TOURISM of Buleleng had everattained its golden period when it wasthe capital of the Lesser Sunda Prov-ince. The amazing beauty of LovinaBeach along with its dolphin attrac-tions, Ulun Danu and Gitgit Waterfallseems to have been forgotten from thetourism map of the Island of the Gods.Tourism development has been fo-cused on the southern regions of Balinamely Badung, Denpasar andGianyar Regency, while forgets the po-tential of the North Bali. In reality, theattractions owned are no less magnifi-cent than that of other tourist destina-tions in Bali. If only the governmentwould overcome the problem of in-equality, it is not impossible forBuleleng community to enjoy thesweet pie of the tourism sector.

Pursuant to the Bali Regional Regu-lation No. 4/1999, it has been set forththat Buleleng Regency had been di-vided into two tourist resorts namelythe Kalibukbuk tourism resort or bet-ter known as Lovina Beach resort witha broad development area reaching3,542 ha covering 7 villages such asthe village of Pemaron, TukadMungga, Anturan, Kalibukbuk,Kaliasem, Temukus, Tigawasa andBatu Ampar tourist resort located inthe west of North Bali with the devel-opment area reaching 14,124 ha. Theresort includes 5 villages namelyPenyabangan, Bonyupoh, Pemuteran,Sumberkima, and Pejarakan Village.

The Dean of Faculty ofEconomics, Warmadewa University(Unwar), I Wayan Arjana, stated thattourism in Bali had close relationshipto religious, cultural and agriculturallife. “Essentially, our culture belongsto an agrarian culture, highly depen-dent on agriculture. Agriculture itselfwill remain to play strategic role in thedevelopment of tourism and modernBalinese society. Taking back the gloryof the agricultural sector that hadboomed in the era of 1970s in Bulelengwill provide direct and tangible contri-bution to the economy of society,” heexplained.

The extent of agricultural land inBuleleng Regency increased throughthe years as many plantations were con-verted to rice fields. Many estates, es-pecially in the western region, had beenturned into rice fields. In 2007, the ex-tent of rice field in Buleleng was 10,719hectares, while in 2008 increased to10,913 hectares. Meanwhile, in 2009the extent raised significantly reachingalmost a thousand hectares with a totalof 11,070 hectares. “Synergy betweenthe agricultural sector and tourism inBuleleng will make both areas continueto grow mutually and never eliminatethe agriculture,” he said.

Agrotourism, described by Arjana,was utilization of area or the agricul-tural cultivation activity. This sector hadbeen already developing in some loca-tions, such as rural tourism, utilizing

the dikes of subak as tracking path.Agro-tourism should be developed be-cause farmers were expected to contrib-ute agricultural products for consump-tion of tourists. “Of course, tourismbusinesspeople are expected to have acommitment to accommodate localagricultural products in Buleleng likegrape, so farmers will have no difficultyin marketing their crops. Tourism ac-tivities will have direct impact on farm-ers, not only on the workers in the tour-ism industry,” he said.

Farmer groups and tourismbusinesspeople needed to do a partner-ship with a clear pattern, either in capi-tal or partnerships in the product mar-keting of farmers. Hopefully, by thiseffort farmers were expected to becomemore independent and able to followthe development of the economic situ-ation.

Meanwhile, the Regional Coordina-tor of the Indonesia Hotels and Restau-rants Association (ASITA) for Bali,NTB and NTT, Bagus Sudibya, said theneed of incentives for investors wish-ing to invest their capital in North Balilike Buleleng to encourage the sectorssuch as tourism in the area. “Incentivecan be an income tax relief for inves-tors in order they are attracted to investtheir capital in the region. Conversely,those only wishing to invest in SouthBali should be imposed with disincen-tives,” he said while adding that the ef-forts would greatly support the devel-opment of tourism in North Bali.

The existence of moratorium, admit-ted Bagus Sudibya, could be the bestpolicy to cope with tourism develop-ment in Bali staying to concentrate inthe South Bali. Moratorium would en-courage equitable development of tour-ism throughout the regencies in Bali.

