ART. 1 – ORGANISATIEDe 3e ‘Brussels Cycling Classic’ wordt door de ‘vzw RIA’

(Harensesteenweg 228 te 1800 Vilvoorde) georganiseerd, met

de medewerking van de ‘vzw WSC Rode Sportief ’ volgens de

reglementen van de Internationale Wielerunie. De wedstrijd vindt

op zaterdag 5 september 2015 plaats.

ART. 2 – TYPE WEDSTRIJDDe wielerwedstrijd is voorbehouden aan renners uit de categorie

Heren Elites. Hij is ingeschreven op de UCI-kalender UCI Europe

Tour (Continentale kalender) en onder klasse 1 Buiten Categorie

gerangschikt. Volgens het UCI-reglement worden volgende

punten voor het UCI-klassement Continentaal Heren Elites

toegekend. Eindrangschikking bij eendagswedstrijden: 1) 100 - 2)

70 - 3) 40 - 4) 30 - 5) 25 - 6) 20 - 7) 15 - 8) 10 - 9) 9 - 10) 8 - 11) 7 - 12)

6 - 13) 5 - 14) 4 - 15) 3 punten. Deze wedstrijd geldt eveneens

voor het ploegenklassement en het klassement per natie voor de

Continental Europe Tour.

ART. 3 – DEELNAMEVolgens artikel 2.1.005 van het UCI-reglement is de wedstrijd

open voor volgende ploegen: UCI ProTeams (max. 70%), Conti-

nentale Professionele UCI-ploegen en Continentale UCI-ploegen

van het land. Volgens artikel 2.2.003 van het UCI-reglement is het

aantal renners per ploeg op minimum 5 en maximum 8 renners

bepaald.

ART. 4 – PERMANENTIEDe permanentie is geopend op:

vrijdag 4 september van 14.30 u tot 18.30 u - Hotelschool Wem-

mel, Zijp 14-16, 1780 Wemmel

De permanentie aan de start is geopend op:

zaterdag 5 september van 9.00 u tot 11.15 u - Jubelpark, Etter-

beek/Brussel

De permanentie aan de aankomst is geopend op:

zaterdag 5 september vanaf 12.30 u - Aan de ingang van de VIP-

tent in de Houba de Strooperlaan

De perszaal is geopend op:

vrijdag 4 september van 15.00 u tot 16.45 u - Hotelschool Wem-

mel, Zijp 14-16, 1780 Wemmel

De perszaal aan de start is geopend op:

zaterdag 5 september van 9.30 u tot 11.45 u - Jubelpark, Etter-

beek/Brussel

De perszaal aan de aankomst is geopend op:

zaterdag 5 september vanaf 12.30 - Communicatiecentrum op de

1e verdieping van het Koning Boudewijnstadion, 1020 Brussel

De inschrijving van de startende renners en de uitreiking van de

rugnummers aan de verantwoordelijken der ploegen gebeurt op

vrijdag 4 september van 15.00 tot 16.45 uur. De vergadering met

de sportbestuurders, georganiseerd volgens artikel 1.2.087 van

het UCI-reglement, in het bijzijn van het College der Commissa-

rissen, gaat door op vrijdag 4 september om 17.00 uur in de zaal

Humblet op het gelijkvloers van de Hotelschool Wemmel, Zijp

14-16, 1780 Wemmel.

ART. 5 – RADIO TOURDe wedstrijdinformatie wordt uitgezonden op ‘Radio Tour’ fre-

quentie 164,63125 MHz en verzorgd door de Koninklijke Belgische

Wielrijdersbond.

ART. 6 – NEUTRALE TECHNISCHE ASSISTENTIEDe neutrale technische assistentie wordt door Libema Service

Support verzekerd. Deze dienst is samengesteld uit 3 neutrale

wagens en 1 neutrale motor.

ART. 7 – TIJDSLIMIETElke renner, die buiten de tijdslimiet van 8% achterstand op de

tijd van de winnaar aankomt, zal niet meer geklasseerd worden.

De tijdslimiet kan in geval van uitzonderlijke omstandigheden

door het College van Commissarissen, in samenspraak met de

organisator, verhoogd worden.

