YOU-01 YOUTH LEADERSHIP CONFERENCES (YLCs)
1. INTRODUCTION: Youth Leadership Conferences are a key Americanism youthoutreach tool of the National Sojourners for “Teaching Young Americans about America”! YLCs, in addition to nurturing and cultivating student leadership, help students gain a better understanding of the rights and responsibilities of citizens in a free society, focus on the importance of community service, and explore other citizenship-related topics. National Sojourners chapters may elect to provide student scholarships to: (1) the Spirit of America Youth Leadership Conference exclusively presented by Freedoms Foundation at Valley Forge (FFVF) [website: www.freedomsfoundation.org/] annually every July at their Valley Forge, PA campus on behalf of the National Sojourners and/or (2) Military Order of World Wars (MOWW) [website: www.moww.org/programs/patriotic-education-program/] YLCs presented regionally at various times throughout the USA by its affiliated organization — Patriotic Education, Inc.

2. CHOOSING A YOUTH LEADERSHIP CONFERENCE (YLC) PROGRAM: A key factorto consider in choosing between the FFVF Spirit of America Youth Leadership Conference and the regional MOWW YLCs is cost. MOWW regional YLCS are generally less expensive and, in terms of both tuition and travel cost. Many chapters believe that they are able to provide a YLC experience for more students using the MOWW regional option. ON the other hand, many chapters believe that the unique experience of the Spirit of America Youth Leadership Conference provided at FFVF which includes a tour of Philadelphia—a cradle of liberty including the Liberty Bell, the Ben Franklin print shop, the Betsy Ross House, Carpenter’s Hall, Independent Hall, Valley Forge, and the on-campus Medal of Honor Grove. Your National Americanism Committee recommends sending at least one student to the Spirit of America Youth Leadership Conference. Note that both programs enjoy the approval of the National Association of Secondary School Principals.

4. YOUTH PROTECTION: National Sojourners, Inc.places the greatest importance on creating the most secure environment possible for the youth that we serve through our Americanism programs. To maintain such an environment, National Sojourners has adopted policies developed by the Boy Scouts of America (BSA) for the training and certification of members of our order and other adult volunteers (who will come into contact with youth as part of our programs) in the essentials of youth protection. These policies are primarily for the protection of our youth members; however, they also serve to protect our adult leaders from false accusations of abuse. Chapters are required to carefully review NR 11-2 and insure that all required Brethren and all assisting volunteers (members and non-members serving as drivers, chaperones/adult counselors) become YOUTH PROTECTION certified by taking the requisite training. This policy to applies to ALL YLC programs.

National Regulation 11.1 Subject: Teaching Young Americans about America References: National By-Laws 8.2.1 National Regulation 8.2.1 1. PURPOSE: This National Circular is intended to provide guidelines and procedures for planning and providing scholarships for Teaching Young Americans about America through the Youth Leadership Conference (YLC) program is the program of greatest future import to our Nation. 2. BACKGROUND:
a. General: All Chapters are encouraged to support programs that develop true patriotism and Americanism throughout the nation, in general, and the YLC program, in particular. The YLC is a one or multi-day conference of high school age youth designed to inspire better understanding of the American spirit by focusing on such topics as civil rights and civic responsibilities, citizenship, public policy, entrepreneurship, self-development and leadership, salient aspects of American history, Americanism, patriotism, the free enterprise system, the U.S. Constitution etc. All YLC curriculums are approved by the National Association of Secondary School Principals. In general there are two types of YLC: (1) regional YLCs co-sponsored by the National Sojourners, Inc. (NSI) and Military Order of World Wars (MOWW) and (2) the annual Spirit of America YLC at Freedoms Foundation — Valley Forge (FFVF). b. Student Qualification and Preferences: Students selected for YLC scholarships should be outstanding young Americans who exhibit strong leadership traits along with a strong interest in our nation and service toward mankind and have demonstrated exceptional levels of scholastic achievement. Typical sources of students include family members, neighbors and friends, local high school students, JROTC cadets, Boy and Girl Scouts and Masonic youth. Members of Masonic youth groups should be given preference for available scholarships. So that the students selected will be available after their return home to share their learning experience with their peers and sponsoring organization, selected students must be either rising sophomores or juniors.
3. PROCEDURES:
a. Planning a Chapter’s Participation. The time to begin a chapter’s planning to award one or more YLC scholarships is NOW! It is suggested that planning begin no later than September annually to insure success in sending one or more students to a YLC the following spring or summer. Sojourner Chapters should follow the five simple steps below to insure success:
(1) STEP 1: First, make a chapter commitment to participate in the program and send one or more youth to a YLC, This KEY step. The chapter must first establish a goal to participate and do it early enough to allow time to work the details…
(2) STEP 2: Second, appoint a chapter chair or committee to make it happen. The chapter chairman or committee will be responsible to the chapter President or Americanism Committee Chairman to follow through on the commitment, raise the funds, identify the students and make the requisite arrangements. The goal is to inform the National Americanism Chairman by the Mid-Winter Meeting of plans to send students to Regional YLCs and/or the FFVF YLC. See paragraphs 3.c and 3.d for additional planning information for the Regional YLC and FFVF YLC, respectively.
(3) STEP 3: Third, raise the funds. Raising the requisite funds can be done easily with an early start.. See paragraph 4, FUNDING.
(4) STEP 4: Fourth, identify and select the students. Chapters have used many approaches to identify worthy students and extend to them a YLC scholarship opportunity. Some award scholarships on a first-come, first-serve basis to student candidates selected from the family or friends of Masons. Masonic youth, local high school students recommended by Principals or Guidance Counselors, JROTC students recommended by their instructors, Boy and Girl Scouts who have achieved the rank of Eagle Scout or Gold Award , respectively etc. are good candidates. Others have used the annual National Sojourner Essay Contest to competitively select candidates. Regardless of the selection method used, many of America’s youth are worthy of our consideration.
(5) STEP 5: Finally, reap Master’s Wages. Join with your chapter members in celebrating the successful accomplishment of that part of our purposes focused on “…developing true Patriotism and Americanism throughout the Nation…” by having reached out to one or more young Americans and providing them an opportunity to attend a regional YLC or America’s premier school for citizenship education, Freedoms Foundation at Valley Forge. It is strongly suggested that the chapter invite all students who have completed the YLC Program to a chapter meeting to give a report on their experiences. b. Quotas. Quotas may be in effect for certain YLCs and shall be managed in accordance with the following procedures:
(1) Regional YLCs. For regional YLCs, the Area and Regional Representatives shall serve as the Americanism Coordinators for their areas and regions. The Area and Regional Representatives will work with the chapter Americanism Committees to establish procedures for selecting individuals and will determine the number of individuals each chapter may sponsor.
(2) FFVF YLC. The Chairman of the National Americanism Committee will coordinate quotas applicable to participation in the FFVF YLC with the Area and Regional Representatives as may be required. c. Regional YLCs Planning Information. For joint NSI/MOWW regional YLCs, locate the regional YLC of interest on the MOWW website (www.militaryorder.net/2006%20PEC.htm) and contact the listed Course Director. d. FFVF YLC Planning Information. For the FFVF Spirit of America Youth Conference visit the Members Dashboard on the SOJOURNERS ONLY area of the NSI website (www.nationalsojourners.org) and click on the Americanism tab. e. Chaperones and Counselors Assistants. Chaperones and Counselor Assistants for YLCs are always needed. Ask your Regional Course director or the National Americanism Chairman for
the FFVF YLC if your chapter can assist by providing a Chaperone(s) or Counselors Assistant(s). The goal is a chaperone/student ratio of 1:8. f. Youth Protection Training and Certification. Consult the National Americanism Chairman for mandatory Youth Protection training and certification prerequisites for National Sojourners and other adult volunteers who may serve as Chaperones, Counselor Assistants, or drivers as part of the chapters support for any YLC program. g. Additional Assistance. If you require additional assistance in planning and providing YLC scholarships, please contact the Chairman of the National Americanism Committee.
4. FUNDING.
a. General: Scholarships will generally cover costs for room, board, materials and transportation. In many cases, chapters also include a small stipend for incidentals. b. Raising Funds. Typical fund raising alternatives have included one or more of the following:
(1) calling on the chapter membership for a $25 donation to the chapter’s youth education fund; (2) seeking Blue Lodge support for full or partial scholarships for local Masonic youth; (3) approaching local civic groups and corporations for support, etc. Some chapters have also been successful in obtaining matching grants of up to $1000 from local Wal-Mart Stores. Consult the following website (http://walmartstores.com/CommunityGiving/8916.aspx) for details and note that Wal-Mart requires that such gifts be processed through a 501(c) (3) such as Spirit of America Education Foundation (SOAEF). Donors who desire to provide scholarships or partial scholarships as a tax-deductible gift should refer to the Spirit of America Education Foundation Fund below. c. Spirit of Youth Education Foundation – IRC 501(c) (3) approval pending at the IRS (1) FFVF YLC Partial Funding. The National Sojourners may provide funds annually from the Spirit of America Education Foundation to partially subsidize scholarships for youth to attend the Freedoms Foundation YLC. When funds are made available, the National Americanism Chairman will distribute funds on a pro-rata basis to all chapters sponsoring scholarships for that year or use the funds to reduce the amount of tuition for an individual scholarship. Initial chapter planning should be based on funding the entire tuition amount. (2) Use for Tax Deductible Donations. The Spirit of America Education Foundation is a 501(c) (3) fund and may be used by individuals as a means to provide a tax deductible donation to support either joint NSI/MOWW regional YLCs or the FFVF YLC. Note that the tax deductible contribution may be designated to support ANY YLC on behalf of a specified chapter or the contribution may be undesignated, in which case the funds will be used at the discretion of the National Americanism Chairman. See the contribution form (Enclosure 1). d. Regional Youth Leadership Conference Funding. Chapters providing scholarships for attendance at must provide the total amount of the funds required.
5. PARTICIPATION: The YLC program represents a wonderful opportunity for Teaching Young Americans about America, but it will remain only an opportunity unless each National Sojourner chapter participates and brings it to life. Chapters are encouraged to support the National Americanism Committee in “Proudly Serving the Cause of Patriotism” by annually sponsoring one or more young
Americans to improve their leadership skills and learn more about this great experiment in democracy that each of us has pledged to preserve, protect and defend. NOW is the time… 6. CANCELLATION: This Circular will be canceled on 5 June 2015 unless continued by the next National President.

