    1.0 INTRODUCTION

    1.1 Background

SLR Consulting Limited (SLR) has been appointed by INEOS ChlorVinyls to provide Highways and Transportation services to support an application made pursuant to Section 73 of the Town and Country Planning Act 1990, seeking to vary (by increase) the amount of refuse derived fuel which may be transported by road to the Runcorn Energy from Waste Generating Station (EfW).

The EfW Facility is located to the west of Runcorn in the Borough of Halton, situated to the west of Picow Farm Road within the INEOS Runcorn site. The site location is depicted within Drawing 1 of this report.

The proposed application seeks to increase the consented maximum amount of refuse derived fuel (RDF) delivered by road from 85,000tpa to 480,000tpa in order to allow more flexibility and therefore increase the viability of various fuel source contracts.

The purpose of this scoping study is to define and agree the parameters for the forthcoming Transport Assessment (TA) and Environmental Statement (ES) for the development proposals with Halton Borough Council (HBC) and the Highways Agency (HA).

The general methodology will follow the DfT ‘Guidance on Transport Assessments’ (March 2007) and the requirements of Circular 02/99 entitled ‘Environmental Impact Assessment’.

An Environmental Statement scoping request produced by SLR during March 2012 was forwarded to HBC Development Control on the 28th March 2012. This was subsequently forwarded to HBC Highways by SLR.

A highway scoping meeting was held at Halton Borough Council Municipal Building, Kingsway, Widnes, on 2nd May 2012. This Transport Scoping Report reflects the discussions and further information received subsequent to the meeting.

It is intended that this scoping study will form the basis for the following details:

    • area of analysis; • highlight the likely transport issues; • trip generation methodologies/forecasts; • traffic data collection requirements; • junction capacity and impact assessment methodology; and • safety considerations and accident analysis.

    2.0 PROPOSALS

    2.1 Consented Development

The consented development is the Energy from Waste (EfW) Combined Heat and Power Generating Station, Runcorn Cheshire. The EfW Facility, when fully operational, will have a total capacity of approximately 360MW (thermal) and will be capable of generating up to approximately 100MW of electrical power and 140 tonnes per hour of steam for export to elsewhere on the prospective applicant’s Runcorn Site. At full capacity, the plant could provide approximately 20% of the Runcorn Site’s energy requirement and would replace energy that is currently derived from natural gas.

Planning permission for the EfW Facility was granted on 16th September 2008, and construction of the consented development commenced in April 2009 (site clearance/preparation operations). Construction of the EfW Facility is currently proceeding to programme, and is expected to be completed by March 2013. Operation of the EfW Facility is expected to commence c. September 2013.

    2.1.1 Operation

The EfW Facility will operate on a 24 hour, 365 days per year basis. General maintenance will be carried out during normal working hours.

Fuel derived from the residues left after the recycling of municipal waste, or of commercial waste with similar properties to municipal waste, will provide the main source of energy for the plant. This fuel is sometimes referred to as SRF (Solid Recovered Fuel) or RDF (Refuse Derived Fuel) and is sometimes termed ‘residual waste’ in that all of the readily recyclable content will have been removed before energy recovery. It is expected that it will be sourced from local authorities, and other sources within the UK, and will result in the diversion of significant volumes of residual waste from landfill.

RDF is the end product of a Mechanical and Biological Treatment (MBT) process. The municipal or commercial waste arisings are taken through a process which can consists of three stages:

    • the waste is shredded and graded by size; • recyclable and non-combustible materials are removed; and • the moisture content is reduced.

The EfW Facility will have the capacity to consume up to 850,000 tonnes per year of RDF and/or residual waste with a calorific value (LCV) of 11.5GJ/te. The calorific value of the fuel may vary and this will affect the actual tonnage of material imported as the plant is designed according to the energy content of the fuel, rather than its tonnage.

Fuel will arrive by both rail and road. There is also the opportunity for delivery by barge to the Port of Weston. The fuel reception facility will operate on a 24 hour basis.