“Development of accommodation andtourist attraction should not only be car-ried out in South Bali but also through-out Bali as in North Bali. For that pur-pose, it is required an adequate infra-structure. Therefore, government needsto make wider road to West Bali, EastBali, and North Bali,” he said.

Transportation mode

Development of road access to Westand East Bali including North Bali wasextremely important. By adequate roadaccess, tourists would spread evenly toall parts of Bali. By such road access,the potential of tourism in the Bali re-gion would become more developed.Then, the spread of tourists across Baliwould automatically mean that accom-modation and other tourist facilitieswould be expanded to all regions ofBali. “In essence, we do not restrict thedevelopment of accommodation inBali. However, the construction of theaccommodation must be tailored pur-suant to the existing infrastructure in-cluding the roads, water, electricity aswell as other infrastructure,” he said.

He asserted, in this regard, the roleof government should encourage thedevelopment of infrastructure through-out Bali. Development of tourism in-frastructure should be spread acrossBali. Tourists would be indirectly inter-ested to visit all tourist objects in Bali.“Aside from improving the tourism in-frastructure, the government must alsoimprove the management of a touristattraction. The efforts to improve thetourist attraction in Bali will become thetask of government, including the man-agement of tourist objects in Bali,” hesaid.

BOSTON – The youngest son of the late shah of Iranwas found dead Tuesday of an apparent suicide at his homein Boston, after he had “struggled for years to overcomehis sorrow,” his brother said.

“Once again, we are joined with mothers, father and rela-tives of so many victims of these dark times for our country,”the shah’s oldest son, Reza Pahlavi, wrote on his website inannouncing the death of his brother, Alireza Pahlavi.

Pahlavi, 44, died from a gunshot wound that appar-ently was self-inflicted, said Jake Wark, a spokesman forthe Suffolk district attorney’s office.

Because of this practically every fewdays a ceremony of festival of some kind takes place in someVillage in Bali. There are also times when the entire islandcelebrated the same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day,Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is consid-ered its birth day and celebration always takes place on thesame day if the wuku or 210 day calendar is used. When newmoon is used then the celebration always happens on new moonor full moon. The day of course can differ the religious cel-ebration of a temple lasts at least one full day with some templecelebrating for three days while the celebration of Besakihtemple, the Mother Temple, is never less than 7 days and mostof the time it lasts for 11 days, depending on the importanceof the occasion.

The celebration is very colorful. The shrine are dressed withpieces of cloths and sometimes with brocade, sailings, deco-rations of carved wood and sometimes painted with gold andChinese coins, very beautifully arranged, are hung in the fourcorners of the shrine. In front of shrine are placed red, whiteor black umbrellas depending which Gods are worshipped inthe shrines.

In front of important shrine one sees, besides these umbrel-las soars, tridents and other weapons, the “umbul-umbul”, longflags, all these are prerogatives or attributes of Holiness. Infront of the Temple gate put up “Penjor”, long bamboo poles,decorated beautifully ornaments of young coconut leaves, riceand other products of the land. Most beautiful to see are thegirls in their colorful attire, carrying offerings, arrangementsof all kinds fruits and colored cakes, to the Temple. Everyvisitor admires the grace with which the carry their load ontheir heads.

MANILA, Philippines – Philippine troops and police captured a se-nior communist rebel commander, officials said Wednesday as a 19-day Christmas truce ended this week with both sides vowing to step upfighting.

Foreign tourists complainedrubbish overflowed

Bali PostAMPLAPURA - Rubbishes that have been left overflowed on the road-

side to Amed tourist object, Abang, Karangasem caused traffic jams ac-cording to Karangasem House of Representatives member from Bunutan,Luh Purnamaningsih. Last Tuesday (4/1) she also stated the dump has madeforeign tourists complaining.

The protest was then confirmed by tourist practitioner in Bunutan,Nyoman Sargi and Nyoman Nawi as well. It is very ashamed that theserubbishes are damaging the beauty of the tourist object. Sargi mentionedthat the overflowing rubbishes causing tourism here, especially Amed toLean which is known for its beautiful beaches and called hidden paradise,brought down.

