Special Agenda Item No.1 Condolence Resolution on the sad demiseof Prof. Jyotir Mitra, Dr. R Bharathrajan,Member, CCIM and Dr. Kishore Mohan, Ex-Member, CCIM

It was noted that Prof. Jyotir Mitra, Dr. R Bharathrajan, Member, CCIM and Dr. Kishore Mohan,Ex-Member, CCIM have passed away on 17.1.2006, 8.2.2006 and 29.3.2005 respectively.Central Council of Indian Medicine was observed two minutes silence for the peace of departedsouls and passed the following resolution to be forwarded to the bereaved families:-.

“ The members of CCIM are shocked to know the sad and untimely demise of Prof. Jyotir Mitra,Member, CCIM and Dr. Kishore Mohan, Ex-Member, CCIM. They devoted their life to the

Agenda Item No.1 Confirmation of the minutes of 34th meeting ofAyurved Committee held on 20th March, 2005 at NewDelhi.

It was noted that minutes of 34th meeting of Ayurved Committee held on 20.3.2005 were placedbefore the Central Council in its meeting held on 21.3.2005 for consideration and ratification.The same were ratified by the Central Council.

Ayurved Committee confirmed the same.

Agenda Item No.2 Ratification of the minutes of 54th meeting ofEducation Committee (Ayurved) held on 27th & 28th

June, 2005 at New Delhi.

It was noted that 54th meeting of Education Committee (Ayurved) was held on 27th & 28th June2004 at New Delhi and the minutes of the same were circulated to all the members of EducationCommittee (Ayurved) vide this office letter No.3-2/2005-54th Edu. Com (Ay.) dated 15.7.2005.It was requested that addition/deletion, if any may kindly be suggested within 21 days from thedate of issue of the same. In response to the same, no comments of any member were received.

The Ayurved Committee considered and ratified the minutes of EducationCommittee as under:-

i) Consideration of visitation reports of Ayurved Colleges

It was noted that 94 Ayurvedic colleges were visited to assess the available facilities of teachingand practical training for conducting Ayurvedacharya/Ayurved Vachaspati Course and to verifythe compliance before granting permission for the session 2005-06.

The visitation reports were considered by the Committee and decision of the Committee are asunder:-

Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided that strong andstrict warning for construction ofbuilding and removal of othershortcomings be issued.

6. Om Ayurved Medical College, Betul Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

7. Rani Dullaya Ayurved College & Considering available facilities of teachingHospital, Bhopal and practical training in the Institution,

Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

The shortcomings alongwith the instructionto improve the hospital condition beinformed to the college for fulfillment andsubmission of the compliance report by 30th

November, 2005.

8. Rajeev Lochan Ayurved Mahavidyalaya Considering available facilities of teachingDurg and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

9. Government Ayurved College, Jabalpur Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

The Committee noted that teaching staffis very less. Bed strength has not beenincreased upto 100, therefore, college beasked to increase the bed strength upto100 immediately.

10. Bapuji Ayurvedic Medical College Considering available facilities of teaching& Hospital, Challakere and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

11. Amrutha Ayurved College, Amrutha It was noted that 20 UG teachers areChittradurga working in the college in spite of repeated

instructions of Central Council. Committeedecided first college be asked to replacegraduate teachers with qualified teachers.

12. Chattarpati Sahu Maharaj Shikshan Considering available facilities of teachingAyurved Mahavidyalaya, Aurangabad and practical training in the Institution,

Committee decided to grant permission toadmit 100 students in AyurvedacharyaCourse and PG in following subjectsfor the year 2005-2006.

13. Rama Rao Ayurved Mahavidyalaya, Considering available facilities of teachingParbhani and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006 subject tofulfillment of shortcomings and submit thecompliance report by 30th November, 2005.

The Committee noted that Conditionof hospital needs immediateimprovement and college be askedfor the purpose.

14. Manjara Ayurved College & Hospital, Considering available facilities of teachingGandhinagar, Latur and practical training in the Institution,

Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

15. Dhanwantri Ayurved College & Considering available facilities of teachingHospital, Udgir and practical training in the Institution,

Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided that pay scale ofteachers be increased and teachers ofabove 65 years be replaced.

16. Vaidya Yagyadutt Sharma Ayurved Considering available facilities of teachingCollege, Khurja and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

Committee observed that names of some ofteachers practicing in Delhi are included inthe list of teachers. The matter be pointedout to the college authorities and asked toappoint only full time teachers by thecollege as per CCIM norms.

17. Swami Kalyan Dev Government Considering available facilities of teachingAyurved College, Rampur,Muzaffarnagar and practical training in the Institution,

Committee decided to grant permission toadmit 30 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided to instruct thecollege that Demonstrator be convered

18. Uttaranchal Ayurved College, Dehradoon Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided that teachers whoare above 65 be replaced immediatelyby qualified teachers.

19. Jupitar Ayurved College, Nagpur Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

26. Nitishwar Ayurvedic Medical College Committee noted that a complaint by the& Hospital, Muzzafarpur college is received by the President and

decided that after scruitiny of the matter thePresident is authorized to decide foradmission in the college for the year 2005-2006.

27. Gopabandhu Ay. Mahavidyalaya, Puri Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse and PG in following subjectsfor the year 2005-2006.

