TherearenowordstoadequatelydescribethesadnesswefeltuponthenewsofthepassingoftheFoundingPresident(1976–1988)oftheHongKongCollegeofFamilyPhysicians,Dr Peter C. Y. Lee.
DrPeterLeewastheFatherofFamilyMedicineinHongKong,hewastheonetomakeFamilyMedicineasit istoday.HispassingawayisagreatlosstoallofuswhoareinvolvedinthepromotionofthedisciplineandserviceofFamilyMedicineinHK.
MayDrLee rest inpeace,andbeassured thatallofuswouldworktogethertocarryonhismissionandcontributetothedevelopmentofourdiscipline!

Forsometime,he lived inCebuPhilippinesandhewelcomedustohisunitonseveraloccasions.IextendmycondolencestothefamilyofDrPeterCYLeeandtotheHongKongCollegewhohaslostitsFoundingFather.

DR.PETERC.Y.LEETheGreatManofHongKongMedicine
ImetDr.PeterC.Y.LeeinKualaLumpur,Malaysiain1973forthefirsttimeduringthe9thCMAAOCongress. He introducedhimselfas thePresidentof theHongKongMedicalAssociation. HewasseekingthemembershipoftheHongKongMedicalAssociationintheConfederationofMedicalAssociationsinAsiaandOceania. ThiswasstronglyrejectedbytheJapanMedicalAssociation,becauseHongKongisnotacountry,butaterritoryofGreatBritain.AsCMAAOSecretary-General,IsubmittedtheapplicationofHKMAtotheGeneralAssemblyfordecision.HKMAwaseventuallyadmittedintotheConfederation.
ThejubilantDr.PeterC.Y.LeetheninvitedmetovisithiminHongKong,whichsparkedourlongfriendshipspanningmorethan40years. WhenwefirstmetinHongKongheaskedmeifIlikenoodles,Ifoundoutwearebothnoodleloversandthereweremanyfunnystoriesaboutnoodles.Dr.PeterC.Y.LeefellinlovewiththePhilippines,andtravelledtoManilabackandforthtotalkwithmeonmedicalpolitics. HeboughtayachtcalledEverGreenwherewewouldoften touraroundtheHongKongBaywhilewediscussedmanyplanshowtoexpandandstrengthentheCMAAO,whicheventuallygained18membercountriesinaspanof10years.
WhenPeterfoundoutmyothervice(thePhilippineAcademyofFamilyPhysicians),wediscussedmoretheemergingmedicalspecialtyofFamilyMedicine. Heaskedmetohelphimorganize theHongKongCollegeofGeneralPractitioners. ThePAFPbecametheobstetricianofthebirthofHKCGP,anda largecontingentof thePAFPBoardofTrusteesandmembersheadedbyDr.RamonR.Angelescameinfullforce,itwasthenwhenthePAFPsponsoredtheHongKongCollegeofFamilyPhysiciansintoWONCAortheWorldOrganizationofFamilyDoctors.

