Mangawhai awaits appeal outcome by Paul Campbell

It is a case of wait and see once more for the Mangawhai Residents and Ratepayers Association after their Court of Appeal probe into the legality of rates charged over the town’s huge wastewater cost overrun.

About 100 association members attended the court hearing last week, travelling to Wellington as well as to a special video-link provided in Auckland.

They have challenged the 2013 High Court ruling that ratepayers must underwrite the $57 million bill for the Mangawhai Community Wastewater Scheme.

The Appeal Court application states that KDC made decisions that did not

comply with the Local Government Act, and did not consult ratepayers.Association counsel Matthew Palmer QC, told the court last week there was “an egregious series of secret and unlawful decisions” by KDC, and council lawyer David Goddard QC in turn agreed the council had acted wrongfully, stating: “It is likely that different decisions would of been made… if people had not been asleep at the wheel. “The association has been rightfully critical

of the historical actions taken of this council.”

Mr Palmer said the earlier High Court hearing featured the term “incomprehensible and blindingly obvious” when referring to the council’s failure to consult ratepayers.

“We have here a history of an incompetently-run process,” he added

The hearing was before Justices Harrison, Cooper and Miller. A decision is expected to be some time away.

p The annual Jazz Party at the Aratapu Tavern saw the Aratapu Allstars band entertaining into the night with various local and out of town musicians. Warwick Simpson played the clarinet with Althea Brightwell and John Wilcox on piano, Chris Davidson on the guitar, Merv Thomas on trombone, Joe Carberry on saxophone and Don Hales was on the drums. “It was a wonderful day, kicking off just after lunch with red beans and rice and other Cajun fare for a New Orleans style jazzie sort of time,” said manager Donice Hall-Morris.

p Kate Miles and Pat Mortensen try out their new skills learnt during Mangawhai based artist Elena Nikolaeva’s workshop exploring the painting of artificial light. “The beautiful paintings that the artists produced at the end of the day, were a testament to Elena’s tutoring skills and the artists’ inherent painting skills. A great if not exhausting day was had by all,” says Mangawhai Artists Inc immediate past president Jeanette Vickers.

The cast of ‘Blind/Hope’, written and directed by Eryn Wilson-Collins and ’Will’s Women’ co-directed by David and Anna Cutts of The Dargaville Little Theatre both performed in Te Kuiti for the regional finals of Theatre Fest. Blind/Hope was selected to compete in the national finals to be held in Hamilton over September 11–12.

Medical care upgraded by Paul Campbell

The Northland District Health Board has stepped in to ensure the adequate staffing of Dargaville Hospital, after the Medical Centre found it difficult to provide sufficient doctors for after-hours and on-call duties.

No r t h l and DHB chief executive Dr Nick Chamberlain said the overnight and weekends cover roster had been onerous for the Medical Centre and the board had agreed to take back responsibility for the hospital’s medical staffing, providing rural medicine specialists to work full-time in Dargaville.

As well as their normal Monday to Friday GP clinics, Dargaville Medical Centre will continue a three-hour clinic on Saturdays and Sundays and retain the after-hours GP service.

“The new agreement means that Dargaville Medical Centre can focus on providing medical care in the community and we will remain your first point of call if you are feeling unwell”, said Dargaville medical centre spokesperson Dr Derek Gibbons.

“Reducing the hospital after-hours workload of our GPs means we will be able to recruit GPs more easily, which is good news for the community.”

Admissions to Dargaville Hospital will occur as usual between the hours of 7am and 10pm.

Dargaville Hospital operations manager Jen Thomas said the new model will continue to provide integration between primary and secondary care.

“We know that working together and providing continuity of care, improves patient safety and in turn increases patient satisfaction, which is really important to us.”

CEO of the Kaipara community Health Trust, Debbie Evans said there had been ongoing discussions over the workload of Dargaville medical staff.

“It is good to see there has been a solution, because that is great news for the Kaipara community.”

Recognising apprentices by Ann Morgan

Regan Gough from Dargaville is an apprentice carpenter for Brogan Builders in Maungaturoto and was a competitor in the Registered Master Builders Apprentice of the Year awards last week.

The awards recognise apprentices, celebrate industry training and acknowledge the employers that contribute to them.

