Tender Description : GLOBAL TENDER FOR Annual Rate Contract for supply of CS Plugvalve(Manual)/CS Pressure Balance Plug valves (Both Manual & MOV)conforming to API 6D to various BPCL Locations all over India.I. Annual RateContract will be placed on the successful bidder and will be valid for a periodof One Year from the date of placement of the contract.ii. No supplies are to be made against the Contract . Supplies are to be madeonly against Call-Offs or Purchase Orders(PO) which shall be placed by thevarious departments within BPCL. iii. BPCL may place the call-off or purchaseorders till the last validity date of the ARC.iv. The Call-Offs or Purchase Orders would be placed for any quantity asrequired by the respectivedepartments & the vendor will have to supply thesame.v. The materials are required at various BPCL locations all over India & thevendors have to deliver thematerials based on the call-offs/POs. .vi. The quantities against each item are only indicative / approximate & there isno assurance that BPCL will uplift any or all the items / quantities for which thecontract is placed. BPCL reserves the right to place call-offs for differentquantities of the items subject to being within the overall value of thecontract.vii. The validity of the contract may be extended by a further period ofupto SIX months on a mutual agreement basis. .viii. A repeat contract may also be placed on mutual agreement basis afterexpiry of the original contract. Any repeat contract will be at the same termsand conditions and rates as the original contract and valid upto a further periodof upto 12 months. .ix. In case the value of the contract gets exhausted within the one year validityperiod, BPCL reserves the right to place a repeat order for a value of upto theoriginal contract value. .2. Award of contract would on overall lowest landed cost basis.3. Purchase preference to MSEs (Micro & Small Enterprises) shall beapplicable as per tender condition. .4. DELIVERY PERIOD: Please quote your best delivery period on door-delivery basis, in the Unprice Bidattached with the tender document.5. 4.1 SCOPE The scope of this specification covers design,manufacture, assembly, shop testing and supplyof electrical motor operated valve actuatorsintended for fully opening and closing valveduty.

4.3 GENERALREQUIREMENTS

A The offered equipment shall be brand new withstate of the art technology and a proven fieldtrack record. No prototype equipment shall beoffered.

. . B. Vendor shall ensure availability of spare partsand maintenance support services for the offeredequipment for at least 15 years from the date ofsupply.

. . C. Vendor shall give a notice of at least one year

to the end user of equipment and BPCL beforephasing out the product / spares to enable the enduser to place order for spares and services.

. . D. The vendor shall be responsible for design,engineering and manufacturing of the completeactuator to fully meet the intent and requirementof this specification and attached data sheets.

4.4 SITE ANDSYSTEMCONDITIONS

The electrical motor operated valve actuatorsshall be suitable for operating under siteconditions and system conditions as specified inthe requisition and data sheet. If not specificallymentioned therein, a design ambient temperatureof 45? C and an altitude not exceeding 1000mabove mean sea level shall be considered

4.5 POWER SUPPLY The electrical motor operated valve actuatorsshall be suitable for power supply at 415V ?10%, 50 Hz ? 3 %, 3 phase.

4.6 TECHNICALSPECIFICATIONS

A.Each MOV actuator shall include the motor,actuator unit, gears, position indicators, limitswitches, hand wheel, electrical starter andcontrols, terminal box etc. as a self-containedunit. The actuator shall be sized to provideadequate torque and / or thrust to ensure thecomplete intended travel of the valve under theworst operating and electrical power supplyconditions.

i i.Motor a. The motor shall be 3-phase squirrel cageinduction type unless specified otherwise in thedata sheet. It shall have totally enclosed non-ventilated construction.

. . b. The motor shall be designed for valve actuatorservice with high starting torque and shall besuitable for Direct on line starting. It shall berated for S2-15 minute duty and shall conform toIS 325 or equivalent international standards.

. . c. The motor shall be provided withthermostat(s)/ thermister(s) embedded in the hotspots of motor winding for protecting the motor.

. . d. The motor shall be able to operate the actuatorat 75 % of rated voltage.

. . e. The motor shall have class 'F' insulation withtemperature rise limited to class 'B' limits. Motorwinding shall be treated to resist corrosive agentsand moisture.

. . f. Motor rotor shall preferably be of die-castaluminium and, if brazed, shall be free fromphosphorous.

. . g. Note 1: The rated torque output of electricactuator shall be at least 1.5 times the breaktorque required to operate the valve under max.differential pressure corresponding to the valveclass rating. [Vendor shall submit the breaktorque of valve & rated torque output of selectedactuator for each MOV.]

ii Integral Starter andControlTransformer

The reversing starter, control transformer andlocal controls shall be integral with the valveactuator. Solid state control of valve actuator andelectrically isolated interface for remote controlrequirement shall be provided, wherever thesefeatures exist in manufacturer's design.