After theseeventswhichbroughtus toattend theAmericanMedicalAssociationconventionsandtheAmericanAcademyofFamilyPhysiciansactivitiesgotushookedtoinseparabletravels. PetereventuallybecamethePresidentofWONCA,andduringtheWMACongress inManila in1976,togetherweworkeditoutfortheHKMAtobecomeafullmemberofWMA.TheCubanMedicalAssociationinexiletookadvantageofthesituation,andbecameamembertoo.
PeterwasalwaysinManila,andpracticallyattendedallthehappyeventsofmypersonallife;Hewasthereatoursilverweddingin1990andgaveakindmessagetoalltheguestsatthePhilippinePlazaBallroom.Hewaspresentintheweddingsofeachofmyfourdaughters. HeeveninvitedmydaughterstocometoHongKongforatrip.Hewas“UnclePeter”toallmychildren,whoalsoadorehimgreatly.
He lovedthePhilippinessomuch,heboughtahouse inCebuCity towhichhepouredinallhisownarchitecturalprowess.HewantedmeandmyfriendMr.CrispinK.Go(whoalsobecamehisfriend)togotoCebueverytimehewasthere. HewouldbethedifferentPeterC.Y.Leewhowasproperlydressedatalltimes,hissartorialeleganceinproperattirewillsuddenlybecomesodifferentwhenhefliedintoCebu,hewouldbejustinhisT-shirt,shortsandslippers.ButwhenhefoundthepoorlivelihoodoftheCebuanotricycledrivers,hedecidedtostartanewtricyclebusinesstoimprovethelivelihoodofthesepeople,towhichIstronglydisagreed.
OnceheaskedmetoaccompanyhiminManilawhereheboughtabignumberofexpensivebirds,tostartanaviaryathisCebuhome. Itwasagreat joybut turnedhimdevastatedwhenthe“birds”diedoneafteranotherduetotheclimacticchanges,hishousewasbesidetheCebuBay.
HebroughtmetohisotherhomesinLantauIsland,inNewTerritoriesandmanyotherplaceswherehewouldlovetobuildavacationhome,whichwehadsomehowenjoyedverymuchwherewehatchedmoremedicalprojectsthatadvancedtheprogressofmedicineworldwide. Inalltheseworks,wehavetheeverreliableMissYvonneofHKMAtoputintoprintourplansandprogrammes.
Whenhecelebratedhis80thbirthday,hearrangedthatweandallhisinternationalfriendstostayattheHongKongMedicalAssociationInnandtocelebrate“instyle.”OnthisoccasionImetthecrèmeofHongKongcelebritiesincludingMr.StanleyHo.Hisfamilywerealltheretoensurethepartywillbewithoutparallel.

Hislovefor“paellas”andFilipinocuisineeverytimehewas“athome”inthePhilippineswillnowremainasamemoryofsucha“dearPeter.”
ThelasttimeIsawhimwasthreeyearsagoattheHKMAcafeteriawherehehostedadinnerformeandmycompanions.Inoticedsomethingwasqueer,heappeareddifferent,hewasnot theeveractivegenialhost. Isuddenlyfelthehasaged. IdiagnosedhimthentohavesufferedfromDementia.HestoppedtheregulartelephonecallstoManila,whichhaveleftmetobealoneandwondering.
Goodbye to theMedicineStalwartofHongKong, theWorldMedicalAssociation,theWONCA,theConfederationofMedicalAssociationsinAsiaandOceania, theFounderofHKCollegeofFamilyPhysicians,anavidorganizer,andalovingfamilyman,the“UnclePeter”isnowindeepslumber.

DrLeewasnotmerelythefatherofFamilyMedicineinHongKong,butalsotheinitiator/promoterofmulti-partitecollaborationamongprimarycareacademiesinAsiaPacificregion.
Withhisenormoustalent,aswellassingle-mindeddevotion,DrLeesetupplatformstofacilitateicebreakingandstrengthenmutualbondsbetweenthoseMandarin- speakingsocieties in thispartof theworld.HehasvividlyexemplifiedthespiritofChineseingenuityandsucceededwhereotherscouldhardlyachieve.
Wedeeply lamentthedeceaseofanoldfriend,andamostrespectablegloballeaderofFamilyMedicine.

ThenewsofthedeathofPeterLeefillsmewithdeepsadness.Formanyyears,PeterhasbeenaleaderofprimaryhealthcareinHongKongandglobally.His legacyisbestsummarizedinopeningChinatotheworldofprimaryhealthcare. PeterinitiatedthisatatimethatfewpeopledidbelieveentrytoChinawouldbepossible-HongKongat thetimewasstillunderBritishrule.Hisvisionandhisdeterminationtotranslatethatvisionintoactionisinmyviewamonumentofhowindividualscanhaveanimpactontheworld.AsWONCApresident,PetertookworldprimarycareinhisstrideandasaconsequencewecanboasttohavebeenamongstthefirstinaworkingrelationwithChina.
Onapersonal level,Peterwasresponsible tobringmetoHongKong,in1993andcoinforeverarelationtoyouandtheHKCFP.IthasbeenanhonourtoworkwithPeter.