“We are really proud of how Regan is tracking with his apprenticeship and envisage him going from strength to strength as he works his way toward completion,” said Brogan Builders owner Grant Eager. “Apprenticeships

are really important as it is the learning of critical skills that is going to keep the industry alive. I would recommend young people look into the availability of apprenticeship options to them.”

Regan found the awards to be a valuable experience and is looking forward to competing again next year. “It’s a good confidence builder,” he said.

This Friday, September 4 is the Cross Country for Charity to be held at the Selwyn Park School raising funds for the Northland Emergency Services Trust.

Joseph Tebutt and Miya Pirini are both battling health issues. Miya has had to use the emergency helicopter herself and Joseph’s grandmother has also used it. The pair want to raise funds as a thank you to the service and to help keep it going for others.

Joseph uses a wheelchair permanently due to a multitude of congenital issues, and Miya is only able to do minimal physical activity as she builds her strength and recovers from rheumatic fever.

They will be carried around the 2.5 kilometre course on stretchers by teams of volunteers including the Dargaville volunteer firefighters, Top Energy, North Power, Kaipara District Council, Silver Fern Farms and a local Christian group.

“If you have time please come along to Selwyn Park School and support the teams, there will be a barbecue available and lots of fun. The start time is 11am rain or shine,” said organiser Erica Tebutt.

They have raised $460 on their give-a-little page so far. If you would like to help them with their goal go to www.givealittle.co.nz and search crosscountry before September 9.

Schools support for Daffodil Day

p Daffodil Day was a significant day at Pouto School. The students enjoyed getting in on the day’s events of wearing something yellow and they gave a koha — gift — in the form of a gold coin to donate to the cause. “Cancer is an ugly thing which affects a lot of people,” said principal Margie Ormsby. “This is a particularly worthwhile cause because it affects so many families and I also like this event because the money we raised will stay in our area.”

p Balloons, hats and flowers were all part of the day when students and staff at Tangowahine School dressed in yellow and participated in a cat walk on Daffodil Day. “The students wrote messages on yellow balloons to support people going through cancer treatment and the juniors created pieces of daffodil art,” said principal Wayne Steele. There were prizes for the best dressed and the school raised approximately $100 for the Cancer Society.

Lifelong learning by Ayla Miller

A week dedicated to celebrating lifelong learning is kicking off on September 7 until September 11 recognising the efforts of adult learners, educators and providers with local events organised by Te Roroa Learning Assistance.

“We need to have more people supporting adult learners’ week because whether it’s formal or informal education, we are trying to encourage people to become lifelong learners,” says Te Roroa Learning Assistance manager, Janet Te Rore.

“We celebrate the successes of people whether they have learnt through formal providers like universities or the marae with things handed down from their tupuna. It is all learning.”

The week will begin with a scavenger hunt involving Northtec, Advanced Training, People Potential, The Learning Hub and Te Roroa Learning Assistance.

“Te Roroa is a not-for-profit organisation and the need in the Kaipara region for digital literacy and Te Reo Maori has increased. The demand is becoming higher than what the government funding will allow us to

provide.” Te Roroa Learning Assistance, situated on the corner of Gladstone and Normanby Streets in Dargaville, will hold an open day on September 8 from 10am to 2pm as well as a sausage sizzle outside ANZ Bank on September 9 from 12 noon to 2pm. The same day there will also be a Travelling Books table outside Dargaville Lotto and Post shop from 10am to 2pm.

The week will end with a movie fundraiser at Anzac theatre on September 11. Janet says this year the money raised will largely go towards replacing old equipment.

“Digital literacy is on the increase and we need to continually update our technology.

“The digital literacy needed to function in society is huge and there are so many people in our communities who don’t know how to use it.”

The X Factor Up Close and Live tour featuring Sarah Spicer and Joe Irvine played at the Northern Wairoa Hotel in Dargaville and the Mangawhai Tavern last weekend and the pair were interviewed at Big River FM.

“Sarah performed live in the studio, they were both so easy to speak to and they were so natural. I found their music really good,“ said Big River FM intern Ben Francis.

“We met the real them compared to what you see on the TV show and having them in at the studio was a great opportunity. They were really happy to perform in town and said they felt very welcomed. I hope they come back one day.”

Mangawhai Tavern manager Fred Bayer said “It was a great night, I found them really fantastic, if you weren’t here you missed out. When acts of this calibre come to town locals should support it and local acts should get involved, it’s a great way to get yourself on stage.”

