1. INTRODUCTION
Ninyo & Moore conducted this limited Hazardous Building Material Survey (HBMS) at various
buildings on the San Jose City College campus located at 2100 Moorpark Avenue in San Jose,
California (Figure 1). Ninyo & Moore performed the approved scope of work in general accord-
ance with our proposal (No. 09OAK03-00119) dated May 1, 2015, and our signed contract with
San Jose Evergreen Community College District (SJECCD). Ninyo & Moore conducted its
work for Gilbane Building Company (Gilbane) on behalf of the SJECCD.
1.1. Site Description
The following buildings/areas were included in the survey: the Technology Center pent-
house mechanical room; the Business Building first floor electrical room; areas of the
General Education building rooms where equipment (fan coils etc.) will be upgrad-
ed/replaced (including Rooms 101, 102, 103, 105, 111, 113, 115, 117, 118, 119, 121, 123,
125, 127, 201, 203, 205, 207, 207A, 207B, 209A, 209B, 211, 213, 215, 217, 219, 221, 223,
and the 2nd
floor reception area); the Student Center Room SC205A; the Power Plant chiller
equipment room; and the exterior of the Library. These buildings/areas are located on the
northern portion of the San Jose City College campus at 2100 Moorpark Avenue in San Jose,
California (Figure 2). All of the buildings have slab-on-grade concrete foundations. Building
finishes and construction materials include painted gypsum wallboard walls/ceilings, plaster
walls and ceilings, cinder block and mortar walls, vinyl floor tiles/mastic, carpeted floors,
bare cement floors and walls, and lay-in acoustic ceiling tiles, and exterior stucco walls.
1.2. Involved Parties
Mr. Blair Bridges conducted the HBMS activities on May 11, 2015. Mr. Bridges is a State of
California Division of Occupational Safety and Health (DOSH)-Certified Asbestos Consult-
ant (No. 10-4604) and a California Department of Public Health (DPH) Lead-related
Construction Services Inspector/Assessor (No. 24052). Mr. William Larkin managed the
HBMS sampling activities for Ninyo & Moore and is also is a DOSH-Certified Asbestos
Consultant (No. 99-2688) and a DPH Inspector/Assessor and Project Monitor (No. 5543).

agement for this project.
1.3. User Reliance
This report may be relied upon and is intended exclusively for use by Gilbane and SJECCD.
Any use or re-use of the findings, conclusions, and/or recommendations of this report by
parties other than Gilbane is undertaken at said parties’ sole risk.
2. PURPOSE
Non-destructive sampling techniques were implemented during this HBMS to evaluate if poten-
tial hazards associated with the building materials, paint, or other miscellaneous hazardous
building materials (potential mercury-containing thermostats, polychlorinated biphenyls [PCB]-
containing items, fluorescent light tubes, exit signs with low-level radioactive sources, and Fre-
on™-containing refrigeration systems) may exist within the various buildings/areas proposed for
upgrade/replacement. Destructive sampling techniques (i.e. opening up wall cavities and/or fire
doors, ripping up wide swaths of carpeting) were not implemented during this HBMS.
3. HAZARDOUS BUILDING MATERIALS SURVEY
Samples of building materials were collected to evaluate if asbestos, lead-based paint, and/or
other miscellaneous hazardous building materials are present at the site buildings.
3.1. Scope of Work
Ninyo & Moore personnel performed the services listed below.
Coordination with Gilbane staff related to the implementation of this HBMS at the vari-
ous site buildings.
Visual assessment of accessible areas within the various site buildings to evaluate the
possible presence of asbestos-containing materials (ACMs) and lead-containing materi-
als (LCMs).

Collection of 59 building material samples and submittal of these samples to a certified,
independent laboratory for analysis of asbestos content.
Collection of 14 paint chip samples and submittal of these samples to a certified, inde-
pendent laboratory for analysis of lead content.
Visual assessment and quantification of potential mercury-containing thermo-
stats/switches, PCB-containing items, fluorescent light tubes, exit signs, air
conditioning units, and FreonTM
-containing refrigeration systems.
Preparation of this HBMS, report which presents our data and summarizes the assessed
materials. The report includes a site description, laboratory testing information, findings,
conclusions, and recommendations, sample location maps, tables summarizing the build-
ing materials assessed, and the estimated quantities of identified materials.
3.2. Physical Limitations
All of the building areas that Gilbane requested Ninyo & Moore to survey for this HBMS
were accessed during the HBMS activities. However, there is a possibility that additional
suspect materials (ACMs, LCMs, etc.) or other miscellaneous hazardous building materials
may be discovered during future demolition/renovation activities at the buildings in areas
that were not accessible during the HBMS without destruction of materials. This non-
destructive assessment also did not include subsurface assessment of hazardous materials.
As such, there may be Transite and/or tar-covered pipes beneath (or immediately adjacent
to) the building. Destructive sampling techniques were not implemented during this HBMS
(i.e. wall cavities were not opened up and large areas of carpeting/flooring were not re-
moved/ripped up in search of other suspect materials).
Additionally, where the planned sampling activities might have affected materials (gaskets,
etc.) associated with active heating/ventilation/air-conditioning (HVAC) and/or air filtration
systems, sampling was not conducted. Active ceiling-mounted and floor-mounted fan coil
units were similarly not taken apart to ascertain potentially hazardous materials.