DrPeterCYLeewasmymentor,respectedcomradeandbelovedfriendformorethan35years.
Hewasamedicaldoctorwith thedeepest senseof compassionanddedication,amanofvisionandanadvocateofFamilyMedicine.
Wordscanneverbeenoughtosingfornortorememberthisgreatmanforallseasons.Hewasatoweringiconofthemedicalprofessionandarolemodelforallyoungprofessionals.
PriortotheestablishmentoftheHKCollegeofFamilyPhysiciansin1977,DrLeewassaddenedtoseethemajorityofgeneralpractitionerswerenotinclinedordidnothavetheopportunitytoupdateorupgradetheirskills;theywereatriskofbecoming’tradesmenwithmedicaldegrees’.DrLeeaspiredforanewbreedoffamilyphysicianswhowoulddifferfromthetraditionalgeneralpractitioners inthatheorshe isspecificallytrainedforthetaskbyreceivinggeneralclinical trainingaswellasspecializedvocationaltraining,bypassingaqualifyingexamination,byundertakingcontinuingeducationandbymakingservice inprimarycarehisorherlife-longvocation.
ThiswasthebackgroundoftheformationoftheHKCollegeofFamilyPhysicians.Hewasthefoundingpresidentof theCollegefor12years.Duringhistermofoffice,heinsistedthat‘raisingthestandardofmedicalpracticeamongstfront-linedoctorsisthefirstimportantstepinachievingtheestablishmentof a community-basedhealthdelivery system. Itfollowsthatitisalsoasurewayofreducingtheoverallhealthcoststothecommunity.’Thereisnothingspecialinthisstatement.WhatisimportantDrLeehadlaiddowntheobjectivesforallCollegefellowsandmemberstoattain.IamproudtosaythattheCollegeissteeringgraduallyinthisdirectionalongwithDrLee’svision.

DrLeehaddevoted themajorityofhis life inpromotionofFamilyMedicine.Heusedhisownfinancial resources toacquire theCollegepremises inWanchai.HespentmostofhisowntimeinthePresident’sofficetakingcareofthedaytodayactivitiesoftheCollege.Hetaughtushowtowriteandspeakinpublicoccasions.Knowinghowlittlesupportthelocalgovernmentwouldassistthedevelopmentofthediscipline,heusedhisspecialwisdomandsocialskillstovisitandlobbyinternationalFamilyMedicinedignitaries tovisitHKgiving lectures, assisting intrainingand constantlybombarding local generalpractitioners theconceptandprinciplesofFamilyMedicinewhichwasrathernewtolocalprofessionals.
DuringhistermofPresidency,byvirtueofhisesteemedlocalstatus,heestablishedimportantlinksbetweentheCollegeandtheDepartmentofMedicalandHealthServiceandtheclinicalfacultiesofbothUniversitiesbyholdingsocialbanquetsinhisprivatemagnificentresidencesinHongLokYuenandRepulseBay,athisownexpenses,inordertopromotetheimageof theCollege.Ofcourse,councilmemberswererequiredtobepresentinalltheseoccasions.
HewassowelcomedinternationallythathewasmadethePresidentofWONCA(WorldOrganizationsofFamilyDoctors)from1992-1995.ThisisadistincthonourinthatHKbeingasmallplaceintheworldtowinthisimportanttitle, totallyduetoDrLee’spersonaleffort. ToinfluencethelocalgovernmentthesignificanceindevelopmentofFamilyMedicine,hewasinstrumentaltosuccessfullybidtheRegionalAsia-PacificWONCAConferenceandtheWorldWONCAConferencetotakeplace inHKin1987and1995respectively.Thishelpstopavethestepsinthelocalhealthpolicytoputmorestressintrainingfamilyphysicianstoday.
BecauseofhiscontributionsinFamilyMedicine,hewasconferredHon.Fellowof theHKAcademyofMedicine,apride toall familydoctorsforrecognitionofhisachievementsaswellas thedisciplineofFamilyMedicineamongallmedicalspecialties.
ItwasDrLeewhosawthesignificanceofteachingFamilyMedicineinundergraduate level.HeestablishedtheHKCFPvisitingprofessorshipfunds tobring invisitingprofessors,prominent in the fieldofFamilyMedicinetoteachinbothUniversities.
Apart fromhiswork inFamilyMedicine,DrLeehada lotofothercommitmentsholdingimportantpositionsasChairmanoftheConvocationUniversityofHKfrom1968to1986,memberoftheUniversityCouncilfor

