible with the prior approval of your outside

company coordinator.

Before the start of earthworks and in the event of unforeseen hindrances, site conditions must be discussed

with your outside company coordinator to prevent possible damage to buried supply and disposal lines or

similar equipment.

The use of portable heaters is only permissible after prior agreement with your outside company coordinator.

2.6 Personal Protective Equipment (PPE)

All companies are required to provide their personnel with the requisite personal protective equipment (PPE).

For your personal protection, you must always wear the PPE

• As specified in the hazard assessment for the activities you are to perform, and

• If specified by an instruction sign in the work areas.

Instruction signs must always be observed.

If the protective equipment is not present, the marked area shall not be accessed.

Wear protective goggles Wear hardhat Use hearing protection Use hand protection Use foot protection

The following PPE must always be used depending on the type of work:

•Safety shoes in all cases

•Protective goggles when working under conditions involving eye injury hazards (e.g. sawing, drilling, welding

etc.).

•Hardhat involving head injury hazards and when working on two levels as well as for crane operations

•PPE to prevent falling on crane trolleyways, on telescoping/articulated work platforms as well as for work

involving falling hazards where no protection is provided with guard rails or scaffolding.

•Respiratory protection and hearing protection as necessary.

2.7 Outside Company Coordinator

You must report to your outside (non-Siemens) company

coordinator before starting work.

Tasks of the outside company coordinator:

•Responsible for coordination of the work to be done

•Authorized to issue instructions in all matters of

occupational safety and environmental protection

•Will instruct you regarding building-specific procedures

•Will inform you of specific hazards in this area and will conduct

the mutual hazard assessment together with you.

Your outside company coordinator is your first contact for

any questions!

3. Performance of the Work

3.1 Work on and with Scaffolding

•Every user must visually inspect any scaffolding before use. Any damage must be reported to the

responsible supervisor or the outside company coordinator.

•Changes to scaffolding shall only be performed by the scaffolding construction company. This shall also

apply for modifications to or removal of scaffolding gratings.

•If the inspection reveals deficiencies, access to the scaffolding must be blocked immediately and all

personnel performing activities there must exit the scaffolding (remove scaffolding release certificate)!

Scaffolding shall only be assembled by suitable scaffolding construction companies!

Completed scaffolding shall be inspected and subsequently marked with the inspection

certificate/scaffolding release certificate

Scaffolding without an inspection certificate/release certificate shall not be used!

Damaged scaffolding parts shall not be used!

Scaffolding or areas which are not ready for use must be marked with "access prohibited"

signs and access to the hazard area barricaded off.

3.2 Work in Elevated Work Areas

If there is a falling hazard in elevated work areas and corresponding access areas, the

following measures must be taken to prevent the falling hazard:

•Intrinsic safety equipment (e.g. railings, permanent local work platforms for other

technical fall prevention equipment)

•Fall arrest devices (e.g. fall arresters/roof safety barriers/safety nets/protective walls

•Use of PPE to prevent falling

Prerequisites for PPE to prevent falling:

•Presence of suitable anchor points.

•Selection of suitable fall arrest systems (must be effective before impact and sufficient

free height must be available below the work level).

PPE to prevent falling must be checked by visual inspection prior to each use and

once annually by a qualified expert.

Use a protective device only if you have been trained in and are familiar with its use.

3.2 Work in Elevated Work Areas / Elevating Work Platforms

The following regulations for the use of elevating work platforms must be

complied with for your own safety and the safety of others:

Only persons meeting the following requirements may operate elevating

work platforms:

At least 18 years of age and reliable,

Trained in operation of the equipment,

Appointed in writing by the employer.

•Operators of work platforms must have and keep on their person an operator certificate or verification of

competency.

•Equipment must be in good condition and must be inspected by a qualified expert. Certification of the

annual expert inspection must be visible on the equipment, such as with a label.

•Equipment must be tested by the user every work day with function tests (condition and effectiveness of

safety equipment). This must be documented.

•The ignition key must always be removed when exiting the equipment/vehicle.

•Elevating work platforms must be provided with anchor points for PPE to prevent falling. Safety harnesses

must be worn and must be attached to the defined attachment point with a fall arrest device or

connector

3.2 Work in Elevated Work Areas / Elevating Work Platforms

The following regulations for the use of elevating work platforms must be complied with for your own

safety and the safety of others:

• A second person familiar with the emergency lowering functions must always be present in

the work area as a safety spotter. The safety spotter and the operator of the work

platform must wear hardhats.

• The work area must be barricaded/marked during work. No other persons shall

remain in the work area.

• Stepping across from the work cage to another surface is generally prohibited! In

exceptional cases, stepping across may be permissible only with prior agreement and a

correspondingly adjusted hazard assessment!

• The maximum load-bearing capacity of the work platform must be observed.

Caution! If there are building cranes in the work area, they shall not be operated in the

area simultaneously with the elevating work platform. Contact the outside company

coordinator to coordinate work activities!

3.3 Work in Confined Spaces

Special requirements apply for work in confined spaces such as tanks.

Significant points which must be complied with for work in confined spaces are as follows:

the potential hazards must be determined and evaluated prior to

work in confined spaces.