1.0 INTRODUCTION. Sojourner Chapters are expected to implement Americanism and Bridge of Light (BOL) programs as part of their outreach mission and in furtherance of the purposes of the Order. While the selection of the number and types of programs remains at the discretion of the members, many require significant monetary expenditures. Such patriotic and Americanism educa- tional programs may include some or all of the following: JROTC and ROTC Medals, Youth Leader- ship Conference Scholarships, Essay Contest Awards, as well as, the purchase of requisite program materials including ceremonial flag kits, promotional/educational materials, recognition certificate's, parade floats, website development and other miscellaneous items. Raising the necessary funds is often a limiting factor—hence, the National Sojourners have established the Spirit of America Education Foundation (SAEF) 501(c)(3) which enables Sojourner Chapters to expand their fund raising activities by permitting tax deductible donations.
2.0 PURPOSE. This publication provides guidance for Sojourner Chapters in using the Spirit of America Education Foundation 501(c)(3) to raise funds for approved patriotic and Americanism educational programs, as well as: (a) guidelines for using the Grant process; (b) general information on soliciting donations; and (c) recommended best practices.
3.0 FUND RESOURCES. Sojourner Chapters acquire operating fund resources in a number of ways as summarized in the following table. The last highlighted category is made possible by the Spirit of America Education Foundation (SAEF) 501(c)(3).

4.0 SPIRIT OF AMERICA EDUCATION FOUNDATION (SAEF) 501c(3).
4.1 IRS APPROVAL. The SAEF 501(c)(3) was approved by the IRS on 23APR2014 (see copy included as Appendix 8.1.1).
4.2 FUNDING CATEGORIES.
4.2.1 APPROVED CATEGORIES. Funds may be solicited under the auspices of the SAEF for the following National and Sojourner Chapter patriotic and Americanism education purposes:
A. JROTC & ROTC Medals
B. Youth Leadership Conference Scholarships
C. Essay Contest Awards
D. Promotional Materials
E. Program Materials —- flag kits, color guard supplies, etc.
F. Parade floats
G. Website operations —- National and chapter that support patriotic and Americanism education
H. Recognition materials
4.2.2 PROPOSED CATEGORIES. A Chapter may nominate other types of expenditures for approval by submitting a proposal to the Spirit of America Education Foundation via the National Secretary-Treasurer at h q@ na tion a lsojo u rn e rs.org .
4.3 CHAPTER PROCEDURES:
4.3.1 Planning for Tax Deductible Fund Raising. Review Section 6 “Fund Raising” of this publication.
4.3.2 Tax-Deductible Fund Raising. Review the tax deductible Grants sources available to you in your Chapter’s hometown and apply the guidance provided in the Section 5 “Grants” of this publication. Keep in mind that there are many local community resources such as the Rotary, Lions Club, Kiwanis, and many local non-national organizations that may be viable sources for donations for National Sojourner patriotic and Americanism education programs — be sure to approach and use all of your local resources. Often chapter members are members of such organizations and can act as your chapter POC — ask! In addition, you may wish to seek additional donations from chapter members and community businesses and entrepreneurs who share a like-minded interest in our outreach programs as such donations are now tax deductible under the SAEF.
4.3.3 In-kind support is a way for your chapter to collect resources other than money. Instead of buying everything with cash, you can look for donations from community members. In-kind resources, or non-cash contributions, might be things you'd otherwise pay for, or they might be things that money just can't buy. When someone volunteers to give you a service, supplies, or free help, you're receiving in-kind support. You can look for in-kind support both from within your Chapter's members, and from your local community. Chapters need resources to put their plans into action. One of these resources is cash. But that money may not always be available, and some donors – people, groups, or businesses – may feel more comfortable donating something other than

cash. In-kind support should not be seen as a second best to direct monetary donations, but as an equally important part of the resource pool available. Seeking in-kind support should be an integral part of your plan for action and sustainability. If your Chapter is going to succeed, you'll need more than just money: you'll want goods, people, and services. 4.3.4 Crediting Tax Deductible Funds to Your Chapter SAEF Account. Grant and donation checks shall be made payable to the SPIRIT OF AMERICA EDUCATION FOUNDATION. To ensure credit of the donation to the chapter, the check shall be forwarded to the National Secretary-Treasurer together with the SPIRT OF AMERICA EDUCATION FOUNDATION DONATION FORM (see appendix 8.1.2) with the proper fund category designated (see 4.2.1 above). [EDITOR’s NOTE—the form requires revision to add a list of approved fund categories]. It is emphasized that all funds raised by a chapter shall be reserved in the Spirit of America Education Foundation for the exclusive use of that chapter!
4.3.5 Funds in Your Chapter SAEF Account. Funds in your SAEF account shall be disbursed by direction of your Chapter Secretary by the National Secretary-Treasurer to your designated payee. The National Secretary-Treasurer shall mail the check directly to your designated payee or to the Chapter Secretary to deliver to the payee. Note that funds shall only be used for the purposes given by the donor. As an example, your chapter receives a $1000 community grant from your local Wal-Mart for Youth Leadership Conference Scholarships. Accordingly, the Chapter may direct the National Secretary-Treasurer to disburse these funds on behalf of your chapter to either Freedoms Foundation at Valley Forge or to a regional Military Order of World Wars Youth Leadership Confer- ence account.

5.0 GRANTS.
5.1 Community Service Grants: Community Service Grants provide a means for funding qualifying Chapter programs. The Grant process employs the following steps: (1) Identify sources, (2) Qualify for the grant, (3) Comply with the requirements, (4) Justify your request, and (5) Apply on time.
5.1.1 Like the complexity and skill required in locating, writing detailed cover letters and lengthy proposals seeking large governmental, educational, foundation, and corporate grants, community service grants are readily available and fairly easily obtained without the necessity to prepare com- plex cover letters and proposals. Grants are available from a number of local sources and these will become more apparent to you when you begin your research in locating them. The longest journey begins with the first step, so here it is:

E. Large Corporations or Entities with community ties or operations {WAL-MART, Costco, Walgreen 's, Office Depot, K-Mart etc.
F. Grant sources can be researched utilizing computer search, personal contacts, bankers, newspaper editors, Chambers of Commerce, lawyers etc. It is as simple as inquiring and making known your interest in securing a community service grant. Simply researching local newspaper files for grants will often reveal entities that offer grants locally as they relish the image and publicity of being "good citizens" in their communities. When you have determined available grant sources, you are ready for step two in the process:
5.1.1.2 Qualify
A. After determining grant sources, as in most instances the source will be local, place a tele- phone call to the source and ask for the name and title of the individual responsible for community service grants. Thank that person for the information and ask if that individual is available. If unavail- able, inquire as to their availability and state you will contact them at that time. Do not speak with an- yone on initial contact that is not responsible for community service grants. You are simply "spinning your wheels" as having your request being related by a third party looses much of its im- pact in translation. If available, address the individual by name and/or title.
B. Addressing an individual by their name and/or title on first contact immediately establishes a personal relationship. Remember that the initial contact will not secure the grant, it is an infor- mation-gathering foray. Introduce yourself, state the name of your organization, and inquire if com- munity service grants are available for 501(C)(3) organizations in your community. If not, thank the individual for their time. Upon the determination of availability of a grant, inform the individual that your Chapter is a subsidiary of the National Sojourners, Inc. which has been designated a 501(c)(3)

organization and as such is eligible to receive tax exempt grants from most individuals, foundations, and organizations. At this time attempt to schedule a personal visit to further discuss grant require- ments and to pick up any material pertinent to applying for the grant. A one-on-one situation is highly desirable as this will afford the opportunity to fully discuss the National Sojourner youth related pro- grams, their potential impact on youth in the community, and how the funds will be utilized to ad- vance interest in these programs by offering scholarships, awards, or in furthering patriotic education and Americanism education programs. Briefly state your reason for need and how it will benefit the local community. Perception of community benefit is a very critical factor in the determination of need for community service grants by almost all entities. Education is a common theme for consider- ing grant requests, so emphasize the educational aspect by utilization of the grant to further the edu- cation of our community youth in the heritage and history of the United States of America through participation in the National Sojourner youth related programs. Be sure and mention the lack of edu- cation available to our youth in the heritage and history of our country, which is being eroded daily and is sorely deficient in most of our schools and communities. However, it is necessary that you are prepared to fully discuss the grant request at the time of initial contact in the event that a person- al visit is unavailable or not desired by the grantor's representative. Be prepared to discuss your re- quest and necessary requirements for qualification and submission of the grant proposal. Items such as: specific qualifying factors, opening and closing dates for grant submission, the need to specify amount of funds requested, if attachments are advised, and does the grantor have their own Grant Request Form (e.g., the WAL-MART request form).
C. Additional required forms include the 501(c)(3) Advisory Letter and State Tax Statements. Many grant awarding entities now also require a USA Patriot Act Compliance Form: (see sample attached). It is advisable to include a completed USA Patriot Act Compliance Form with all grant re- quest submissions. Fully cover all aspects of the items mentioned above and inquire where and when any material necessary for grant proposal submission will be available. If possible schedule an appointment to pick up related material. Having compiled all necessary information and required documents, you are ready to prepare the grant proposal, step 3 in the process.
5.1.1.3 Comply: Simply stated, "comply with ALL requirements and rules of the grantor, otherwise, your grant will be disqualified and receive no consideration." Consider there are dozens, perhaps hundreds of groups seeking the same grant funds as you. Many, if not most, submissions are simply disqualified, "out of hand" for non-compliance or failure to meet the requirements of the grant. Be keenly aware of this "winnowing process" utilized by grantors, as it is the first hurdle to overcome.
5.1.1.4 Justify:
A. The Who, Why, What, and How's of Grants: All grant proposals have common factors that must be fully defined and directly conveyed to the grantor in the proposal These factors include the following and must be fully defined: Who you are; Why you need the grant; What is your pro- posal to justify granting the funds; How will the funds be spent; and How will your program benefit the local community. These questions must be clearly and fully related in terms easily interpreted by the grantor.
B. The Introduction: Keep your Introduction as interesting and informative as possible as in most instances only the first few pages will be read unless the reader's interest is piqued. The In- troduction offers the opportunity to fully justify your proposal as well as to cover the items stipulated