35years,andthreetermsofPresidencyintheHKMedicalAssociation.His immensecontributions inpublicserviceshadbeenrecognisedbygovernmenttobestowhimthehonourofMBEandJP.
Duringmy35yearsofacquaintancewithDrLee, Iwas fortunate tohavehadtheopportunitytoworkwithhimindealingwiththeCollegeactivities,attendinginternationalmeetings.Weexchangedalotofissuesofmedicalethics,theimpactofadvancedmedicaltechnology,equityandresourceallocation,healthcaredeliveryandcivicsociety.DrLeewasmyrolemodelwhohadhelpedtoshapemypersonalconvictiontobehumbleandmyprofessionalconvictiontoservemypeoplewithfaith.
DrLee ishighly respected forhisperseverance inpursuitofahighstandardFamilyMedicineasthecornerstoneinhealthdelivery.Amanofhighintegrityandpleasantpersonality,hehadservedwithhumility,commitment,professionalexcellenceandenormousenergy.HehasleftalastinglegacyinHKandinternationally.
DrLeewillbedearlymissedbyallwhoknewhim.Iextendmydeepestcondolences tohis familymembersandthecommunitywillmisshimsorely.

Wepay tribute toDrPeterCYLee,a familyphysician,acommunityleader,aUniversitymanwhohasgivenunsparinglyhistimeandefforttomakeourcauseknowntoawiderworld.Hewasanastuteandbonnyfighter.Peter’sprecedenceat thehistoricStrategic forumon“MakingMedicalCarerelevanttoHealthcareneeds:TheContributionofFamilyDoctors”says itallabouthiscontributiontoFamilyMedicine.WearegratefulforhisleadershipandsupporttoWONCAthroughouttheyearsaspastPresidentof theWorldcouncilaswellasservingWONCAinnumerousothercapacities. WONCAhas indeed lostagood friend,aleaderandagreatsupporter.
Peterwasoneof the foundersofTheHongKongCollegeofFamilyPhysicians (thencalledHongKongCollegeofGeneralPractitioners)morethan30yearsago.Petertransformedgeneralpracticefromservicedeliveredbyuntraineddoctorstoatruespecialtyonparwithanyothermedical specialty.Whenbeing intervieweda fewyears agoduringtheCollege’s 30thAnniversary,Peterwasquite adamant in saying“Preventionsisbetterthancure!Ideallythefamilyphysicianshouldmakethebestuseofeveryconsultationtoeducatepatientsonhowtoremainhealthy.”Peterwasa trulyaccomplishedFamilyPhysicianandarolemodeltoallofus.BesideshisworkinleadingtheHongKongCollegeinthetraining,assessmentandaccreditationoffamilydoctorsinHongKong,PeterwasalsothepersonwhopromotedtheconcepttomainlandChina.In1986,he ledadelegationfromHongKongto introducetheconcept,promote,andconvinceauthoritiestotrainfamilydoctorsinChina.ThatwasthebeginningofanevolutionintheenhancementofqualityprimarycareinChinathroughthepracticeofFamilyMedicine.
SomanyotherareashaveclaimedPeter’sattentionfrommattersmedical,academic,tomatterscivicandfromtelevisiontopublicrelations.Hewas

executiveofficeronHongKong'smostsignificantmedicalbodiesandhasbeenthepastPresidentoftheHongKongMedicalAssociation,ChairmanoftheHongKongSt.John’sambulanceoverthemajorpartofthedecade.Hewaschairmanof theSocietyofOccupationalMedicine,honoraryMedicalDirectorandActingChairmanoftheHongKongCheshireHome.HehasalsobeenanactiveworkerintheaffairsoftheCivicAssociationandchaired theconvocationof theHongKongUniversity.Hisbonnyimpishpugnacityhaseverywherebeeninevidence..Despitehisdiversity,hespentallhislifeconvincingthepublic,fellowmedicalpractitionersandspecialiststhevalueofFamilyMedicineandsparednoeffortinpromotingitwheneverpossible.PeterhasreceivednumerousawardandHonoraryDegrees from InternationalbodiesandAcademicbodies.HewasanHonoraryFellowoftheHongKongAcademyofMedicine.
Wesalutehiscourage,industry,publicserviceandsingle-mindeddevotiontothisourspecialty.Wehavelostagreatleader,afriendbutheisalegendandwillremainforeverinourhearts.