. . The integral starter shall be supplied with thefollowing devices:

. . a) Electrically and mechanically interlockedreversing contactors for opening and closingoperations

. . b) Control transformer with necessary tappingsand protected with suitable easily replaceablefuses

. . c) Terminal block for external cable connectionfully prewired for internal devices of valveactuator.

. . MOV Actuators operating with AC power supplyshall be provided with Instantaneous Phasereversal protection.

iii Integral PushButton, Selectorswitches.Indications andControl devices

The following local control devices shall beprovided integral with the MOV actuator:

. . a) Push buttons for ‘Opening / Closing / Stop’ ,or alternatively ‘Open / Close’ selector switch

. . b)‘Local/ Off/ Remote’ selector switch, pad-lockable in each position

. . c)Local continuous position indication from‘Valve fully open’ to ‘Valve fully closedposition’, which may be of analogue or digitaltype using mechanical indication / Indicatinglamps / LEDs.

iv Torque and TravelLimit Switches

Torque limit switches shall be provided to protectthe motor from over-loading by cutting-off thepower supply to motor during opening andclosing operations. The limit switches shall bepreset. However, it shall be possible to set thevalue of maximum torque during closing from50% to 100% of rated torque of actuators. Travellimit switch shall be provided to cut-off thepower supply to the motor at the end of presetlimit of valve travel. The switches shall beprovided with requisite number of potential-freecontacts for valve actuator operation and forindication on remote panels. Instead ofmechanical torque limit switches, magnetic pulsecounter to measure and control the stroke ofactuator may be provided, wherever this featureexists in manufacturer's design.

v Control Facilities The internal controls and monitoring circuitsshall be incorporated within the integral starteralong with transformer and control unit of valveactuator.

. . Following remote control and monitoringfacilities are to be provided as a minimum:

. . Remote control facility shall be provided for allthe actuators. The remote control circuits shall bepowered from internally derived control supplyvoltage. In order to cater to remote control andindication requirements for 'Position of Remote /Local / Off selector switch’, an additionalMonitoring relay/ auxiliary relays shall beprovided as a part of the valve actuator. As analternative, a common status contact indicatingthe availability of the MOV actuator for remotecontrol may be provided by monitoring thefollowing:

. . - Loss of one or more phases of power supply

. . - Loss of control circuit supply

. . - Selector switch in local mode

. . - Local stop push button set to 'Off'

. . - Motor thermostat tripped

. . - Any other local fault / abnormal condition.

. . Mandatory Requirement:

. . The ESD port of an Electric Actuator shall have24 V DC power supply & provision ofhardwiring it with ESD Push Button (remotelylocated) through 6 x 1.5 sq mm control cable.

. . The MOV is required to Close/ Open (As perpre-defined fail safe condition) on pressing ofESD PB, irrespective of status of Actuatormounted Local controls (i.e. Local/ Remote/OffPosition Selector switch, Open PB, Close PB ).

. . Actuator shall also have 24 V DC powered portsfor remote visual indication of open / close statusof MOVs

vi Hand Operation A hand wheel with hand / auto lockable levershall be provided for emergency operation of theMOV. The Energization of the motor shallautomatically re-engage power operation.

vii Two-Wire Control This feature is required for each MOV . MOV

system actuators shall be suitable for 2-wire controlsystem. These actuators shall have individualfield units (i.e Electronic modules located insideelectric actuators) connectable to centralized PLCthrough a single 2 pair cable (closed loop) forcontrol and monitoring of the MOVs.Communication between the MOVs & PLC shallbe ' Serial RS 485 communication overMODBUS RTU protocol. The vendor shallindicate the maximum number of field units thatcan be connected to a 2-wire control Loop aswell as the maximum distance from the field unitto the centralized PLC. The vendor shall alsoindicate maximum number of control inputs andcontrol status outputs from each field unit thatcan be handled through the 2-wire controlsystem.

. . Each field unit / MOV actuator shall beaddressable from the PLC through a uniqueaddress code. Unless specified otherwise in thedata sheet, all the field settable / adjustableparameters of the MOV actuator shall be settablefrom the PLC. Similarly all the indicationsavailable on the MOV actuator shall be availableat the PLC. Full diagnostic features for the MOVactuators shall be available from the PLC.

. . In case of a fault at any location in the cable loop,the field units shall still have accessibility to /from the PLC through the other section of thecable loop.