in (A) above. The opening few paragraphs are critical in "grabbing" the reader's attention to entice he or she to continue reading your proposal. Incorporating quotes from the Sojourners’ National Americanism Committee or a quote by President Reagan into the introductory paragraphs of the proposal template work well (e.g., Teaching young Americans about America). Confusing and unin- teresting proposals get you little except non-consideration when seeking community service grants. Keep it simple, interesting, and easily understood or it will in all likelihood not be considered. In the case of WAL-MART and other large corporate grantors, they have numerous requests on a daily ba- sis and simply do not have the time or personnel to fully consider all grant proposals, especially those that are poorly written, uninteresting, and difficult to understand . These in all probability go to the bottom of the pile or are briefly considered and rejected.
C. The Proposal: The proposal should be straight forward and to the point. It should fully detail all aspects of the project as defined above and comply with all requirements of the grantor. Utilization and intended expenditures of requested funds should be fully detailed. The proposal should include a proposed project budget for usage of the grant monies. The rationale and justifica- tion for the grant have been defined in the Introduction so there is no need to repeat former justifica- tions for the grant. Fully review the proposal to assure all requirements and stipulations of the gran- tor are fully met. The proposal template once completed my ab re-cycled by being adapted and cus- tomized for specific grant requirements or Chapter programs.
5.1.1.5 Apply (use of the grant request template is recommended).
A. Retain duplicate copies of all material submitted. Compose the proposal as a standard business letter, paragraphs left justified with a space between paragraphs. As a minimum use 12pt Times New Roman type and the brightest paper available for all correspondence with the grantor. If the type is too small and the paper too dingy to be easily read, it probably will not be read. Small considerations like these allow your proposal to "stand out" and are greatly appreciated by individu- als reading dozens of pages of grant proposals on a daily basis. If you have diligently followed the preceding steps, you are now ready to submit your Chapter's proposal. All correspondence and submissions should be on Chapter letterhead (make up your own Chapter letterhead), as this indi- cates a sense of professionalism. Carefully review the completed proposal for spelling and gram- matical errors, as these are a definite "turn off" for proposal readers. Fully and accurately complete any required forms and attach any supporting news items or documents if allowed.
B. If possible, schedule an appointment to hand deliver your proposal. This creates an addi- tional opportunity to further interact with the grantor on a personal basis. Otherwise, send the grant proposal by certified or delivery confirmed mail to assure your proposal has been delivered and re- ceived in a timely manner. In either situation, it is worthwhile to contact the grantor to assure that your proposal has been received. In the initial grantor contact, you should have ascertained the opening and closing dates for their grant. The proposal submission should be approximately thirty (30) days prior to the closing date to allow for the submission of additional information or for re- quests for clarification. Most grants are awarded within two (2) months of the closing date. It is im- perative that you follow up on the decision regarding your proposal on a regular basis beginning ap- proximately two (2) months after the closing date and continuing on a bi-weekly schedule or until you are advised of a decision by the grantor.
C. When you are notified of grant approval, immediately respond by telephone or

mail and thank the grantor for the grant. At this time schedule a convenient time and location to pre- sent a Patriot of ‘76 Certificate (available from National HQ) and send a formal thank you letter. The presentation of the Patriot of ‘76 Certificate Appreciation should be fully publicized in local news me- dia and the grantor mentioned as source of funds in all publicity regarding youth related activities where the grant funds are utilized, i.e. "funds for the scholarship were provided by a generous grant from the WAL-MART Foundation." Note: Not all grantors want the publicity and prefer to remain anonymous. However, in any instance, stay in contact with the grantor throughout the year and keep the grantor updated and informed of the Chapter's youth related activities and use of grant funds. Regular updates and proper utilization of grant funds almost guarantees renewal of the grant for fu- ture requests.
D. If your grant proposal is rejected or not funded, it is critical to determine the reason(s) for non-funding of your proposal in order to correct it for future submissions. Simply ask the declining grantor, why the proposal was rejected, then correct it. Don't become overly discouraged by a re- fusal. Grants are like beauty contests, if you don't succeed the first time, benefit from your mistakes, correct them, keep trying, and re-groom your future submissions until you are successful.

6.0 FUND RAISING.
6.1 Chapter fund raising requires planning, commitment, and leadership.
A. Start early!
B. Upon establishing the goals for the patriotic and Americanism programs your chapter has elected to pursue will readily identify the requisite funds required and permit calculation of the funding shortfall or the amount of tax deductible funds to be raised.
C. Decide who or appoint a committee to implement the fund raising using both Grant and donation resources.
D. Review this circular for guidance.
E. Implement the plan.
6.2. SOLICITING CONTRIBUTIONS AND IN-KIND SUPPORT. Obtaining support through successful grants and submitted proposals is important to the financial sustainability of many community organizations. However, we all know competition for grants can be tough. You should consider what types of other resources may be available within the community. 6.3 Contributions and in-kind support:
A, Contributions: The idea of contributions sounds simple – it’s money that people, businesses, or groups give your Chapter. That’s essentially right, but there are a lot of variations. Some contributions are tax deductable and some are not, depending on the tax status of the receiving organization, what it uses the money for, and whether or not donors get anything in return. It should be emphasized that the Spirit of America Educational Foundation is the charitable organization, the chapters are not. Cash contributions and recognition of in-kind support must go through SAEF to meet the IRS requirements.
B. In-kind Support: In-kind support is a way for your chapter to collect resources other than money. Instead of buying everything with cash, you can look for donations from community members. In-kind resources, or non-cash contributions, might be things you'd otherwise pay for, or they might be things that money just can't buy. When someone volunteers to give you a service, supplies, or free help, you're receiving in-kind support. You can look for in-kind support both from within your Chapter’s members, and from your local community. Some donors – people, groups, or businesses – may feel more comfortable donating something other than cash. In-kind support should not be seen as a second best to cash donations, but as an equally important part of the resources available to your chapter. 6.4 Planning to Solicit Support
A. Plan how you will approach various members of your community and ask for donations and non-cash resources. Do your members have good contacts with particular businesses, companies, institutions, or individuals? Think positively and creatively! The worst someone can tell

you is "No!" Many businesses, corporations, or larger organizations are looking for smaller groups to donate to. Why? Often it's a tax write-off, and it shows their involvement and generosity to their community. After all, if they are going to be making donations anyway, why not have them be to you?
B. Set clear goals for your campaign. If you don't know where you're going, you won't be able to congratulate yourselves when you get there! Assign specific people to solicit particular groups, particularly those where they already have contacts. A lot of support you get will come from local contacts. In other words, the support will come from the relationships you've already established with people in your community. If they know and trust you, they will want to support you.
6.5 General Fund Raising Guidance: Refer to “7 Tips on Asking for Donations” included as Appendix 8.1.5.
7.0 BEST PRACTICES. All Sojourner Chapters are encouraged to submit examples of suc- cessful fund raising projects to include application examples, letters of appreciation , news articles, etc., as well as, statements of lessons learned to the SAEF via the National Secretary-Treasurer at hq@ n a tion a lsojou rne rs.o rg . The SAEF will review recommend best practices and post selected items on the Sojourners website (new page in the SOJOURNERS ONLY section to be implemented) and, form time to time, add items to this Publication. In this manner, all Sojourner Chapters may have an opportunity to apply and benefit from individual chapter successes and lessons learned.

Best Buy
Best Buy’s employees are some of the most active volunteers in the country. In the 2013 fiscal year, 10,000 employees volunteered for over 100,000 hours which resulted in about $2.5 million dollars being donated to nonprofits through the company’s volunteer grant programs.
Groups of Best Buy employees who volunteer together can earn grants for the respective nonprofit.

Donation Requests for Nonprofits
Double the Donation’s core business is providing employee matching gift services to nonprofits yet we also hear from countless organizations that they’re looking for information on requesting donations from companies. Here’s a list of the most common donation requests as well as information on each company’s donation request process and details on the company’s matching gift or volunteer grant programs.
1. Macy’s Donation Requests:
Requesting Donations from Macy's --- Macy’s offers three main methods in which it donates to nonprofits: (1) My Macy’s District Grants; (2) Employee Matching Gifts; and (3) Employee Earnings for Learning.
a. My Macy’s District Grants:
Through Macy’s District Grants the company supports nonprofit organizations and initiatives that are important to the individual local communities where Macy’s operates. Macy’s recommends that organizations only request donations if they fall within the following Macy’s focus areas:
•Arts and culture
•Education
•The environment
•HIV/AIDS
•Women’s issues
It’s important to note that Macy’s District Grants program is designed to support local 501(c)(3) organizations in markets which Macy’s or Bloomingdale’s operate. Donation requests are accepted online on a year-round basis but it may take four to eight weeks to hear back from Macy’s.
b. Macy’s Matching Gift Program: Through Macy’s matching gift program the company supports nonprofits which employees personally donate to. Each Macy’s employee is able to request up to $15,000 in matching donations per year.
c. Macy’s Earnings for Learning Grant Program: Through Macy’s “Earnings for Learnings” program, Macy’s provides grants to nonprofits where its employees volunteer on a regular basis. The company offers $250 grants to educational institutions (K-12 included) where employees volunteer 15 hours in a calendar year.

