MEETING OF THE PERSONNEL COMMISSION

POWAY UNIFIED SCHOOL DISTRICT Welcome! The following information is provided to assist persons who attend the meeting of the Personnel Commission and wish to participate in the meeting. Addressing the Commission: There are two ways to address the Commission during the meeting. These are 1) speaking to the Commission regarding an item already on the agenda, and/or 2) speaking to the Commission about a new topic not on the agenda. Speakers will be asked to keep their comments brief, and allotted approximately 3 minutes per speaker, per topic.

1. Items on the Agenda – Speakers may comment on any item on the meeting agenda in order to share information for consideration by the Commission immediately before the Commission begins deliberation on the item. A speaker slip must be completed and provided to the Director prior to the agenda item.

2. Items not on the Agenda – Item C (Public Comments) provides the opportunity where individuals may address topics that are not listed on the agenda. The Brown Act restricts the Commissioners from engaging in a discussion of non-agenda items or issues raised during public comment except to acknowledge receipt of the information, refer it to staff for further study or refer the item to a future meeting. The Commission may not take any action on issues or topics presented during Public Comments.

Placing Items on a Future Agenda Any member of the public may request that a matter within the jurisdiction of the Commission be placed on the agenda of a regular meeting. The request must be in writing and must describe the item to be discussed with sufficient detail including the history of the issue and how it is related to the Personnel Commission. Also to be included is any information or material that the requestor wishes to be reviewed by the Commission regarding the issue. It must be submitted to the Personnel Commission Director at least five (5) working days before the scheduled meeting date. Items submitted less than five (5) working days before the scheduled meeting date may be postponed to a later meeting date to allow sufficient time for consideration and research of the issue. The Commission Chair and the Director shall decide whether a request is within the subject matter jurisdiction of the Commission. Items not within the subject matter jurisdiction of the Commission may not be placed on the agenda. In addition, the Commission Chair and/or Director will determine if the item is merely a request for information or whether the issue is covered by an existing policy or administrative procedure before placing the item on the agenda. The Commission Chair and/or Director shall decide whether an agenda item is appropriate for discussion in open or closed session, and whether the item should be an action item, information item, or agenized under Public Comment. Agenda and Agenda Materials A copy of all documents related to any item on this agenda that have been submitted to the Commission may be obtained from the Commission office upon request. Requests may be made via email communication to the Director no sooner than 72 hours prior to the meeting. A copy of a previous month’s agenda and attachments may be requested by email communication to the Director at any time. Assistance/Accommodations In compliance with the Americans with Disabilities Act, if you need special assistance, disability-related modifications or accommodations, including auxiliary aids or services, in order to participate in the public meetings of the District’s Personnel Commission, please contact the Personnel Commission Office at (858) 521-2794. Notification 72 hours prior to the meeting will enable the District to make reasonable arrangements to ensure accommodation and accessibility to this meeting. Upon request, the District shall also make available this agenda and all other public records associated with this meeting in appropriate alternative formats for persons with a disability. Closed Session The Personnel Commission may hold closed sessions only for purposes identified by law. The Commission may hold a closed session at any time during a regular or special meeting and during emergency meetings in accordance with Law.

BACKGROUND AND CURRENT CONSIDERATIONS: In anticipation for recruitment of the Electronic Systems Technician, and following challenges during the most recent recruitment, Personnel Commission Staff met with the Communications Supervisor and reviewed the minimum qualifications for the classification. It was determined that the current requirement of “completion of an approved apprenticeship program in electronics” does not actually exist for electronics systems. It is recommended that this requirement be removed from the classification description for Electronic Systems Technician. Additional changes are recommended to the Basic Function section and the first job duty to add clarity to the job description and a Distinguishing Characteristics section was added. The class descriptions for the Communications series will be reviewed as part of the Classification Review Cycle. In the interim, it is proposed to revise the Telecommunications Technician and Communications Technician descriptions to include a Distinguishing Characteristics section, as required by Personnel Commission Rule 30.300.3. The classification descriptions are being brought forward and now include a Distinguishing Characteristics section. No other substantive changes have been made. RECOMMENDATION: It is recommended the Personnel Commission approve the changes to the Electronic Systems Technician classification as presented. It is also recommended the Personnel Commission approve the additions of the Distinguishing Characteristics sections of the Communications Technician and the Telecommunications Technician classifications as presented.

ELECTRONIC SYSTEMS TECHNICIAN

BASIC FUNCTION:

Under the direction of the Technology Support Supervisor, perform skilled electronics work in the

installation, maintenance and repair of electronic systems and devices, intrusion and fire alarm

systems, intrusion alarm systems, communication systems, paging/intercom systems, clock systems

and other electronic systems and surveillance equipment.