ART.8 – RANGSCHIKKINGEN - BONIFICATIESDe volgende rangschikking zal opgemaakt worden: de individuele

rangschikking volgens de volgorde van het overschrijden van

de aankomstlijn. Deze rangschikking bepaalt de toekenning van

de prijzen en de punten. Er zijn geen andere rangschikkingen of

bonificaties.

ART. 9 – PRIJZENHet totaal bedrag aan prijzen voor deze wedstrijd is 18.800,- €.

Op basis van de prijzenverdeling UCI Heren Elite 1.BC (buiten

categorie) worden de prijzen als volgt toegekend: 1) 7515 - 2)

het volledige bedrag heeft gestort.

ART. 10 – ANTI-DOPINGCONTROLEHet antidopingreglement van de UCI is volledig van toepassing op

deze wedstrijd. Bovendien past zich eveneens de Belgische an-

tidopingwetgeving toe, conform de wetsvoorschriften in België.

De dopingcontrole vindt plaats in lokaal PO.1.58 op het gelijk-

vloers van het Koning Boudewijnstadion, 1020 Brussel.

ART. 11 – PROTOCOLVolgens artikel 1.2.112 van het UCI-reglement dienen de eerste

drie geklasseerde renners van de wedstrijd zich voor het protocol

aan te bieden. Dit zal in een termijn van 5 minuten na hun aan-

komst gebeuren.

ART. 12 – STRAFFENHet straffenbarema van de UCI is het enige dat van toepassing is.

MEDISCHE DIENSTDe medische dienst wordt door Dr. Walter Jacobs geleid. In wed-

strijd wordt de medische dienst verzorgd door: 1) onmiddellijk na

de officiële wagen Jury 1 rijdt de wagen met de eerste wedstrijd-

dokter J. Populaire; 2) de wagen met de tweede wedstrijddokter

W. Jacobs volgt onmiddellijk na Jury 4; 3) twee ziekenwagens van

het ‘Rode Kruis Halle’ volgen de wedstrijd achteraan.

PARKING TEAMS ‘START’Een parking voor de sportbestuurders, de renners en hun techni-

sche assistentie is te bereiken via de Ridderschapslaan.

VERZAMELING EN START f 10.30 u – 11.30 u: de renners tekenen per ploeg het contro-

leblad op het vertrekpodium, f dat opgesteld staat in het Jubelpark. f 11.35 u: oproep der renners en opstelling per ploeg. f 11.40 u: opstelling wagens sportbestuurders in volgorde van

de lottrekking. f 11.45 u: vertrek in stoet vanuit het Jubelpark. f 12.00 u: officiële vliegende start aan bord 0 km op de Tervu-

renlaan (N3), ter hoogte van de Bloemenlaan.

Op politiebevel dienen alle wagens die de wedstrijd voorafgaan

(volgers en pers) te parkeren vóór de vertreklijn. Om een maxima-

le veiligheid aan de renners te geven en om de sportbestuurders

in de beste omstandigheden hun werk te laten uitoefenen, verei-

sen de ordemaatregelen dat alle volgwagens achter het peloton

op één rij rechts van de weg rijden.

BEVOORRADINGDe bevoorradingszone bevindt zich in Ronquières op km 92.3.

BORDEN EN SPANDOEKENSpandoek ‘START’ aan het vertrek in stoet. Borden aan km 0

(reële start) en aan km 50.

De rode vlag op 1 km van de aankomst en borden op 25 km, 20 km,

BEGELEIDING VAN DE WINNAARNa de aankomst van de wedstrijd begeleidt de organisatie de

winnaar naar het flashinterview, dan dadelijk naar het podium

voor de protocollaire huldiging en vervolgens naar de Tv-com-

mentatoren voor de interviews. Nadien wordt de winnaar door

een ‘chaperon’ naar de dopingcontrole begeleid, dan naar de

perszaal (maximum 20 minuten).

OVEREENKOMST SPORTGROEPENElke onthouding van een Sportgroep onder contract zal worden

bestraft met een boete zoals voorzien inde UCI-reglementering.

GESCHILLENBij eventuele geschillen is uitsluitend een Belgische rechtbank

bevoegd.

