India and World 2012:-

India-UAE Agreement: India and UAE sighned an agreement to award the double taxation avoidance agreement(DTAA) that will pave the way for greater sharing of tax related information between the two countries.

Russia-India-China (RIC):Trilateral meeting of Russia , India and China held on April 13, 2012 in Moscow, all three having taken a common stand on a range of international issues including N Korea,Iran,Afganistan,Terrorism and regional security in Asia.

India-Germany(Celebration of 60 years): India and Germany are going to celebrate 60 years of diplomatic relations.German Minister for Transport Dr. Peter Ramseur visited India from April 9 to 14.Germany is organizing 15 month long event series show casing the entire spectrum of Indo-German collaboration in the field of politics business culture,education,science and research.

India-Russia JWG: the seventh meeting of the India-Russia Joint Working group(JWG) on combating international terrorism was held on April 11 in New Delhi.

India-Japan :

India-Japan bussiness summit 2012 was organized on 24th may, 2012 by confedaration on Indian Industry and Keindaren in Tokyo to commemorate 60 years of Diplomatic realtions between India and Japan.

India-Myanmar:PM Manmohan Singh on his 2nd day on visit to Myanmar, signed 12 agrrements on may 28, 2012 clearly signalling the increased Co-operation between both countries in trade,culture and strategic links.

India-South Korea :#Both countries met in New Delhi on 28 June 2012 during their second foreign policy and security dialogue.#Both have decided to encourage enhanced engagement in civil nuclear energy cooperation,cluster of regional and global issues, including the situation on the Korean Peninsula.#Both India and South Korea also agreed to accelerate work on upgrading their comprehensive economic partnership agreement (CEPA) to ensure that it reflected current realities.

India-Israel:#India and Israel inked a memorandum of understanding (MoU) to expand the bilateral relation in the tourism sector on 24 June 2012 in Jerusalam in Israel. Israel, under the MoU, will open a tourism office in Mumbai and increase the frequency of flights to India. #Israel is also set to invest 660000 dollar to draw more Indian tourists to the country.

#India and Israel signed a memorandum of understanding (MoU) on 2 August 2012 for starting a collaborative academic research programme. Under the Research programme both the countries will together work in areas such as medical, information technology, social sciences, humanities and arts.#The MoU was signed by Professor Benjamin Geiger, Chairman of the Israel Science Foundation and Ved Prakash, Chairman of University Grants Commission. The agreement will exist for next five years, providing support up to 100000 dollar a research project for three years

India-China:India and China on 21 June 2012 agreed to increase their defence and security dialogue and work to take steps to ensure that the two countries achieve a 100 billion dollars trade target by 2015. The decision was taken on the sidelines of the Ri0+ 20 summit at Rio De Janeiro.

India-Behrain:#India and Bahrain, on 31 May 2012 in New Delhi inked a Tax Information Exchange Agreement to promote economic cooperation and joint investment between the two countries. #The agreement is aimed at increasing bilateral trade that stands at 1.7 billion dollar. The agreement with its provision for effective exchange of information between the two countries, will help in reducing tax evasion and tax avoidance.#The two countries also inked a Memorandum of Understanding (MoU) to make the ties on technological front more effective. India-Indonesia:#India and Indonesia signed an agreement to avoid double taxation and prevent fiscal evasion with respect to taxes on income on 27 July 2012 at Hyderabad House.#Apart from the agreement, both sides also signed the agreed minutes of the fourth Joint Commission Meeting between India and Indonesia.

India-Mozambique:India signed an agreement on Bilateral Security Cooperation on 14 July 2012 with Jose Mandra, Minister of Interior, Govt of Mozambique at Maputo, Mozambique.The objective of the agreement was to discuss cooperation and both the countries decided to develop the relationship further in various fields for mutual benefit.

India-Singapore:Indian PM Manmohan Singh and Singaporean counterpart Lee Hsien Loong signed three key bilateral agreements and a Memorandum of Understanding (MOU) on 11 July 2012, New Delhi. Key Highlights of the Agreements/MoU

Both the countries, in the memorandum of understanding have decided to renew the bilateral arrangement between the Air Forces on joint training The other agreement focused on expansion of joint ventures,investment in education and health, technological collaboration both bilaterally and in third countries.