2. Best Buy Donation Requests:
a. As one of the leading electronics retailers in the world it should come as no surprise that Best Buy focuses its philanthropic giving on causes that promote technological literacy. In fact Best Buy is dedicated to supporting nonprofit organizations and programs that provide teens with opportunities to develop technology skills.
b. In terms of donation requests Best Buy handles all of the donation requests through local stores. Each Best Buy store has a pool of funds allocated to providing grants to local nonprofits. To request a donation from your local store take the store donation eligibility quiz. Assuming your organization qualifies, you can then complete the application and submit it to your local store for a decision.
c. In addition to each store handling requests for donations from the greater community, Best Buy also offers a team volunteer grant program. When groups of employees volunteer together the team is eligible to request grants for the local organization.

3. Starbucks Donation Requests:
a. There’s a running joke that 99% of individuals in the US are less than 15 minutes away from a Starbucks at any time. Thus given the sheer number of Starbucks stores the company often pops up when nonprofits are looking to request donations. Unfortunately at this time Starbucks is focused on funding communities through grants from The Starbucks Foundation and does not accept requests for products or in-kind donations.
b. The Starbucks Foundation is interested in supporting organizations that equip young people ages 15 to 24 years old in the three following areas:
1. Business Savvy: Having the ability to leverage opportunities with integrity and innovation; to make good decisions and achieve results.
2. Social Conscience: Valuing the impact an individual and enterprise can have on the community.
3. Collaborative Communication: Engaging others in an inclusive manner across teams, functions and cultures; ability to leverage new and creative ways of communication.
c. If your organization falls into one of the above categories then make sure you’ve marked November 1st – December 15th down on your calendar because this is when Starbucks accepts grant requests.
d. Starbucks’ Employee Giving Programs: Starbucks allocates a large percentage of its corporate philanthropy budget to support the nonprofits which employees donate to or volunteer with. Through Starbucks’ Partner Match Program the company will match up to $1,500 in donations annually per

4. Kohl’s Donation Requests:
a. Through the Kohl’s Cares program Kohl’s supports organizations which fall into the following categories: (1) Kids’ health and education nationwide; (2) Environmental initiatives nationwide; and (3) Women’s health in Wisconsin, specifically the fight against breast cancer.
b. The overall mission of Kohl’s charity programs is to ensure a future where kids are healthy, resources are plentiful, and disease that affects women and their families is eradicated.
c. For nonprofits looking for donations from Kohl’s the primary program is Kohl’s Associates in Action program. Through Associates in Action Kohl’s provides $500 grants to nonprofits where its employees volunteer as a team. Specifically a minimum of five Kohl’s Associates from one Kohl’s location must volunteer for a minimum of three consecutive hours in one day. Requests should be initiated at least six weeks in advance.

5. Google Donation Requests:
a. While Google is known as being one of the most charitable companies in California it doesn’t have what most nonprofits would consider to be a traditional donation request process. Instead the company offers three different grant programs: (a) Google Grants; (b)Google’s employee matching gift program; and (c) Google’s volunteer grant program.
b. Google Grants: Google Ad Grants is the nonprofit edition of AdWords, Google’s online advertising tool. Google Ad Grants empowers nonprofit organizations, through $10,000 per month in in- kind AdWords™ advertising, to promote their missions and initiatives on Google.com. If you aren’t familiar with AdWords it’s the advertising platform which business typically use to promote goods and services.
c. Through the Google Grants program your nonprofit can request a donation of up to $10,000 dollars in free monthly advertising. Think of how impactful this money can be when it comes to advertising fundraising or volunteer events!
d. Google’s Employee Matching Gift Program: Google offers a generous matching gift program where the company matches donations from employees to a wide range of organizations. This is through either the company’s personal matching gift program or through the matching of fundraising efforts for events such as walk, marathons, bike rides, etc.

e. Google’s Employee Volunteer Grant Program: In addition to supporting the organizations which employees donate cash to, Google also provides grants of $10 per every hour an employee volunteers. So if you have any Googlers who volunteer with your organization make sure they’re submitting their volunteer grant requests!

6. Redbox Donation Requests:
a. Redbox, which is actually a brand of the parent company Outerbox, has a donation program where the company provides vouchers (packages of 25 promo codes) for free Redbox rentals. Nonprofits should submit donation requests at least six weeks prior to when the in-kind donation is needed as requests are reviewed once per month.
b. Additionally Outerbox (Redbox & Coinstar) offers a matching gift and volunteer grant program where Outerbox matches donations from employees up to $5,000 annually and provides grants of $15 per volunteer hour.

7. CVS Caremark Donation Requests:
a. Requesting Donations from CVS CaremarkCVS Caremark offers a number of philanthropic programs. For nonprofits in cities where CVS operates the company has a grant program where qualifying community-based organizations can apply for a CVS/pharmacy gift card of up to $100 that can be used for items like school supplies, personal care items, water and sunscreen. The application process can be completed online.
b. Additionally through the CVS Caremark Charitable Trust, CVS supports nonprofits where its employee volunteer with additional grants ranging from $500-$3,000. The grant amounts are based on individual employees volunteering between 15 and 100 hours in a year or teams of employee volunteers who get together for either a charitable event (ex. run, walk, or ride), or ongoing volunteerism throughout the year.

8. Walmart / Sam’s Club Donation Requests:
a. As the largest company in the world it should come as no surprise that Walmart (including Sam’s Club which is a subsidiary) also tops the list of companies which gives the most cash to charity. In fact when you combine cash and in-kind donations Walmart donates around $1 billion dollars annually to nonprofits. There’s a separate donation request process for Sam’s Club and Walmart.
b. Walmart and Sam’s Club Donation Requests: Walmart accepts online applications for community grants ranging from $250-$2,500. Community grant applications are accepted through an online application process and typically reviewed at the local store level within 90 days of being

submitted. While Walmart doesn’t restrict community grants to any specific organizations those that align with the Walmart Foundation’s focus areas of giving are given primary consideration. Focus areas include: (a) Hunger relief and healthy eating; (b) Sustainability; (c) Women’s economic empowerment; and (d) Career opportunities.
c. Volunteerism Always Pays (VAP) Program for Both Walmart and Sam’s Club Employees: Through Walmart’s Volunteerism Always Pays (VAP) program, the company offers grants for Walmart and Sam’s Club employees who volunteer with nonprofit organizations. These are either $250 grants to a local nonprofit when an employee volunteers or grants ranging from $500-$5,000 when groups of employees volunteer or participate in fundraising walks / runs together.

a. Coke Donations --- Coca-Cola is consistently ranked as having the world’s #1 most recognized brand. As part of it’s commitment to ensuring the communities where the company operates are healthy and sustainable its investment priorities focus on the following global pillars: (a) Water stewardship; (b) Active healthy living; (c) Community recycling; and (d) Education.
b. Coke’s donation requests can be divided into the following three categories:
1. Grants or Contributions are donations for programs, operating support or community projects.
2. Community Sponsorships are civic and community activities that are underwritten to raise money for charitable causes. Events may include benefit dinners, galas, breakfasts, luncheons and other activities.
3. Product Donations

10. Apple Donation Requests:

a. What’s the hottest brand of electronics across the world? If you said Apple you’re 100% right. Apple products may be the most in-demand items being requested for fundraising events but unfortunately Apple doesn’t have a formal donation request process.
b. That being said Apple did institute an extremely generous employee matching gift program where the company matches donations up to $10,000 per employee per year to nearly all 501(c)(3) organizations. So if you have any Apple employees donating to your cause make sure you’re providing them with the information they need to submit a matching gift.

11. Nike Donation Requests:
a. Each year, Nike donates product to nonprofit organizations and NGOs which are focused on creating social change through sport and supporting disaster relief efforts across the world. It’s important to note that Nike has a formal policy to not provide product donations to individual sports teams.

12. Home Depot:
a. Home Depot offers three different programs where the company supports nonprofits looking for donations from either the corporate office, local stores, or individual employees: (a) Community ; (b) Impact Grants; (c) Framing Hope Product Donation Program; and (d) Employee Matching Gift Program.
b. Community Impact Grants: Through Home Depot’s Community Impact Grants, Home Depot provides grants of in the form of The Home Depot gift cards for the purchase of tools, materials, or services. Community Impact Grants of up to $5,000 are available to 501(c)(3) nonprofit organizations and tax-exempt public service agencies in the U.S. that are using the power of volunteers to improve the physical health of their community.
c. Home Depot’s Community Impact Grants are designed to ensure that every veteran has a safe place to call home. Thus priority for Home Depot’s Community Impact Grants is given to organizations or volunteer projects that fit the following criteria:
1. Projects that serve veterans and their families, whether that’s repairing homes or improving facilities

2. Projects that involve veterans volunteering to help other veterans in the communities where they live
d. Framing Hope Product Donation Program: Home Depot’s handles product donation requests through its national Framing Hope Donation Program rather than at the individual store level. Through the Framing Hope program The Home Depot contributes building materials to nonprofit organizations involved in community rebuilding efforts. It’s Home Depot’s national product donation program and is open to nonprofits located in communities with local Home Depot stores. While Home Depot makes no guarantees on specific item availability product donations may include building supplies and materials, plumbing products and assorted household and cleaning items. The available donation quantity will vary from store to store. If you’re a nonprofit that’s heavily involved in construction projects for your local community then this is the program for you.
e. Home Depot’s Employee Matching Donation Program: The Home Depot Foundation offers a matching donation program for employees. Employees who donate to a nonprofit organization of their choosing can request their donation be matched by the Home Depot Foundation. The Home Depot Foundation will match donations of between $25 and $1,000 from each full-time or part-time employee to a U.S. 501c3 organization or Revenue Canada organization. While there’s a $1,000 limit per employee per nonprofit, each employee can request up to a total of $3,000 per year as long as matches go to multiple nonprofits.

