November 28, 2018 Dr. Darlene Perner Bloomsburg University of Pennsylvania Department of Exceptionality Programs ASL/English Interpreting Program 400 E. 2 nd Street Bloomsburg, PA 17815 Dear Dr. Perner: At its November 14, 2018 meeting, the Commission on Collegiate Interpreter Education voted to award accreditation with stipulations to the Bachelor of Science Degree in American Sign Language/English Interpreting at Bloomsburg University of Pennsylvania. This decision was based on a review of the Self Study Report submitted June 2018, and the report of the Site Visit Team in October 2018. The accreditation is effective November 14, 2018 and continues until November 14, 2028, assuming that all administrative requirements are met. Those requirements are: (1) Satisfactory remedy of each of the stipulations listed below. Directions for completing this process are attached. A Plan of Correction must be submitted to CCIE by June 1, 2019. (2) Submission of a comprehensive report on the progress made toward coming into compliance on the standards that were found to be in non-compliance. This report is due one year following CCIE’s acceptance of the Plan of Correction. (3) Submission of a report every two years, beginning June of 2020. This report is to contain a summary of activities and demonstration that the Program remains in compliance with the CCIE Standards. You will receive a reminder and a format to follow 60 days prior to the due date of the report.

Pleasereviewthisforaccuracyinregardtosuchissuesastimes,dates,andpersonsinattendance.Shouldyounoticeanyerrorsoffact,pleaseletusknowandwewillcorrectthisforthefile.

Includedinthisletterisalistingofallstipulations.Eachstipulationrepresentsacomponentofthestandards,whichthesitevisitteamfoundtobeinnon--compliance.Whilethesecomponentsweredeterminedtobenon--compliant,thecommissionbelievesthattheycanberemediedwithinareasonableamountoftime.Forthatreason,theprogramwasawardedAccreditationwithStipulations.

YoumayannouncethatyouhavereceivedAccreditation,andwewillpostyourprogramonourwebsiteasaccredited.Whenthestipulationshavebeenremedied,yourstatuswillchangefromAccreditationwithStipulationstoAccredited.ShouldthestipulationsnotberemediedtotheCommission’ssatisfactionorwithinthetimeframeestablished,thereisapotentialthattheaccreditationstatuswouldbewithdrawn.

WewanttoextendourcongratulationsforachievingaccreditationthroughtheCCIE.Werealizethatitisanarduousprocess,buttrustthatitwasabeneficialoneforyourprogramandyourinstitution.

4.10Performancereviewsareconductedatleasteverytwoyearsforallfaculty(full-time,part-time,andadjunct).Theresultsofthosereviewsaresharedwithfacultyandareusedforprogramandfacultyimprovement.

Theprogramisnotincompliancewiththisstandardatthetimeofthesitevisit.Throughinterviewswithadministrators,facultyandstudents,andreviewofmaterialpresentedintheprogram’sSelfStudyReport,theteamdeterminedthatwhilereviewsoffacultyinthetenure-trackareconductedannually,tenuredfacultyareonlyreviewedeveryfiveyears.

8.1Fieldexperience(s)mustprovideatleast300hoursofobservation,shadowing,teaming,professionalresponsibilities,duties,and/oractivities(e.g.,scheduling,preparation,invoicing,meetings,andin-servicetraining)inauthenticsettingswhereinterpretersareemployed.Thesitevisitteamhastwomainconcerns:(1)the300hoursoffieldwork/observationincludehoursthatpotentiallydonotadheretothestandardwhichrequiresthatallhoursbeinauthenticsettingswhereinterpretersareemployedandbefocusedontheworkoftheprofession,and(2)that20ofthedocumented300hoursarecurrentlyachievedbytheinternsattending“Deafevents”.

8.2Aminimumof90ofthose300hoursmustoccurduringthecapstoneexperienceandinvolvedirectprovisionofauthenticinterpretingservicessupervisedbyinterpretersholdingnationalcertificationthatispsychometricallyreliableandvalid(e.g.,certificationsrecognizedbyRIDorAVLIC).Thesitevisitteamhasaconcernregardingthequalificationsofthesupervisinginterpretersinthatifastudentinternsinaneducationalplacement,anindividualwitha3.5EIPAisdeemed“qualified”tosuperviseandmentortheintern.ThisisduetothefactthatPAstatelawstatesthattoworkasaneducationalinterpreter,anEIPA3.5istheminimumlevelrequired.Whiletheteamunderstandsthe

programisdefaultingtothestateminimum;thisdoesnotalignwiththestandardwhichrequiresthesupervisinginterpretertohold“nationalcertificationthatispsychometricallyreliableandvalid”suchasthosecertificationsrecognizedbyRIDorAVLIC.

Thefollowingstipulationswillbeimposedontheprogram:

STIPULATIONONE:Theprogramshallprovideayearlyprofessionalgrowthplanforallfaculty.

STIPULATIONTWO:Theprogramshallprovideaminimumof300hoursofauthenticinterpretingexperiencefortheirstudentsfocusedontheworkofinterpreting.STIPULATIONTHREE:TheprogramwillrequiresupervisinginterpretersineducationalsettingstoholdaminimumofanEIPA4.0.