ThisisastanzafromLongfellow’sAPsalmofLifethatDrPeterLeeoncequotedinhisarticle.Nodoubt,DrPeterLeewasagreatman.HewastheFounder-PresidentoftheHongKongCollegeofFamilyPhysicians,whichwasknownasHongKongCollegeofGeneralPractitionersbefore1997.HewasPast-PresidentofWorldOrganizationofFamilyDoctors.HewasHonoraryPresidentofHKUSPACEAlumni.Withhiscontributiontothecommunity,hewashonoredwiththedegreeofDoctorofLawshonoriscausain1977.HeservedasHeadofSt.JohnAmbulanceAssociation,thechairmanofHongKongCheshireHomeFoundationandmany,manymore.Someyearsago,Ihadtheopportunityoftalkingtohim.Hesaidwhenhewasamedicalstudent,heusedtovolunteertogivepresentationatstudygrouportutorial.Itappearedhedidallthedonkeyjobsamongsthisfellowstudents.However,hetoldmethatbysharingandpresenting,hehadtoreadmore,askmoreandasareturnhelearntmore.Withthisphilosophy,heestablishedtheCollege,sothatgeneralpractitionershadthechanceofcontinuingmedicaleducation,whichwasalmostnon-existingamonggeneralpractitionersbeforetheeraofourCollege.HesentdelegatestoRoyalAustralianCollegeofGeneralPractitionerstolearnfromthemandtoestablishofourFellowshipexamination.Withhisvision,theFellowofourCollege,FHKCGP,wasthefirstandonlylocallygrantedpostgraduatemedicaldegreetoberecognizedin1990.

Inoneof theoccasions,DrLee invitedcollegecommitteesandboardmemberstohishouseatHongLokYuen.Itwasabigpartywithprobablyoveronehundredguests.DrLeeandIwereatthebuffettable.Thedishinfrontofuswasbraisedbeefbrisketwithradish.Obviously,radishisasupporting ingredientof thedish.Whataco-incident,DrLeeandIbothpickedradishratherthatbeefbrisket.DrLeemadeacommentthatradish,absorbingalltheessence,wasmoretastefulthanthebeefbrisket.This inspiredmethat it isalwaysbeneficial tobethesupportingteam.Therewillbechanceofacquiringexperienceandknowledge,whichwillbeusefulinthefuture.ItisworthwhiletotakeapartintheCollegework.Oneday,wewillfindalltheexperienceacquiredisusefulandhelpfulinourcareer.Last timethat ImetDrLeewasat theCollegeThirty-yearCelebrationdinner.IhadthehonourofpresentingDrLeethemedalofHongKongCollegeofFamilyPhysiciansPast-President.He joinedthetoastingandcakecuttingceremony.Healwayscarriedasenseofhumour.Healwayshadstories to tell includingstoryofholdingcouncilmeeting late inthestreet;councilmembers’contributiontothesupportrunningofthecollege….Hewasalwaysfriendly,kind,andapproachable.Hisfatherlyfigureisalwaysinmymind.In themessagewritten for theCollege thirty years anniversarycommemoratebook,DrLeewrote: ‘The fourthandultimateobjectiveis topersuade and assist theGovernment to transform thehealthdeliverysystemoftheHKSARfromtheexistinghospital-basedonetoacommunity-basedsystem.’ItisthemissionofCollegememberstofollowthe footprintsofourFounder-President.Lastly, Iwould like toshareanotherstanzafromLongfellow’sAPsalmofLife.