7 Tips on Asking for Donations
It’s Intimidating --- we get it!
Fundraising by Marc Koenig When it comes to asking for donations, most of us head for the hills.
We get it. It’s intimidating to ask other people to part with their hard earned cash. They might ask, “Why?” And we might not have a great answer.
At its heart, fundraising is helping others connect an existing passion directly to your cause. We don’t convince donors. We help them realize that they already care.
Once donors believe that your cause truly matters, giving almost becomes an afterthought. Of course they’ll give! The question simply becomes how much to ask for.
But until then, you won’t have to sweat your fundraising ask if you follow these seven tips:

The words you want them to say: “Wow, it’s like he read my mind!”
How do you get to that point? You research your donor as an individual, but you also have a broad depth of general research on the kinds of people who donate to your nonprofit as a whole group.
You need to be able to answer these questions if you want to get into a donor’s heart:

•What kinds of words do they use? What do they talk about when they’re feeling passionate?
•What do they care about? What other causes are they a part of?
•Do they have a history of giving?
•What are their common objections, fears and concerns about giving?
Thanks to the web, we have more access to information about our donors than ever, as well as the ability to survey our donors and examine how they talk about our cause.
Note, however, that if you survey your donors or ask questions of a potential donor, you have to learn to read the answer behind the answer.
We have to address the fears and risks every donor feels, even if the donor herself can’t identify them out loud. And then, we get to connect their existing passions and desires to your NPO, using the same language they use.
In other words, understand your donor base so well it’s like you’ve read their minds.
Don’t worry, this is easier than it sounds if you follow the next six tips…

2. Practice, Practice, PRACTICE – And Then Practice Some More The best way to dominate your donor visits, get more funds and create real, lasting connections with your nonprofit … is to PRACTICE every aspect of your ask.
In other words, by the time you are actually sitting in front of a prospect, you should have rehearsed the many paths the conversation could take MANY times before. Understanding your talking points, how you’ll graciously address common objections and the exact way you’ll frame your ask allows you to stop thinking about these things and just focus on talking with the donor.
Practice your ask. Can’t emphasize it enough.
Run through how you’ll call them on the phone. Plan on how to structure your meeting. Decide how long you’ll small talk at the beginning, and how to transition smoothly into the ask itself. Leave no stone unturned!
The key to this:
•Practice out loud.

•Then, practice in front of a mirror.
•Then, record yourself on video practicing. It’s painful, but you’ll learn things about your delivery and be far more confident and free when it comes to actually making the ask. Don’t skip this step.

3. Never, Ever Surprise Your Prospect
If your potential donor is ever surprised you’re asking them for money, something is deeply amiss.
Make it clear in your first call or contact that you’re interested in talking to them about your cause and how they might be able to get involved. Make it clear that, while you’re interested in them as a person, there’s a deeper purpose for your visit. That way, they’ll be able to prepare their response, objections and questions.

4. Stop Being Boring (It Isn’t Worth It)
Boring feels safe. No presenter who just reads bullet points off a PowerPoint instead does it because they want their audience to eagerly contemplate running from the room.
Nope, they do it because it feels safe. Reading a PowerPoint feels like an easy way to tell your audience all the info they want and be sure not to forget anything important. But instead, you fail to keep your audience engaged.
The actual way to be safe is what we discussed above: PRACTICE. Then you won’t need slides, and you can focus instead on not being boring.
Don’t be scared of sounding weird or too forward by asking things like, “What do you think is the biggest challenge we face in this area?” Provoke interesting reactions that are memorable, not boring, formulaic encounters.
Of course, your real goal is to make your donor both catch your enthusiasm and feel understood. But to get there, you need let yourself be not-boring enough that they can have fun talking to you.

5. Ask for Advice – You’ll Usually End Up with Money
The old fundraising maxim applies here:
“Ask for money, you’ll get advice. Ask for advice, you’ll get money.”
What most people truly want is to be heard. Asking for advice means that they will freely tell you the secret thing they are most passionate about, as well as their biggest fears about giving.
And most importantly, the donor will feel valued and important. Which they are! They’re the ones whose enthusiasm makes changes happen in the world. So ask them for their input and impressions.

Our culture HATES silence. We want to fill it. This is one reason why extroverted salespeople and fundraisers can do worse than introverts.
But often times, the most important, meaningful thing – the thing your prospect REALLY wants to tell you – won’t be said if you quickly fill the silence.
Bad Fundraiser: “What’s the most important thing about the environment to you?”
Donor: “Well, I think environmental damage is a pretty big problem. We’re hurting the environment forever and we don’t even realize it!”
Bad Fundraiser: “Yeah, you’re so right! That’s why our Program X is so important! Let me tell you… [Donor hears: “blah blah blah”]
NOOOOOOOO—don’t do this! Your funding for next year will die a thousand painful deaths.
Here’s how that conversation could have gone:
Superman Fundraiser: “What’s the most important thing about the environment to you?”

Donor: “Well, I think environmental damage is a pretty big problem. We’re hurting the environment forever and we don’t even realize it!”
Superman Fundraiser: “How interesting!” [shuts up and looks genuinely interested]
Donor: [feels like he should talk because of the silence] “… yeah! It’s really crazy. In fact, the other day I was thinking about when I was a kid and would go out and look at the stars in the country and see meteors and all kinds of awesome stuff. But now that the city is so big, and there’s so much light pollution and smog, when I go out with MY kids to our cabin we’re lucky to see anything. It’s so sad.”
WOW. And you were about to start making a generic appeal about one of your programs, totally at random! Now you have so much material to work with, and know exactly the RIGHT program to talk about.
Your donor has practically sold themselves, all because you shut up! You’re fundraising for this guy’s kids’ happiness now, not your program!
Too many advice-givers say “just listen better!” but fail to tell you that means “shut up and allow silence, even if it feels awkward at first.” Great journalists love this technique – it gets them the best interviews and quotes.
By the way, this works in discussions of all kinds – whether you’re negotiating a contract, your salary, trying to understand your significant other or asking for a donation. Use strategic silence next time you talk with anyone. Its effects feel almost magical.

7. Ask for a Specific Amount (Don’t Make Your Donor Do Any Work)
Finally, always ask for a specific amount to contribute to the cause.
Why is this important? Because it takes the burden off of the donor to figure out what size of a donation is necessary. They don’t know anything about your campaign goals. You do. So help them out. Don’t make your donor do the work.

Here are the two phrases that are helping people the most:
1."Would you consider a gift of $X?"

Asking is challenging enough. A question like "would you consider a gift of ?" accomplishes two things. First, it takes the pressure off the asker. People visibly relax when they hear that this is a good fundraising phrase. This feels like something they can naturally say.
Second, this phrase encourages askers to use a specific dollar amount. "Will you support our cause?" is a vapid cop-out for truly asking for money. One person's idea of "support" may be $250 when you'd rated her as a $25,000 prospect. Do the donor prospect the courtesy of plainly telling them what number you're thinking about.
A non-confrontational question like "Would you consider a gift of $25,000?" accomplishes just that.
2."Honestly, I have NO idea how much to ask you for, but is a gift of $ something you'd be able to consider?"
Honesty is quite disarming. And despite our best research, peer reviews, and calculated guessing, there are times we really don't know how much to ask someone for. So let them know! This is especially powerful for volunteers who've been coached by excellent counsel to ask at a higher level then they feel comfortable asking at.
FINAL THOUGHT
We get it. Asking for money is intimidating.
But it’s also an immense privilege. You’re inviting other people to take action on a cause that they genuinely care about.
You’re selling significance. And at the end of the day, most people don’t mind feeling like they’re making an outsized impact on the world.

Spirit of America Youth Leadership ProgramA program for high school students, the Spirit of America Youth Leadership Program offers an opportunity for high school students to participate in a four-day residential program. Student participants, from across the country, will be challenged to articulate their views and perceptions of citizenship through interaction and collaboration with their peers. Experienced and expert faculty and staff will conduct seminars, leadership workshops, and historical tours of Philadelphia and Valley Forge.
The Spirit of America Youth Leadership Program provides an intensive democratic experience that includes a mock Congress with students debating current Constitutional issues facing our country. Students will also learn about entrepreneurship and private enterprise through the Free Enterprise Challenge. To demonstrate outstanding responsible citizenship, the Medal of Honor Workshop introduces participants to the leadership skills and character traits demonstrated by the recipients of the Congressional Medal of Honor. All elements of the program are designed to be fun while encouraging participants to reflect on their role as responsible citizens in a democratic society.

