NEW TERRORISMWelcome to this brief overview of Eye Spy Intelligence Magazine - issue 85.

Events in Woolwich and Boston have dominated world news for several weeks. Both attacks werecowardly in nature but are significant in that they reflect a disturbing new type or element of terrorism.And but for the security services in Canada, another plot may well have resulted in a passenger trainfalling from the Whirlpool Bridge as it made its way to the United States.

The two plots which did succeed worked primarily because they were conceived by relatively few people; were simple innature, cost pennies to perform and importantly, actioned by people who though known to police,managed to remain under the radar. Bizarrely, the terrorists all claimed to have a political agenda. The Tsarneavs in Bostonand the two individuals in London who chose to slaughter an innocent trooper, did not have any agenda... they are allsimply cold-blooded terrorists. These dark case files are examined in detail.

Also making news is former CIA and NSA contract worker Edward Snowden. He has become somewhat of a hero for theworldwide civil liberty movement after ‘exposing’ the NSA communications programme code-named PRISM. The fact is,whilst PRISM has the capacity to secure huge amounts of electronic data, primarily it is a directed security programme.Others may disagree saying it is a ‘catch all’ system. But it is important to remember that 99.9% of what flows in and out ofPRISM will be discarded - much of it in a relatively short space of time.

Through programmes such as PRISM, ECHELON, STELLAR WIND and now RAGTIME, NSA and Britain’s GCHQ havederailed a number of major terrorist plots. Similarly, terrorists have been identified. One such plot involved an attack at lastyear’s London Olympic Games. Though details have never been released, a clue to the nature of the plot can be found inthe installation of a surface-to-air missile battery system which suddenly appeared on a London common. Though contro-versial, data mining, as it is often described, can be deployed as a useful counter-measure against terrorists, foreign spiesand major organised crime. Balancing civil liberties and protecting the public are two issues which always generate debate.However, these are challenging and dangerous times. MI5 have already acknowledged that some terrorist chatter is beinglost because the Service does not have the ability to operate in certain electronic areas. As for Snowden, he is no hero andno doubt the FBI will be keen to have a chat with him.

Another CIA man making headlines, perhaps for all the wrong reasons, is Ryan Fogle. He was caught by the FSB in Moscowafter trying to secure the services of an experienced Russian counter-terrorist operative. Fogle’s target once worked in thevolatile North Caucasus region of Russia, and the case is probably connected to events in Boston. Fogle’s demise and thatof another CIA man who was ejected from Russia earlier this year are examined.

On a lighter note we examine a new exhibition featuring US and British spies of the Revolutionary War, and tell the story ofhow an amateur radio operator beat MI6 to notify the British Parliament of Argentina’s invasion of the Falkland Islands.
