WINTER - ANNUAL CALIFORNIA BIOMEDICAL INDUSTRY REPORT

The Annual California Biomedical Industry Report illustrates the important roles biomedical research, development, and manufacturing play in California’s economy and ultimately in the nation’s health. The report provides an overview of employment trends, wages, the product development pipeline, and opportunities and risks for the industry in California, home to the largest concentration of biomedical companies in the world. CHI, in partnership with BayBio and PwC, publishes the report annually in print and on an interactive website that is regularly updated with industry data, news and accomplishments. The report is launched through a series of events to publicize its key findings to the media, policy makers and the California life sciences community including: a press conference with an invitation-only networking breakfast held in San Francisco during the Annual J.P. Morgan Healthcare Conference, a reception with state elected and appointed officials in Sacramento, and regional program panel discussions held in key biomedical clusters throughout the State.

FALL - DIAGNOSTICS FORUM

The diagnostics industry is changing rapidly, fueled by basic scientific advances in genomics and molecular genetics, along with technological innovations in areas like gene sequencing. CHI POLICY ROUNDTABLE SERIES

CHI hosts private, informal roundtable discussions with state and federal policymakers that offer important opportunities to engage in high level discussion. NATIONAL INSTITUTES OF HEALTH: RETURN ON INVESTMENT CASE STUDIES

Sponsorships are available at the Corporate Level ($10,000) and Non-Profit/Academic Research Institution Level ($5,000).

NIH is the world’s leading sponsor of biomedical research. California’s preeminence in the life sciences industry derives, in large part, from universities and private research institutes supported by the NIH. During the past decade the NIH budget, after doubling from 1997-2002, has barely kept up with inflation. And the percentage of investigator-initiated grant proposals approved for funding has steadily declined. There now is a prospect for significant cuts in 2013, owing to sequestration and general pressure to reduce discretionary federal spending. While the immediate effects of NIH cuts would be felt by organizations engaged in basic research, the longer-term impact would hamper companies that provide research tools and, eventually, weigh on the whole biomedical sector as its main source of new inventions declined.

Several published economic studies produced data to demonstrate how the NIH drives job creation and economic growth. But CHI believes that, within the current political environment with its emphasis on job creation and U.S. competitiveness, there’s an urgent opportunity to illustrate the value of NIH funding, and the return on government investment in basic science, by developing a series of case studies. Our basic concept is to select areas – beginning with recombinant DNA and HIV/AIDS – in which comparatively modest funding from NIH served as catalysts for tremendous advances, subsequently encouraging private-sector investment and commercial activity, and rapidly bringing major advances in human health. CHI’s communication efforts will include a joint release to the media and general public of the reports with NIH, congressional briefings and one on one meetings with legislators and their staffs. Sponsors of the project will have the opportunity to participate in content development and communication and project launch activities.

COVERAGE, PAYMENT AND THE VALUE OF BIOMEDICAL INNOVATION

Sponsorships are available at the Presenting Level ($25,000) and Supporting Level ($10,000).

Reasonable coverage and payment policies – beginning with CMS, Medi-Cal and other public sector payers – are essential to sustaining U.S. medical innovation. As reimbursement has declined, in some cases the return on investment in R&D for new products has fallen below the cost of capital, making R&D value destroying.

In order to advocate for pro-innovation policies in an environment with tight fiscal constraints and high levels of political polarization, CHI is designing a comprehensive program to run through 2013 and beyond. We are presently engaged in discussion with Avelere Health, a Washington-based consulting firm that works with many CHI drug and device companies, about a partnership that would tap into the firm’s expertise in data analytics and government payers. As with our FDA project with Boston Consulting Group, we plan to organize a committee of CHI members to guide the work. Sponsors of the project will be invited to serve on the advisory committee.

Our approach will include: Developing a data-driven approach for estimating the value of state-of-the-art diagnostic tests and treatments; Navigating the changing currents of comparative effectiveness research, aiming to ensure that it is not used as a tool to limit access to advanced technologies; Keeping close watch on the Independent Payment Advisory Board (IPAB), a panel of 15 presidential appointees charged with making Medicare cuts to achieve budgetary goals; and Monitoring the progress of California’s health insurance exchanges and the development of essential benefits to ensure that efforts to reign in health insurance premiums, exchanges do not impose new barriers to innovative technologies.

The California Healthcare Institute State Political Action Committee (CHIPAC) is a bipartisan state political action committee established to solicit voluntary political contributions. What is the purpose of the CHIPAC? The purpose of the CHIPAC is to elevate awareness of the biomedical industry’s goals through increased education and participation in the political process in California. The CHIPAC aims to educate, inform and elect candidates to state office who will support and promote California’s biomedical industry. The CHIPAC allows the biomedical industry to support candidates who share our values and want to help our industry conduct business in California; develop, commercialize and market new medical products; and maintain a highly skilled workforce.

Why contribute to the CHIPAC? The CHIPAC allows you and your company the opportunity to unite with other industry leaders to ensure that Sacramento policy makers hear your views. Elected officials in California have direct influence on how you and your company conduct business in the state and how your products are developed, regulated and marketed in California. By contributing to the CHIPAC, you can help ensure that these key officials understand and appreciate the unique challenges facing medical innovators.

Who may contribute to the CHIPAC? Any individual or company that has an interest in maintaining a business, legal and regulatory climate that supports and advances biomedical innovation in California may contribute to the CHIPAC.

How does the CHIPAC decide where to direct political contributions? All members of the CHIPAC are involved in decisions on directing political contributions to state-level candidates. In addition, members of the CHIPAC meet with candidates and evaluate the candidates’ positions on key issues of concern to the biomedical industry. The CHIPAC may also contribute to those already in office who have demonstrated leadership in advancing biomedical innovation and patient access in California.

How much may I contribute to the CHIPAC? Participation in the CHIPAC is voluntary and there is no minimum donation; the maximum allowed by any individual or company (and its subsidiaries) is $6,500 per calendar year. A suggested contribution level for personal donations, consistent with average contributions to other PACs, is ½ percent to 1 percent of salary. Annual contributors receive a wide array of benefits based on their contribution level including complimentary event attendance, recognition by the CHIPAC and educational materials.

Students can be enrolled in a two- or four-year accredited university studying a science or business major in the lifesciences or biomedical industry. Scholarship Options

Platinum Scholarship Funds - $50,000+Contributors establish a named endowment scholarship fund by committing to donate a minimum of $50,000 (in one to four years). The funds generated are used to distribute scholarships starting at $2,000 to qualified applicants.

Gold Scholarship Funds - $25,000+For the opportunity to have a scholarship named and represented by your company or an individual’s name, this is the option for you. The Gold Scholarship Fund is an active expendable fund that allowscontributors to donate $25,000 or more in a given year. The contribution is used to distribute scholarships starting at $2,000 to qualified applicants.

General Scholarship ProgramScholarship donors will be recognized for any size donation. This fund supports highly qualified recipients from our general pool of applicants.