Rail deliveries of fuel will be in containers on flat bed rail trucks. The containers will be offloaded using a gantry crane onto on to a shuttle vehicle, which will transport the containers to the tipping hall, via the site weighbridge. Within the tipping hall the containers will be discharged into the fuel bunker.

Road deliveries will be by Heavy Goods Vehicles (HGV), including articulated lorries, which will pass over a weighbridge. These lorries will discharge directly in the tipping hall where the

    SLR

fuel will be inspected and checked for compliance with the conditions in the facility’s Environmental Permit.

The site is located very close to the Port of Weston and fuel could also be delivered by barge. In this case, the fuel would be transported from the Port to the tipping hall by shuttle vehicle.

The tipping hall is an enclosed building where the containers and lorries will discharge their contents into the fuel bunker. The bunker will have about 3 to 4 days storage of fuel at full operational capacity. The fuel will be fed into the combustion grates by grab cranes. Air from the tipping hall will be drawn into the combustion zone to create a low pressure environment in the tipping hall to avoid odour migration from the site.

The fuel will pass through equipment to ensure that the particle size and composition is suitable for feeding to the combustion grates.

2.1.2 Restriction on RDF Transported by Road

Planning Condition 57 regulates (by limit) the delivery by road of Refuse Derived Fuel (RDF) to ensure that the most sustainable modes of transportation are considered. Planning Condition 57 states that:

“(57) Unless agreed in writing with the Council, the quantity of refuse derived fuel imported for use in the operation of the Development by road shall not exceed 85,000 tonnes in any twelve month period and the Company shall record the date and volume of waste delivered to the site and where requested by the Council shall copy records to the Council within five working days.”

Reason: To minimise road traffic movements in the locality and ensure that the most sustainable modes of transportation are considered for the delivery of refuse derived fuel.

    2.2 Proposals

The proposed application seeks to vary Condition 57, increasing the consented maximum amount of RDF delivered by road from 85,000tpa to 480,000tpa.

The balance of the waste would continue to be transported to the EfW Facility by rail, or possibly, by sea. It is entirely possible that the proposed road transportation limit would not be approached but the limit has been set based on current knowledge of contracted refuse derived fuel imports from Manchester which will be by rail, in order to achieve flexibility.

The application to amend the planning condition is to enable some flexibility in the event that in the short term potential contracts are either not secured, or their timescale is such that they would not come on stream for a number of years. Importation of fuel by road, therefore, would enable other more local fuel sources (which would otherwise be landfilled) to be routed to the site to make use of its spare capacity, and rail in these instances would not be a feasible option.

With the single exception of the proposed variation to planning condition 57, the EfW Facility would in nature and purpose operate in all aspects without change and would comply with all other planning conditions. The proposed site layout is attached at Drawing 2.

    3.0 LOCAL CONDITIONS

    3.1 Site Location

The EfW Facility is located to the west of Runcorn in the Borough of Halton, situated to the west of Picow Farm Road within the INEOS Runcorn site.

The site is located approximately 500m to the east of the River Mersey and the Manchester Ship Canal both which route inland to the north of Runcorn. Widnes is located on the northern bank of the Mersey due north of Runcorn joined by the Silver Jubilee Bridge (SJB).

The A557 Weston Point Expressway routes in a north – south alignment to the east of the site. The site location is depicted within Drawing 1 of this report.

Surrounding development locally includes a mix of industrial and residential areas. Key employment sites in the area include the Runcorn Docks to the north on the southern bank of the Mersey to the west of the SJB, the 3MG development opposite on the northern bank, Widnes Waterfront on the north bank to the east of Widnes, and the Manor Park and Daresbury Park developments to the east of Runcorn.

    3.2 Highway Network

The surrounding highway network will be reviewed in detail.

Vehicular access to the EfW facility will be served off Picow Farm Road. Picow Farm Road has direct access to/from the A557 Weston Point Expressway both in a north and southbound direction via the on/off slip roads.