ART. 1 – ORGANISATIONLe 3ème ‘Brussels Cycling Classic’ est organisé par l’asbl RIA

(Harensesteenweg 228 à 1800 Vilvoorde), avec la collaboration

de l’asbl WSC Rode Sportief sous les règlements de

l’Union Cycliste Internationale. La course se dispute le samedi 5

septembre 2015.

ART. 2 – TYPE D’EPREUVEL’épreuve cycliste est réservée aux coureurs de la catégorie

Hommes Elite. Elle est inscrite au calendrier UCI Europe Tour

(calendrier Continental) et classée sous classe 1 Hors Catégorie.

Conformément au règlement UCI, elle attribue les points suivants

pour le classement UCI Continental Hommes Elite. Classement

final des épreuves d’une journée: 1) 100 - 2) 70 - 3) 40 - 4) 30 - 5)

25 - 6) 20 - 7) 15 - 8) 10 - 9) 9 - 10) 8 - 11) 7 - 12) 6 - 13) 5 - 14) 4 - 15) 3

points. Cette épreuve compte également pour le classement par

équipes et le classement par nation du Continental Europe Tour.

ART. 3 – PARTICIPATIONConformément à l’article 2.1.005 du règlement UCI, l’épreuve

est ouverte aux équipes suivantes : UCI Pro Teams (max. 70%),

équipes continentales professionnelles UCI et équipes continen-

tales UCI du pays. Conformément à l’article 2.2.003 du règlement

UCI, le nombre de coureurs par équipe est de minimum 5 et de

maximum 8 coureurs.

ART. 4 – PERMANENCELa permanence est ouverte:

le vendredi 4 septembre de 14.30 h à 18.30 h à  l’école hôtelière,

Zijp 14-16, 1780 Wemmel.

La permanence au départ est ouverte:

le samedi 5 septembre de 9.00 h à 11.15 h au Parc du Cinquante-

naire, Etterbeek/Bruxelles.

La permanence à l’arrivée est ouverte:

le samedi 5 septembre à partir de 12.30 h – À la entréé de la VIP

dans l’Avenue Houba de Stropper.

La salle de presse est ouverte:

le vendredi 4 septembre de 15.00 h à 16.45 h à  l’école hôtelière,

Zijp 14-16, 1780 Wemmel.

La salle de presse au départ est ouverte:

le samedi 5 septembre de 9.30 h à 11.45 h au Parc du Cinquante-

naire, Etterbeek/Bruxelles.

La salle de presse à l’arrivée est ouverte:

le samedi 5 septembre à partir de 12.30 h - Centre du communo-

cation au 1er étage du Stade Roi Baudouin, 1020 Bruxelles.

L’inscription des coureurs partants et le retrait des dossards par

les responsables d’équipes se fait à la permanence le vendredi

4 septembre de 15.00 h à 16.45 h. La réunion des directeurs

sportifs, organisée suivant l’article 1.2.087 du règlement UCI, en

présence du Collège des Commissaires, est fixée le vendredi 4

septembre à 17.00 h dans la salle Humblet à l’ école hôtelière, Zijp

14-16, 1780 Wemmel.

ART. 5 – RADIO-TOURLes informations courses sont émises sur la fréquence ‘Ra-

dio-Tour’ 164.63125 MHz et seront assurées par la Royale Ligue

Vélocipédique Belge.

ART. 6 – ASSISTENCE TECHNIQUE NEUTRELe service d’assistance technique neutre est assuré par Libéma

Service Support. Ce service est assuré au moyen de 3 voitures

neutres et 1 moto neutre.

ART. 7 – DELAI D’ARRIVEETout coureur arrivant dans un délai dépassant 8% du temps du

vainqueur n’est plus retenu au classement. Le délai peut être

augmenté en cas de circonstances exceptionnelles par le Collège

des Commissaires, en consultation avec l’organisateur.

ART.8 – CLASSEMENTS - BONIFICATIONSLe classement suivant sera établi : le classement final suivant

l’ordre de passage sur la ligne d’arrivée. Le classement déter-

mine l’attribution des prix et des points. Il n’y a pas d’autres

classements ou bonifications.