Nawi and Sargi asked those responsible to take care of it. Meanwhile,Luh Puranamaningsih stated have contacted the banjar and village officialof this area yet no action taken until now, “I just wish there are local resi-dents led by the village officials to volunteer in inserting the rubbishes toplastic bags then I can contact Head of Cleanness and Gardening to getthose so it can be brought to the landfills. Yet there are no volunteers yet.”

She stated, according to Purwakerti Village supervisors those rubbishesweren’t dragged by a flood coming from Banjar Bias Lantang yet it wasfrom the village’s river source flood. It seemed that residents are throwingrubbishes there including plastic ones to the drainages and so flood sent itto Amed.

Sargi and Nawi couldn’t wait longer who wants to volunteer so to themKarangasem Council should take action soon to clean up the mess, “Thecouncil can’t only be seen as the ones taking retribution from tourism andhaving rubbishes left overflowed, filthy and causing traffic jam ignored.”

Sargi added don’t talk about the uncontrollable demarcation line on thebeach shores at Lean and its surroundings as the government seemed toignore it too, “The main roads are narrow, many sharp turns and steep roadsup or down while in a number of rivers there are no bridges so duringfloods vehicles are scared they will sink.” (013)

Meanwhile, the number offoreign tourist visits in 2010 was7.01 million with spending moneyamounting to USD 1,085 per person.

Director of Overseas Promotion,Ministry of Culture and Tourism,Gede Pitana, stated the amount of

“In the last 2010, the spendingmoney of tourists increased from pre-viously USD 998 to USD 1,085 in2010 with the length of stay of for-eign tourists in 2010 reached morethan 8 days. This figure has increasedfrom the previous year,” said GedePitana, Tuesday (Jan 4).

According to him, in the period of2011 the central government set the

target at 7.7 million foreign tourists.The target increased by about 10 per-cent compared to the visit in 2010.However, when compared to the tar-get in 2010, then growth could ex-ceed 15 percent.

“Bali as a major tourist destinationin Indonesia provides a significant con-tribution. Of the foreign tourists visit-ing Bali around 2.45 million, the con-tribution of foreign exchange obtainedwas USD 2.658 billion. Or it was morethan 34 percent,” he said.

Office, I.B. Kade Subhiksu, stated thatBali set the target of tourism growth in2011 at 2.5 million to 2.6 million withthe indicator of surging arrival of for-eign tourists in 2010. Provisional dataof foreign tourist visits in the period ofJanuary-November reached 2,275,293people. It increased by 11 percent overthe same period in 2009 with the num-ber of arrival was 2,047,389 people.“Target achievement of 2.5 million to2.6 million foreign tourist visits in 2011is temporary,” said I.B. Subhiksu.

Nevertheless, the target achievement

The wellknown king of Bali is acouple royal named king Udayana andhis wife Gunapryadharmapati (c.10century A.D), then succeeded by theirfamilies. During the ancient history ofBali, a number of temples were builtnearly in the whole island. In thesetemple several kinds of historical re-mains were preserved e.g. statues, in-scriptions etc. As the follower of Hin-duism, Balinese people regard thetemples including the remains in themas sacred monuments for worshipingthe Hindu pantheons, the local deitiesand the ancestor’s spirit as well. Thisreligious function was the responsibil-ity of the Balinese people for keepingthe monuments in well conditions andthe welfare of the living society.

said Wednesday it plans to spend a massive43.1 trillion won (38.3 billion dollars) this yearas it looks to expand its presence in globalmarkets and develop new businesses.

The nation’s largest business group will in-vest 29.9 trillion won in expanding or buildingnew plants producing semiconductors, liquidcrystal display panels and other electronics andan additional 12.1 trillion won on research anddevelopment.

The new investment for 2011, up 18 per-cent from last year, is aimed at cementing “glo-bal market dominance of Samsung’s majorbusinesses,” the group said in its 2011 invest-ment plan.