ScholarshipInformationFreedoms Foundation’s Volunteer chapters sponsor students from local high schools to attend the Spirit of America Youth Leadership Program. Funding provided covers program tuition. Chapters often cover some or all of the travel costs, depending on the policy set by local officers. Students who wish to participate are determined by a selection process determined by the local Chapter, but may include an essay, an interview, or some other determining factor. We are pleased that you will be attending the Spirit of America Youth Leadership Program conducted by Freedoms Foundation at Valley Forge (www.freedomsfoundation.org) and sponsored by the National Sojourners, Inc. (www.nationalsojourners.org). The name and number of the local National Sojourner chapter sponsoring you is noted on the cover page of this Student Packet. The National Sojourners, Inc. is a fraternal organization composed of Masons who have served honorably in the uniformed services of the United States or have been elected to honorary membership. Their youth outreach mission is to "Teach Young Americans about America".
The National Sojourners, Inc. has selected you to attend because of their confidence in your leadership capabilities, academic ability, and maturity. The conference program consists of workshops and classroom activities with dynamic speakers from business, government, and academia. Along with the lectures and workshops there will be tours of Valley Forge National Historical Park and Colonial Philadelphia. Also scheduled are group discussions, public speaking events, and additional activities. The session officially begins Thursday evening at 7:00 p.m. with a buffet dinner, and ends Sunday at 1:00 p.m., after the tour of Colonial Philadelphia. Please read all of the materials in this Student Packet carefully as they contain important information and guidelines which you will need to know before arriving on our campus. Please also note that there are six (6) forms, which you must carefully fill out and submit to the local National Sojourner chapter who is sponsoring you in advance of your arrival at Freedoms Foundation: (1) the Student Information Form; (2) the Student Medical Information Form; (3) the National Sojourners Release Form; (4) Travel Information Form; (5) the Honor Code Form; and (6) the Talent Release Form. The cover page of this Student Packet lists the name of the local Sojourner Contact Person and the date by which the completed six forms must be submitted to him. Failure to submit the requisite forms by the date specified will preclude your participation in the conference. Note further that any student not having a fully completed Student Medical Information Form and notarized National Sojourners Release Form upon arrival at Freedoms Foundation will not be permitted to participate — parents will be contacted to arrange for the student to be immediately returned home. Accommodation Information
Accommodations:
Freedoms Foundation was established as an educational campus fully equipped with three
dormitories, classroom space, and dining facilities. Upon your arrival, you will be placed in a
room with up to five other participants. We assign rooms randomly, so you will not know your
roommate(s) until you arrive. Your roommate(s) will remain the same throughout your stay with
the Freedoms Foundation.
Packing:
In anticipation of your trip, please pack wisely. Here are a few tips to help you pack:
Commercial airlines have a variety of fees and restrictions for luggage. Please check
with your individual airline for specifics. You are responsible for any luggage fees. If
you can pack everything in a carry-on bag and a backpack, you can avoid luggage fees.
Clearly mark your name, address and phone number on your luggage. Have the
Freedoms Foundation address and phone number on your person in case of
emergencies.
Dormitory rooms have limited closet space.
You will be responsible for the transportation of your luggage to and from your dorm
room, so only pack what you can carry.
Put your name on everything and DO NOT bring valuables. Freedoms Foundation is
not responsible for lost or stolen items.
Dress Code:
Casual dress may be worn throughout the conference, except for the banquet Saturday evening (see
below). Casual dress is considered nice jeans, pants, sweaters, t-shirts, sweatshirts, shorts, and
athletic shoes. Please remember the ABC guidelines: no armpits, bellies, or cleavage. Offensive
language on T-Shirts will not be tolerated.
On Saturday night there is a banquet which is considered to be semi formal. Semi formal dress is
considered “church clothes” and may include skirts, dresses, and/or suits for women; dress shirts,
slacks, jackets and/or suits for men.
Rules:
Rules are set in place to ensure a safe and exciting environment for you to live and learn. The staff
of Freedoms Foundation takes the rules very seriously. Upon your first offense, you will be sent
home immediately. There are no exceptions. You will be responsible for your own travel costs if
sent home from the program. Rules are expected to be followed upon your arrival at the airport in
Philadelphia throughout your stay. Please read and thoroughly understand the rules before you
arrive.
Drugs or Alcohol: Use of these items is strictly prohibited. If for any reason you
have doctor prescribed medication, please notify a staff member upon arrival.
Lights Out: Lights out will be announced at the conclusion of the evening activities.
During lights out you must be in your room with lights outs.
Dormitory Restrictions: At NO TIME are women allowed in men’s dorms/hotel
rooms or vice versa.
Attendance: Your attendance is required at every session. If you are unable to
attend due to illness, you must notify the Program Director immediately.
Honor Code: All students are expected to sign and return the Honor Code to the
Freedoms Foundation prior to their arrival on campus.
Student Insurance and Medical Information:
Freedoms Foundation requires that each student submit a medical form completed with medical
history and insurance information prior to arrival on campus. The form is enclosed in this packet.
Should a medical emergency arise, Freedoms Foundation will assume the authority to administer
medical treatment in the absence of a parental guardian. Freedoms Foundation will assume NO
financial responsibility of medical treatment. Please notify us well in advance of program date if
there are any medical needs you have.
Housing:
There are three residence Halls on campus (MacArthur, Hamilton & Franklin). Each room is
carpeted and fully equipped with a private bathroom. Participants are provided with an adequate
supply of towels, soap, and bed linens for the conference. Wireless Internet is available in the
dormitories. There are NO vending machines in the dorms.
Meals:
Three meals per day are served in the MacArthur dining facility. The first meal will be dinner on
Thursday evening. Meals are served in a cafeteria style serving manner and each participant is
asked to bus their own table. On Saturday evening, there is a formal banquet to end the conference.
During breaks and free time, the FFVF Gift Shop in MacArthur sells soda, chips, and candy. You
are allowed to have drinks and snacks in the classroom and your dorm, but you are expected to
clean up after yourself.
Packing Checklist
Please use this list to ensure you pack all necessities. Remember to check the weather forecast. Snow
and cold temperatures are a possibility from November through March. The late spring and
summer months can be hot and humid. Please pack comfortable clothes. While facilities are air
conditioned, you will be spending time outside as well. Outdoor activities such as basketball,
volleyball, frisbee, and football are available during free time.

National Sojourners Spirit of America Youth Leadership Program
Major Activities
Leadership Workshops
Students selected to attend the Spirit of America Youth Leadership Conference will engage in a
variety of leadership workshops. Some of these include: Rights and Responsibilities of a Citizen
Leader, Communication and Teamwork, and Personalities of a Leader.
Freedom Summit
In addition to a series of lectures and group discussions on the topics of democracy, citizenship, the
American Constitution, and current events, students will participate in a Freedom Summit session
wherein the students will become their own working government to debate current topics of global
concern.
Free Enterprise Challenge
During the Free Enterprise Challenge student groups will develop their own product and marketing
plan. Participants will then create and perform a short commercial to market their product to a
panel of judges composed of chaperones and foundation staff.
Tours & Sightseeing
Students will have the opportunity to tour historic Philadelphia and Valley Forge National Historic
Park. Sites visited will include: Philadelphia - Independence Hall, the Liberty Bell, Congress Hall;
Valley Forge - Washington’s Headquarters, Continental Army barracks, and the Grande parade
ground.
Living History Presenters
Historical characters, such as Thomas Jefferson, Alexander Hamilton, and John Adams, speak to the
group and answer questions.
Committees
Throughout the weekend you will have an opportunity to participate in committees demonstrating
your talents and creativity or just having fun. Committees include: Floor Captains, Public Speaking,
News, Affirmations, Flag, Vespers, and Morning Energizers.
FFVF Gift Shop
The Gift Shop will be open throughout the weekend. Students can purchase a variety of clothing
items, souvenirs, and snacks. Please note the gift shop is cash only.

Upon arrival in Valley Forge, you will receive a portfolio containing your schedule, room key and
other program information.

o Freedoms Foundation Program Staff – Supervise all aspects of the program. Professional
staff resides at the Foundation and are on call 24 hours a day, seven days a week.
o Faculty – Core faculty members are experts from national universities in the fields of
government, constitutional law and American History. These speakers are
supplemented by local and national figures providing an excellent opportunity for
National Sojourners Spirit of America Youth Leadership Program students to dialogue with

The Freedoms Foundation Swap Meet gives students
the opportunity to bring and share gifts from their
home town and state. Items in the past have included:
food items, pens and pencils, pins, patches, postcards,
keychains, stickers, bumper stickers, candy, etc.
Please do not feel like you need to spend large amounts
of money on items. Instead, contact local businesses,
colleges and universities, sports teams, and community
organizations and ask for donations. Tell them that you
are attending a prestigious leadership conference and
want to share a bit of your town, city, or state with
students from around the nation.
Please keep in mind that there will be 100 students
participating in your conference and your items should
be easily packed. During the Swap Meet all items will
be displayed on tables and each participant will be able
to view the tables and select items to take home. If you
opt to bring a large item it may be raffled off in the spirit
of fairness.
This is a great time to take home a piece of America, so
please, feel free to be creative!

Arrival and Departure Instructions
Arrival by Plane via the Philadelphia Airport
Arrivals by plane will come into Philadelphia International Airport. Freedoms Foundation will
provide two bus trips between 12:00 noon and 5:00 p.m. for Program participants. The exact time
for each bus departure is determined during the week prior to the conference. Depending on your
arrival time, you may have to wait at the airport for a scheduled trip.
When you arrive at the airport, go directly to the baggage claim area of the airline which you are
flying. A map of the Philadelphia Airport is available at: http://www.phl.org/terminal_map.html.
As you descend on the escalator into the baggage claim area look for a Freedoms Foundation
Airport Representative (the representative will be holding a Freedoms Foundation sign). The
Freedoms Foundation Representative will arrive at the airport at 11 AM and meet any early arrivals
at this time, unless prior arrangements have been made
The representative will advise you when and from where the bus will depart.
If you cannot find the Freedoms Foundation Representative, call the Foundation promptly on the

Arrival by Train
Train arrivals into Philadelphia from North or South should detrain at Philadelphia 30th Street
Station (main terminal) and take the R5 Paoli Local to the Paoli Station (10 minutes from Valley
Forge). This train leaves from the same 30th Street Station. Train arrivals from the west should
detrain directly at Paoli. Call the Freedoms Foundation at 610-933-8825 ext. 234 or staff cell
phone at 610-960-3357 when you arrive at the Paoli Station. Transportation will be provided from
Paoli to the Freedoms Foundation.
Bus
If you wish to travel by bus- take Greyhound bus to the Norristown Transporation Center. Call
the Freedoms Foundation staff cell phone at 610-960-3357 . Transportation from Norristown to the
Freedoms Foundation will be provided. You must make advance reservations.
Automobile
If you are driving, the Freedoms Foundation is located on Route 23. Please plan on
arriving between 3 p.m. and 5 p.m. Written directions and a map are provided on the back.
If you are driving, the Freedoms Foundation is located on Route 23 just
outside of
Phoenixville, Pennsylvania. The Foundation street address for all GPS
systems and MapQuest is 1601 Valley Forge Road, Phoenixville, PA 19481. Please see the written directions below. If you need further directions, please