ART. 9 – PRIXLe montant total des prix pour cette épreuve est de 18.800€. Les

prix sont attribués sur base de la répartition de prix UCI Hommes

la présente épreuve. En outre, la législation anti-dopage belge

s’applique conformément aux dispositions de la loi belge.

Le contrôle anti-dopage a lieu au local PO.1.58 au rez-de-chaus-

sée du Stade Roi Baudouin, 1020 Brussel.

ART. 11 – PROTOCOLESelon l’article 1.2.112 du règlement UCI, les trois premiers

coureurs classés du concours est le protocole. Ce sera dans une

période de 5 minutes après leur arrivée arriver.

ART. 12 – PENALITESLe barème de pénalités de l’UCI est le seul applicable.

PARKING TEAMS “DEPART”Un parking pour les directeurs sportifs, les coureurs et leur

assistance technique est réservé et accessible à l’avenue de la

Chevalerie.

RASSEMBLEMENT ET DEPART f 10.30 h – 11.30 h: les coureurs signent par équipe la feuille de

départ sur le podium-départ, f qui est placé au Parc de Cinquantenaire f 11.35 h: appel des coureurs participants et formation des

équipes. f 11.40 h: formation des voitures des directeurs sportifs

suivant le tirage au sort. f 11.45 h: départ en cortège depuis le Parc de Cinquantenaire f 12.00 h: départ lancé officiel au panneau km 0 sur la l’Avenue

de Tervueren (N3), à la hauteur de l’Avenue des Fleurs.

Par ordre de police, toutes les voitures qui suivent la course (sui-

veurs et presse) se garent avant la ligne de départ. En application

des consignes : pour une sécurité accrue des coureurs et pour

permettre aux directeurs sportifs

d’effectuer un travail dans les meilleures conditions, toutes les

voitures suiveuses roulent après le peloton sur une rangée et à

droite de la route.

RAVITAILLEMENT.La zone de ravitaillement se situe à Ronquières au km 92.3.

PANCARTES ET BANDEROLLELa banderolle « START » au départ en cortège. Pancartes au km 0

(départ réel) et au km 50.

La flamme rouge à 1 km de l’arrivée et des pancartes à 25 km, 20

km, 10 km, 5 km, 4 km, 3 km, 2 km, 500 m, 300 m, 200 m, 150 m, 100

m et 50 m de la ligne d’arrivée. Sur la ligne d’arrivée se trouve la

structure métallique « FINISH ». Pancartes au ravitaillement. Au-

cune banderolle ne sera placée en travers de la chaussée entre le

triangle rouge du dernier km et la ligne d’arrivée.

L’arrivée se trouve sur l’Avenue Houba de Strooper, 1020

ABANDONSTout coureur qui abandonne doit remettre son dossard au com-

missaire, qui se trouve dans une des voitures Jury.

Entrée via la porte métallique verte dans la clotûre à droite du

bâtiment.

ACCOMPAGNEMENT DU VAINQUEURAprès la course, l’organisation accompagnera le vainqueur à

l’interview flash, ensuite immédiatement au podium pour l’hom-

mage protocolaire et ensuite chez les commentateurs TV pour les

interviews. Le vainqueur se rendra en compagnie d’un chaperon,

au contrôle antidoping,

à la salle de presse (maximum 20 minutes).

ACCORD AVEC LES GROUPES SPORTIFSToute absence d’une équipe sous contrat est punie d’une amende

équivalente à celle prévue par la réglementation UCI

ART. 1 – ORGANISATIONThe 3rd ‘Brussels Cycling Classic’ is organized by the ‘asbl RIA’

(Harensesteenweg 228 at 1800 Vilvoorde), in collaboration with

‘asbl WSC Rode Sportief ’ under the regulations of the Internatio-

nal Cycling Union. Is to be held on Saturday September 5th 2015.

ART. 2 – TYPE OF EVENTThe event is open to athletes of the Men Elite categories. The

event is entered on the U.C.I. Europe Tour calendar (Continental

calendar) and is registered as a class 1.Hors Classe event. In

conformity with the U.C.I. rules, points are awarded as follows

for the U.C.I. Continental Men Elites ranking for one day races:

1) 100 • 2) 70 • 3) 40 • 4) 30 • 5) 25 • 6) 20 • 7) 15 • 8) 10 • 9) 9 • 10) 8

• 11) 7 • 12) 6 • 13) 5 • 14) 4 and 15) 3 points. This race also counts

for the team ranking and the Country ranking for the Continental

Europe Tour.