28. Rajiv Gandhi Education Society It was noted that many UG teachers areAyurvedic College, Ron working in the college in spite of repeated

instructions of Central Council. Committeedecided that first college be asked to replacegraduate teachers with qualified teachers.Then only admission of 40 students bepermitted.

29. Taluka Shikshana Prasaraka Sahakara It was noted that many UG teachers areMandal Ayurvedic College, Sindhagi working in the college in spite of repeated

instructions of Central Council. Committeedecided that first college be asked to replacegraduate teachers with qualified teachers.Then only admission to 40 students bepermitted.

30. Govt. Dhanwantri Ayurved College Considering available facilities of teachingUjjain and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse and PG in following subjectsfor the year 2005-2006.

Committee also decided to ask the collegethat teachers above 65 years age bereplaced immediately.

33. Rajiv Gandhi Ay. Maha., Bhopal Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse for the year 2005-2006.

34. Indira Gandhi Memorial Ayurved Committee decided that as this college isCollege & Hospital, Bhubneshwar visited only as per directions of Government

of India and recommendations of the visitorsbe rejected and report be forwarded to theGovernment of India as desired byGovernment of India.

35. State Ayurved College, Lucknow Considering available facilities of teachingand practical training in the Institution,Committee decided to grant permission toadmit 50 students in AyurvedacharyaCourse and PG in following subjectsfor the year 2005-2006.

Committee also decided that strongwarning be issued that bedoccupancy should be improved upto60% and than only permission fornext year will be considered.

36. JB Roy State Ayurved College & Considering available facilities of teachingHospital, Kolkatta and practical training in the Institution,

Committee decided to grant permission toadmit 60 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided that strictwarning for conversion ofDemonstrators into Lecturers beappointed, teachers appointed oncontractual basis be removed andmore Professors and Readers beappointed as per CCIM norms.

admit 50 students in AyurvedacharyaCourse for the year 2005-2006.

38. Vasant Dada Patil Ayurved College Considering available facilities of teachingSangali and practical training in the Institution,

Committee decided to grant permission toadmit 40 students in AyurvedacharyaCourse for the year 2005-2006.

Committee also decided that Permissionbe granted with strict warning that asinstitution has made not muchimprovement. If improvement arenot made within stipulated periodfurther permission shall not begranted.

It was noted that a Workshop to finalise the Minimum list of Essentialequipments/instruments/machineries/charts/models etc. for the department of Sanskrit, Samhita& Siddhant, Rachna Sharir, Kriya Sharir and Swastha Vritta was organized on 14th & 15th

March, 2005 at Ayurvedic College, Coimbatore.

The Committee discussed the recommendations and following decision weretaken:-

Computerised dissection facilities should be made available.

Deep freezer also included in the list of equipments.

List of equipments mentioned in the Department of Basic Principle shouldbe deleted and added in the Department of Rasashastra and Dravyaguna

Recommendations made for list of space, equipments, books, models,charts machinery etc. should be taken as reference.

It was noted that a Workshop to finalise the Minimum list of Essentialequipments/instruments/machineries/charts/models etc. for the Department of Rasashastra &Bhaishajya Kalpana, Dravyaguna, Agad Tantra and Vyavharayurveda was organized on 28th &29th March, 2005 at Government Ayurved College, Bangalore.

The Committee decided that members are requested to send their suggestionswithin 15 days.

iv) Certificate Courses on Applications of Analytical Techniques in Ayurveda at elementaryand advanced level – regarding.

It was noted that Department of AYUSH, New Delhi has forwarded the proposal to startcertificate courses on applications of Analytical Techniques in Ayurveda at elementary andadvance level. The sailent points of proposal are as under:-

1. Syllabus may be seen at Annexure .

2. Certificate/diploma courses in application of Analytical Techniques in Ayurved.

3. Course at Elementary level deals with the analysis of raw materials as per pharmacopealmethods like titrementry P.H metry.

4. Through correspondance

5. Duration – 03 months + 10-15 days of Laboratory work.

6. Examination should be conducted by University of Pune and CCRAS/AYUSH.

The Education Committee decided that relevant portion of the syllabus be included in thesyllabus of Rasashastra, Bhaishajya Kalpana and Dravyaguna in UG & PG Course.

“In the meeting of Board of studies and faculty of Ayurveda & Unani of this University, therequirement of teachers in the Department of Sanskrit, Samhita and Siddhant was discussed atlengths and it was brought out that one lecturer prescribed by Central Council of IndianMedicine for the subject Samhita Siddhant in the college having 50 intake capacity is notsufficient for teaching present syllabus. Therefore, there should be provision of at least twolecturers for this subject. Accordingly, it was resolved that the Central Council of IndianMedicine may be requested to prescribe at least one more Lecturer for Samhita Siddhant subject.

It was also submitted that Maharashtra University of Health Sciences, Nashik vide their letterNo.MUHS/E-3153/1027 dated 11.3.2005 has asked to revise the syllabus of Kayachikitsaalongwith marks allocation etc. in view of the bifurcation of syllabus of Kayachikitsa andPanchakarma as well as make the provision of lecturer, papers and maximum marks and passingmarks under concern Regulations.

“that University is intending to implement Panchkarma as a new subject from III BAMS firstterm) of October 2004 batch. As the policy of the University is required to be amendedaccordingly the syllabus cannot be implemented retrospectively, the matter was placed beforethe Board of Studies and Faculty of the University for their consideration. These authoritiessuggested following addition and deletion for implementation of the said syllabus.