Projected investment in semiconductorplants amounts to 10.3 trillion won, followedby 5.4 trillion won each on those producingliquid crystal display panels and factories mak-ing the organic light-emitting diode.

The group this year will hire 25,000 newworkers — also a record and up 11 percentfrom 2010.

“Uncertainties over the global economy stillpersist, but we have reached the decision... inan effort to beef up the global competitivenessof our flagship businesses,” Samsung said in astatement.

DETROIT - U.S. auto sales rose to the highest rate in 16 months in December, and majorautomakers forecast the recovery would gather momentum in 2011 as the industry distancesitself from one of its deepest slumps ever.

Auto sales are one of the firstsnapshots of U.S. consumer de-mand. The 11 percent rise in Decem-ber auto sales stands as the latest ina string of indicators including un-expectedly strong factory orders forNovember pointing toward growingconfidence in the recovery.

U.S. auto sales rose more than 11percent in 2010 to almost 11.6 mil-lion vehicles, snapping a four-yearslide that forced the Detroitautomakers into a wrenching re-structuring that included govern-ment-directed bankruptcies for GMand Chrysler.

In a year-end surge that took theindustry by surprise, the annualizedsales rate for December jumped toalmost 12.6 million vehicles, thehighest rate since August 2009 whenthe U.S. government’s “Cash forClunkers” trade-in incentivestouched off a short-lived boom.

Major automakers, includingFord and GM, said they expectedthat sales for 2011 could top the 13million-vehicle level. Analysts saidthat estimate could prove conserva-tive if the momentum of recent

months continues.“We have seen real improvement

in actual consumer demand, particu-larly in the last quarter of 2010,”TrueCar.com analyst Jesse Topraksaid.

General Motors Co’s sales rose7.5 percent from a year earlier inDecember. Ford Motor Co’s salesrose 6.7 percent and the carmakerovertook Toyota Motor Corp as No.2 in the U.S. market for 2010.

The gains for the top U.S.automakers underline the stunningturnaround in the fortunes of GMand Ford. Shares of Ford, whichavoided a bailout, have gained morethan 70 percent over the past year.

Shares of GM are up 13 percentfrom a November initial public of-fering that marked the automaker’sreemergence as a listed companyafter a U.S. government bailout.

GM shares closed up 2.3 percentat $37.90 and Ford stock gained 0.75percent to $17.38 on Tuesday.

Toyota, which has been strug-gling with the aftermath of a safetycrisis that surfaced in late 2009,posted a sales decline of almost 6

percent in December.For 2010, Toyota sales were al-

most flat from 2009, the worst of thedownturn when industry-wide saleswere at the lowest level since the1980s.

Other major automakers posteddouble-digit percentage gains forDecember. Chrysler sales rose 16percent and Nissan Motor Co salesrose 28 percent. Sales for HondaMotor Co were up 21 percent.

Hyundai Motor Co’s sales gained33 percent. Its affiliate Kia Motorsposted a 45 percent gain, continu-ing a trend that has seen the Koreanbrands take share from rivals in arecovering U.S. market.

Hyundai has benefited fromToyota’s stumbles, an improvedreputation for quality and its abilityto undercut established competitorson price.

“South Korean carmakers willcontinue to be ahead of Japanese ri-vals because of new model effects,the favorable currency and im-proved brand image,” Korea Invest-ment & Securities analyst Suh Sung-moon said.

He expected Hyundai and Kia tofurther increase their U.S. marketshare to 8.4 percent this year, fromlast year’s 7.7 percent.

Shares in Hyundai and Kia ral-lied 4.7 percent and 3 percent, re-spectively, in Asian trade onWednesday, while Honda fell 0.6percent and Toyota and Nissan roseless than 1 percent.

Major automakers cited a rangeof negative factors that represent anoverhang for the U.S. economy andauto sales, including the drag froma still-weak housing market, high un-employment and the threat of risinggasoline prices.

But executives and analysts saidthe increased availability of loans forconsumers, rising used car prices andimproving consumer confidence hadtipped the balance toward continuedrecovery for the auto industry.