ART. 3 – PARTICIPATIONAs per article 2.1.005 of the U.C.I. regulations, the event is open

ART. 5 – RADIO-TOURRace information will be broadcast on “Radio Tour” frequency

ART. 6 – NEUTRAL TECHNICAL SUPPORTThe technical support service is handled by Libema Service

Support. The neutral support is taken care of by means of 3 cars

and 1 motorbike.

ART. 7 – FINISHING TIME LIMITSAny rider finishing in a time exceeding that of the winner by more

than 8% shall not be placed. The time limit may, in exceptional

circumstances, be increased by the Commissaires’ Panel in

agreement with the organizer.

ART.8 – CLASSIFICATIONS - TIME BONUSSESThe following classification will be issued: the classification fol-

lowing the order of crossing the finishing line. The classification

shall determine the allocation of prizes and points. There are no

other classifications or time bonuses available.

ART. 9 – PRIX

The total amount in prize money of this event is 18.800,- €.

ART. 10 – ANTI-DOPINGThe U.C.I. anti-doping regulations are entirely applicable to the

event. Moreover, and in conformity with the law of Belgium, the

Belgian anti-doping legislation as applicable in addition to the

U.C.I. anti-doping regulations. The anti-doping tests will take

place at meetingroom PO.1.58, ground level of the Koning Boude-

wijn Stadium 1020 Brussels.

ART. 11 – AWARDS CEREMONYIn accordance with article 1.2.112 of the U.C.I. rules, the following

riders must attend the official awards ceremony: the first three

riders of the event. The riders will present themselves at the

podium in a time limitof maximum 5 minutes after crossing the

finish line.

MEDICAL CAREDr. Walter Jacobs is leading the medical service. During the race,

the following medical services are available: 1) immediately be-

hind the first official Jury car follows the car with the first doctor

in the race Dr. J. Populaire; 2) the car with the second doctor Dr.

W. Jacobs follows the fourth Jury car Jury 4; 3) Two ambulances

of the “Rode Kruis Vlaams-Brabant” follow the race at the back.

PARKING TEAMS ‘START’There is a special parking lot for the team managers, riders and

their technical assistance at Jubelpark, Brussels, accessible via

the Ridderschapslaan.

ASSEMBLY AND DEPARTURE f 10.30 – 11.30 am: signature of the departure check-in on the

podium « start » at the Jubelpark, Brussels. f 11.35 am: calling of the competitors and formation of the

teams. f 11.40 am: positioning of the cars of the team managers

following the drawing. f 11.45 am: procession start from the Jubelpark. f 12.00 am: official start at the 0 KM mark on the Tervurenlaan

(N3), near the Bloemenlaan.

The police order all cars which will precede the race to park in

front of the starting line. To guarantee maximum security to the

racers and to enable the team managers to do their jobs properly,

all the follower’s cars must form a single line one the right side of

the road and after the racers.

SUPPLYThe supply is situated at Ronquières at km 92.3.

SIGNS AND BANNERS‘Start’ banner at the departure in procession. Markers at 0 km

(the real start) and after 50 km. The red flame at 1 km from the

finish and markers at 25km, 10km, 5km, 4km, 3km, 2km, 500m,

300m, 200m, 100m and 50m from the finish. • Over the finish there

is a metallic structure that reads “FINISH”. There are signs at

the supply area. There will be no banners over the road between

the red flame and the finish.

WITHDRAWALSAny competitor who withdraws must hand in his number to the

Commissaire in the Jury car.

ACCOMPANIMENT OF THE WINNERAfter the race, the winner is accompanied by the organisation to

go first to the flash interview, then

immediatelly to the podium for the honours ceremony. Next, they

go to the TV-interview. After this, the winner (with accompani-

ment of a commissaire) has to go to the pressroom (maximum 20

minutes) and to the antidoping tests.

ABSENCE AGREEMENTAny team under contract who is absent will be fined according to

U.C.I. regulations.

DISPUTESOnly the Belgian jurisdiction applies in the case of a dispute.