You sanction for the consequent changes is required.

For third BAMS Course, there will be total 07 subjects instead of 06 subjects and 13papers instead of 12 papers.

The portion related with Panchkarma should be deleted from Kayachikitsa to avoid therepetition of the syllabus. Accordingly, there will be three papers for Kayachikitsainstead of four papers. Therefore, the remaining part of syllabus mentioned in fourthpaper of Kayachikitsa should be included in the third paper of Kayachikitsa.

There will be 300 marks for theory examination in (i) Kayachikitsa instead of 400.

There will be 150 marks for practical examination (ii) Kayachikitsa instead of 200.

As per your suggestion the new subject namely Panchkarma will be of 200 marks (twopapers each of 100 marks) for Theory paper and 100 marks for Practical and oral.

The above amendments will cause the change in total aggregate marks for third BAMSCourse i.e.1300 instead of 1200 for theory examination and 700 instead of 650 forpractical examination. Thus the aggregate marks will be 2000 instead of 1850.

Presently, total period allotted for clinical training to the department of Kayachikitsa(indoor & outdoor), in the hospital attached with the college, is 12 months. Now it shallbe 10 months for the department of Kayachikitsa and 2 months for department ofPanchakarma.

The teachers who are eligible for the post of Professor, Reader, Lecturer in Kayachikitsasubject shall be eligible as a Professor, Reader, Lecturer for Panchakarma subjectalongwith the teacher who is Post-graduate in Panchakarma subject.

Approval to the teachers of Panchakarma cannot be granted without your permission toimplement the syllabus of Panchakarma. The syllabus will be implemented and approval will be

In this regard, it is submitted that Syllabus of Panchkarma has been prepared in the workshoporganized at RT Ayurved College, Akola. (under refer annexure IV). The syllabus ofKayachikitsa after deleting the syllabus of Panchkarma has been prepared in the Workshop atGovernment Ayurved College, Lucknow. (See at annexure V).

If agreed to the Panchkarma subject may be added in the Regulations namely “Indian MedicineCentral Council (Minimum Standards of Education in Indian Medicine) (Amendment)Regulations, 1989”

“While all universities has been allowing Professors and other teachers till the age of 65 years toteach and guide PG students, the Maharashtra Government does not allow such teachers to guidePG students after the age of 60 years.

This is objectionable to CCIM. The Council should direct the Government of Maharashtra toallow teachers till the age of 65 years. This is further requested in view of shortage of teachers inAyurveda.

Education Committee agreed to it and decided that 65 years should be age limitfor teaching and all relevant pruposes.

ix) Decision in respect of consideration of representations and permission for admission etc.

The Committee decided that a Sub Committee consisting of President, CCIM,Vice-President (Ayurved) and Chairman, Education Committee (Ayurved) isauthorized to take decision in respect of decision relating to EducationalInstituti8ons of Ayurved regarding visitation and decision in respect ofpermitting admission etc. after the meeting and prior to convening the nextmeeting of Education Committee (Ayurved).

It was noted that 55th meeting of Education Committee (Ayurved) was held on 22nd August, 2006at New Delhi and the minutes of the same were circulated to all the members of EducationCommittee (Ayurved) vide this office letter No.3-2/2005-55th Edu. Com(Ay.) dated 21.8.2005.It was requested that addition/deletion, if any may kindly be suggested within 21 days from thedate of issue of the same. In response to the same, no comments of any member were received.

The Committee was informed that 41 proposals have been received from Government of Indiafor establishment of new Ayurved colleges, 19 for starting Post-graduate course, 18 to increaseintake capacity of Under-graduate course and one to increase intake capacity of Post-graduatecourse with the request to send the recommendations to Government of India as required underSection 13 A of IMCC (Amendment) Act, 2003 strictly in accordance with the notifiedRegulations in this regard.

The proposal were examined by the office and further by President, Vice-President (Ayurved)and Chairman, Education Committee (Ayurved). It was decided that those new proposalsfulfilling the NOC of State Government, affiliation of University concerned, sent application feeand possesses land requirement fully or partially be visited for assessment of scheme beforemaking the recommendation for issuing/not issuing letter of intent by Government of India tothe concerned Institution.

It was also noted that remaining proposals which were not fulfilling above said criteria have notbeen proposed for visitation.

The Visitation reports were considered by the Education Committee (Ayurved) andrecommended as under:-

ii) Indian Medicine Central Council (Post-graduate Ayurveda) Education) Regulations,2005 – implementation for the MD/MS (Ayr.) admission 2005-06 as per new CCIM rules.

It was noted that Government of India letter No.R.13014/7/2005-NI dated 13.6.2005 hasforwarded the letter of Dr. SV Savarikar, Vice-Chancellor, Gujarat Ayurved University,Jamnagar regarding notified Regulations of PG Course.

Education Committee did not endorsed the content of the letter of Dr. SVSavarikar, Vice-Chancellor, Gujarat Ayurved University, Jamnagar and was ofthe opinion that as CCIM is expert body to prescribe the Standards of Education,therefore, Post-graduate Regulations prescribed by the CCIM are true in thespirit of present need and development of Ayurveda.

iii) Inclusion of Ayurvedacharya (Bachelor of Ayurvedic Medicine & Surgery) degreeawarded by Vinoba Bhave Vishwavidyalaya, Ranchi (Jharkhand) in the Second Scheduleto IMCC Act, 1970.

