NEW INITIATIVES OF THE ISA

YOUNG AUTHORS' MERIT AWARDS

This is a new scheme through which the ISA is tryingto live up to its worldwide task of stimulating thedevelopment of the discipline and providingencouragement for scholars in all regions. It isaimed at the young sociologists those in theirtwenties and thirties - and seeks to bring them intoa supportive international framework which will be ofservice in their future work. Simultaneously ourinternational community will benefit from the earlyinvolvement of these creative scholars and the diver-sity of the cultural contributions they will bring toour invisible college.

Although the final scheme still has to be approved byth Executive Committee, its broad outlines aret g shape and it is useful to communicate theseno so that any constructive suggestions received canbe incorporated into the final plan - members shouldwrite to the Secretariat by January 1st, 1988.

Basically young authors are invited to submit anoriginal, unpublished article of general sociologicalinterest in one of about seven languages. Eachlanguage group will have its own jury evaluatingpapers received, with special provision of extrajuries for those writing in English or French astheir second language.

The authors of every paper considered worthy ofpublication will receive a commendation and be listedin the Bulletin. A limited number of articles ofoutstanding quality will be given merit awards andsent to an overall jury which will select the bestfor presentation at the World Congress. Prizes willinclude ISA membership, publication of papers andtravel assistance to attend the World Congress.

This scheme will run every four years, with thefirst young authors being honoured at the 1990 WorldCongress. Those thinking of participating should keepSummer 1989 in mind as the deadline for submittingtheir papers. Further details will be widelypublicized in 1988 and be available from the5 tariat.

It is crucial to stress at the outset that the ISArecognizes that interests, content, style, approach,and presentation differ from one region to another,determined by the history of sociologicaldevelopment, the specific issues which are criticalin different parts of the world, and the differentialavailability of various kinds of resources.Explicitly then, papers will not be judged by theircloseness or conformity to the statisticalsophistication or extensive referencing which areonly possible to those with access to expensive

technologv and large libraries.The evaluative criteria used will place more

emphasis on the novelty of a view than its groundingin the literature and on a well argued hypothesisrather than on its elaborate quantitative substantia-tion. Variety of content and substance, mirroringregional concerns, and diversity of conceptualizationor literary presentation, reflecting culturaldiversity, are not merely acceptable but desirable.

Universal criteria of good sociology there mustbe, for one community working in and for one world,but these we must disengage from among the regionalcontributions rather than imposing a culturallybiased definition in advance. This search for univer-sals beyond specificities is the most challengingaspect of this project. Although we will be gropingour way forward and probably learning most throughour mistakes, this should be the greatest collectivecontribution of the scheme to what the 'developmentof sociology' really means.

U.N. PEACE MESSENGER CERTIFICATE FOR ISA

Based on the positive experience of the UnitedNations in observing the International Year of Peace(1986), special recognition was given to thoseorganizations and institutions which made significantand concrete contributions to the programme of theYear. The International Sociological Associationtogether with some 300 organizations and institutionshave been selected as honorary "Peace Messengers" andreceived a special Peace Messenger certificate - anexpress ion of appreciation for efforts made in thecontext of the Year. WGSOCIOlOGY OF AGRICUlTURE

First sessions on sociology of agriculture organizedby the Group within the IsA framework, were at the XWorld Congress of Soclology in Mexico, August 1982.

In July 1984, the Group was granted by the IsAExecutive Committee the official status of Ad HocGroup on sociology of Agriculture / sociologíe de1 'Agriculture. Larry Busch (University of Kentucky,USAl was nominated acting chairman of the groupduring the preliminary meeting in Mexico (1982). Herequested that Alessandro 80nanno (University of

Kentucky, USA) act as pro-tempore secretary until thenext world congress (1986).

In 1986 the Ad Hoc Group on Sociology ofAgriculture was promoted to a Working Group.

During the New Delhi Congress (August, 1986)candidates for various offices were nominated andmembers were asked to vote for the president, thesecretary and three additional members. Thepresident, the secretary and three members will formthe Council. We have just been informed that LarryBusch (Department of Sociology, University ofKentucky, USA) and Alessandro 80nanno (Department ofRural Sociology, University of Missouri, Columbia,USA) have been elected President and Secretary,respectively.

