Technical Expertise
The Fire Protection Association (FPA), ounded in 1946,
is the UKs national fre saety organisation, promoting
fre saety within industry, commerce and the wider public.
We provide authoritative advice and inormation on all
aspects o fre saety and prevention including research,
training, publications, risk surveying and auditing.
The Technical Division o the FPA includes a team
o highly experienced and qualifed proessionals oering
a comprehensive range o fre saety advisory and
consulting services tailored to the clients requirements.
We have extensive experience in all sectors, includingindustry, commerce, local government, educational
premises, hotels, leisure, residential care premises
and healthcare occupancies. With consultants operating
across the UK, we are able to oer a cost-eective
high integrity service that will add value to your
fre saety management programme.

All fre advisory services are conducted in accordance
with the requirements o the FPA quality management
system. The FPA has been assessed by an external
auditor and issued with a Certifcate o Approval,
indicating that the Associations quality management
system complies with the requirements oBS EN ISO9001: 2000.

Fire Risk Assessment
Both specifc and general fre risk assessments
can be conducted, depending on your needs.
These include:
lie saety fre risk assessments to meet the
requirements o the Regulatory Reorm (Fire Saety)
Order 2005
property protection assessments to reduce
and manage the potential or extensive property
loss in the event o fre
extensive fre risk assessments addressing both lie
saety and property protection. The assessments
are conducted in accordance with the appropriate
fre saety risk assessment guide, relevant standards
and codes and Approved Document B: Fire Saety
(Volume 2) Buildings other than dwelling houses
Additionally:
all lie saety fre risk assessments take intoconsideration the needs o persons with impaired
mobility or other disabilities
supporting photographic evidence is provided
where required
risk ratings are assigned using a matrix that takes
into consideration lie and/or property loss potential
either a generic report ormat is used, or we are
happy to adopt or develop a ormat that is consistent
with your corporate approach to quality and health
and saety issues
CAD drawings denoting fre saety equipment
can be updated where available
post-assessment support includes technical advice
via email and a technical inormation package
to help you to address signifcant fndings and assist
with the ongoing management o fre prevention
and protection measures
where complex fre saety defciencies are identifed,

Fire Saety Audits Fire Saety Consulting
Based on your existing fre precautions or fre saety
manual, we will conduct an independent, impartial
and thorough audit, adding value to your fre saety
management system. Our generic report ormat
can be used or we can develop a ormat to support
the needs o your organisation.
Audits are based on quality management audit principles,
including preliminary eedback at the end o the audit
and complete client confdentiality. Post-audit technical
support is also available.
Fire InvestigationIn the unortunate event o a fre occurring, a post-fre
support service is available. Acting independently,
or as part o a specialist team, we can assist in
determining the origin and cause o a fre and provide
sta who are recognised as expert witnesses to present
evidence in civil or criminal courts.
Independent reviews o reports are also undertakento identiy the lessons to be learnt and to provide
recommendations to help prevent a recurrence.
Fire Saety Consulting is a support service to assist
with the development and management o your fre saety
programme and to propose practical and cost-eective
solutions or specifc fre saety problems.
Services available include:
the development, implementation, and review o
company-specifc fre saety strategies and standards
local authority licensing issues
the protection o historic/heritage buildings
evaluation and supervision o fre drills
specialist advice or complex fre saety defciencies
using a fre engineering approach
fre saety management contracts; acting as a service
provider, we can manage your fre saety management
system. Fire saety specialists can also be provided
on a part-time or temporary basis
research into specifc areas o fre saety that are
relevant to your business; or example, adviceon European and international fre saety law and
management or international organisations

Case Studies
Fire policy review undertaken on behal
o Barclays Bank
The FPA was invited to review the re saety arrangements
at eight key locations operated by Barclays Bank plc.
The assignment comprised o a series o site visits to review
the re saety systems which were in operation and
to gain an understanding o the degree o risk at each
o the premises.
Acting in accordance to a specic brie the FPA were
to consider re saety policy issues and make reerence
to examples observed during the site visits.
In presenting its ndings, the FPA gave particular
attention to the ollowing issues:
statutory compliance gap analysis
rationalisation o standards
standards gap analysis responsibilities gap analysis between the acilities
management provider and the client
lie saety systems and loss control
inspection programmes
recommendations or requency and type
o emergency drill practice
The report was presented to the Health and Saety team
at Barclays Bank and used to enhance Barclays existing
corporate re saety management programme.

to ensure that our processes and procedures were
refecting best practice. I was impressed with their

Delivering specialist fre support
or high-risk environments
Family Mosaic is a Registered Social Landlord providing
good quality, aordable housing services to over 45,000
vulnerable people.
The FPA were asked to carry out re risk assessments
or a large number o Family Mosaic schemes.
The outcomes and recommendations or each scheme
were not universal and identied unique dierences
between staed and non-staed schemes, stay-put policies
and issues relating to elderly or vulnerable young persons.
FPA and Family Mosaic were also keen to ensure that
the implementation o recommendations and provision
o saety equipment were provided without an institutional
eel. Common problems that were encountered included:
how and where to provide re extinguishers,call points and signage
staed 24/7 / not staed 24/7
stay-put policies
providing the eel o a home environment
mobility and awareness issues
Since successul completion o this contract the FPA
have oered continuing support on a more ad-hoc basis,
carrying out re risk assessments and providing general
re saety advice wherever the need arises.