Itwas indeed sad tohearof thepassingofDr.PeterLee, foundingpresidentofHKCFP.Hewasinstrumental inbringingtheHKCGPintoexistence,madethemedicalprofessionawareoftheemergenceofFamilyMedicineasadistinctspecialtyandlobbiedthegovernmentforresourcesindevelopingFamilyMedicineinHongKong.
His crowningglorywashis involvementwithWONCA, theWorldOrganizationofFamilyDoctors,beginningasCouncilMemberandendingasPresident,a journeyofsome12years.Hebrought theHKCFPintoworldattentionandweshouldbegratefulforhisdevotion,commitmentandone-mindedness inchampioningthecauseofFamilyMedicine inHongKong.
IwasaCouncilMemberintheyearshewasPresidentoftheCollege.Iadmiredhis leadershipstyle,adheringtoprotocol inCouncilmeetings,yetstrikingaperfectbalancebetweenlettingCouncilMembersspeaktheirmindsandstickingtotheagenda.Werarelyoverranourmeetings.HewasbriskwithhisdecisionsbutwasaccommodatingwithwhatCouncilMembersthought.IlearntalotfromhisstyleandtriedtoapplyitinmytermasPresident.
Peterwasalsoaverygoodhost.Heusedhis largehouseinHongLokYuen in thoseyears togreateffect inhostinggatherings forCouncil,visitingguestsandlocaldignitaries.IcanremembermanyhappytimestheretalkingtomembersofsocietyaboutFamilyMedicine.
TheCollegehostedconferences forWONCAduringPeter’s time, theAsia-PacificConferencein1987andtheWorldConferencein1995.Iwasluckytohavebeeninvolvedinboth.Peterwasthestarinboth,beingthePresidentoftheCollegeinthefirstandWONCAPresidentinthesecond.

Message from our Founding President
n expounding his philosophy on the 'Ages of Man', Confucius proclaimed ; meaning to say: 'By thirty, Man is established'. It is therefore fitting
for me as the Founding President to turn back the clock, on the occasion of our ThirtiethAnniversary, to reminisce about how have we 'established' ourselves over the past thirty years.
The Chinese proverb "Without permanent assets, there can be nopermanent resolve" is just as relevant to an organization as it is to an individual. For thisreason, the acquisition of permanent premises for the College had always been one of ourprincipal objectives. During the first ten years of the College's development, fortuitouscircumstances made it possible for me to donate half the 8th floor of the Duke of WindsorSocial Service Building to the College, with the result that, at this moment in time, HKCFP isthe one and only post-graduate medical academic college being accommodated in the samebuilding with the Hong Kong Medical Association and the Hong Kong Federation of MedicalSocieties. How this came to be is the subject of another article appearing elsewhere in thispublication.
When I declared open the Association premises in the Duke of Windsor Social Service Buildingin my capacity as President of the Hong Kong Medical Association in 1975, the Hong KongCollege of General Practitioners (HKCGP) was not even in existence. HKCGP was conceivedwhen I introduced the new medical discipline of general practice to the Council of the HongKong Medical Association in December 1975, which led to the incorporation of the HongKong College of General Practitioners and the holding of its First General Meeting in October1977. The College was formally launched at an impressive and grandiose Inaugural Ceremonyin March 1979 at the City Hall Theater with the attendance of over 400 persons.
However, being in possession of a 'permanent premises' is not the only yardstick for determiningwhether the College was 'established'. In my 'Message' in the HKCGP's 25th AnniversaryBrochure, I spelt out my 'Vision and Mission' for the College by elaborating on its four MainObjectives. I take this opportunity to reproduce hereunder the said objectives as well as tobring them up-to-date as follows:(1) The First Objective was to secure formal recognition from the Medical Council of
Hong Kong that the postgraduate academic degree of 'HKCGP/ HKCFP' is a quotablequalification. This was achieved in 1990, and the 'Fellowship' of our College becamethe first and only locally granted postgraduate medical degree to be so recognized atthat time.
(2) The Second Objective was to secure 'Specialty Status' for the discipline of generalpractice/ family medicine. This objective was partially achieved in April 1990 when thegovernment-appointed 'Preparatory Committee', set up to plan the proposed 'Academyof Medicine', accepted our College as one of its foundation colleges. This decision wasmade with the intention of ensuring that the discipline of general practice/ family medicine

