Hi Emily,

I was just wondering if Senator Coley still wanted to meet with me to talk about the pending mental-health

legislation this coming Monday. If so, I would be happy to come to the statehouse so that I could speak with him

in person.

Also, I was wondering what the plan is for the legislation for next week. I didn't hear Senator Coley say it, but

several people noted after committee that he'd said the plan was to vote the legislation out of committee next week.

Is that correct?

Hi...

Do you have the Kendra's law language regarding those ACT teams that you would specifically like to seeincorporated into Ohio's law? I have to finish up this compromise, I have an idea on how I might be able to slowthe legislature down if I can get this proposal finished up like, today, and approved by Betsy. If you have anymaterials detailing specific changes you guys wanted, I would greatly appreciate if you could forward them to me. Ican't guarantee I'd include everything depending on how much there is vs. what room we have to work with underthese crappy circumstances etc., but I'd like to see your recommendations if you have any materials.

I realize this may already be over, but I feel like there's sufficient justification, especially with the Dispatch articlecoming up this Sunday, to make one more push at creating some good.

I am still working on finishing up this compromise proposal I've been talking about. I will have it ready to go andbring with on Monday for the meeting with Senator Coley. I do apologize for the delay.

One last question, do you happen to know if Senator Coley or anyone in your guys' office or otherwise had a chanceyet to view that video (in part or in whole). If you have any insight, I'd greatly appreciate it. I am thinking aboutcalling the other senators' offices to see if they had, and if they had any feedback and/or questions, etc. But Ithought I'd start with you, and Senator Coley. I really put a lot of time into it and I know it's long-- it's just that theissue is a very complicated one. I think it's about as concise as a comprehensive overview of this matter couldpossibly be from the inside.

Hi Emily,

I just spoke with Betsy Johnson at NAMI Ohio who called to let me know that there was no committee hearingnext week. She also mentioned that an interested-parties' meeting had been scheduled in its stead, to review SB43amendments and that sort of thing. I was wondering-- is there any way I might be permitted to attend thatmeeting? I think I could provide some new insight as from the mental-health consumer perspective; or worst casescenario, if I could attend just as an observer, even that gesture would be greatly appreciated.

I know I don't have the public policy credentials as does everyone else, but I still have a lot to offer from thelegal/consumer perspective and would very much so like to be included in the process.

I do, of course, understand though, that it is what it is and there are rules and limitations and that sort of thing. I'llbe alright either way. I just thought I'd ask in hopes for a case wherein perhaps an exception could be made.

Hi Whitney,

First, I just wanted to thank you for the voicemail you left me a couple weeks back as it related to my inquiryregarding Representative Tiberi's position on the proposed H.R.3717 mental-health legislation (see below). Inaddition though, I wanted to ask you one additional question if/when you have a moment-- namely, having to dowith this:

I am currently working with my state and the mental-health advocacy non-profits etc. to amend our currentlypending S.B.43/Sub.H.B.104 assisted outpatient treatment (AOT) mental-health legislation. From thelegal/consumer standpoint, I think the most important task we have here in Ohio is the raise the overallcompetency of the state's mental-health medical care support network. I read in Representative Tiberi's biographyon his website that he already was able to do that exact same thing for Ohio, in regard to Ohio's cancer medicalcare support network.

So, the question I wanted to ask was whether you might have any materials that detail in any sort of manner theprocesses taken, procedures implemented etc. etc. in order that Rep. Tiberi was able to accomplish such a thing. Ohio's legislature is posing to move quickly on the pending AOT legislation and I think they'd be more apt to listento me if I go in with some sort of answer, rather than just posing more questions and problems. Do you know whatI mean?

Anything at all, just anything that talks about how in the world Representative Tiberi was able to do that forcancer medical care and research and that sort of thing. I just need something to help them concretely see that it ispossible, and then maybe that will be enough to push them over the edge to finally work towards doing the rightthing.

Dear Stephanie,

My name is Marissa Varcho, I live in Delaware County, Ohio, and Pat Tiberi is my US House Representative. I aman attorney here in the state of Ohio, as well as an individual who struggles to manage Bipolar I Disorder, and Ihave some concerns regarding proposed H.R.3717 introduced by US Representative Timothy Murphy back in

December 2013 in the US House.