It was noted that Government of India, Ministry of Health & Family Welfare, department ofAYUSH vide their letter No.R.12013/3/2005-Ay.Desk dated 2.2.2005 forwarded a copy of letterNo.Estt./R0/52/05 dated 13.1.2005 of Vinoba Bhave University, Hazaribag as required underSection 14(2) of the IMCC Act, 1970 for inclusion of Ayurvedacharya (Bachelor of AyurvedicMedicine & Surgery (BAMS) degree of Vinoba Bhave University, Jharkhand. It has beenrequested to send comments/recommendations of Central Council in accordance with theprovision of Section 14(2) of IMCC Act, 1970.

In this connection, it was further noted that Registrar, Vinoba Bhave University vide this officeletter No.27-18/2004-Uni. Dated 11.2.2005 and 29.3.2005 was requested to send the requiredinformation voluntary to Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery)qualification in the prescribed proforma alongwith a cancelled copy of original degree.

The Vinoba Bhave University vide their letter No. VBU/Ex 484/05 dated 12.7.2005 forwardedthe same.

The following facts were noted by the Committee:-

Before bifurcation of Bihar State Surya Mukhi Dinesh Ayurved Medical College, Booty Ranchiwas earlier affiliated to Kameshwar Singh Darbhanga Sanskrit University, Darbhanga. Now thiscollege is affiliated to Vinoba Bhave University, Jharkhand and is imparting AyurvedacharyaCourse.

It was noted that Surya Mukh Dinesh Ayurved Mahavidyalaya, Ranchi is affiliation to thisUniversity is being permitted by CCIM for conducting Ayurvedacharya Course after assessingthe available facilities for teaching and practical training permission being granted to the college.

i) university is following the Curriculum & Syllabus etc. as prescribed by CCIM.

ii) University is following the nomenclature as prescribed by CCIM

Education Committee considered the matter and agreed to recommend toGovernment of India for inclusion of the Ayurvedacharya (BAMS) degreeawarded by Sant Vinoba Bhave University, Hazaribagh Jharkhand in SecondSchedule to IMCC Act, 1970.

iv) Resolution of Dr. Vijay Pathrabe.

It was noted that following resolution has been received from Dr. Vijay pathrabe, Member,CCIM seconded by Dr. KV Shah

“CCIM is the Apex Governing Body of teaching, training and Research in Ayurveda in India.It’s acts and resolutions are binding and are expected to be uniformly executed..

For Under-graduate level, the efforts of CCIM are widely acclaimed and appreciated. However,regarding Post-graduate training, teaching and research, it is unfortunate and said to know thatthere is neither uniformily nor equal standards.

It is pertinent to note that Universities under whose aegis PG programmes and examinations areconducted act as per their own whims and standards, which in turn undermines and diminishesthe authority of the Apex body. The most damaging aspect is the standard of Post-graduatetraining which suffers to no end.

The pattern of teaching, training and examination of PG Study varies and there is no uniformitywhat so ever.

To elucidate pre MD exam, Maharashtra has 1+4 papers in Pune University, Pre MD papers areof 1+1 pattern in Nagpur University. Some examples can be cited by quoting RGUHS,Rajasthan University, BHU. Therefore, to maintain and confirm equal standard of Post-graduatetraining, teaching and examination in a time bound manner, a schedule of programme must befinalized which can be mediated and managed through a Post-graduate board of CCIM whichwill not only bring uniformity but also enhance the standard of Post-graduate teaching, trainingand research in Ayurveda.

It will also address the concerns regarding high standard of research in Ayurveda. Therefore, itis absolutely essential to constitute a Post-graduate board in CCIM.

Therefore, all Hon. Members are requested to give consent for formation of INDEPENDENTPSOT GRADUATE BOARD OF CCIM.

Education Committee considered the matter and agreed to constitute a Post-graduate Committee of the CCIM to regulate the Post-graduate educationspecifically.

v) Consideration of recognition/inclusion of Ayurvedacharya (BAMS) qualification ofBaraktullah University, Bhopal in Second Schedule to IMCC Act, 1970.

It was noted that Government of India vide their letter No.R.12013/12/2004-Ay.Desk dated 16th

June 2004 has forwarded the request of Barkatullah University, Bhopal for inclusion/recognitionfor Ayurvedacharya (BAMS) degree as required under Section 14(2) of IMCC Act, 1970 forcomments.

In this regard following facts are placed below:-

1. Desired information was asked. University has forwarded the curriculum and syllabusbeing followed by the University for conducting Ayurvedacharya Course.

These colleges are being visited by the CCIM time to time and after assessing the availablefacilities for teaching and practical training permission being granted to these colleges.

3. University is following the nomenclature as prescribed by CCIM under concernedRegulations.

Education Committee considered the matter and agreed to recommend toGovernment of India for inclusion of Ayurvedacharya (BAMS) Degree awardedby Barkatullah University, Bhopal in Second Schedule to IMCC Act, 1970.

vi) Rights and privileges of ISM graduates – regarding.

It was noted that a Contempt Application No.174762 of 2004 has been filed by Shri Om PrakashMal. In contempt pettion No.820/2002. In this regard following facts are placed below:-

Petitioner is an Ayurved graduate.

He is running a Pathology Lab and Radio Diagnostic Centre.