3.3. Previous Sampling Information
Ninyo & Moore was not provided with any previous sampling information or specific build-
ing information (as-built diagrams, etc.) related to the site buildings.
3.4. Survey Activities and Sample Collection
On May 11, 2015, Ninyo & Moore personnel conducted limited hazardous materials sam-
pling activities at the building. The survey followed USEPA guidelines, within the
limitations of the scope of this assessment. The sampling activities were performed by Mr.
Bridges and consisted of collecting suspect ACM and LCM samples from areas of the build-
ing scheduled for renovation (described above). The locations from which the suspect bulk
ACM and suspect LCM samples were collected are shown on Figures 3 through 9. Profes-
sional certifications are presented in Appendix A.
Building materials that were sampled and analyzed for the presence of asbestos and lead are
presented in Tables 1 and 2. Laboratory test results for asbestos and lead are presented in
Appendix B.
3.5. Asbestos Survey
A visual assessment and bulk sampling survey of suspect ACMs were performed. Repre-
sentative samples of suspect ACMs were collected after identification of homogeneous
sampling areas (areas in which the materials are uniform in color, texture, construction or
application date, and general appearance). Each homogeneous area was observed for materi-
al type, location, condition, and friability. Representative samples were collected from each
area except from areas that were inaccessible. Samples were collected using United States
Environmental Protection Agency (USEPA)-recommended sampling procedures.
A total of 59 bulk asbestos samples were collected and analyzed. Building material samples
that were collected by Ninyo & Moore personnel and analyzed for the presence of asbestos
are presented in Table 1.

3.6. Lead-Containing Material Survey
LCM sampling was conducted to assess the lead content of painted surfaces for both waste
characterization and future contractor/worker safety. The survey was conducted in general
accordance with accepted environmental science and engineering practices. A total of 14
samples were collected and analyzed. The lead concentrations of these samples are presented in
Table 2. It was not our intent through this inspection to evaluate lead-based paint hazards with-
in the building in accordance with the United States Department of Housing and Urban
Development (HUD) guidelines. The HUD guidelines generally require an extensive sampling
strategy including the sampling of paint on each surface within a room.
3.7. Miscellaneous Hazardous Building Materials
A visual assessment and quantification was performed of potential mercury-containing
thermostats/switches and fluorescent light tubes, polychlorinated biphenyls (PCB)-
containing items (transformers, light ballasts, etc.), exit signs, air conditioning units, and
FreonTM
-containing refrigeration systems. Miscellaneous hazardous building materials ob-
served in the building are presented in Table 3. In accordance with the scope of work,
positive identification of these materials (via analytical testing) was not performed.
4. LABORATORY ANALYSIS AND RESULTS
4.1. Asbestos
After collection, the suspect bulk samples were transferred to EMSL Analytical, Inc.,
(EMSL) of San Leandro, California for analysis. EMSL is a laboratory accredited in the Na-
tional Voluntary Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber
analysis. The samples were analyzed for the presence and quantification of asbestos fibers,
using polarized light microscopy with dispersion staining (PLM/ds), in general accordance
with USEPA Method 600/R-93/116. The lower limit of reliable detection for asbestos using
the PLM method is approximately 1 percent by volume. Materials in which no asbestos was
detected are defined in the laboratory report as “ND” (None Detected) in the “Asbestos Con-

tent” column. One sample (ASB-29) with a reported asbestos concentration of 2% was re-
analyzed to confirm its asbestos content via PLM with a 400 point count. The analytical re-
sults are summarized in Table 1 and copies of the laboratory analytical report and chain-of-
custody record are presented in Appendix B.
4.2. Lead-Containing Material
After collection, the suspect LCM samples were transferred to EMSL for analysis of total
lead content via Flame Atomic Absorption Spectroscopy (Flame AA) (SW 846
3050B/7000B). EMSL is an American Industrial Hygiene Association accredited Environ-
mental Lead Laboratory (AIHA ELLA). Currently, the USEPA stipulates what
concentrations of lead in non-volatile components of surface coatings or materials determine
whether a material is considered to be lead-containing. The USEPA stipulates that paint con-
taining an amount equal to or in excess of 1 milligram per square centimeter (1.0 mg/cm2),
or more than half of one percent (0.5%) by weight (or 5,000 milligrams per kilogram
[mg/kg]), constitute a lead-based paint (LBP). Coatings with any detectable amount of re-
ported lead would be considered lead-containing paint (LCP).
Paint that is chipping or peeling, or that may be readily removed from surfaces, and has a
lead content equal to or greater than 1,000 mg/kg, would require handling as a California Ti-
tle 22 hazardous waste. The analytical results associated with paint chip samples collected
from the building are summarized in Table 2 and copies of the laboratory analytical report
and chain-of-custody record are presented in Appendix B.
4.3. Miscellaneous Hazardous Building Materials
As indicated above, confirmation of miscellaneous hazardous building materials, via analyt-
ical testing, was not performed for this survey. Potentially hazardous miscellaneous building
materials observed and quantified at the building are presented in Table 3.