I started working autonomously as a mental-health legislative/consumer advocate last October 2013, trying to helpeducate Ohio's Senate Civil Justice Committee and Ohio's House Judiciary Committee, as to the negative impactproposed S.B.43/Sub.H.B.104 will pose for our mentally ill population here in Ohio. These bills are differentversions of "AOT" laws, referring to "assisted-outpatient treatment" - the same types of AOT laws heavily promotedby US Rep. Murphy's H.R.3717.

Ohio's currently pending proposed AOT legislation threatens to expand the legal definition under which the stategovernment can step in and remove from persons struggling with mental illness, numerous constitutional civilliberties--including the right to manage one's own healthcare decisions. The newly proposed definitions inS.B.43/Sub.H.B.104 are so broad, that they include virtually every person with a "serious" mental illness -including, notably, me.

Moreover, the government seeks - as a part of the "treatment" plans outlined under AOT laws - to forcibly medicatepeople who struggle with mental illness, solely:

(1) For having been born with a mental illness; and(2) Struggling amidst Ohio's crumbling mental-health medical-care network, to find the competent mental-health medical support that we need.

These governmental forced-treatment AOT laws are problematic for many reasons - but especially:

(a) In light of the general incompetency of Ohio's mental-health medical-care network; -and-(b) That, when combined with the fact that psychotropic medications are often:

(i) Extremely dangerous (i.e. they can increase or even generate suicidal thoughts and ideation, induce maniaand/or otherwise aggravate symptoms if the underlying mental illness has not been diagnosed correctly--whichcommonly happens--etc.); -and- (ii) Pose significantly troublesome side-effects for the patient, that oftentimes outweigh any benefit actuallyreceived from taking the drug in the first place, and can also leave long-term permanent physical damage for thepatient.

Psychiatric "medication management" is an extremely complicated, ongoing "trial-and-error" process between apatient and his/her psychiatrist, and I am afraid H.R.3717 is going to place the reigns over our mentally illpopulation's wellbeing into dangerously incompetent hands. In particular, I am notably disturbed by H.R.3717'sproposal to gut all federally-funded consumer-related programs (SAMHSA, PAIMI, etc.) that support the voice ofthe mentally ill. This is a mistake -- because, there is no recovery without giving voice, to those directly-affectedwho most need to be heard (i.e. http://blog.samhsa.gov/2012/03/23/defintion-of-recovery-updated/).

To wrap up then, I called Representative Tiberi's office number today and spoke with Michael who indicated Ishould email you regarding my circumstances and concerns. I would greatly appreciate if I could schedule a time tospeak with Representative Tiberi at his earliest possible convenience. Having lived with a serious mental illnessnow for 32 years, and having the legal education that I do - I can speak to almost any H.R.3717 issue from thelegal/consumer perspective, and would like to share with Rep. Tiberi some of my own related personal experience.

And then lastly, before I forget, I was hoping also to briefly ask Representative Tiberi about his past experience inhelping to fix Ohio's cancer medical network. I read that Rep. Tiberi figured out how to raise providerreimbursement rates, remove barriers to treatment, and generally advance the quality of cancer medical care,education and research. That is exactly what we now need to do for Ohio's mental-health medical supportnetwork.

Saturday January 25th, 2014 8:38am !I’m just going to be honest and straightforward with you because I’m just too goddamned tired to be anything other than my very own true self… !It really does kind of irritate me, how fucking back and forth people are online with Jane Says… !I mean, I know she’s fucking bold and all, but what the fuck?!! People are such fucking lightweights sometimes it just disgusts me. I mean, I hate it. !It makes me think of all those years when I was denied from me, myself, because others were too goddamned frightened or jealous or what the fuckever…it just still hurts is all, I guess ;0( !I kind of feel like I hate that. I mean, I know I don’t—and I know I shouldn’t say it out loud because I know if I start doing that, then I’ll just begin confusing myself… !I guess this is just exactly what it means to grow a thicker skin… !It’s kind of a disgusting process…