Chief Medical Officer of district has directed to ban these two centers.

To revoke the order of CMO, Writ Petition have been filled by the Petitioner.

It is learnt that a Writ Petition No.820 of 2002 has also been filed by hoders of MD(Ayurved) in Rog Vigyana & Vikriti Vigyan of Banaras Hindu University asking to therights and privileges to running the Pathology Lab.

Education Committee was considered to elucidate rights and privileges of the practitioners ofGraduate and Post-graduates of ISM. In this regard, it was also noted that the Central Councilhas pass a resolution.

In this regard, it was noted that Mr. Prabhakar Awasthi, Advocate, High Court was contacted tooffer the opinion in this regard. Opinion of the Advocate, Mr Prabhakar Awasthi is as under:-

“Necessary concomitant of the order dated 19.4.2005 which has been reproduced above is to theeffect that in every given circumstances Council has to clarify its stand and thus shouldessentially file its reply.

This contempt petition is a high profile case wherein High Court has shown its concern regardingquack doctors who are practicing in State of UP without any check and thus is monitoring thepreventive measure which is sought to be taken by various agencies like yours.

It was, therefore, opined that Council should clarify its stand and thus should file its reply beforenext date of listing i.e.24.8.2005.

Education Committee considered the matter and decided that Graduate andPost-graduate of ISM are entitled to run their diagnostic lab etc.

Agenda Item No.4 Ratification of the minutes of 56th meeting of EducationCommittee (Ayurved) to be held on 23rd February,2006 at New Delhi.

The Ayurveda Committee ratified as under:-

i) Recognition of the Post-graduate degree awarded by Amrawati University, Amrawati.

It was noted that Post-graduate qualification awarded by Amrawati University, Amrawati is notincluded in the Second Schedule to IMCC Act, 1970. Government of India vide their letterNo.R.12013/3/2005-Ay.Desk dated 2.2.2005 has asked the comments of CCIM for its inclusionin Second Schedule to IMCC Act, 1970 as required under Section 14 (2) of IMCC Act, 1970.

These colleges have been visited by CCIM and have been permitted time to time to conductUnder-graduate and Post-graduate courses as mentioned against them.

3. Cancelled copy of certificate is also enclosed which is as per nomenclature prescribed byCCIM.

4. Copy of syllabus and ordinance for conducting PG has also been forwarded by Universityand it has been observed that University is not following the Syllabus and Curriculum asprescribed by CCIM.

The comparative statement of available facilities of teaching and practical training was alsoconsidered by the Education Committee.

It was also noted that Hon’ble High Court in which CCIM was also a party has directed tocomplete all the formalities within six months.

The Education Committee decided to recommend to Government of India for its inclusion inthe Second Schedule to IMCC Act, 1970. The Committee considering the shortcomings ofinfrastructure in affiliated colleges also decided that a letter be written to the colleges,University and Government also to fulfill the shortcomings about bed occupancy, Pharmacy,Dissection hall, Library etc. within six months.

ii) Examination of Second Professional

It was noted that following provisions (reads as under) has been made under concern Regulationregarding examination of third profession. It has been observed that this provision is not in truespirit of examination.

(i) “The first professional period shall start from 1st day of July and end on 31st December nextyear. The examination shall ordinarily be completed by the end of December. TheSupplementary examination of first professional shall be held within two months of declaration

However, a student failed in one or more subjects of First Professional examination may beallowed to keep term in Second Professional Course. Only those students who passed in allsubjects, shall be allowed to take the Third Professional examination.”

In this regard it was also noted that if any candidate pass the First Professional but does not passthe Second Professional examination may be allowed to appear in the examination of ThirdProfessional. If candidate passed in Third Professional and does not pass the SecondProfessional can not be declared as pass. After passing the student he/she will be entitle to dothe Internship. Therefore, it is not feasible.

The Committee decided as under:-

A student failed in one or two subjects in First Professional examination may beallowed to keep term in Second Professional Course. However, he/she shouldclear remaining subjects of First Professional Course before appearing inSecond Professional examination.

Likewise, students after passing all subjects of Second Professional Courseshould be allowed to appear in Third Professional examination.

It was noted that Education Committee (Ayurved) in its meeting held on 21.3.2004 felt thatprovision made under concern Regulations regarding internship are not sufficient, therefore,Committee, decided to prepare the further details in the matter. The decision of the EducationCommittee was ratified by Subsequent Ayurved Committee and Central Council. The SubCommittee of following members was constituted by President, CCIM:-

1. Vaidya SK Mishra, Chairman, Education Committee (Ayurved)

2. Dr. Madan Sarup Gupta, Education Committee (Unani)

3. Vaidya GL Chanana, Chairman, Finance Committee.

It was also noted that the meeting of Sub Committee was convened on 5.7.2005 and 6.7.2005and 6.10.2005. All the members attended the meeting.

The Ayurved Committee after going through the recommendations amended theprogramme and time distribution as under:-

1. Nine months training should be in the approved hospital in the followingsubjects:-

i) Kayachikitsa 02 monthsii) Panchkarma 01 monthsiii) Shalya 02 monthiv) Shalakya 01 monthv) Prasuti & Striroga 02 monthvi) Kaumarbhritya 01 month.