“I think people are a lot more con-fident in making big purchases now.That’s the story of the fourth quar-ter,” Al Castignetti, the head ofNissan sales, told Reuters. “I thinkwe’re going to see slow, steadygrowth.”

GM and Ford both reported ajump in sales to retail customersthrough dealerships; a category con-sidered the best indicator of under-lying demand.

GM said it expected industry-

wide U.S. sales of about 12.7 millionto 13.2 million vehicles in 2011, ex-cluding heavier work trucks. Fordforecast sales at about 12.2 million to13.2 million vehicles on the same ba-sis.

Nicholas Colas, chief market strat-egist at brokerage ConvergEx Group,said the stronger GM sales for De-cember could force analysts to raiseearnings forecasts for the fourth quar-ter.

“The key variable here is pricing,which improved in the month,” Co-las said in a note for clients.

In a sign of increasing confidencein the pace of recovery, Ford said itwould begin to push its inventory lev-els over the 400,000-vehicle level thatit has maintained in recent months.

One of the bright spots for the De-troit automakers has been the rise insales of trucks in recent months, in-cluding the pickup trucks used heavilyin construction and by other smallbusiness owners.

For December, sales of Ford’s mar-ket-leading F-Series pickup truckswere up almost 14 percent. Sales ofthe rival Chevy Silverado rose 32 per-cent.

Sales of trucks and SUVs remainkey for the U.S. automakers becausethey are more expensive vehicles thatcarry wider profit margins thansmaller and more fuel-efficient cars.

Retail sales: will upswing boost earnings?Reuters

NEW YORK - Investors who were heartenedwhen U.S. retailers reported their best holiday salesseason in three years hope for one more gift: up-graded earnings forecasts.

Wall Street analysts expect top U.S. chains toreport this week that sales at stores open at least ayear, or same-store sales, rose 3.4 percent in De-cember, according to Thomson Reuters data.

That follows a 6 percent increase reported forNovember.

But that strong end to the holiday season hasbeen largely priced into stocks, said Manning &Napier analyst Walter Stackow. Investors are look-ing for companies to increase their earnings fore-casts as a sign that the sales were not “bought”with unplanned margin-sapping discounts.

Those companies’ shares are likely to rise,Stackow said.

Shoppers turned out in greater numbers thisyear, driven in part by pent-up demand after twoseasons of frugality and a general sense that theeconomy is finally improving.

Still, Wall Street is fretting that shoppers willput their wallets away for a while, now that Christ-mas is over. That would place a question markover the U.S. economic recovery given that con-sumer spending makes up 70 percent of the U.S.economy.

“People have tended to shop during the timesthey need to, like holidays or back to school,” saidNomura analyst Paul Lejuez. “During off periods,they haven’t been coming out.”

Three migratory routes emergedas the turtles headed for food-richwaters in the Atlantic, building re-serves over the next two to five yearsbefore returning to Gabon to repro-duce, they reported.

One route led to a circular zonein the mid-Atlantic between centralAfrica and Brazil, and another routewent far south, beyond the Cape ofGood Hope.

A third went straight as an arrowacross the Atlantic to the coast ofSouth America, an ocean-spanning7,563 kilometres (4,699 miles).

“Despite extensive research car-ried out on leatherbacks, no-one hasreally been sure about the journeysthey take in the South Atlantic untilnow,” said Matthew Witt of theuniversity’s Centre for Ecology andConservation.

“What we’ve shown is that thereare three clear migration routes asthey head back to feeding groundsafter breeding in Gabon, althoughthe numbers adopting each strategyvaried each year. We don’t knowwhat influences that choice yet, butwe do know these are truly remark-able journeys.”

Nasser Al-Attiyah won his first stage of this year’s Dakar Rally onTuesday, though his Volkswagen team-mate Carlos Sainz still holdsthe event’s overall lead. Al-Attiyah had started the day third, also trail-ing Stephane Peterhansel’s BMW, but quickly caught Sainz and trailedthe Spaniard home to record a 25-second advantage and his ninthcareer Dakar stage win. But the Qatari was not content with the stagevictory, complaining about a loss of engine power during the day.