•Designation of a responsible supervisor.

•Designation of a reliable safety monitor who remains in contact with

the person performing the activity (visual contact, voice contact,

signal line) and who can call for help without leaving his or her

station.

•Obtain permit to work from the outside company coordinator with

specified protective measures .

•Do not start work until the protective measures specified in

writing have been taken and personnel have been instructed.

3.3 Working with Cranes, Lifting Gear and Load Attachment Rigging

• If you need the use of crane facilities, these shall be operated only by

persons who are suitably trained, of suitable health, instructed and

authorized in writing by Siemens.

• The load attachment rigging used must be suitable, tested and must

have no visible damage.

• Do not pass under or remain beneath suspended loads!

• Crane books must be secured to prevent load disconnection.

• Never leave lifted loads unattended.

• Never climb onto or into suspended loads.

• Be aware of persons in the area around the crane

3.4 Working with Electrical Equipment

Use special caution when working with electricity, as even the slightest mistake can have fatal

consequences!

In all cases, the properties of the electrical equipment used and the corresponding surrounding conditions

must be suitable for the respective task!

If excessive mechanical, physical or chemical effects are anticipated ("rough conditions"), equipment of

Category 2 must be used.

As a general rule:

•Electrical equipment must be in good condition (cables, insulation, mechanical protective devices) and

must have a valid test status in accordance with DGUV V3 .

•Electrical equipment shall only be connected in agreement with your outside company coordinator.

Any connections to the building mains shall only be made through ground fault interrupters (FI / RCD) or with

an SPE- PRCD (switched protective earth - portable residual current device)

•Maintain test certificates for equipment requiring monitoring (e.g. pressure vessels for compressors).

•Defective equipment shall not be used and must be immediately blocked/removed!

3.4 Working with Electrical Equipment

Before each use, always check the following:

-Undamaged condition of equipment and cable,

-Cable not pinched such as in doors,

-Plug correctly connected,

-Need for protected routing of cables (e.g. under fixed covers).

Work on electrical devices, equipment or systems shall be performed

only by qualified electricians or by persons with corresponding authorization.

Work on live parts is generally prohibited – please contact your outside

company coordinator with any questions!

Always observe the five safety rules:

1.Tagout and lockout

2.Secure to prevent reconnection (e.g. padlock)

3.Establish zero energy state (use tested measuring equipment)

4.Ground and short-circuit

5.Cover or barricade any adjacent items that are energized

3.4 Use of Electrical Equipment with Increased Electrical Hazards

The following requirements apply in conductive areas with limited

freedom of movement (e.g. vessels or tanks):

•Mobile electrical equipment shall only be used with safety extra-low voltage

(42 V) or with protected extra-low voltage.

•Only welding power sources that bear the marking "S" or the old marking

"42 V" or "K" shall be used.

•All portable lamps must be operated with safety extra-low voltage.

•Only one device shall be connected to isolating transformers.

In other conductive areas, permissible safety measures are safety extra-

low voltage, protected extra-low voltage or ground fault interrupters (RCD)

with a maximum rated fault current of 30 mA.

Work in areas at risk for explosion shall not be performed without approval by the responsible

outside company coordinator. Exercise particular caution when using electrical equipment in

areas at risk for explosion. Discuss the corresponding measures with your outside company

coordinator.

3.7 Activities on Systems with Applied Energy

Activities on systems with energy applied (compressed air, hydraulic fluid, electricity, gas

etc.) shall not be performed without prior agreement with your outside company coordinator.

Before activities are performed, the disconnection routine (LOTO: Lockout/Tagout) must be complied with!

• Work shall be performed only with machinery and systems at a standstill. These must

therefore be disconnected.

• Secure the disconnection point with interlock devices (personal padlock) to prevent

unauthorized/inadvertent operation or reactivation.

• Every disconnection point must also be marked with a warning sign (e.g. indicating the

location where work is performed, the date and the person authorized to remove the

safety lock).

• Before removing safety interlocks and restarting the equipment, it must be checked if

this can be done without hazard.

• Residual energy (e.g. potential energy) must be safely discharged or rendered safe by

protective measures. Do not work beneath lifted parts unless lowering is prevented by

blocking.

3.5 Ladders and Steps/Stepladders

It is prohibited to step across from stepladders to platforms etc.!

Leaning over to the side is also prohibited, as lateral forces always entail

a tipping hazard!

•Only brief and light activities may be performed using ladders/steps.

Otherwise a work platform must be constructed.

•In all cases, all ladders must be inspected and the inspection

documented

(e.g. inspection label)

•Always perform a visual inspection before using a ladder.

•Under no circumstances shall unsuitable substitutes such as chairs,

tables, crates etc. or even combinations of these be used in place of ladders

or steps.

•If the ladder is installed in a traffic route the area of the ladder must be

secured (signs, warning cones, barricade or safety monitor!

3.6 Floor Openings, Roof and Platform Load Limits, Gratings, Handrails

The allowable loads of the individual floors and gratings/covers in buildings must be observed.