Picow Farm Road continues eastbound towards Runcorn Train Station; however RDF imports and exports will be routing via the A557 Weston Point Expressway. To the south Picow Farm Road forms a priority junction with Sandy Lane, a local road which accommodates local traffic.

The Weston Point Expressway forms the eastern side of a ring road which serves Runcorn, which also comprises the Bridgewater Expressway, the Central Expressway and the Weston Link. There are four main routes that feed onto the ring road, these are:

    • A577 Rocksavage Expressway which links with the M56 to the south; • A533 Southern Expressway provides a link to the south bridging over the M56; • A558 Daresbury Expressway which links with the A56 Chester Road; and • A533 Queensway which routes across the SJB towards Widnes.

The SJB provides the only bridge crossing of the Mersey and Manchester Ship Canal and therefore the only direct highway route between Runcorn and Widnes. Warrington to the east and Liverpool to the west are the next available crossing points.

The M62 and M56 motorways pass to the north and south of the Borough of Halton respectively; both junction with the M6 motorway to the east.

The M62 links Liverpool with the M6 motorway and Manchester, thereafter it crosses the Pennines to the Yorkshire conurbations. The M56 links North Wales and Cheshire with the M6 motorway and Manchester.

    SLR

The Borough is therefore located at the convergence of a number of strategic routes that are interlinked but heavily rely upon the SJB which often results in congestion during peaks in vehicular traffic flow.

    3.2.1 The Mersey Gateway Project

The Mersey Gateway Project (MGP) comprises a new six lane toll road crossing of the Mersey Estuary and associated works to incorporate it into the existing road network. The proposals are ultimately aimed to reduce congestion, particularly at the SJB.

At this stage it is envisaged that construction of the MGP will begin in 2013 and completed 2016.

When the Mersey Gateway Bridge opens, the Silver Jubilee Bridge will become tolled, but it will be free for public transport, blue badge holders, cyclists and pedestrians.

It is envisaged that the proposals would mean that around 80% of traffic will use the new bridge and the Silver Jubilee Bridge can be redesigned to reflect local traffic, cyclists, pedestrians and those using public transport.

The proposals will therefore result in a significant redistribution of traffic in the area, particularly on the Weston Point Expressway, which the application should consider during traffic impact analysis.

Further information and traffic data will be obtained from Matthew Fearnhead of Halton Borough Council.

    3.2.2 Accident Data and TROs

Accident data with respect to personal injury road traffic accidents within the vicinity of the site will be obtained for the previous 5 years to ascertain any existing road safety problems.

Traffic Regulation Orders within the local proximity will be confirmed and detailed.

Accident data and TRO information will be obtained from Steve Johnson who works within the Road Safety department of Halton Borough Council.

    3.3 Accessibility

With the single exception of the proposed variation to planning condition 57, the EfW Facility would in nature and purpose operate in all aspects without change and would comply with all other planning conditions. Therefore the number of staff will not change.

Accessibility by non-car modes will not be considered as part of this application as provision will have already been assessed for the purposes of staff travel within the previous application proposals.

    SLR

    4.0 WASTE DERIVED FUEL ORIGINS

    4.1 General

The site has integrated rail links and is located adjacent to the River Mersey and the Manchester Ship Canal. The EfW will seek to use these transport links to import RDF where practicable.

The method for importing RDF will be influenced by commercial viability factors such as contract size, RDF origin’s proximity with railhead or port and infrastructure capacity and availability.

4.2 Confirmed and Likely Fuel Sources

The determination of confirmed and potential fuel sources will form a key aspect of the assessment work which will inform the environmental impact assessment. A Feedstock Supply Scenario (FSS) report will form a separate part of the assessment work and it will be brought into or referred to within the TA and ES as appropriate.

INEOS is in agreement with Viridor Waste Management (Viridor) to provide fuel for the facility through its waste contracts. At this stage, some contracts are in place and others are currently being bid for, and the transport solution to the facility for these contracts would most likely be by rail. For example, under its current commitments Viridor will deliver 370,000tpa of RDF by rail generated by the Manchester contract.