Pub 1icat ionsAt the request of the editor, a proposal for aspecial issue of the Revue Internationale deSociologie on the "Cultural, Sturctural, andTechnological Changes in World Agriculture" has beensubmitted. This special issue will canta in fivepapers each written by a scholar from a differentpart of the world. The issue will be edited byLawrence Busch of the University of Kentucky for theWorking Group.

Since November 1984 the Group has been producing aNewsletter circulated to all its members, ca. 70scholars representing all areas of the world.

In August 1986 at the XI World Congress of Sociology(New Delhi, India) by the decision of the ExcutiveCommittee, the Research Committee on Sociology ofMental Health has been demoted to Working Groupstatus, due to the continued inactivity of thisgroup.At a meeting of this Working Group on August 21,1986, the new board was elected, consisting of twopersons who were willing to develop activities so asto regain a research committee status. AD HOC GROUPSOCIAL INDICATORS RESEARCH

Since 1970 members of the Group participated invarious sessions held at the consequtive WorldCongresses of Sociology. At the X World Congress ofSociology (Mexico 1982) Rudolf Andorka (University ofEconomics, Budapest, Hungary), acted as the organizerand chairman of the Symposium "Social Indicators:Their Role in Social Development". This was acontinuation of the work initiated at the similarsymposium held at the IX World Congress (Upp a1978), organized by Erik Allardt and Gennady Osip ~

At the XI World Congress of Sociology (New Delhi1986) the Group had five sessions:Session 1: Social Reporting on Different Levels:Regional, Special Problem Areas, National andInternationalSession 2: Social Indicators in Asia, Africa andAustraliaSession 3: Social Surveys as Sources of SocialIndicatorsSession 4: Social Indicator SystemsSession 5: Quality of Life Measurement

A scholarly journal Social Indicators Research editedby A.C. Michalos, has been issued since 1974, and haspublished 2 volumes ayear for the past 4 years andis going to regular publication 6 times a year in1988. HISTORY OF RC 06FAMILY RESEARCH

ORIGINSA group of independent persons interested in familysociology began in 1954 a seminar to encouragesociologists to do cross-national studies on thefamily. Led by Nels Anderson (then Director of theUNESCO Institute of Social Sciences in Cologne, FRG)it attracted to its meetings scholars from Easternand Western Europe and from the USA. Since 1985 theyheld one meeting yearly, and three volumes of reportswere published until 1959. These seminars took placein Cologne (FRG) 1954, Sevres (France) 1955, Cologne

(FRGl 1956, Wageningen (The Netherlandsl 1957, andMadrid (Spainl 1958.

Nels Anderson was in charge of the secretariat ofthe Seminar until the UNESCO Institute finished itswork in 1958-59. Reuben Hi 11 and John Mogeypetitioned the ISA at the Congre5~ held in Stressa(Italyl in 1959, to recognize this group as its Sub-Committee on Family Research.

MEETlNGSImmediately after its establishment, the Sub-Commit-tee on the Family accepted to continue theorganization of the lnternational Seminars on FamilyResearch (CFRIS). The first one organized by the Sub-Committee as such, was the 6th lnternational Seminaron Family, held in Opatija (Yugoslavia), IS-24September 1961, upon invitation by the YugoslavCouncil of Child Welfare. The main theme of themeeting was "Family and Urbanization", and theCommittee members were able to define the theme to bediscussed at the Vth World Congress of Sociology,that would take place the following year inWashington, D.C. (USA). Three members of the Commit-tee attended the Seminar which had ca. 20particlpants, mainly from Yugoslavia (10) and the USA(4); other countries represented were FRG (1),Belgium (1), France (1), The Netherlands (1) andUnited Kingdom (1).

At the sessions on "Sociology of the Family" whichtook place during the Vth World Congress of Sociologyin September 1962, 4 papers were submitted on theissue "Problems in Human Organization" and 4 otherson "Coping wi th Response Errors and CulturalEquivalence of Interview Guides".