2. Three months training should be mainly in respect of National HealthProgrammes in one or more following institutions:-

a. Primary Health Centreb. Community Health Centre/District Hospitalc. Any recognized hospital of modern medicine by Director of Health

Services/University concernedd. Any recognized Ayurvedic hospital or Dispensary by Director of

Ayurved/University concerned.

v) Clarifications regarding new regulations of PG Education ofAyurveda gazetted on 3.2.2005.

It was noted that Rajiv Gandhi University of Health Sciences, Bangalore was asked theclarification regarding clause 11 (b) which states fundamental of non-clinical subjects/clinicalsubjects of Ayurved with an emphasis of applied aspects alongwith with reference studies ofBasic Sciences of Modern Medicine.

1. To provide course contents and scheme of examination for the newly introduced subjectsand the subjects that are split to form new subjects.

2. Clarification of the terminologies ‘Subject’, ‘Specialty’ and ‘Super Specialty’.

3. Academic qualification and experience for eligibility to become teachers, guides andexaminer for the newly introduced subjects like Chaya Avam Vikiran Vigyan and newlyformed subjects like Shalakya Tantra – Danta avam Mukha Roga.

4. Whether a teacher with Academic qualification in Kayachikitsa can become Teacher/Guide/Examiner in Panchakarma etc.,

5. Clause 11-b states “fundamentals of non-clinical Subjects/Clinical subjects of Ayurvedawith an emphasis on applied aspects alongwith reference studies of basic sciences ofmodern medicine”. Please clarify and specify what basic sciences of modern medicineare to be studied.

Education Committee deferred the matter for next meeting.

vi) Addition of Panchkarma subject in the Regulations of IMCC (Minimum Standards ofEducation in Indian Medicine)(Amendment), Regulations 1989.

It was noted that the 54th meeting of Education Committee (Ayurved) held on 27-28th June 2005while passing following resolution and facts decided that following points be consideredthoroughly and draft amendment be prepared for consideration in the next meeting.

It was also noted that Maharashtra University of Health Sciences, Nashik vide their letterNo.MUHS/E-3153/1027 dated 11.3.2005 has asked to revise the syllabus of Kayachikitsaalongwith marks allocation etc. in view of the bifurcation of syllabus of Kayachikitsa andPanchakarma as well as make the provision of lecturer, papers and maximum marks and passingmarks under concern Regulations.

“that University is intending to implement Panchkarma as a new subject from III BAMS firstterm) of October 2004 batch. As the policy of the University is required to be amendedaccordingly the syllabus cannot be implemented retrospectively, the matter was placed before theBoard of Studies and Faculty of the University for their consideration. These authoritiessuggested following addition and deletion for implementation of the said syllabus.

You sanction for the consequent changes is required.

For third BAMS Course, there will be total 07 subjects instead of 06 subjects and 13papers instead of 12 papers.

The portion related with Panchkarma should be deleted from Kayachikitsa to avoid therepetition of the syllabus. Accordingly, there will be three papers for Kayachikitsainstead of four papers. Therefore, the remaining part of syllabus mentioned in fourthpaper of Kayachikitsa should be included in the third paper of Kayachikitsa.

There will be 300 marks for theory examination in (i) Kayachikitsa instead of 400.

There will be 150 marks for practical examination (ii) Kayachikitsa instead of 200.

As per your suggestion the new subject namely Panchkarma will be of 200 marks (twopapers each of 100 marks) for Theory paper and 100 marks for Practical and oral.

The above amendments will cause the change in total aggregate marks for third BAMSCourse i.e.1300 instead of 1200 for theory examination and 700 instead of 650 forpractical examination. Thus the aggregate marks will be 2000 instead of 1850.

Presently, total period allotted for clinical training to the department of Kayachikitsa(indoor & outdoor), in the hospital attached with the college, is 12 months. Now it shallbe 10 months for the department of Kayachikitsa and 2 months for department ofPanchakarma.

The teachers who are eligible for the post of Professor, Reader, Lecturer in Kayachikitsasubject shall be eligible as a Professor, Reader, Lecturer for Panchakarma subjectalongwith the teacher who is Post-graduate in Panchakarma subject.

Approval to the teachers of Panchakarma cannot be granted without your permission toimplement the syllabus of Panchakarma. The syllabus will be implemented and approval will begiven to the appointed teachers, soon after receiving your permission regarding the above saidpoints.”

In this regard, it was noted that Syllabus of Panchkarma has been prepared in the workshoporganized at RT Ayurved College, Akola. The syllabus of Kayachikitsa after deleting thesyllabus of Panchkarma has been prepared in the Workshop at Government Ayurved College,Lucknow.

If agreed to the Panchkarma subject may be added in the Regulations namely “Indian MedicineCentral Council (Minimum Standards of Education in Indian Medicine) (Amendment)Regulations, 1989”

The recommendations of the same was considered by the Education Committeeand approved. All departmental requirements should be divided later on in twogroups i.e. essential and desirable.

viii) Recognition/inclusion of Ayurvedacharya & Ayurved Vachaspatiqualifications awarded by Hemwati Nandan Bahuguna Garwal University,

Srinagar (Uttaranchal)

It was noted that degree awarded by Hemwati Nandan Bahuguna Garwal University, Srinagar(Uttaranchal) is not included in the Second Schedule to IMCC Act, 1970 so far. In this regardfollowing facts are placed:-

3. University has followed the Nomenclature of the degree as prescribed by CentralCouncil.

The Committee considered the comparative statement of available facilities of teaching andpractical training of these institutions.