The application to amend the planning condition restricting road imports is to enable some flexibility in the event that these contracts are either not secured, or their timescale is such that they would not come on stream for a number of years. Figure 1 below provides an example fuel supply graph.

Figure 1 Example Fuel Supply Scenario

The graph shown at Figure 1 shows an initial fuel deficit period whilst the EfW facility and its RDF streams are being established.

    CByrtusText BoxA71 I ANNEX A-9

  • INEOS ChlorVinyls 7 403-00778-00019 Proposed EFW, Runcorn May 2012

    SLR

Importation of fuel by road would enable other more local fuel sources (which would otherwise be landfilled) to be routed to the site to make use of its spare capacity, where rail in these instances would not be a feasible option.

The assessment work will therefore establish a number of scenarios, to establish:

    • volumes of fuel sourced by rail through existing waste contracts; • a sliding scale of fuel sourced by rail through waste contracts currently being sought

(based on chances of success in winning contracts and their location); and • making up of the spare capacity of the facility with fuel imports by road, and their

    location.

Based on this work, it is likely that three scenarios will be established, with the worst case in terms of road transportation being 480,000 tpa of fuel being delivered by HGV.

    4.3 Proximity Assessment

With regard to the source of road imports, this is not yet established in any detail. A review of the waste arisings within a suitable drive time of the site is currently being undertaken, and then this will be considered with a view to establishing those areas most likely to deliver fuel to the site, and the volume of such fuel, based on proximity and accessibility. A gravity model will then be developed to establish the distribution of road trips according to fuel sources.

As such, distribution would be based on a number of assumptions and could not be confirmed at assessment stage, sensitivity testing would also be considered, to show a higher proportion of road trips from certain areas, and thus the loading on the road network surrounding the site may be considered for sensitivity.

The assessment work will show that the carbon benefit which results from diverting waste from landfill to a facility such as this would far outweigh the carbon dis-benefits which may result from transporting such material by road rather than rail.

    4.4 Potential Transport by Rail

The existing rail network and its available capacity will be reviewed through discussions with Network Rail, and a baseline will be established to consider existing movements to the site, the options for improvements and the commercial feasibility of such options.

    4.4.1 Halton Curve

The Halton Curve provides a rail link from the North Cheshire Line to the Liverpool branch of the West Coast Main Line. It runs from Frodsham Junction, just north of Frodsham Station, to the Halton Junction, south of Runcorn Station.

At present, the line can only be used northbound because the southbound line and the associated points and diamond crossings were removed to permit higher speeds on the main line and to reduce maintenance costs. As a result the Halton Curve is rarely used.

It is understood that there is increasing potential for the Halton Curve to be used for the purposes of carrying freight and passengers. It is proposed to upgrade the Halton Curve to provide a second route between Liverpool and Chester and enable new direct services from Liverpool Lime Street to North Wales via Liverpool South Parkway and Runcorn.

  • INEOS ChlorVinyls 8 403-00778-00019 Proposed EFW, Runcorn May 2012

    SLR

Whilst these rail improvements are unlikely to be implemented in the short or medium term, the TA will review opportunities to transport RDF by rail arising from the network improvements at the Halton Curve. SLR will seek to liaise with Jill Stevenson of Network Rail.

    4.5 Potential Transport by Barge

The existing water network will also be reviewed and consideration will be given to the feasibility of barge/ship movements to the site via the Port of Weston.

    5.0 VEHICULAR TRIP GENERATION

    5.1 Vehicular Trip Generation Methodology

A detailed trip generation forecast will be undertaken to reflect the proposed increase of RDF delivered by road.

Other materials are required to be imported and exported as part of the treatment process. These materials are generated by the total fuel input (850,000tpa), have existing consent to be transported by road and will continue to be transported by road. These include:

    • lime; • Activated Carbon; • water; • Bottom Ash; • Fly Ash and Reaction Products; and • reject and miscellaneous materials. The EfW facility is currently being built therefore the construction phase will not be assessed. It is noted that the vehicular traffic associated with the construction of the development will be reflected within the background traffic surveys and may be a consideration during the determination of the ‘base’ traffic scenario.