During the 7th International Seminar on FamilyResearch held in Washington (USA), 10-14 September1962, 2S persons participated in the meetings anddiscussions. This seminar was partly financed by theUS National Institute of Mental Health. Participantscame from the following countries: USA (17), France(2), Austria (1), Belgium (1), Denmark (1), FRG (1),India (1), Israel (1), Spain (1), Sweden (1) andNorway (1).

On August IS-24, 1963, a week-Iong Sth InternationalSeminar on Family Research was conducted in Oslo(Norway), supported by the Institute for SocialResearch, under the chairmanship of Erik Gr0nseth. 12papers were presented.

The 9th International Seminar on Family ~esearch washeld in Tokyo (Japan), on September 14-20, 1965,jointly sponsored by the Japanese SociologicalSociety, the Japanese National Commission for UNESCOand the ISA. This was the first activity of the ISAto be held in Asia. Financing was obtained from theseorganizations as well as from UNESCO of Paris, theJapanese National Government, the Asia Foundation andthe Ford Foundation. The organizing committee waschaired by Takeshi Koyoma. The seminar was organizedaround two majar themes of high interest both in Asiaand in the West: "Relations between the Family andthe Extended Kin", and "Child Behavior under VaryingFamily Patterns". 90 participants discussed 29research papers, divided into two seminar groups.Participants came from Asia and Oceania (22), Europeand the Middle East (S) and the USA (11). About 50observers, mostly from universities and researchcenters in Japan, participated on a more restrictedbasis.

At the Vlth World Congress of Sociology held in Evian(France), September 1966, the Research Committee held4 sessions on Family Research, at which 2S paperswere presented by authors coming from USA (S),Algeria (2), Canada (2), Iran (2), Japan (2), Belgium(2), England (1), France (1), Israel (1), ltaly (1),Morocco (1), The Netherlands (1), Tunisia (1), USSR(1) and Yugoslavia (1). On June 8-13, 1986 the Committee held its XXI CFRISin Jerusalem, organized by Lea Shamgar-Handelman atthe Hebrew University in Jerusalem, on the topic of"Alternative Patterns of Family Life in ModernSocieties". The last part of the seminar included astay at a kibbutz. The presentations will bepublished in 1987.

2. Contributions are considered for publication onlyon the understanding that they are not simul-taneously under consideration elsewhere inEnglish, that they are the original work of theauthor(s), and that any previous form of publi-cation is disclosed. Copyright is retained by theauthor, but the Journal is licensed to reprint.

3. Standard length of papers is bOOO words, butshorter contributions are also welcomed. Theyshould be typed, double spaced on one side ofpaper with margins of 3 cm.

DRIGINSThe Sociology of Law has by now a long tradition inthe field of historical and theoretical studies. Inthe field of emipirical research, however, the disci-pline has developed more recently. Although there aremany examples of research in the sociology of lawwhich were carried out between the First and SecondWorld Wars, it can be said that only in the Post-Warperiod, and especially in the last two decades, hasthis research taken a notable dimension in the USA(1950's and 1960'sl, in the Scandinavian countriesand in other countries of Western and Eastern Europe.

It was precisely in consideration of the recentdevelopment of empirical research and the need tor e this research to the tradition of historicalar,. eoretical studies, that a group of well knownsp~cialists in sociology proposed to the ISA toorganize an informal session during the V WorldCongress of Sociology (Washington D.C., 19621. Theproposal was accepted and the informal session tookplace in Washington on two consecutive days, presidedby W.M. Evan (USAI and Adam Podgorecki (Polandl. Atthe end of the meeting it was voted to set up aResearch Committee on Sociology of Law. The ISAExecutive Committee acting on this recommendationdecided to grant full Research Committee status tothe newly founded group.

MEETINGSThe Researeh Committee held its first meeting in theCastle of Chati llon, in St. Vieent Cl t a ly ) onSeptember 9-13, 1964. This meeting was held jointlywith the eonferenee organized by the Centro Nazionaledi Prevenzione e Difesa Soeiale. Its task was thediseussion on the initial results of the largereseareh projeet on "The Administration of Justieeand the Changing Ital ian Soeiety". Nine membersattended the meeting.