Education Committee decided to recommend to Government of India for itsinclusion in Second Schedule to IMCC Act, 1970

ix) Relaxation for Post-graduate qualification for the teaching staff appointed prior to1.7.89.

It was noted that Joint Secretary (Ayush) called a meeting with the President, CCIM regardingenforcement of essentiality of Post-graduate qualification for the appointment of teaching staffappointed before 1.7.89. However, the meeting was attended by the Secretary, CCIM.

Further, it was noted that on the demand of President, CCIM, the second meeting was called byJoint Secretary (Ayush) in his Chamber on 19.11.2005. Content of the minutes are as under:-

Raising the issue of non-implementation of essentiality of PG qualification of appointment andpromotion of Ayurveda teachers, the Regulations, 1989 was referred to by the Advisor(Ayurveda). The Chairman, Education Committee, CCIM read out the relevant portion of theRegulations, 1989 and stated that the essentiality of PG degree is applicable only for newappointments and for obtaining promotions only experience has been indicated as essential. TheAdvisor (Ayurveda) corrected him by stating that the spirit of the Regulations, 1989 was toenforce essentiality of PG qualification for all teaching posts from the level of the Lecturer toProfessor. Experience could not replace essentiality of PG qualification for grant of promotion.

It was brought to the notice of the CCIM officials that their stand that the Regulations, 1989 hasnot made PG qualification essential for grant of promotions was not approved by theGovernment and the Government, vide its letters dated 23.12.1996 and 28.4.1997, has made itclear that such an exemption is against the spirit of the Regulation, 1989. On humanitariangrounds, a relaxation can be made to the extent as not to treat the existing, as on 1.7.89, non PGteachers as ineligible for teaching posts but, for gaining promotions they will have to acquire aPG qualification.

Advisor (Ayurveda) insisted that we are dealing with teaching of medical science, whichinvolves question of human lives. When the UGC has made an M.Phil/Ph.D essential forteaching posts even in Arts Colleges, not implementing essentiality of post-graduate qualificationfor teachers of medical sciences is a retrograde step. It is now more than 15 years and the CCIM

has not implemented essentiality of PG qualification, and has allowed non-PG teachers to getpromotions even to the level of Principals of post-graduate colleges. The Joint Secretary(AYUSH) suggested that, atleast w.e.f. 1.1.2006, the Council should not allow further promotionto any non-post-graduate teacher. No appointment to other colleges in the name of transfer ofteachers would be permitted. The President, CCIM assured that this issue will be discussed inthe next meeting of CCIM.

The attention of CCIM office bearers was drawn to the stand taken by CCIM in Writ Petition atJabalpur Bench of High Court wherein the CCIM has made a statement that “PG qualification inthe concerned subject has been made compulsory for new recruitment of teachers made after1.7.89, but for teachers appointed before 1.7.89 but promoted/nominated after 1.7.89, PGqualification shall not be compulsory.” The Council has issued similar clarification to all StateGovernment vide letter dated 29.3.1996. In this context, attention of the CCIM officials wasinvited to the provisions of Section 36(1) of the IMCC Act, 1970. The Section 36(1) of the Actstipulates that all the Regulations, which include Regulations and amendment/addendum orclarification to the Regulations, to be issued by the CCIM; (i) should have prior approval of theGovernment and (ii) should be notified in the Official Gazette. The Government of India hasnot approved the proposal dated.11.12.91 of the Council as such their clarification, sent to theState Governments vide letter dated 29.3.96, and the statements made in the said Writ Petitionare legally void for not complying with the provisions of the IMCC Act, 1970.

The Joint Secretary (AYUSH) requested the President, CCIM that in the interest of maintainingquality and credibility of the Ayurveda/Unani education essentiality of PG qualification for allappointments and promotions of teachers should be implemented, immediately. Atleast fromnow on teachers not having post-graduation degree should not be made Professors and Principalsof Ayurveda/Unani colleges. The President, CCIM informed that he will take this matter in thenext meeting of the Council, which is due in March, 2006.

Education Committee referred the matter to the Central Council.

x) Consideration of visitation/verification report of compliance etc. of the college(proposals) received through Government of India for forwarding

recommendations/comments of Central Council to the Government of India.

It was noted that Government of India has forwarded the compliance report of following collegesfor forwarding the recommendations/comments of the CCIM.

Banaras Hindu University has been permitted by the Central Council for conductingAyurvedacharya Course with intake capacity of 50 students since 2000-2001.

University has forwarded the cancelled copy of the degree which seems to be as perprescribed nomenclature of CCIM.

University has forwarded a copy of curriculum and syllabus of Ayurvedacharya course

Education Committee considered the matter and agreed to recommend toGovernment of India for its inclusion in Second Schedule.

xii) Finalization of Minimum Standard & Requirement forAyurved/UnaniSiddha colleges and Hospital .

It was noted that Govt. of India vide letter No. R.11011/6/2005-EP dated 12th January, 2006 hasconstituted a sub committee of following members is for following purposes.

1. to look into Course Curriculum of BAMS, BUMS and BSMS and in view of that fixminimum standard for ASU Colleges .