DISTINGUISHING CHARACTERISTICS:

The Electronic Systems Technician classification performs skilled electronics work to a variety of

electronic systems with a focus on the fire and intrusion alarms and paging systems. The

Communications Technician performs skilled electronics work to a variety of electronics systems

with a focus on voice communication systems. The Telecommunications Technician performs

advanced, technical duties focused primarily on telephone systems and related equipment.

REPRESENTATIVE DUTIES:

1. Inspect, repair, install, test, maintain and replace a variety of electronic systems and devices,

equipment and systems such as conduit, cabling, wiring, intrusion and fire alarm systems,

communication systems, paging/intercom systems and clock systems. E

2. Troubleshoot and diagnose electrical malfunctions; make appropriate repairs to electronic

assemblies, devices and equipment; trace out wiring, perform diagnostic tests on system

components and replace defective wires and parts. E

3. Operate a variety of tools and electronic testing equipment such as drills, wrenches, cable

locators, frequency counters, volt meters, soldering irons, oscilloscopes, multi-meters, power

analyzers, digital probes and signal generators; operate a computer and assigned software;

drive a vehicle to conduct work. E

4. Plan and lay out work on assigned work orders; make rough sketches and working drawings;

work from oral and written instructions, work orders, technical manuals, shop drawings,

wiring diagrams, blueprints, schematics, specifications and catalogs. E

5. Monitor inventory levels of electronics parts, supplies and equipment; estimate and

requisition parts, supplies and equipment needed to complete assigned projects. E

6. Perform routine and preventive maintenance on electronic systems, parts and circuitry; set up

and program communications and other specialized electronic systems. E

7. Research electronic devices, equipment and systems to provide recommendations concerning

system replacements, modifications, additions and related purchases. E

8. Communicate with District personnel, vendors, contractors and other outside agencies to

exchange information, coordinate activities and resolve issues or concerns. E

9. Train District personnel in the proper operation of intrusion alarm and various other systems

as assigned. E

10. Collaborate with outside contractors on special projects. E

11. Set up testing schedules for District fire alarm systems to assure compliance with local, State

and federal fire alarm codes; participate in periodic system tests. E

12. Maintain a variety of records related to electronic system tests, programs, codes, repairs,

maintenance and assigned activities. E

13. Perform related duties as assigned.

Valid California Class C driver’s license.

BACKGROUND AND CURRENT CONSIDERATIONS: In preparation for recruitment of the Human Resources Specialist, the Personnel Commission Director reviewed the job duties and minimum qualifications for the classification. It was determined that the recruitment volume of the Personnel Commission department prohibits the realistic inclusion of detailed classification and compensation focused duties within the Human Resources Specialist classification. Further changes are recommended to the whole of the job description to better represent the functions of the classification and to add clarity. Duty statements were reordered to demonstrate their frequency and importance; for example, recruitment activities such as posting, screening, examination, and interview duties were listed higher to reflect their focus. Additionally, it was determined that the Education and Experience section should be adjusted to better represent the level of training and experience necessary to be successful in the classification. Candidates may demonstrate the necessary knowledge and abilities for this classification through a combination of increasingly responsible clerical experience where Human Resources functions were part of their role; for example, candidates may have had experience with the personnel requisition processes and other related Human Resources duties. RECOMMENDATION: It is recommended the Personnel Commission approve the changes to the Human Resources Specialist as presented.

BASIC FUNCTION: Under direction of the Director of Personnel Commission, perform a variety of technical personnel duties relating to recruitment, examination, selection, job analysis, and classification of positions; perform specialized projects and prepare reports. REPRESENTATIVE DUTIES: Plans and schedules recruitments, examinations, constructs tests, and assembles test materials. EDUCATION AND EXPERIENCE: Bachelor’s degree in human resources, public administration, industrial psychology, or related field, and two years of responsible human resources experience including at least one year of professional personnel experience in recruitment and test development/validation or classification/compensation. Experience in public sector civil service or merit system environment is desirable. Any combination equivalent to: graduation fromor high school supplemented by college level coursework that would demonstrate the knowledge and abilities required for this classification. Coursework in human resources, public administration, industrial organizational psychology, or a related field is preferred. Three years of increasingly responsible clerical experience including one year supporting human resources functions. Experience in public civil service or merit system recruitment is desirable. LICENSES AND OTHER REQUIREMENTS: Valid California driver’s license and use of an automobile to visit work sites and attend meetings. WORKING CONDITIONS: ENVIRONMENT: Office environment. Constant interruptions. Driving a vehicle to conduct work. PHYSICAL DEMANDS: Hearing and speaking to exchange information and make presentations.