The seeond meeting was held in Warsaw, June 2-5, 1965and was organized by Adam Podgoreeki in eollaborationwith the Polish Soeiologieal Assoeiation. Four paperswere diseussed there.

On September 9-13, 1968 in Varese (ltaly), the CentroNazionale di Prevenzione e Difesa Soeiale organizedan international meeting on the soeiology of law: theFirst International Days on Soeiology of Law, todiseuss the latest results of the Italian researeh onthe administration of justiee. The members of theCommittee were invited to partieipate and some ofthem, partieularly A. Podgoreeki, O. Mandie and K.Swingmann eontributed aetively with interestingeonsiderations of a eomparative eharaeter.

On April 9-12, 1969 at the Centre de Soeiologie duDroit et de la Justiee de l'Université Libre deBruxelles, took place an International Seminar onSoeiology of Law and Opinion about Law, organized andpresided by S.C. Versele, director of researeh of theInstitute of Soeiology at the same University. TheCommittee gave its support to this initiative. D' 'ugthe seminar, the RC's most important eontributio smade by the researeh group on Knowledge and Oplnionabout Law, whieh promoted a debate on themethodologieal and organizational problems eonneetedwith eross-national researeh. The Working Group onDoeumentation in Soeiology of Law presented a book"Nuovi Sviluppi della Soeiologia del Diritto", editedby R. At the IV World Congress of Sociology (Milano andStressa, 1959) an additional session was held onSaturday morning, 12 September 1959, in arder todiscuss the formation of a Research Committee onSociology of Knowledge. The meeting was suggested byTom Bottomore, then Executive Secretary of the ISA,who invited Kurt Wolff (USA) to organize and chairthe session.

Lucien Goldmann, Talcott Parsons, Alexander vanSchelting and Kurt Wolff requested the President ofthe ISA, T .H. Marshall, to authorize a day-longmeeting at the V World Congress of Sociology(Washington, D.C. 1962). Kurt Wolff chaired thatsession on the sociology of knowledge, at which 23papers were presented by authors coming from: USA(7), France (4), USSR (2), Brazil (1), Czechoslovakia(1), GDR (1), India (1), Italy (1), Mexico (1), TheNetherlands (1), Poland (1), Taiwan (1), UK (1).

In 1965 Kurt Wolff was aksed by the ISA ExecutiveCommittee to organize a Research Committee onSociology of Knowledge, to be formally constituted atthe VI World Congress of Sociology (Evian 1966).

ACTlVITIESIn Evian, September 1966, the Research Committee ofKnowledge as such participated for the first time ina world congress: VI World Congress of Sociology. 19papers were presented at its sessions and the authorscarne from 12 countries: USA (6), Argentina (2),France (2), Canada (1), Denmark (1), FRG (1), Hungary( Israel (1), Italy (1), Poland (1), and UK (1).

The second and last participation of this ResearchCommittee in a world congress was in Varna (1970) atthe VII World Congress of Sociology. The Committeeheld two scientlflc meetings on "Society andConsciousness" where 18 contributions from variouscountries were discussed: USA (4), Bulgaria (3),Canada (2), France (2), UK (2), Argentina (1),Oenmark (j), Italy (1), The Netherlands (1) andRomania (1).

The Research Committee was discontinued by the Execu-tive Committee of the ISA in April 1972, after a longperiod of inactivity and the resignation of itspresident, Kurt Wolff. In a letter dated February21st, 1972, Kurt Wolff resigned stating that "the jobhas been, especially since Varna, far more a sourceof frustration than of gratification", and that itproved very difficult for him to communicate withmembers and to raise a relevant project ofinternational activity.

ORIGINSIt seems that the first paper on mass communicationproblems ever presented at a world congress of socio-logy was Alphons Silbermann's "Sociological Aspectsof Radio Music" submitted at the II World Congress ofSociology, Liege (Belgium), August 1953.

Six years later, during the IV World Congress of

Sociology (Milano and Stressa, 1959), a section wasdevoted to "Application of Sociological Knowledge toMass Communication". It is not known exactly how manypapers were delivered at the meeting, but thepublication Transactions of the IV World Congress ofSociology, vol. 111, contains the introductory paperof the session chairman, Morris Janowitz, and RobertSchulze. There are also 7 abstracts written by schol-ars coming from: USA (3), UK (1), FRG (1), Norway (1)and Yugoslavia (1). The report of the discussionincluded 5 other references to papers submitted atthe Congress.