From Pennsylvania Turnpike
Depart the turnpike at Exit 326 (King of Prussia-Valley Forge). After the toll booth, take the first
immediate right exit, “Valley Forge National Historical Park.” Follow past the Valley Forge
Convention Center and continue on Route 23 west through Valley Forge National Historical Park.
At the next traffic light (route 252), proceed straight through on Route 23 West. Approximately
one mile on your right at the top of the hill (where a large American flag is located) is the entrance
to the Freedoms Foundation. Proceed to the Martha Washington Building for registration.
From I-95 and I-76
From I-95, take Route 676 West (Vine Street). This exit is located near the Benjamin Franklin
Bridge or Center City Philadelphia. Stay on Route 676 which turns into Route 76 West (Valley
Forge). Take this highway for approximately 18 miles until the Valley Forge Park/Pottstown exit
(Route 422 West). Proceed on Route 422 West to the Valley Forge Park Route 23 West exit. At the
light at the end of the off ramp make a left onto Route 23 West. Proceed on Route 23 West
through the Park. Route 23 West at the exit of the park will intersect with Rt. 252 at a traffic light.
At this intersection you are approximately one mile from Freedoms Foundation. Continue on
Route 23 West one mile and on your right at the top of the hill (where a large American flag is
located) is the entrance to the Freedoms Foundation.
Proceed to the Martha Washington Building for registration.
Departures
The program officially concludes at 9:30 am after the chapel service. If you are flying or taking a
train or bus, please plan your departure for after 12pm.
These departure times will allow you to participate in the entire program as well as accommodate
transportation to your departure point. If you have any questions about your departure, please

National Regulation 11.2 Subject: Youth Protection 1. General. National Sojourners, Inc. places the greatest importance on creating the most secure environment possible for the youth that we serve through our Americanism programs. To maintain such an environment, National Sojourners has adopted policies developed by the Boy Scouts of America (BSA) for the training and certification of members of our order and other adult volunteers (who will come into contact with youth as part of our programs) in the essentials of youth protection. These policies are primarily for the protection of our youth members; however, they also serve to protect our adult leaders from false accusations of abuse. 2. Youth Protection Policy.
a. Effective immediately, all Sojourner members and adult volunteers assisting our order must be certified as defined in this administrative order before being authorized to accompany or work with youth as part of any National Sojourners, Inc. or National Sojourners Chapter sponsored or supported youth program in general or Youth Leadership Conference, in particular.
b. Any suspected case of sexual misconduct shall be immediately reported to the event Director in attendance and the National Sojourners JAG via the National Secretary (Phone Number: 703-765-5000). This includes sexual misconduct of any type including but not limited to Visual, Verbal, Written, Touching, Power and Threats.
c. One-on-one contact between adults and youth is not permitted. In situations that require personal conferences, the meetings shall be conducted in view of others.
d. When an activity is co-educational, adults of both sexes must be present. e. Male and female youth are required to always have separate restrooms, bathing and sleeping
accommodations. f. Adults shall respect the privacy of youth in situations such as changing clothes or taking
showers; intruding only to the extent required for their health and safety. Adults shall also protect their own privacy in these situations.
g. Proper attire is to be worn by adults for all youth activities. h. Because of the wide differences in maturity of youth, adults must maintain an awareness of
any social relationships between youth. They must be especially alert for relationships that involve younger, immature youth with older, more mature youth. These relationships may be for inappropriate reasons.
i. All youth activities should be conducted under the leadership of qualified, experienced event Directors.
j. Proper equipment and safety procedures are required for all youth event activities. k. Initiations and hazing are prohibited and may not be included in any youth activity. l. The roles of all adults in the youth programs require that clear boundaries be established
between adults and youth. For this reason, fraternization – the formation of peer-based social relationships between adults and youth is not permitted.
m. Discipline used should be constructive. The use of corporal punishment in any form – spanking, slapping, hitting, belt lines, etc. – is prohibited. However, if a youth participant behaves in a
manner that interferes with the productivity of the program or event, the youth involved may be suspended from the program or event.
n. Adults shall monitor the application of all disciplinary actions to ensure that they are fair, constructive, and in the best interests of all youth who are participating in the event.
o. The Chapter President and Secretary are jointly charged with the responsibility to insure adherence to this policy. 3. Procedures. All Sojourner members and adult volunteers assisting National Sojourners, Inc. must be certified.
a. Certification requires completion of the following actions: (1) ACTION 1 - Read this Administration Order. (2) ACTION 2 – Log onto the BSA Online Learning Center, complete the BSA Youth
Protection Training (Venturing Version), and print out a Certificate of Training using the enclosed Training Instructions (Enclosure 1).
(3) ACTION 3 - Complete and sign the enclosed Youth Protection Form (Enclosure 2). The original form shall be mailed to the National Secretary for file, and a copy shall be retained by the individual’s Chapter for a minimum of five years.
b. Certification will remain valid for 2 years from the date on the Certificate of Training.
4. National Sojourners, Inc. cannot and will not be accountable to or liable for any violations of this Administrative Order. This order will expire on 5 June 2015

Chapter Instructions
1.0 GENERAL. This pamphlet is designed to provide instructions for
National Sojourners chapters who desire to send student(s) to the Spirit of
America Youth Conference at Freedoms Foundation at Valley Forge (FFVF).
It includes the following sections:

2.0 PLANNING YOUR CHAPTER’S PARTICIPATION. NOW is the time
to begin your chapter’s planning to “Teach young Americans about
America” through our Spirit of America Youth Leadership Conference (YLC)
at Freedoms Foundation – Valley Forge. Below are five easy steps to get
your youth outreach program underway:
2.1 STEP 1. Make a chapter commitment to participate in the
program and send youth to a YLC! This is a KEY step—your chapter must

first establish a goal to participate and do it early enough to plan and
work the details…that is why NOW is the time to start! History shows that
chapters that start their work in September are the consistently successful.
2.2 STEP 2. Appoint a chapter chairman and/or committee! The
Chairman and/or committee will be responsible to the chapter President to
follow through on the commitment/goal, raise the funds, identify the
student(s) and make the arrangements.
2.3 STEP 3. Raise the funds! Raising the requisite funds can be done
if you start early enough. Fund raising ideas include: (a) Asking the
membership to consider a donation of $25 donation each to support the
chapter’s youth education fund; (b) seeking Blue Lodge support for full or
partial scholarships—particularly for local Masonic youth; and/or (c)
approaching local civic groups and corporations for support. See National
Regulation 11.1 dated 21 June 2014 Teaching Young Americans about America (a PDF REPRINT may be found on the Americanism page of the National Sojourners website under Americanism Programs.
2.4 STEP 4. Identify the students! Chapters have used many
approaches to identify worthy students and extend to them a YLC
scholarship opportunity. Some simply look for first come—first serve
candidates selected from family and friends of Masons, Masonic Youth,
local high school recommendations, ROTC and JR ROTC Units, Boy and
Girl Scout organizations, etc. Others have used the annual National
Sojourners Essay Contest to competitively select candidates. Regardless of
the selection method used, there are many youth worthy of our
consideration. Students selected should demonstrate outstanding
leadership qualities and have a strong academic record of achievement.
2.5 STEP 5. Reap Master’s Wages! Join with your chapter members in
celebrating the successful accomplishment of that part of our purposes
focused on “…supporting all patriotic aims and activities in Masonry, for
developing true Patriotism and Americanism throughout the Nation…” by
having reached out to young Americans and provided them an opportunity
to attend America’s premier school for citizenship education––Freedoms
Foundation at Valley Forge. It is suggested that chapter sponsored
Spirit of America Youth Conference ~ Chapter Instructions Page 2
students who have completed the YLC Program be invited to a chapter
meeting to give a report on their experiences at Freedoms Foundation.
2.6 FINAL THOUGHTS. In summary, our Spirit of America Youth
Leadership Conference program represents a wonderful opportunity to
reach out to youth—but it will only remain an opportunity unless each
National Sojourner chapter brings it to life! Join your National Americanism
Committee in “Proudly Serving the Cause of Patriotism” by sponsoring one
or more young Americans to improve their leadership skills and learn more
about this great experiment in democracy that each of us has pledged our
life to preserve, protect and defend. NOW is the time…
3.0 RESERVATION GUIDELINES. Reserve slots for the number of
students your chapter will send to the Spirit of America Youth Conference
at Freedoms Foundation at Valley Forge by sending the following
information to the National Office or to your National Americanism
Chairman as soon as possible but not later than 1 March: (a) chapter
name and number; (b) number of slots; and (c) contact information for
your chapter POC. This advance reservation information will greatly assist
your National Americanism Committee in planning a successful Youth
Conference.
4.0 PROCEDURES.
4.1 Review “Planning Your Chapter’s
Participation—Section 2.0 above.
4.2. Reserve space for the number of students
your chapter intends to send to the Spirit of America
Youth Conference at Freedoms Foundation at Valley
Forge—see Section 3.0 above.
4.3. Develop a plan to identify and select candidate
students—use the trifold pictured on this page to
advertise and seek prospective student responses. The
trifold is available on the National Sojourners website in
Spirit of America Youth Conference ~ Chapter Instructions Page 3
the Americanism section in PDF format—local reproduction is authorized.
The trifold is updated annually —it
provides date and tuition information
and describes the program.
4.4. Fill out the information on the
front of each Student Packet (shown at
right) to include: (a) Chapter Name &
Number; (b) Student Name; (c)
Conference Dates; (d) the contact
information for the Sojourner who will
act as your chapter point of contact
(POC) for your student(s); and (e) the
date by which you require the six (6)
forms to be completed and returned to
your chapter POC by the student. Keep
in mind that student application forms
must be mailed to Freedoms Foundation by 1 July. The content of the
Student Packet is as shown in the chart on page 5.
4.5. Familiarize yourself with the information in the Student Packet
and provide each student you sponsor a copy. The Student Packet is
available on the National Sojourners website in the Americanism section in
PDF format—local reproduction is authorized. Student Packets may also be
requested from the National Sojourners’ office (703-765-5000).
4.6. Follow-up with each student you elect/select to sponsor as
needed to insure that all forms (pages 20 through 28 of the Student
Packet) above are mailed to FFVF by July 1st to include a tuition check
payable to “FFVF” ($460/student and $230/chaperone. It is highly recommended that you also include a self-addressed post card so that the
FFVF staff can acknowledge receipt of your application(s) and check(s).