5. FINDINGS
Based on the analytical results of bulk samples collected and observations made during this lim-
ited survey, ACM, LCMs, and miscellaneous hazardous building materials were identified within
the site building areas.
5.1. Asbestos
The only material that was confirmed to be asbestos-containing was approximately 240
square feet of black mastic associated with off-white 12-inch by 12-inch vinyl floor tile
(VFT) with brown streaks located on the second floor of the General Education Building,
containing 1.25% chrysotile asbestos. This material was sampled adjacent to the fan coil
units in two rooms on the second floor (Rooms 201 and 211) and found to be one homoge-
nous material. The off-white 12-inch by 12-inch VFT was observed in all the non-carpeted
second floor rooms that were included in the survey. Off-white flooring with black mastic,
which was found to be non-ACM, was observed beneath blue carpet in two of the carpeted
second floor rooms (Rooms 207 and 207B) that were included in the survey. Because of the
non-destructive nature of our sampling, we could not determine whether the flooring ob-
served beneath the blue carpeting was the same as the flooring assessed to be ACM, only
that the flooring appeared to be the same color as the flooring with ACM. The same blue
carpeting was observed in Rooms 207A, 209A, and 209B. It is recommended that the
abatement contractor check beneath the blue carpeted areas to determine if the floor-
ing is the same or different than the flooring determined to be ACM. If it is found to be
the same, it should be treated as ACM. There are 16 affected fan coil units on the second
floor, including those in carpeted areas. An estimated 15 square feet of VFT per fan coil unit
is likely to be removed in an abatement action. This would result in an estimated quantity of
approximately 240 square feet of black mastic (and associated flooring).
5.2. Lead-Containing Material
Fourteen paint chip samples were collected and analyzed for this study. The lead concentra-
tion associated with 12 of the paint chip samples was reported by the analytical laboratory

(EMSL) to be less than the associated reporting limits (between <0.010 mg/kg and <0.022
mg/kg). The reported lead concentrations of the remaining two chip samples are 1,400
mg/kg (or 0.14% by weight) and 1,500 mg/kg (or 0.15% by weight). These paint samples
collected at the site buildings are considered LCP. Occupational Health and Safety Admin-
istration (OSHA) regulations apply whenever materials with any detectable amounts of lead
are disturbed.
5.3. Miscellaneous HBMS
Miscellaneous hazardous building materials observed at the site buildings included potential
PCB-containing light ballasts, fluorescent light tubes (minor mercury vapor sources); and
smoke detectors (potential low-level radioactive sources). No attempt was made to disassem-
ble or sample any of the observed miscellaneous hazardous building materials.
6. CONCLUSIONS
ACM, LCP, and miscellaneous hazardous building materials are present at the site buildings.
This does not mean that the health of San Jose City College administrative, faculty, or mainte-
nance staff is endangered. The materials appear to be in primarily good, undisturbed condition;
therefore, exposure to building occupants and/or staff is expected to be negligible. If these mate-
rials deteriorate over time, are damaged, or are disturbed, such as during renovation or
demolition operations, then asbestos fibers or lead dust may be released, creating a potential
health hazard for building occupants, maintenance personnel, and contractors.
7. RECOMMENDATIONS
Since an ACM, LCP, and miscellaneous hazardous building materials have been reported at the
site buildings, the following recommendations and precautions are provided:
The reported ACM at the site buildings should be incorporated into a building-specific Op-
erations and Maintenance (O&M) Plan. This O&M Plan should emphasize that this ACM
should not be disturbed. Any identified ACM in damaged condition should be promptly re-
paired or abated. Prior to renovation or demolition work that would disturb the identified
ACM, a licensed asbestos abatement removal contractor should remove the ACM in compli-