Joe played six of his original songs for the first time and he says Northland was a good place to start to boost his confidence. “It’s very daunting performing your own music — the support here has been great.”

He says “don’t listen to the negative things people say, keep pushing through if you want to succeed at something. There is always somebody who wants to push you back. Push through that in whatever you want to do.”

Sarah says she is living her dream. “I absolutely recommend others chase their dreams.

If you don’t try you won’t know. I am enjoying the tour and being able to show people our own style and what we are all about.”

From Thursday, September 10 until Sunday, September 13 it is every possum for itself during Paparoa Primary School’s annual PTA possum purge fundraiser.

Norfolk Court Rest Home celebrated five staff members on their completion of further studies toward their National Certificates in caring for the elderly and clients with dementia.

Teams of up to four adults and four children are given the chance to collect as many possums as they can find during this time to donate to the school which will then go on to sell the fur to fundraise for school projects.

“The aim of the possum purge is to be a part of the solution for controlling the population in our area as they do a lot of damage to the native bush and birds, and to raise much needed money for our school to improve the outdoor environment,” says principal Alison Cadman-Smith.

“We want to raise awareness about how much of a pest possums are to the native wildlife and we always have someone from the Northland Regional

Council talk to the children so that they are aware of that. It is a huge fundraiser and a great way to engage with the community.”

Past purge’s have helped to raise money for shade cloths for the children and this year the board of trustees hope to extend the sand pit area, build outdoor storage for PE equipment and plant an orchard on the school grounds.

“The gala day on the Sunday is always a lot of fun even if you haven’t been out chasing or trapping possums — there is always lots to do.”

“When people are employed to work in rest homes the training is ongoing through the ACE programmes for health education in New Zealand,” said ACE accessor Shona Anderson.

Brenda Elmbranch and Vanessa Gillespie completed their Dementia Care course which qualifies them to care for dementia patients and Cindy Lata, Karen Cox and Shayamale Rajapaska completed their National Certificates for Caring for the Elderly.

“The educat ion programmes are ongoing and staff build qualifications over time gaining their Level 3 National Certificate. The constant training enhances staff abilities as caregivers and here at Norfolk Court we like to celebrate staff advancements with an afternoon tea with our residents,” said Shona.

Cindy is the Special Dementia Unit Co-ordinator and says she loves the job and the clients become part of the family.

“All staff feel like that because you are with them every day, they think we

are their family too. Every day we have activities to keep them busy and at times we go on outings.

Brenda said one day she saw the job advertised and thought ‘I can do that’ so applied and got the job.

“We love the job and value each person as individuals and they are special.”

“I congratulate my staff on their achievements and thank them for their commitment to undertaking the study. They have done really well,” said manager Carla Doran.

Firm foundations begin on paperAs the dry weather approaches and a season of building and renovations kicks off throughout the Kaipara, it’s important to make sure that the fundamentals are in order before you even break ground.

Most homeowners have heard of a PIM report, but what does it cover? A Project Information Memorandum is issued by your local council, and covers information relevant to your building work. Stormwater, wastewater, the possibility of erosion — a host of issues are covered by this memorandum, allowing authorities and those involved with the build to strategise and plan wisely.

The PIM report is vital, but it does not give any form of approval under the District Plan or Building Act. You need to contact the council planner, or your own planning adviser, to determine whether your proposal complies with

the District Plan. If it does not, seeking resource consent is the next step in the path toward completion. It’s highly recommended that this course of action is taken as soon as possible, to avoid needless costs and ensure that the whole build is above board and well managed.

Obtaining a PIM is voluntary. However, information provided within it may be useful when designing your project and most councils will recommend you apply separately, or in conjunction with your building consent. The correct PIM/Building Consent application form is available from your local council offices, or from their website.

The form must be completed in full, signed and dated before being submitted — remember, in a busy Spring season there will be many of these applications

rolling in! All applications must be accompanied by one copy of the site plan, floor plan, building elevations and working drawings including foundations and cross sections — all of which can be taken care of by your project manager, architect or builder.

Councils are required to issue the PIM within 20 working days of an application being received, but depending on workloads, this may be earlier. It’s a smoother road to the PIM being issued

if all the details are right there first time, however, in some cases it’s necessary for your council to obtain further information. If so, a representative will contact you with a formal request.