Floor coverings, gratings and handrails shall not be removed without approval by the outside company

coordinator, and not until suitable substitute safety measures to prevent falling have been taken.

Gratings and handrails must be correctly reinstalled immediately after completion of the work.

Missing handrails along traffic routes/stairs or other areas must be rendered adequately secure by safety

measures.

Barrier tape does not constitute protection against falling!

3.8 Hazardous Substances

• Hazardous substances and combustible materials shall only be used with the prior approval of the

outside company coordinator.

• Safety data sheets and operating instructions for all substances used must be kept available.

• The use of hazardous substances is prohibited until you have been instructed in accordance with the

pertinent operating instructions.

• Containers with hazardous contents must always be marked with the applicable labeling and hazard

symbol!

• Under no circumstances shall food packaging be used for filling with chemicals, cleaning agents etc.

• The quantity of hazardous substances in the work area must be limited to the daily requirement.

Under no circumstances is storage on the site permissible.

3.9 Fire Prevention

Work entailing a fire hazard (welding, work with cutoff wheels etc.) shall not be performed without prior approval

(hot works permit). Contact your outside company coordinator!

Remove all combustible items from the area at risk. Comply with safety measures to prevent fire in accordance

with hot works permit, e.g.

Cover over combustible items that cannot be removed,

Seal openings.

Keep suitable fire extinguishers available, e.g. ABC powder extinguishers.

In no cases shall smoke detectors be deactivated. If absolutely necessary, this shall only be done after prior

agreement with the outside company coordinator.

Smoke detectors can also be activated by dust! If necessary, arrange for shutoff in agreement with the outside

company coordinator.

Information on surroundings:

4. Traffic Regulations on the Site

4.1 Industrial Trucks

• Industrial trucks shall only be operated by persons who are suitably trained, of suitable health,

instructed and authorized in writing.

• Industrial trucks shall only be operated if the operator has sufficient unrestricted visibility

or is instructed by a spotter.

• Always use safety retention systems (e.g. safety belts).

• Switch on vehicle lights. Adjust speed to conditions, max. 10 km/h.

• When leaving the vehicle, it must be secured to prevent it from rolling away and the key removed.

• Persons shall only be transported on the equipment in the places provided for this purpose.

• Loads must be secured. Lifting gear must be inspected by an authorized person every 12

months.

• Observe load capacity diagram when loading.

• Do not pass under or remain beneath lifted loads.

4.2 On-Site Traffic

The German traffic code applies on the entire company site!

• The speed limit is 10 km/h!

• The operation of trucks, transporters and vehicles

with restricted visibility is permissible only with a

safety monitor!

• Exercise caution and consideration, and avoid

impeding traffic.

• Parking in front of hydrants, entrances, gates or

other potential choke points is prohibited.

The entrance routes for rescue vehicles must be kept clear without exception!

→ This also applies for the setdown or storage of materials!

4.3 Traffic Regulations - Pedestrians

Observe floor markings when entering or exiting a building!

•Pedestrians shall not enter or exit through specially marked

gates. Use the side doors!

• Always use the handrail or keep within close reach of it

when using stairs.

• Reading or sending messages on mobile phones is

prohibited on stairs.

• Using the phone while walking is prohibited. Use of

phones is only permissible at safe locations.

5.1 In Case of Emergency/Accident

Our company physician's office is available in the event

of emergencies such as accidents or injuries (see site

overview to the right)

Every accident must be reported to your outside

company coordinator.

In case of evacuations:

•Remain calm. Warn persons at risk or have them come

with you.

•Go to assembly point (see site overview to the right):

•Report to supervisor/outside company coordinator

If you have to call for help in a hazardous situation, use the company emergency phones.

• Where did it happen?

Pushbutton fire alarms are provided at the

exits for evacuation and escape routes for use in the event of fire.

The fire extinguishers are also provided here.

In the event of an alarm, evacuate the building and proceed to the indicated assembly points.

Elevators shall not be used in the event of fire.

5.3 Evacuation and Escape Routes/Assembly Points/Traffic Routes

Evacuation and escape routes

•Evacuation and escape routes lead you safely from the danger area in the event of

an emergency or fire.

•The signs for the evacuation and escape routes shall be followed in the event of an

emergency or fire.

Assembly points

•Take the quickest route to the assembly points in the event of an alarm.

•You will be aided by evacuation assistants (wearing orange vests marked “Evac

assistant"!

•The assembly points are shown in the site overview.

•Note: Your cooperation is also mandatory during exercises!

Traffic routes

•Traffic routes on the site and in the buildings as well as the entrances must always

be kept clear for fire, rescue, police and other emergency vehicles. Use the indicated

pedestrian or vehicle routes.

If an escape route has to be temporarily blocked due to work to be done, this must be agreed upon with

your outside company coordinator before the start of the activities.

5.3 Summary

The following rules apply:

•Wear your PPE

•Use only tools and equipment appropriate for your activities.

•Always coordinate your activities in connection with the mutual hazard assessment together with your

outside company coordinator.

•In the event of doubts regarding the procedure or uncertainty during the work, stop your activity and consult

with your outside company coordinator.

•Only perform work for which you have been instructed/trained and for which you are authorized.