ance with the most recent applicable federal, state, and local laws, regulations, standards,
and/or codes governing abatement, transport, and disposal of ACMs. The removal work
scope and requirements should be included in a work plan/specification developed by a Cali-
fornia Certified Asbestos Consultant (CAC). It is also recommended that all abatement
activities should be conducted under the supervision of a CAC. While Ninyo & Moore
provided an estimate of the quantity of ACM present at the site buildings (Table 1), it is
the abatement contractor’s responsibility to confirm ACM quantities present.
The reported LCP at the site buildings should be incorporated into a building-specific Op-
erations and Maintenance (O&M) Plan. Any identified LBP/LCP in damaged condition
should be promptly stabilized/abated. Prior to renovation or demolition work that would dis-
turb the identified LBP/LCP, a licensed hazardous materials abatement/removal contractor
should remove the LBP/LCP in compliance with the most recent applicable federal, state,
and local laws, regulations, standards, and/or codes governing abatement, transport, and dis-
posal of LBP/LCP. The removal work scope and requirements should be included in a work
plan/specification developed by a CDPH Certified Lead-Related Construction Services Pro-
ject Designer/Monitor. It is also recommended that all abatement activities should be
conducted under the supervision of a CDPH Project Monitor. While Ninyo & Moore pro-
vided an estimate of the quantity of LCP present at the site buildings (Table 2), it is the
abatement contractor’s responsibility to confirm the amount of LBP/LCP present.
Prior to demolition or renovation activities, potential mercury-containing thermo-
stats/switches, PCB-containing items (light ballasts, transformers, etc.), fluorescent light
tubes, exit signs, air conditioning units, and FreonTM
-containing refrigeration systems should
be removed and properly recycled or disposed of by a licensed contractor according to all
applicable federal, state, and local laws/regulations. All light fixtures should be visually in-
spected, prior to disposal, to determine if they contain PCBs (checked for “No PCBs” or “PCB
free” stickers). While Ninyo & Moore provided an estimate of the quantity of miscella-
neous hazardous building materials present at the site buildings, it is the abatement
contractor’s responsibility to confirm the quantities of items present.
Due to the non-destructive sampling techniques employed during this HBMS, there is a pos-
sibility that additional suspect ACMs, LCMs, or other miscellaneous hazardous building
materials may be discovered during building renovations or demolition. Therefore,
Ninyo & Moore recommends that, should additional suspect materials not sampled or as-
sessed in this report be uncovered during demolition/renovation activities, (a) samples of
suspect materials should be collected for laboratory analysis and activities that may impact
the materials should cease until laboratory analytical results are reviewed or (b) the materials
should be assumed to be hazardous and handled as such.

8. LIMITATIONS
Ninyo & Moore's findings, conclusions, and recommendations regarding environmental condi-
tions, as presented in this report, are based on limited sampling and chemical analysis, with the
exception of the inventory for miscellaneous hazardous building materials. Further assessment of
potential adverse environmental impacts may be accomplished by a more comprehensive as-
sessment. The samples collected and used for testing, and the observations made, are believed to
be representative of the area(s) evaluated. However, if additional suspect ACMs, miscellaneous
hazardous building materials, or LCMs are encountered during renovation or demolition activi-
ties, these materials should be sampled by qualified personnel, and analyzed for content prior to
further disturbance. In addition, please note that quantities of ACMs, miscellaneous hazardous
building materials, and LCMs are approximate. It is the contractor’s responsibility to confirm
ACMs, miscellaneous hazardous building materials and LCM quantities present.
The environmental services described in this report have been conducted in general accordance
with current regulatory guidelines and the standard of care exercised by environmental consult-
ants performing similar work in the project area. No warranty, expressed or implied, is made
regarding the professional opinions presented in this report. Variations in site conditions may ex-
ist and conditions not observed or described in this report may be encountered during subsequent
activities. Please also note that this study did not include an evaluation of subsurface environ-
mental, geotechnical conditions, or potential geologic hazards.
This document is intended to be used only in its entirety. No portion of the document, by itself, is
designed to completely represent any aspect of the project described herein. Ninyo & Moore
should be contacted if the reader requires any additional information, or has questions regarding
content, interpretations presented, or completeness of this document.
The environmental findings, conclusions, and recommendations contained in this report are
based on the results of laboratory tests and analyses intended to detect the presence and concen-
tration of specific chemical or physical constituents in samples collected from the site. The
testing and analyses have been conducted by an independent laboratory that is certified by the
State of California to conduct such tests. Ninyo & Moore has no involvement in, or control over,

such testing and analysis. Ninyo & Moore, therefore, disclaims responsibility for any inaccuracy
in such laboratory results.
Our findings, conclusions, and recommendations are based on an analysis of the observed site
conditions. It should be understood that the conditions of a site can change with time as a result
of natural processes or the activities of man at the site or nearby sites. In addition, changes to the
applicable laws, regulations, codes, and standards of practice may occur due to government ac-
tion or the broadening of knowledge. The findings of this report may, therefore, be invalidated
over time, in part or in whole, by changes over which Ninyo & Moore has no control.