. . In case if above functionalities are not possiblethrough PLC , then OEM specific Portableconfiguration Device is to be provided for eachlocation as part of MOV supply.

viii Nameplate Each motorized valve actuator shall be providedwith a stainless steel nameplate furnishing thefollowing details, attached firmly to it at a placeconvenient for reading:

. . a) Actuator tag number as per data sheet

. . b) Motor kW rating, motor time rating, motorsupply voltage, nominal motor phase current,auxiliary switch rating

. . c) Maximum torque setting

. . d) Actuator enclosure type, lubricant type

. . e) Actuator type, wiring diagram number /catalogue number, actuator serial number.

. . A separate nameplate shall be provided forhazardous area application.

ix . The enclosure of complete MOV actuatorincluding motor, integral starter, controltransformer unit and all control devices shallhave minimum IP-65 degree of ingressprotection.

Terminals wired up to the terminal block. The contacts forremote operation and indication shall also bewired up to the terminal block. Minimum 10%spare terminals shall be provided for futureinterlocks. Internal wiring for power and controlcircuits shall be appropriately sized for MOVactuator rating. Each wire shall be identified atboth ends using PVC ferrules. The terminalcompartment shall be separated from the innerelectrical components of the actuator by means ofa water tight seal so that the actuator electricalcomponents are protected from the ingress ofmoisture and foreign materials when thetechnical cover is removed during installationand maintenance.

xi . Vendor shall be solely responsible for thecompatibility of the MOV actuator with the valveand for the selection and sizing of variouselectrical devices and components in the actuator.

xii . The actuator shall be provided with minimumthree adequately sized cable entries viz, one forpower cable and two for control cables. Suitabledouble compression cable glands shall beprovided with each actuator for all cable entriesand sealing plugs for all control cable entries.The cable glands and plugs shall be made ofSS316

4.7 EQUIPMENTFOR CLASSIFIEDHAZARDOUSAREAS

A. Actuators meant for hazardous areas shallmeet the requirements of IS 2148, IEC 79 orequivalent international standards and shall besuitable for hazardous area classified underZone-1, Gas group IIA / IIB and Temperatureclass T3 (200? C).The manufacturer shall possessvalid test certificates issued by a recognizedindependent test house (CMRI / BASEEFA /LCIE / UL / FM or equivalent) for the offeredactuators. All indigenous equipment shallconform to Indian standards and shall have beentested and certified by Indian testing agencies.All equipment (indigenous and imported) shallalso have valid statutory approvals as applicablefor the specified hazardous locations from CCOEor any other applicable statutory authority. Allindigenous flameproof equipment shall havevalid BIS license and corresponding marking asrequired by statutory authorities.

. . B. Apart from the nameplate indicating the TagNo., a separate nameplate shall also be providedon each actuator to indicate the details of thetesting agency (CMRI or equivalent), testcertificate number with date, statutory approvalnumber with date, approval agency (CCE /DGMS or equivalent), BIS license number withdate, applicable Gas group and Temperature classetc. The nameplates shall be riveted / fixed withscrews and not pasted. In case any of the standarddetails listed above are embossed on theenclosures, the same need not be repeated.

4.8 INSPECTION,TESTING ANDACCEPTANCE

1. The equipment shall be subject to inspectionby BPCL or by an agency authorized by BPCL.Manufacturer shall furnish all necessaryinformation concerning the supply to BPCL / itsinspector. During the course of manufacturing,BPCL or its authorized representative shall befree to visit the works and assess the progress of

work and the manufacturer shall render allpossible assistance to do so.

. . 2 Routine and acceptance tests shall be carriedout at the manufacturers' works under- hissupervision and at his own cost. Two weeks'notice shall be given to BPCL for witnessing thefinal testing of the complete assembly to ensuresatisfactory operation of the MOV actuators.Type test certificates shall be furnished with bids.Final acceptance of MOVs at site shall be subjectto successful testing of the MOV actuators withthe valves.

. . 3. Type test certificates, original drawingsreferred in certificates and statutory approvalcertificates and BIS license, where applicable,shall be shown to the inspection agency ondemand. The certificates and BIS license must bevalid at the time of dispatch.

. . 4. Test certificates of bought -out componentsshall be shown to the inspection agency ondemand

4.9 AFTER SALESSERVICESUPPORTFACILITIES

OEMs of Electric Actuators are required to haveService Support Facilities in India along withTrained Engineers for preventive / breakdownmaintenance of the Electric Actuators within 48Hours after receipt of intimation from BPCL.