India-Iran-Afganistan:#Iran, India and Afghanistan discussed options for investment in the Chabahar Port, located in southeast Iran. In a crucial trilateral meeting held on 26 August 2012 ahead of the Non-Aligned Movement (NAM) summit, the three nations agreed to set up a joint working group to spur trade and transit through the Iranian port of Chabahar. #Foreign Secretary Ranjan Mathai held dialogues with deputy foreign ministers of Iran and Afghanistan in Tehran to explore ways to expand trade and transit cooperation, including investment, among the three countries, starting with the Chabahar Port.In a joint statement released after trilateral dialogue the three countries committed to meet within next three months at Chabahar to take the discussions forward.

India-CELAC:The first meeting of the India-CELAC Troika Foreign Ministers was held on 7 August 2012 in New Delhi. The Indian delegation was led by the External Affairs Minister of India, Shri S.M Krishna, whilst the CELAC Troika was led by the Minister of Foreign Affairs of Chile Mr. Alfredo Moreno Charme, the pro-tempore President of CELAC. Apart from both the nations, the Foreign Minister of Venezuela Mr. Nicolas Maduro and the Vice Foreign Minister of Cuba, Mr. Rogelio Sierra participated in the meeting as members of the Troika.

Objective of the meet:- To discuss the regional and multilateral issues of mutual interest, to strengthen the multifaceted bilateral cooperation between India and CELAC. To co ordinate responses to regional issues and address international challenges including the UN reform, the international financial crisis, climate change and international terrorism. To enhance the exchange of visits at all levels including at the Summit level leading towards a 'Strategic Partnership' between India and CELAC. To expand relations between India and countries in the Latin America and the Caribbean region and make it possible for them to work together bearing in mind each sides' respective development priorities based on the common shared values of democracy, freedom, equality and justice.

Collective Discussions:- The two nations expressed satisfaction over the growth of commercial, economic and investment relations between India and CELAC, that has crossed US$ 25 billion in 2012. Both the countries agreed to work towards providing value addition in the exchange of commodities through direct trading and by setting up of manufacturing units. Both sides agreed to work towards providing for food security for their people Both the countries agreed to initiate various projects related to tele-education, e-governance and tele-medicine that would cover the entire Latin America and Caribbean region.

#The Foreign Ministers of India and the CELAC Troika ended the First Meeting of the India-CELAC Troika Foreign Ministerial Dialogue at a good note after the commencement of CELAC in December 2011. The pro-Tempore President and Troika Foreign Ministers of CELAC will present this Joint Statement in next meeting of the Foreign Ministers of the Community that will be held in September 2012 in New York

India-Monaco:India signed Tax Information Exchange Agreement (TIEA) with Monaco on 31 July 2012 in New Delhi. It will allow the two countries to check tax evasion and money laundering. This was the ninth TIEA signed by India.Key features of this agreement are as following; It is based on international standard of transparency and exchange of information. Information must be foreseeably relevant to the administration and enforcement of the domestic laws of the Contracting Parties concerning taxes and tax matters covered by the agreement. The requesting State has to provide some minimum details about the information requested in order to justify the foreseeably relevance criteria. Information is to be treated as secret and can be disclosed to only specified person or authorities, which are tax authorities or the authorities concerned with the determination of tax appeal. It also provides for disclosure of information to any other person or entity or authority or any other jurisdiction (including foreign Governments) with the written consent of the competent authority of the requested Party. There is a specific provision that the requested Party shall provide upon request the information even though that Party may not need such information for its own tax purposes. There is a specific provision for providing banking and ownership information. There is a specific provision for Tax Examination Abroad where authorities of one State can present in the tax examination of taxpayer in the other State. Upon entry into force, the Agreement allows exchange of information forthwith.

MahatmaGandhi National Rural Employment Guarantee Scheme (MGNREGS)#Promotes inclusive growth,augment wage employment and strengthening natural resource management through works that address causes of chronic poverty like drought, deforestation, and soil erosion and thus encourage sustainable development.#Under this scheme,Govt provides at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work with mandatory 33% women participation.#minimum Wage is Rs 125

SwarnjayantiGram Swarojgar Yojana#It was launched to help poor rural families (Swarozgaris) cross the poverty line by assisting them to take up income- generating economic activities through a mix of bank credit and government subsidy. The scheme involves selection of key activities, planning of activity clusters, organization of the poor into self-help groups (SHGs), and building of their capacities through training and skill development, creation of infrastructure, and technological and marketing support.#A new initiative has also been taken up for setting up a Rural Self Employment Training Institute(RSETI) in each district of the country for basic and skill development training of rural BPL youth to enable them to undertake micro-enterprises and wage employment.