At the end of the Congress, the ISA ExecutiveCommittee approved the establishment of the ResearchCommittee on Mass Communication.

At a board meeting held in Paris on December 6, 1976,it was agreed to promote contacts and initiativeswith similar bodies that might be interested infostering studies and research in the area. At thesame time the board considered advantageous to widenthe Committee's interests to the spheres of theSociology of Culture and Knowledge.

In Paris, en November 25, 1977, the board decided toset up links between the Research Committee and allthose working in the field of culture and knowledge.It was agreed with the representatives of the Intern-ational Association for the Sociology of Knowledge toprepare a joint presentation for the session on"Knowledge and Communication" chaired by thepresident of the Research Committee at the IX WorldCongress of Sociology in Uppsala (1978). Oepending onthe outcome of the experience, the creation of ajoint committee was to be considered.

the board decided to concentrate the Committee'sactivities on an international research proiect on"Youth and Mass Communication". In 1967 a jointprogram for this proiect was elaborated by a widegroup of scholars, in particular the Italian teamchaired by Francesco Alberoni, then Secretary Generalof the Committee, and the French team chaired byEdgar Morin, then President of the Committee. In thesame year, the French team prepared a specificprogram to study the current situation, problems andconditions in France.

Although the international research proiect had avery good start, it could not be continued due to thelack of funds. Many national teams had to renouncefor financial reasons, other teams pursued withpartial research projects and the results werepresented at the VII World Congress of Sociology(Var na 1970l.

In 1969 the Committee modified radically its w fworking. There was developed a minimal progra~ .fbasic activities (soliciting participation ofscientists and institutions, publication of abulletin, focusing on major research in the field ofsociology of mass communicationl which would lead tothe development of more complex proiects.

The meetingwas attended by over 40 scholars from various, mainlyEuropean, countries.

An international conference on "Popular Alternativesto the Mass Media" was held on May 24-29, 1978, inCambrils and Barcelona (Spainl. The meeting was co-sponsored by the Research Committee and three Spanish

institutions: Facultad de Ciencias de la Informacionde la Universidad de Madrid, Facultad de Ciencias dela Informacion de la Universidad Autonoma deBarcelona, Centro de Investigaciones Sociologicas deMadrid. The conference was attended by over 80 schol-ars, 30 of them Spaniards. 44 papers were presentedwithin three main tapies: (1) Radical or criticalsocial sciences and popular communication, (2) Resis-tance/dissidence and popular communication, (3) Basicmovements/new social practices and popular communica-tion.

The International Society for the Sociology of Knowl-edge also sponsored a series of sessions on Sociologyof Knowledge during the IX World Congress ofSociology.

The XI Congress of t e International Association forMass Communication Research (IAMCRI was held inSeptember 1978 in Warsaw (Polandl. The conference wasattended by nearly 500 participants; the Committeewas represented by its Vice-President Oenis McQuail.Oiscussions were organized around the theme "MassMedia and National Cultures" and dealt with: thepossibility of maintaining an autonomous national

culture in the face of a growing international massmedia culture; the potential conflict within asociety between a traditional and socially valuedculture and a commercial or popular culture of themedia; the imbalance of cultural 'strength' betweenthe third world and industrialized 'exporter' countr-ies; the general problem of formulating an appropori-ate national or international communication policy.

Two international comparative studies were launchedby the Commi ttee in 1978: (1) "Prestige Press,Ideology and Public Opinion" involving France, UnitedKingdom, German Federal Republic, Italy and Spain;(2) "Sociology of Sociological Knowledge".

A Symposium was held in Burgos (Spain) on July 3-7,1979, on ·Culture Industries and Society Models". Atthe same time the Committee met to discuss itscurrent affairs. Joint meetlngs were held on the sameoccasion with IAMCR representatives, with GillesPronovost, Executive Secretary of the ISA ResearchCommittee of Leisure, Everet Rogers, Presldent of thelnternational Communication Association (ICA) andIvan Vitanyi, promotor of a new research committee onSociology of Expressive Culture.

