Dr. Syed Javaid Khurshid is B.Sc.(Hons), MSc. from Karachi University in Biochemistry/ Pharmaceutical/Organic Chemistry, M.S. Organic/Biochemistry, Ball State University, USA and Ph.D. from University of the Punjab in Bioinorganic/Radiopharmaceutical Chemistry.

Dr. Javaid is working with Pakistan Atomic Energy Commission (PAEC) for last 37 years. Presently, as Director, Directorate of Planning & Projects Coordination, Chairman Secretariat, PAEC HQs. He is Focal Person for all PAEC Projects, he is preparing, coordinating, implementing & monitoring 33 open projects of Agriculture, Biotechnology, Energy, Engineering, Medical and Science & Technology worth about 1200 billion with an annual release of about 118 billion, whereas, as PAEC-SPD Focal Person coordinating about 81 classified projects worth about 95 billion with annual release of about 25 billion, beside this, he is also monitoring more than 66 ongoing research projects with S&T, PCSIR, PSF and PMRC. Passionate with skills to achieve goals in 2010 he developed “Project Monitoring and Evaluation Cell” through PSDP funding for monitoring &evaluation of PAEC Projects. He is also a Technical Committee Member of Higher Education Commission DDWP, since 2011 and Member to Research Grant Evaluation Committee, HEC, since 2012. Dr. Javaid is on three committees of Planning Development & Reforms Division, Planning Commission of Pakistan on Health, Nutrition and Energy, on Five Year Plan 2013-18 and Pakistan’s Vision 2025.

He is Adjunct Faculty Member of Department of Communication and Management Sciences, Pakistan Institute of Engineering & Applied Sciences delivering lectures on Project Preparation, Implementation and Monitoring. He is also working as Advisor to Pakistan Nuclear Regulatory Authority Committee on the Committee for Biochemistry, Biotechnology, Nuclear Medicine, Biosafety & Biosecurity. Simultaneously, since 2006he is helping disseminating knowledge &motivating research teams as an Executive Secretary of prestigious International Nathiagali Summer College (INSC) arranged since 1976 on Cutting Edge Technologies with the support of Salaam International Centre of Theoretical Physics (ICTP), Trieste, Italy, US-National Science Foundation, USA, Chinese Academy of Sciences, Czech Academy of Sciences and Centre of European Nuclear Research (CERN).

Dr. Javaid has specialized skills of Project Development and Management. He has attended many Workshop/Training courses of international Atomic Energy Agency (IAEA)i.e. “Technical Cooperation Project Design for Asia & Pacific” 2011, “Development of Nuclear Power Program” 2011,“Infrastructure Development of Nuclear Power Projects, 2010,Vienna, Austria”. Beside this as technical expert he attended 03 UN Meetings & 2 State Party Meetings on Biological Weapon Control, Geneva, Switzerland 2003-2005 and 3 UNDP/IAEA training course on “Radiation Technology & Sterilization of Food and Single Used Medical Products”, Bangkok 1987 & 1989 & Bombay, 1991. He has also attended many training courses of Pakistan Planning & Management Institute, Planning Commission i.e. Growth Strategy of Pakistan, Preparation of Work/Cash Plan, Financial/Economic Analysis of Projects, Macroeconomic Planning & Management, Project Implementation and Governess, Project Cycle Management and Project Monitoring & Evaluation System Software, beside some Bradford Courses arranged by Pakistan Planning & Management Institute on Sustainable Project Cycle Management, 2006 and on Project Planning, Management & Implementation, 2005.

Dr. Javaid worked as a Coordinator for Environmental studies at PAEC. He also worked as Director Biosciences, PAEC 2006. He was successful, by virtue of his

hectic efforts in obtaining land for six cancer hospitals and additional land for already established2 agriculture &two nuclear medical institutes. He also responsible for managerial guidance of research, planning, development & administrative matters of 13 Biosciences Institutes. He has on his credit developing National Cancer Control Program for Planning Commission& developing PAEC Breast Cancer Clinics’ and Mobile Breast Care Clinics throughout Pakistan. He worked as Chief Coordinator of Farmer Participatory Saline Agriculture Project. As Technical Consultant 1989, he was instrumental to develop facilities for First Pakistan Radiation Sterilization Services (PARAS) at Lahore for Single Use Medical Products and in preparing feasibility report in 2004 for three Food Irradiation facilities proposed at Lahore, Karachi & Peshawar. In 1978 developed Quality Control & Assurance facilities for Radiopharmaceutical.

He was a member of Inter-ministerial committee of Biological Weapon Control, Ministry of Foreign Affairs, Government of Pakistan. Presented Pakistan 4 times as technical expert of delegation to UN on Biological Weapon Control (BWC) meetings. Participated 3 times as member of State Party to UN on BWC meeting and helped in making the legislation on dual use products. He served as a member of PAEC Review Committee on Pakistan Nuclear Regulatory Authority (PNRA) rules and regulation on Health, Member of Life Sciences Core Group, COMSTECH. He is General Secretary, Pakistan Association for Life Sciences Research and leading the HRD Committee of Pakistan Biological Association.

Dr. Javaid’s research activities are mainly concentrated on health related topics, such as Development of Bio-scanning & Therapeutic Important Complexes. Provided guidance & supervision to M.Phil. & PhD students of different Universities. His passionate research and excellent presentation skills resulted in about “50 publications in international/national journals”, “12 international proceedings”, written 02 National Guideline Programs, 15 research reports, 40 presentations and listed by GoP as Productive Scientists of Pakistan with an Impact Factor of 137.

Dr. Javaid is Fellow of Chemical Society of Pakistan. He is referee to African Journal of Pure & Applied Chemistry (AJPAC), Egyptian Journal of Radiation & Applied Sciences (EJRAS), Journal of Medicinal Plant Research (JPMR), Pakistan Journal of Pharmacology, Journal of Pharmaceutical Chemistry, Journal of Pak. Medical Association, Journal of Pak Medical Research Council. He is Member of Pakistan Pharmacological Academy & New York Academy of Sciences. He served as Member of Biochemical Sub-Committee of Weight & Measures Division, Pakistan Standard Institute & Council member of International Study Group on Biochemistry& Biophysical Standards.