2. To examine the draft regulation of minimum standard for establishment of new colleges inAyurved/ Siddha/ Unani

3. To formulate minimum standard format/check list for verification for infrastructure of theapplicant as per minimum standard of ASU education regulation for use of inspection team.

xiii) Minutes of Sub Committee constituted by Education Committee (Ayurved)

It was noted that a resolution regarding inclusion of Modern subjects in the syllabus of Under-graduate Course in all the systems of Medicine was moved by Dr. VP Tyagi and seconded by Dr.Suhas Purchure and other in the meeting of Ayurved Committee held on 18.3.2005. CentralCouncil while considering the resolution referred to respective Education Committees.Education Committee (Ayurved) in its meeting held on 27-28th June 2005 authorized thePresident, CCIM to constitute a Sub-Committee for consideration of the matter. President,CCIM constitute a sub-committee consisting of the following:-

Visitation report of Om Ayurved College, Betul

It was noted that a complaint regarding infrastructure, teaching staff etc. of Om AyurvedCollege, Betul was received in the office. As per instructions of the President, CCIM the collegewas visited by Dr. BK Jaisingh, Member CCIM and Dr. PR Sharma, Secretary CCIM.

Education Committee considered the matter and decided that decision on thisvisitation report will be taken with the next visitation report.

Addl. Agenda Item No.1 Regarding Karnataka State Private AyurvedicMedical College & Hospital Association’sFederation, Gajendragad.

It was noted that a letter dated 172.2006 was received from Karnataka State Private AyurvedicMedical College & Hospitals Association’s Federation, Gajendragad requested to consider thefollowing:-

1. Provision of Ayurvedacharya (BAMS) Graduates as teacher in Ay. colleges is permittedonly upto June 1989. As there is a shortage of PG in the country, we request you toextend graduates as Lecturers by utilizing their services for para medical andclinicalpracticals which gives life to more than 700 families of Ayurveda teachers whoare working as a teaching staff with many years of service. So once again it is ourrequest let them serve as lecturer only if they want promotion PG qualification be madecompulsory.

2. Bed Ratio instead of 1:3 it should be 1:1.

In Ayurveda major treatment is Panchkarma and Ksharakarma. As most of the patients receivedPanchkarma treatment they are not taking the admission in the hospital. They are trated as outpatients. In the course of treatment they admit only one or two days and about Ksharakarma alsousually cannot admit they take only out patient treatment, though there is a patients flow i.e. onlyfor OPD and OPD based treatment but not IPD. Only few patients get admit for the treatment soit is our requested to reconsider bed ratio to 1:1.

3. Reconsideration of Staff Pattern:

The work load of teaching staff be considered on par with UGC norms. The PG staff be allowedto teach allied subjects keeping the old seven department pattern, BAMS graduates be allowed asLecturer for para medical and clinicals and practicals. BAMS graduates can be promoted if theypass PG. In order to strengthen Prasootitantra and Shalya department, MBBS, MD Gynocologyand MBBS MS be permitted teach BAMS students and consider their teaching as part of workload.

4. To encourage PG Course needs some relaxations as stop gaparrangements for a period of 5 years

a) As qualified PG teachers are very less in number or some time even not availableso relax the age limit 65 to 70.

b) Allowed to guide lecturer, Assistant Professor and Professor at the ratio of 2,3 and5.

c) New PG course should be introduced and permitted to the guide and deal withallied subjects in the same college or neighboring college.

Ayurveda Committee did not agree to the above.

Addl. Agenda Item No.2 Resolution of Dr. SP Bhattachrya,Member,CCIM

That following resolution is to be incorporated in the Ayurved Committee and Central Councilmeeting. This become necessary as because ISM doctors have to work under Allopathicadministration in most of the States.

RESOLUTION: AYUSH (Ayurved/Unani/Siddha) doctors are competent to handle medicolegal cases as they are being taught in their syllabus. The information are to be passed to allChief Secretaries and Health Secretary of the States.”

Ayurveda Committee agreed to the above.

Ayurveda Committee decided that this institution should also follow the rulesas other Universities followed in this regard.

Addl. Agenda Item No.5 Resolution of Dr. Sivanandam & Others

It was noted that following resolution was moved by Vaidya Sivanandam & other 17 membersstated that the following matter which is very important norm to include in the morms ofAyurveda by establishing Goshala with minimum cows in the institution (to start or run thecollege & hospital).

It is well known fact that cow milk is used to prepare number of important formulations likeKounchapakam, Ksheerabale Tailam, Ganadhaka Shudhi etc.

Cow mutram is used in number of formulation like Punarnavamanduram for shudhi, Vishamusi,Vatsanabhi etc.

Butter milk for shodhanam and used to cure various diseases and shodhanam for number of rawdrugs.

Curd is used to prepare a number of medicines and in various formulations.

Cow dung is used to purify number of raw drags like Bhaliataka etc. and to prepare the Bhasmasand being used in putas.

Cow dung also useful as fertilizer to cultivate the medicinal plants and herbs.

Cow grutham used in number of grutham formulations and in Shudhi of many raw drugs and inthe treatment of various diseases Goshala is very very imports as Herbarium and Pharmacyprovision.

We have mentioned only few examples there are thousands of benefits for Ayurvedic system andto the students of Ayurvedic and its patrons.

We reques you Sir, kindly include the Goshala with minimum cows in the norms of Ayurveda tostart or to run the college and hospitals.

Ayurveda Committee decided that provision of Gaushala may be keptattached to Rasayanasala to the possible extent.