Providing all fees are paid, the PIM will be posted to the applicant when it is issued. If the PIM is applied for with the building consent the timeframe for the issue of both is 20 working days — after which it’s time to get on site and build!

Compliance costs hit hard by Paul Campbell

In more than 30 years, specialist Kaipara roofing contractor Peter Risbridge has re-roofed historic homes and buildings across Northland, including iconic structures such as Pouto Lighthouse, the Coates’ historic home at Ruatuna, and the pioneer Cliff House in Paparoa.

Working at height was par for the course, until new safety rules were issued by Worksafe New Zealand this year which have radically changed his workplace environment and his costs of operating.

In turn roofing maintenance costs have risen across the industry.

Much of Mr Risbridge’s work has been for the Historic Places Trust, requiring specialist restoration attention. But as he worked away one morning, his world was dealt a major blow. “A guy from Occupational Safety and Health was driving by, and he stopped and came in and basically red stickered the job.

New codes came in this year that require specific scaffolding or ‘edge protection’, to prevent falls on the job.” Those two words have cost Mr Risbridge $20,000.

“I have had to go out and buy a certified scaffolding system as well as a heavy duty trailer to transport it, and a suitable vehicle to tow it all. I have to be up to spec for doing the job, and in fact the responsibility also now rests

with the building owner. If they hire roofing workers without scaffolding and there is an accident, the building owner is liable.”

Mr Risbridge can appreciate the reasons for the new rules.

The bold blue and red livery of Power Farming’s service trucks, flags and signage is a familiar sight to Kaipara farmers, who have come to trust their local agricultural machinery experts as a vital pillar of rural support.

Change has been afoot recently at their Dargaville branch, with new faces stepping up to ensure that the local rural hub’s service department is up to the challenges Springtime presents and more. New branch manager Ian Drake is in command of a well trained team at the site just north of Dargaville, armed with the skills to keep today’s technical modern tractors and powerful machines in the field with minimal downtime.

That means that not only do Power Farming stock the full range from big names such as Deutz Fahr, Kioti, Tortella, Duncan, Giltrap and McHale, they can also keep them running smoothly. With engineers on board, there are very few repairs and refurbishments which Power Farming can’t tackle.

“Not only is the team at Dargaville able to handle the latest technology related to tractors and farm equipment,

we are also experienced in servicing and repairing a wide variety of earlier model tractors and equipment,” says Ian, who takes the view that farm machinery is meant to be out generating revenue for its owners, not stuck in the shed!

Whether it’s a lifestyle block or a suburban section, Spring heralds the time to get outdoors and tackle some serious yard work.

While farmers roll up their sleeves and roll out the big machines for pasture management in the Spring, those seeking an affordable route to a more sustainable lifestyle also have a new piece of hardware to consider - something which was once the sole preserve of serious market gardeners.

Husqvarna’s new TR series of rotary hoes are a far cry from the arm-twisting monsters of yesteryear. Nicely balanced and lightweight, there’s no reason any adult, regardless of their physique, cannot take up the controls of this compact, Subaru-powered garden prep machine. Just as the lawnmowers of yore used to be clanking, oil-spitting siege engines but have developed into light, economical tools, so too has the rotary tiller.

But why invest? Well, the mathematics are simple. Everyone would love to grow their own veges, especially with prices as they stand. Most folks have a generous section in this part of the country. But digging, forking and hoeing the traditional 8x8 metre cottage garden? Who needs those blisters? Especially

when the Husqvarna offers a way to turn matted kikuyu and overgrowth into friable, aerated soil in half-metre swathes, in only minutes.

We tested the TR series flagship in Dargaville, aiming its reversible tines and blades at a patch of waist-high seedy scrub and a thickly matted kikuyu lawn next to it.

The machine fired up first pull, then proceeded to mulch and fold the offending weeds down, turning over rich soil. It all happened at a slow walking pace, and when we were done (about five minutes) we were left with a two-metre strip of turned earth, no grass or roots, and an easy to clean machine. Special internal cutters keep long, stringy plant fibres well away from the driveshaft and gearbox.

At just a touch over $2,200 the TR series represents a good long term investment for those who want to feed the family off their patch of paradise. For a small amount of work, one can easily envision $2,200 worth of organic, healthy produce springing from the soil!