5.2 Existing Consent Site Vehicular Trip Generation

The current level of fuel permitted to be delivered by road is restricted to 10% of the overall maximum input which equates to a maximum of 85,000tpa.

5.3 Proposed Site Vehicular Trip Generation

The proposed application seeks to increase the maximum level of RDF permitted by road to 480,000tpa, a net increase of 395,000tpa.

The maximum of 480,000tpa was the level which was considered in the assessments included in the original TA and ES and to which no issues were raised by the Highway Authorities.

The proposed application will generate a rise in the number of HGV traffic generated. A ‘first principals’ approach has been adopted in order to forecast the proposed level of HGV movement.

Table 5-1 below provides a summary of the annual and daily HGV movement associated with the increased level of RDF delivered by road based upon deliveries occurring across a 255 day year.

Table 5-1 demonstrates that the total operational traffic generated by the EfW Facility will be 193 daily deliveries which equates to 386 vehicular movements.

The proposals will give rise to a maximum of 85 additional deliveries, which equates to an additional 170 HGV movements per day.

    5.3.1 Traffic Profiles

It is expected that the majority of HGV movements will occur between the hours of 0700-1900HRS on weekdays. Some may occur outside of this period, but for the purposes of a robust assessment it will be assumed that all movements fall within this time period.

Traffic profiles throughout 0700-1900HRS will be considered in line with expected delivery schedules and operational preferences.

5.4 EfW Facility Staff Trip Generation

The proposals will not see an increase in the number of staff working on the site. For the purposes of a robust assessment it will be assumed that all staff travel to work by car, in reality many staff will travel by non-car modes or share transport.

Staff trips will be considered within all traffic impact assessment.

    5.5 Summary

The proposed application will generate a rise in the number of HGV traffic generated. A ‘first principals’ approach has been adopted in order to forecast the proposed level of HGV movement.

The total vehicular traffic generated by the EfW Facility would be 193 daily deliveries which equates to 386 vehicular movements. The proposals will give rise to a maximum of 85 additional deliveries, which equates to an additional 170 HGV movements per day.

It is expected that the majority of HGV movements will occur between the hours of 0700-1900HRS on weekdays. Traffic profiles throughout this period will be considered in line with expected delivery schedules and operational preferences.

    6.0 VEHICULAR IMPACT

    6.1 General

The proposed changes to Condition 57 will increase the level of HGV traffic generated by the EfW Facility.

The TA will assess the surrounding highway network in order to measure the impact of the rise in vehicular traffic.

    6.2 Assessment Scope

    6.2.1 Capacity and Theoretical Impact

Previous assessments have shown that the predicted increase in daily traffic on the A557 would be in the order of 1-2% in terms of total vehicles and 6-7% for HGV traffic; concluded as being imperceptible in environmental impact terms. This will be further considered within the proposed application.

It is anticipated that the following areas will be considered in order to assess the impact and operational acceptability of the proposals:

    • Junctions; o The site access junction; and o The Picow Farm Road/A557 grade separated junction.

    • Links o Picow Farm Road; o A557; and o M56 Junctions 11 and 12.

New traffic flow data for the above junctions will be recorded by a specialist traffic survey firm. Manual Turning Counts (MTC) using high mast video surveys will be commissioned identifying weekday peak periods enabling junction capacity analysis to be undertaken. Additionally, it is anticipated that an origin/destination survey will also be undertaken recording construction traffic generated by the construction of the application site. This can then be removed from the background traffic flows in order to provide an accurate base.

6.2.2 Local Impact The impact of development generated traffic to the south of the development will also be considered. Concerns have been raised regarding the routing of vehicles along Sandy Land and South Parade. It has been suggested that construction vehicles are currently following sat-nav devices which take them the most direct way which results in vehicles leaving the Weston Expressway at the junction to the south. Additionally, it has been reported that HGVs are parking up roadside in this area resulting in potential highway safety issues and generally causing a nuisance. There has also been reports of HGVs parking within lay-bys on the Weston Expressway which may cause noise and air concerns to adjacent development.