The Research Committee co-sponsored with the ResearchCommittee on Sociology of Leisure an internationalconference on "Popular Culture" held on April 23-25,1980 in Trois-Rivieres, Québec (Canada). The Commit-tee was responsible for organizing two workinggroups: "National Cultures and Popular Cultures" and"Popular and Counter-Culture".

The Board and many members of the Committee took partin the World Congress of the International Associat-ion of Mass Communicatlon Research (IAMCR), durlngthe last days of August 1980, in Caracas (Venezuela),on the theme "New Structures of International ComlOun-ication? The Role of Research".

In 1981 the Committee launched a p ro rec t on "Pressand Public Opinion". lt gave an incentive to a sympo-sium on "Ideology, Mass Media and the Pr oduc t ion ofReality" organzied by the Committee at the X WorldCongress of Sociology (Mexico 1962;.

In the same year, 1981, the Commi ttee coordinated aproiect on "TV News and Productlon of Reality" whichinvolved working teams from 16 countries: Canada,France, Greece, Hungary, Italy, Israel, Marocco,Mexico, The Netherlands, Sweden, Switzerland, Spaln,Tunesia, UK, USA, and Yugoslavia. The results of thisstudy were presented during the ¡nternational Festi-val of TV Information, October 1984.

SociologyThe average attendance was high; this was due partlyto the participation of a good number of LatinAmerican researchers as Spanish was also being usedas a working language. Altogether over 90 papers werepresented and discussed.

The Symposium on "Ideology, Mass Media and theProduction of Reality" which the Committee organizedat the Congress, created a lot of interest amongparticipants. It was based on two internationalcomparative researches that the Committee is carryingon in 18 countries on press and TV news. Around 200persons attended the Symposium.

A new working group on Political Communication waslaunched at the World Congress of InternationalPolitical Science Association in 1982, during thesessions dedicated to the topic of communication

,which were attended by many members of the ResearchCommittee. This has been followed up in Me.ico, andas a consequence so me national groups on politicalcommunication have been created in several countries.

In cooperation with UNESCD, Claudio Aguirre-Bianchi(Sweden), co-secretary of the Committee, launched in1983 an international study on "The New WorldInformation and Communication Drder (NDMIC)". Sevenworking teams were set to analyse 20 special casesdescribed in 250 newspapers in 49 countries.

In 1983 Peter Dahlgren, co-secretary of theCommittee, with J.M. Barbero, L. Henny and A.Lamberti initiated a research project on tv serials/"soap operas". In January 1984 the Committee organizedin Madrid (Spain) a methodological seminar on "Etudedes Feuilletons Télévisés: DalIas" which was attendedby 27 participants from 10 countries.

An international meeting on "Communication and LifeStyles" initiated by the Committee was organized inLjubljana (Yugoslavia) in November 1985, by theSection for Communication and Public Dpinion of theYugoslav Sociologlcal Association together with theFaculty of Sociology, Political Sciences andJournalism of Edvard Kardelj University, and the cityof Liubljana. Chairperson of the Drganizing Committeewas France Vreg, and Slavko Splichal was itsCoordinator.

TERRITORIAL RIGHTS OF NATIONS ANO PEOPLES

The second topic of the 8asic Issues Forum is "TheTerritorial Rights of Nations and Peoples". Thiscompetition sponsored by Washington and JeffersonCollege has awards of $ 5,000 (1st), $ 3,000 (2nd),and $ 2,00 (3rd). Papers must arrive at fundamentalcriteria for the basis of territorial rights ofnations and people, be relevant to more than oneterritorial situation, and have practicalramifications.

There is no restriction on eligibility, while thepaper should not exceed 30 double-spaced pages andmust be written in English. The criteria for judgingthe papers are accessibility to people withsufficient interest, intellectual rigor, originalityof thought, penetration and depth, andper siveness.Th adline for submission is Mareh 1, 1988.

The best papers will be presented at a colloquium atWashington and Jefferson College in October 1988. Aselection of the best essays will also be offered forpublication.