SwarnaJayanti Shahari Rozgar Yojana (SJSRY)#The SJSRY launched by the Government of India . To provide gainful employment to the urban unemployed and underemployed through encouraging the setting up of self-employment ventures or provision of wage employment.

JawaharLal Nehru National Urban Renewal Mission (JNNURM)The JNNURM emphasizes the implementation of the following three mandatory pro-poor key reforms to enhance the capacity of urban local bodies (ULBs) - (i) internal earmarking within local body budgets for basic services to the urban poor.(ii) earmarking at least 20-25 per cent of developed land in all housing projects (both public and private agencies) for the economically weaker section (EWS)/lower income group (LIG) category.(iii) implementation of seven-point charter for provision of seven basic entitlements/services.

KasturbaGandhi Balika Vidyalayas (KGBVs)The KGBV is a scheme for setting up residential schools at upper primary level for girls belonging predominantly to the SC/ ST, OBC, and minority communities. The scheme is being implemented in the EBBs where rural female literacy is below 30 per cent and in select urban areas where female literacy is below the national average. The KGBV scheme was merged with the (SSA) with effect from 1 April 2007. The scheme provides for minimum reservation of 75 per cent of the seats for girls belonging to SCs, STs, OBCs or minority communities and priority for the remaining 25 per cent to girls from BPL families.

NationalProgramme for Education of Girls at Elementary Level (NPEGEL)The NPEGEL, is a focused intervention of the Government of India to reach the 'Hardest to Reach' girls. It is an important component of the SSA, which provides additional support for enhancing girl's education over and above the normal SSA interventions. The programme provides for setting up of a 'model school' in every cluster with more intense community mobilization and supervision of girls' enrolment in schools. Gender sensitisation of teachers, development of gender-sensitive learning materials, and provision of need-based incentives like escorts, stationery, workbooks, and uniforms are some of the endeavours under the programme. The scheme is being implemented in the EBBs where the level of rural female literacy is less than the national average and gender gap is above the national average; in blocks of districts which are not covered under EBBs but where at least 5 per cent of population is SC/ST and where SC/ST female literacy is below 10 per cent; and also in select urban slums.

National Rural Health Mission (NRHM)#To provide accessible, affordable, and accountable quality health services to rural areas with emphasis on poor persons and remote areas. It is being operationalized throughout the country, with special focus on 18 states, which include 8 empowered action group States (Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Uttar Pradesh, Uttarakhand, Orissa, and Rajasthan), 8 north-eastern States, Himachal Pradesh, and Jammu and Kashmir.#The Mission addresses the issue of health in the context of a sector-wide approach addressing sanitation and hygiene, nutrition, and safe drinking water as the basic determinants of good health. Keeping this in view, it seeks greater convergence among the related social-sector departments, namely AYUSH (Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homoeopathy), Women & Child Development, Sanitation, Elementary Education, Panchayati Raj, and Rural Development.

RajivGandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)This scheme was launched on 19 November 2010 with the objective of empowering adolescent girls in the age group 11-18 years by bringing improvement in their nutritional and health status and upgrading various skills like home skills, life skills, and vocational skills.

Some of the other schemes implemented by the Ministry of Women and Child Development, include:(i) Dhanlakshmi, which is a conditional cash transfer scheme for the girl child which was launched as a pilot project in March 2008. The objective is to encourage families to educate girl children and to prevent child marriage. The scheme provides for cash transfers to the family of a girl child on fulfilling certain specific conditionalities relating to birth and registration, immunization, and enrolment and retention in school up to Class VIII. (ii) Scheme for the Welfare of Working Children in Need of Care and Protection providing for nonformal education, vocational training, etc. to working children to facilitate their entry/re-entry into mainstream education. There are 120 projects of 100 children each currently being funded under the Scheme.(iii) Bal Bandhu Scheme for protection of children in areas of civil unrest is being implemented through the National Commission for Protection of Child Rights (NCPCR) with the grant sanctioned from the Prime Minister's National Relief Fund.(iv) Swadhar scheme for providing temporary accommodation, maintenance, and rehabilitative services to women and girls rendered homeless and women in difficult circumstances(v) Short Stay Home (SSH) scheme being implemented by the Central Social Welfare Board with similar objectives/target group as in case of the Swadhar scheme.(vi) Ujjawala, a comprehensive scheme for prevention of trafficking with five specific components- prevention, rescue, rehabilitation, reintegration, and repatriation of victims-was launched on 4 December 2007. Under this scheme, 134 projects including 73 rehabilitation homes, spread over 16 States, have been sanctioned.