4.7. E-mail (preferred) or mail the following information to the National
American Chairman as soon as possible but not later than July 1st: (a)
chapter name/ number; (b) name and contact information for the chapter
POC; (c) name(s) of student(s) and chaperones(s) (if any); and (d) specify

4.8. Suggest to your student(s) and their parent(s) that they
arrange a plan to confirm their safe arrival in Philadelphia. Also, advise
students and their parents to contact the Education Office Coordinator at
Freedoms Foundation using the following number in the event of a

5.1 CHAPERONE INFORMATION.
5.1 General. The goal is a chaperone/student ratio of 1:8. Chapters are encouraged to send chapter members or parents as chaperones or, more appropriately, Adult Counselors. Cost of room and board is $225 per counselor. Although staying at Freedoms Foundation ispreferred, some counselors elect to reside in a local motel and pay a

small per meal charge. Chapter members and parents of students are encouraged to serve as chaperones. Adult Counselor expectations are summarized below (provide each Adult Counselor a copy of these expectations):
5.2 Responsibilities. Adult counselors have an extremely important role to play throughout the conference as your enthusiasm and participation contributes to the overall success of the program. It is important for all counselors to participate in the entire conference, which is a demanding challenge. During the various presentations, counselors function as a helping hand for the Foundation Staff—they need to be available at all times to monitor and assist. Below are some simple guidelines for chaperones—all Adult Counselors shall:
1. Successfully complete YOUTH PROTECTION training ---refer to Section 6.0 below.
2. Be available during the conference to support theFreedoms Foundation Staff when and as requested toinclude monitoring all activities from the start of the dayuntil lights out. Adult Counselors shall coordinate withthe Freedoms Foundation Staff if for any reason theymust depart the campus during daily activities.
3. Not bring or consume alcohol on campus. ALCOHOL isNOT ALLOWED on campus for any reason!
4. Familiarize themselves with rules governing conferenceactivity as set forth in the Student Packet. General rulesare as follows:
a. The Freedoms Foundation Program Directoris in charge of the Conference —report andconcerns and rules violations as appropriateto the Program Director.
b. All students must attend all sessions.c. No smoking in any buildings.d. No males in the female dorm and vice versa.e. Lights Out Policy—students must be in their
rooms with lights out and quiet.

f. Food is allowed in the classroom, but trashmust be picked up at the end of eachsession and put in approved containers.
5. Attend all meetings called by the Foundation Staff.
6. Whether residing on or off campus, remain on campusduring the entire length of each day as required by theprogram agenda.
7. Participate in all tours; helping to maintain order andaccount for all conference participants.
8. Assist with the morning wake-up and with eveningactivities including late night.
9. Assist in maintaining order in the residence halls, diningroom and elsewhere as required.
10. Draw the attention of the Foundation Staff to unusualoccurrences, unacceptable behavior, or other problemsthat may affect the conference.
11. Help keep track of students and be able to verify theirwhereabouts at all times.

5.3 IMPORTANCE. National Sojourners, Inc. and Freedoms Foundation
place great value on the help and support of chaperones who serve as Adult Counselors. It is a unique opportunity not only for the educational value, but also for the personal fulfillment in working with the students. Adult Counselors are encouraged to get to know the students which will help make the experience productive and memorable.

7.0 ADDITIONAL ASSISTANCE RESOURCES. If you require additional
assistance, take advantage of the resources that are available to you by
contacting the National Americanism Committee Chairman. In addition to
answering your questions, he MAY be able to provide you a student (if you
have a scholarship to award but no student identified) and/or provide you
some scholarship funds if you have a student and only partial funds
raised, etc. In some cases, he MAY also broker shared arrangements

Youth Protection Guidelines Review
1. Any suspected case of sexual misconduct in the Venturing
program should be reported to the council Scout executive (or his
designated representative) immediately. The Scout executive will
initiate contact with the appropriate investigative agencies and
offer assistance to the victim and victim’s family.

2. Two-deep leadership is required on all Venturing trips and
outings. This is a minimum requirement and additional
supervision may be necessary depending on the nature of the
activities and the size of the group. When the activity is
coeducational, adults of both sexes must accompany it, one of
whom must be registered as an adult member of the BSA.
3. One-to-one contact between adults and youth crewmembers is
not permitted. In situations that require personal conferences, the
meeting should be conducted in view of others.
4. Males and females are required to have separate latrines,
bathing and sleeping accommodations. If it becomes necessary to
share any facilities, special care should be taken to prevent
violations of personal privacy.
5. Adult leaders should respect the privacy of youth members in
situations such as changing into swimming suits or taking
showers; intruding only to the extent required for the health and
safety of crew members. Adult leaders should protect their own
privacy in these situations.
6. During Venturing trips and outings, adult leaders may not
sleep in the same quarters as youth members except when the
adult is the parent or guardian of the youth.
7. Proper attire is to be worn for all Venturing activities. “Skinny
dipping” is never appropriate as part of a BSA activity.
8. Proper equipment and safety procedures are required for all
Venturing activities. Care must be taken to ensure that no

crewmember is coerced into activities for which he or she is not
adequately prepared.
9. Initiations and physical hazing are prohibited and may be not
included in any BSA authorized activity. No secret organizations
are authorized as part of Venturing or any Scouting program.
10. The roles of volunteer adult leaders in the Venturing program
require that clear boundaries be established between adult
leaders and youth members. For this reason, fraternization – the
formation of peer-based, social relationships between adult and
youth members – is not permitted. This prohibition extends to
Venturing crewmembers who register as adults after their twenty-
first birthday.
11. Discipline used in Venturing should be constructive and reflect
Venturing’s values. The use of corporal punishment in any form
(spanking, slapping, hitting, belt-lines, etc.) is prohibited. If a
crewmember behaves in ways to interfere with the crew’s
operation he or she may be suspended from the program. Many
Venturing crews develop “Codes of Conduct” that establish their
own boundaries for acceptable behavior. Crew members are more
likely to obey rules if they help to develop them.

Subject: Youth Protection
1. General. National Sojourners, Inc. places the greatest importance on
creating the most secure environment possible for the youth that we serve
through our Americanism programs. To maintain such an environment,
National Sojourners has adopted policies developed by the Boy Scouts of
America (BSA) for the training and certification of members of our order
and other adult volunteers (who will come into contact with youth as part of
our programs) in the essentials of youth protection. These policies are
primarily for the protection of our youth members; however, they also serve
to protect our adult leaders from false accusations of abuse.
2. Youth Protection Policy.
a. Effective immediately, all Sojourner members and adult volunteers
assisting our order must be certified as defined in this administrative order
before being authorized to accompany or work with youth as part of any
National Sojourners, Inc. or National Sojourners Chapter sponsored or
supported youth program in general or Youth Leadership Conference, in
particular.
b. Any suspected case of sexual misconduct shall be immediately
reported to the event Director in attendance and the National Sojourners
JAG via the National Secretary (Phone Number: 703-765-5000). This
includes sexual misconduct of any type including but not limited to Visual,
Verbal, Written, Touching, Power and Threats.
c. One-on-one contact between adults and youth is not permitted. In
situations that require personal conferences, the meetings shall be
conducted in view of others.
d. When an activity is co-educational, adults of both sexes must be
present.

f. Adult shall respect the privacy of youth in situations such as
changing clothes or taking showers; intruding only to the extent required for
their health and safety. Adults shall also protect their own privacy in these
situations.
g. Proper attire is to be worn by adults for all youth activities.
h. Because of the wide differences in maturity of youth, adults must
maintain an awareness of any social relationships between youth. They
must be especially alert for relationships that involve younger, immature
youth with older, more mature youth. These relationships may be for
inappropriate reasons.
i. All youth activities should be conducted under the leadership of
qualified, experienced event Directors.
j. Proper equipment and safety procedures are required for all youth
event activities.
k. Initiations and hazing are prohibited and may not be included in
any youth activity.
l. The roles of all adults in the youth programs require that clear
boundaries be established between adults and youth. For this reason,
fraternization – the formation of peer-based social relationships between
adults and youth is not permitted.
m. Discipline used should be constructive . The use of corporal

prohibited. However, if a youth participant behaves in a manner that
interferes with the productivity of the program or event, the youth involved
may be suspended from the program or event.

n. Adults shall monitor the actions of all disciplinary actions to insure
that they are fair, constructive, and in the best interests of all youth who are
participating in the event.
o. The Chapter President and Secretary are jointly charged with the
responsibility to insure adherence to this policy.
3. Procedures. All Sojourner members and adult volunteers assisting
National Sojourners, Inc. must be certified.
a. Certification requires completion of the following actions:
(1). ACTION 1 - Read this Administration Order.
(2). ACTION 2 – Log onto the BSA Online Learning Center,
complete the BSA Youth Protection Training (Venturing Version), and print
out a Certificate of Training.
(3). ACTION 3 - Complete and sign the Youth Protection Form.
The original form shall be mailed to the National Secretary for file.
b. Certification will remain valid for 2 years from the date on the
Certificate of Training.
4. Additional Actions. The National Sojourners, INC cannot and will not be accountable to or liable for any violations of this NationalRegulation.
