DTSC is a part of the California Environmental Protection Agency. It oversees soil and groundwater investigations at proposed new or expanding school sites, and evaluates the property for potential hazardous materials or contamination that may pose a risk to the school, children, staff, or faculty. I'f contamination is found, DTSC will oversee the cleanup of the property.

'There is no immediate human health risk, but long term exposure to the contaminated soil does pose a human health risk. 'Therefore, contamination needs to be addressed before SCOE can build the proposed school.

Site History and Background 'The Site is approximately 5 acres of vacant land, currently undeveloped, and covered with native vegetation. An elongated pile of soil approximately 1,500 cubic yards (CY) is located in the southeast section of the Site. 'This soil was generated from the excavation of the storm water detention basin located directly east of the Site.

A 19 15 historic topographic map indicates that the Site contained a building structure at that time. Available historic aerial photographs indicate the presence of several buildings at the Site from the late 1350 until the mid-1 980.

Investigation Findings 'The Site was investigated to evaluate possible impacts from past activities. Intial sampling results showed elevated levels of OCPs, mainly toxaphene, in shallow soil with concentrations ranging from 120 micrograms per kilogram (uglkg) to 3,200 uglkg in the western portion of the Site. Toxaphene can be used as an insecticide for controlling livestock parasites.

Removal Action Work Plan The draft RAW evaluates cleanup alternatives and identifies a preferred alternative which prevents or reduces potential risks to public health and the environment. It summarizes previously completed studies and identifies possible removal alternatives. All removal alternatives are screened and evaluated on the basis of their effectiveness, cost, and ability to implement. The draft RAW then identifies the alternative which DTSC recommends and believes is the most appropriate for the Site.

Before DTSC finalizes the draft RAW by selecting a remedial alternative, the document will be made

available to the public for their comments during a 30-day comment period. All comments received during this comment period will be reviewed and considered before the draft MW is finalized.

Proposed Cleanup Options The following four cleanup options were considered:

Alternative I - No Action

DTSC is required to include the 'No Action' alternative. DTSC believes that if this alternative is selected and no action was taken, an unacceptable long-term risk to human health and the environment would exist at the Site.

Alternative 2 - Treatment

The OCPs can be treated by introducing methanotrophic bacteria to the soil and providing methane and air to the soil. 'This helps in the remediation of the pesticide containing soil. This treatment is usually conducted in on-site

bio-treatment cells and can take several months to reach the desired cleanup goals. 'This treatment technology requires moving the soil several times. With each movement of soil there is a potential to spread contaminants across the site and off-site by dust emissions. Additionally, each movement of the soil presents a short-term risk to onsite workers hence limiting this alternative.

Alternative 3 - On-Site Capping

'This alternative involves capping the entire Site with asphalt and leaving the contamination in place. The cost for capping is not only much higher than the other alternatives, but also more difficult to implement this alternative due to the need of earthwork for grading and construction of the school buildings. Since this aternative does not remove the contaminated soils; therefore, a land use covenant will be placed on the Site hence limiting this alternative.

Alternative 4 - Soil Excavation and Of-Site Disposal

'This alternative proposes excavation of approximately 1,800 cubic yards of toxaphene impacted soil, removal and off-site disposal at a licensed facility. Clean backfill soil from the Site would replace the removed soil. Confirmation soil samples would be performed to ensure that the cleanup goals are achieved.Standard construction equipment will be used to remove soil during field activities.

Datos Hist6ricos y Antecedentes del Sitio

El Sitio consta de aproxirnadarnente 5 acres y es un sitio eriazo. En la actualidad, no esti urbanizado y se encuentra

cubierto con vegetaci6n nativa.

En la pa te a1 surponiente del Sitio, existe una pila de suelo de forrna alargada de aproxirnadamente 1.500 yardas chbicas (CY, por sus siglas en inglCs). Este suelo se gener6

de la excavaci6n de un ernbalse de contenci6n de aguas Iluvias, ubicado directarnente al poniente del Sitio.

Un rnapa topogrifico hist6rico que data del afio 19 1 5 seiiala que en ese tiernpo el Sitio contenia la estructura de un

edificio. Asimisrno, fotografias atreas hist6ricas que e s t b

disponibles, indican la presencia de varios edificios que

estuvieron en el lugar'desde fines de 1950 hasta mediados de 1980.

Hallazgos de la Investigaci6n

El Sitio se investig6 con el objeto de evaluar 10s posibles irnpactos derivados de las actividades pasadas. Los

resultados iniciales de la torna de rnuestras indicaron niveles elevados de 10s OCP, principalrnente toxafeno, en el suelo

a flor de tierra en concentraciones que flucthan desde 120 rnicrogramos por kilograrno (ugtkg) hasta 3.200 ugtkg en el sector oriente del Sitio. El toxafeno se puede utilizar corno insecticida para controlar parisitos en el ganado.

Propuesto Plan de Trabajo Acci6n de Remoci6n

La finalidad del RAW es evaluar las alternativas de lirnpieza e identificar una alternativa preferida la cud prwenga o reduzca 10s potenciales riesgos a la salud phblica y al

rnedioarnbiente. Adem&, resume 10s estudios previarnente

cornpletados e identifica las posibles alternativas de

rernoci6n. Todas las alternativas se seleccionan y se

evallian basbdose en su eficacia,costo, y facilidad de

irnplementaci6n. Posteriorrnente, el anteproyecto RAW

identifica la alternativa que DTSC recornienda y que es de

la opini6n es la rnk adecuada para el Sitio.