    SLR

The TA/ES will provide mechanisms and assurances that HGV traffic associated with the EfW scheme will route appropriately and not cause any problems.

    6.3 Committed Development/Highway Improvements

It was confirmed during scoping discussions that there is no committed development on a local basis that will be required to include within the traffic impact assessment. Traffic growth calculations will account for any increase in background traffic volumes from a strategic level.

    6.3.1 The Mersey Gateway Project

It has been advised that construction of the MGP will commence during 2013 opening in 2016.

Completion of the MGP will significantly re-distribute traffic flows in the area. SLR would seek to obtain appropriate daily and peak hour traffic flows from the SATURN based variable demand traffic model in order to assess the likely impact of the proposals from 2016.

6.4 Safety Considerations and Accident Analysis

The assessment will utilise the aforementioned personal injury and accident data to identify any significant highway safety issues and provide an analysis of the recent accident history of the study area.

All junctions considered will be fully assessed in terms of design and visibility requirements.

Any substandard highway or critical locations with poor accident records will be identified in order to determine if the proposed development will exacerbate existing problems or, if proposed, whether highway mitigation works or traffic management measures will alleviate the problems.

    6.5 Link Capacity

Impact assessments will be undertaken which consider the increased traffic levels in %age terms. The results will be assessed against industry guidelines in order to determine acceptability.

    6.6 Junction Capacity

The operation of the determined priority junctions will be assessed using the computer program PICADY (V5). The traffic analysis software predicts capacities, queue lengths and delays at non-signalised priority junctions.

Junction dimensions recorded on-site will be used to create a junction model. Traffic turning flows reflecting the following scenarios will be used to synthesize the operation of the junction:

    • 2012 Base; • Opening Year 2013; • Horizon Year 2018; • Horizon Year 2023; • Opening Year 2013 + Development Traffic; • Horizon Year 2018 + Development Traffic; and • Horizon Year 2023 + Development Traffic.

    SLR

    6.6.1 Traffic Growth

In order to calculate future levels of background traffic for each assessment year it will be necessary to forecast traffic growth using TEMPRO (v6.2) data and the National Traffic Model forecast in line with the latest DfT guidance and detailed within the TEMPRO guidance note: WEBTAG unit 3.15.2 – released in April 2009.

Growth factors have been extracted from TEMPRO (v6.2) for the weekday AM and PM peak periods. For each peak period, factors relating to national growth (Great Britain) and local growth for Runcorn were obtained. These growth factors were then normalised using figures obtained from the National Traffic Model 2009 (NTM). The calculated traffic growth factors proposed are shown within Table 6-1:

    Table 6-1 Growth Rate Summary

    Weekday Period

    Opening Year 2012 - 2013

    Horizon Year 2012-2018

    Horizon Year 2012-2023

    AM Peak 1.008 1.079 1.165 PM Peak 1.009 1.080 1.168

Forecasted traffic growth is likely to be robust in the face of the real-term rising costs of motoring. Therefore, the assessment will provide a rigorous allowance of traffic growth that, in agreement with the Highway Authority, is also likely to take account of strategic future developments.

    6.7 General

SLR would request that HBC and the HA confirm the above approach is acceptable when responding to this scoping report and, should the above approach be deemed unacceptable, outline their preferred methodology.

    7.0 OPERATIONAL CONSIDERATIONS

    7.1 Vehicular Access

The increase in HGV movement at the vehicular access will be assessed as part of the junction capacity analysis.

    7.2 Operational Vehicular Capacity

The internal layout of the application site will be reviewed to reflect an increase in vehicular movement.

An assessment of the site operation in consideration of ‘worst case’ traffic arrival profile scenarios will be undertaken. This exercise will demonstrate that vehicular stacking along the access road impacting Picow Farm Road causing highway safety and capacity issues will not occur.
