What is a JLUS?What is a JLUS?
A community‐led, federally‐funded program to promote cooperation administered by DoD/OEA
A proactive approach to achieve a balance to sustaining the economic development viability of communities and missions at NSA Mechanicsburg
A preventative measure to encourage compatible development
Initiated in 1985 by the Office of Economic Adjustment (OEA)
Over 120 JLUSs have been completed

A JLUS IS NOT: • a regulatory document• an enforceable policy / action
A JLUS IS:• A collaborative process • A body of information that assists decision makers in making informed decisions
• A set of recommended strategies to mitigate or prevent incompatible development
• Recommendations for issues are tailored to each jurisdiction / organization
To successfully implement, the JLUS will require follow‐on implementation actions by all stakeholders, including appropriate public involvement