Previo a que DTSC finalice el anteproyecto RAW rnediante la selecci6n de una alternativa rernediadora, se pondri a

disposici6n del pliblico el docurnento correspondiente para

que tste presente sus cornentarios durante el plazo de 30

dias para 10s comentarios pliblicos. Todos 10s comentarios

recibidos durante este plazo se estudiarin y se considerarb

antes de que se finalice el anteproyecto RAW.

Propuestas Opciones de Limpieza

Se tom6 en consideraci6n las siguientes opciones de limpieza:

Alternativa 1 - Ninguna Accibn

Conforme a derecho se requiere que DTSC incluya la alternativa de "Ninguna Acci6n". A este respecto,

DTSC es de la opinibn que si se seleccionara esta alternativa y no se tornara ninguna rnedida, existiria en

el Sitio un riesgo a largo plazo inaceptable para la salud

hurnana y el rnedioarnbiente.

Alternativa 2 - Tratamiento

Se puede tratar 10s OCP introduciendo una bacteria

rnetanotr6pica y colocando rnetano y aire en el suelo.

Esto hltirno ayuda al suelo a que rernedie el pesticida que contiene. Esta tecnologia de tratarniento se

realiza norrnalmente en terreno con cClulas de bio- tratarniento y se puede dernorar varios rneses en lograr

10s objetivos de limpieza deseados. Esta tecnologia

de tratarniento requiere mover varias veces el suelo. Con cada rnovirniento del suelo, existe el potencial de que con las emisiones de polvo 10s contarninantes se propaguen a travCs del sitio y fuera de 61. Ademis, cada

movimiento del suelo presenta un riesgo a corto plam a 10s trabajadores en terreno y por lo tanto, restringiendo el uso de esta alternativa.

Alternativa 3 - Cubiwta en Terreno

Esta alternativa contempla cubrir todo el Sitio con asfalto y dejar la contaminaci6n en el rnisrno lugar. El costo que involucra la cubierta no s61o es rnucho rnis alto que 10s de las otras alternativas, per0 es rnis dificil de irnplernentar debido a que se necesita efectuar trabajos de rnovirniento de tierras para la nivelaci6n del terreno y para la construcci6n de 10s edificios en el recinto escolar. Considerando que esta alternativa no

involucra remover 10s suelos contarninados, se deberi

colocar en la escrin~ra un contrato restringiendo la

utilizaci6n de las tierras, lo que, por ende, lirnita esta alternativa.

Alternativa 4 - Excnvacibn del Sueh y Eliminacibn Fuera del Sitio

Esta alternativa propone excavar aproxirnadamente

y su rernoci6n y elirninaci6n &era del sitio en una

instalaci6n autorizada. El suelo que se remueva se

reernplazari con suelo lirnpio de relleno sacado del

asegurar que se han logrado 10s objetivos de lirnpieza. Durante las actividades de carnpo,se utilizari equipo y

maquinaria estindares en trabajos de construcci6n para

remover el suelo.

Alternativa Recomendada por DTSC

De todas las otras alternativas, DTSC propone corno su mejor elecci6n la ''Alternativa 4": "Excavaci6n del Suelo

y Eliminaci6n Fuera del Sitio". Esta alternativa es la mQ

eficaz y es de bajo costo.

Resumen del Propuesto RAW

La aprobaci6n del anteproyecto RAW resultari en las siguientes actividades:

Rernoci6n de aproximadarnente 1.800 CY de suelo contarninado. El suelo se rernoveri con una retroexcavadora y se apilari de rnanera transitoria en terreno para su

caracterizaci6n. El suelo contarninado se transportari fi~era del sitio a una instalaci6n de eliminaci6n adecuada. Se usari suelo limpio del Sitio para rellenar las ireas excavadas.

Los sistemas de nebdaci6n de agua ayudarb a prevenir

que el ~ o l v o quede suspendido en el aire.

Durante las actividades de excavaci6n el aire se rnonitoreari por profesionales en el rarno para detectar las

particdadas de polvo.

El anteproyecto RAW incluye el cese de faenas en el caso que aurnente la velocidad del viento o que se excedan 10s niveles de acci6n del polvo.

Los carniones cargados se cubririn y se descontaminarb

previo a que abandonen el Sitio

El agua y el sediment0 que provienen de la lirnpieza y de la descontaminacibn del equiparniento se recolectarin en tarnbos, se analizarin y seghn lo que indiquen 10s resultados, se fletarin a su destino adecuado

Trayectoria de 10s Camiones

Los camiones cargados saldrin desde el poniente del Sitio y dobladn en Wakefield Drive, doblarin al norte en S. Yosernite Road, y seguirin derecho hacia N. Sunrise Avenue

para tornar la 1-5 hacia el Sur y desputs se dirigirin hacia la

instalaci6n de desechos no peligrosos de Kettleman Hills.

Jornada de Trabajo

Si el pliblico apoyase la alternativa rernediadora preferida, se

dari inicio a 10s esherzos de lirnpieza cuando se aprueben

10s fondos. Las faenas se realizarin entre las 7:00 a.m. y las