would in future require the same stringent training and achieve the same high professionalstandard as other specialties in Hong Kong. When The Hong Kong Academy of MedicineOrdinance was enacted in the Legislative Council on 25 June 1992, the Hong Kong College ofGeneral Practitioners was listed as one of the constituent Colleges of the Academy, and ourspecialty status was thus enshrined in the Laws of Hong Kong.
(3) The Third Objective is to continuously improve and elevate standards of Continuing MedicalEducation (CME) and Vocational Training Programmes to achieve academic excellence in thediscipline of general practice/ family medicine and to enhance the professional status andprestige of its fellowship degree (FHCGP/ FHCFP). The successful launch, together with theRoyal Australian College of General Practitioners, of the HKCGP/ RACGP Conjoint FellowshipExamination in 1987 authenticated the standing and reputation of our fellowship degreeswhich are henceforth internationally recognized. The Third Objective is a continuous andcontinuing process. It is to be expected that in future more College members will be admittedto the Conjoint HKCFP/ RACGP Fellowships and be conferred with the FHKAM (FamilyMedicine) degree. I feel I am thus justified in declaring that the College has succeeded inachieving this Third Objective.
(4) The Fourth and Ultimate Objective is to persuade and assist the Government to transformthe health delivery system of the HKSAR from the existing hospital-based one to a community-based system. It is envisaged that this transformation will be a lengthy uphill struggle.
I have always persevered in my campaign to make it mandatory that all front-line doctors in HongKong undergo two or three years of vocational training after full registration before being allowed tooperate their own independent medical practice, so that our medical practice standards fall in linewith prevailing standards in the United Kingdom and other developed countries. It is obvious thatraising the standard of medical practice amongst front-line doctors is the first important step inachieving the establishment of a community-based health delivery system, as well as a sure way todecrease public demands on hospital beds and referrals to specialists. It follows that it is also a sureway of reducing the overall health costs to the community. But the overriding advantages of suchadditional mandatory vocational training to front-line doctors are the expected benefits for the peopleof Hong Kong. I strongly recommend that the College should find ways and means of advocatingand helping Government achieve this ideal.
In conclusion, I must say that what the College had accomplished during the past 30 years is worthyof the highest commendation. In offering my congratulations to the College, I can proudly say thatthe College does measure up to the philosophy of Confucius. By its Thirtieth Year, the Hong KongCollege of Family Physicians is firmly established.

In1992,PeterwaselectedasWONCAWorldPresidentandIwaselectedasWONCARegionalVice-PresidentofAsiaPacific,andthedevelopmentofFamilyMedicineinHongKongwaswellrecognizedinternationally.Peterwasnotonlywellknownoverseas,heisalsoveryenergeticandhardworking inshaping localChineseyounggraduates inHongKong.HehadevenmadeheroictourwitheffortinspreadingthecorrectconceptofFamilyMedicinetoChina.Oneofhisimportantpapers“TheHumanFaceofMedicine”isveryimpressivetoall.

IfirstmeetDrPeterCYLeeintheearlyEightieswhenIbecamememberoftheCollegeCouncil(thenknownastheHongKongCollegeofGeneralPractitioners).Peterwas then the foundingPresidentofourCollege.Duringthedecades’associationwithPeter,I’velearnedacompletenewconceptofFamilyPractice.
DuringtheSixtiesandSeventies,generalpractitionerswereconsideredasnon-traineddoctors,eitherunableto joinordefaultedtheirspecialisttrainingcareerand joinedprivatepracticeasdoctors treatingminorailments.MostGPsworkedlonghourswithgreatcompetitiononfeesinsteadofqualitycare.Patientsshowedminimalrespects toGPsanddoctorshoppingwasanorm.AlthoughPeteralsoheldaprivateclinicinWanchaiwithanassociatedpartner,Peter isnoordinaryGP.Infact,practicinggeneralpracticehasneverbeenhismaininterest.Hisvisionisatamuchhigherlevel,Peter’slifegoalistodevelopGeneralPracticeasanuniquebranchofmedicinewith the introductionof structuredFamilyMedicinetrainingpluspostgraduateexaminationwiththeaimofobtaininglocalandinternationalrecognitionofFamilyMedicineasaspecializeddiscipline.

回想起一九七八年七月十九日,我初次踏足社會的那一天,便是任職於香港全科醫學院,( 現稱香港家庭醫學學院 ) 擔任文員一職。說實話,那時幼小的我對李醫生真是心存畏懼,尤其是他那雙烔烔有神的雙眼,真是令我不知所措。
由於製作HKPractitioner的關係,跟李醫生接觸多了,每次遇到任何難題,他從沒擺起架子,相反,他教導了我很多人生的道理,例如 : 用心聆聽別人的需求、虛心學習等,均令我獲益良多。今天,我對李醫生的感覺己由起初的敬畏昇華至朋友。
