“THE PEARL OF EUROPE”

Known as “The Pearl of Europe”, Chernivtsy has unforgettable architecture, exquisite art, it combines the elements of the culture of various nationalities and is famous with the warm hospitality of its inhabitants. Strolling along its ancient streets you may feel as though you have traveled back to Middle Ages or Late Renaissance city. The magic power of history and rich cultural life attract many people to Chernivtsy. The city is like a legendary museum under the sky, which gives inspiration to everyone who visits “The Pearl of Europe”.

Being truly one of the jewels of Eastern Europe, Chernivtsy consists of enormous counts of historical, architectural and cultural landmarks. The city was found almost 600 years ago and it quickly became the centre of trade and commerce for the region. Chernivtsy achieved the basic development in Austrian period, being the centre of the Bukovina province of Austro-Hungarian Empire. Due to its geographical location and natural resources, the city was a constant attraction for strangers – Tartars, Poles, Austrians, Hungarians, Russians, Jews, and Germans. Throughout the ages, conquerors have introduced into the city their traditions, cultures, religions and architecture – a mixture of gothic and baroque, renaissance and Romanesque, empire, rococo and eclectic modern. Throughout its history, however, the living traditions of Ukrainian national culture have always been prominent in Chernivtsy.

Chernivtsy of today is a city where the past meets future. Historical streets are full of people hurrying to find their place in modern-day Europe. Heroes from monuments look down at the students visiting cafes, bars and restaurants. Visitors of the city stroll through beautiful parks, feel inspiring atmosphere and beauty of the former Bukovinian Archbishop's Residence, now – Chernivtsy National University named after Yuriy Fed’kovych, relax in the hotels, visit the performances in the drama theatre, considered to be one of the most beautiful in all of Europe. Living in Chernivtsy you‘ll manage to feel the spirit of ancient Bukovina, legends of the Carpathian Mountains, that hide in every corner of its ancient buildings. Chernivtsy is the outstanding city of West Ukraine, political, cultural and economical centre of Northern Bukovina as well.Chernivtsy is the administrative centre of Chernivtsy region, last counts 910,5 thousands of citizens, occupies 8,1 thousands km2, covering 1,3% of the territory of the Ukraine. The proximate population of the city is 242,3 thousands and every day it additionally accepts up to 30 thousands person. The territory of the city is 153 km2

•Chernivtsy region shares the borders with next ones: Ivano-Frankivska, Ternopilska, Khmelnitska and Vinnitska of Ukraine, and state ones with Romania and the Republic of Moldova. There is state border with general length up to 404,4 Km on the territory of the region, including ones: • with Romania 226,4 km, • with Moldova Republic 178 km.Custom control is performed in the check-points of the Vadul-Siret and Kelmentsi customs.•Districts quantity: 11. General quantity of inhabited settlements: 417, incl.: cities - 11, towns - 8, villages - 398. Tourist establishments – 82.

THE HIPPOCRATIC OATH

I swear by Apollo Physician and Asclepius and Hygieia and Panaceia and all the gods and goddesses, making them my witnesses, that I will fulfill according to my ability and this oath and this covenant.

To hold him, who has taught me this art as equal to my parents and to live my life in partnership with him, and if he is in need of money to give him a share of mine, and to regard his offspring as equal to my brothers in male lineage and to teach them this art if they desire to learn it without fee and covenant: to give a share of precepts and oral instruction and all the other learning to my sons and to the sons of him who has instructed me and to pupils who have signed the covenant and have taken an oath according to the medical law, but to no one else.

I will apply dietetic measures for the benefit of the sick according to my ability and judgment: I will keep them from harm and injustice.

I will neither give a deadly drug to anybody if asked for it, not will I make a suggestion to this effect. Similarly I will not give to a woman an abortive remedy. In parity and holiness I will guard my life and my art. I will not use the knife, not even on sufferers from stone, but will withdraw in favor of such men as are engaged in this work.

Whatever houses I may visit, I will come for the benefit of the sick, remaining free of all intentional injustice of all mischief and in particular of sexual relations with both female and male persons, be they free or slaves.

What I may see or hear in the course of the treatment or even outside of the treatment in regard to the life of men, which on no account one must spread abroad, I will keep to myself holding such things shameful to be spoken about. If I fulfill this oath and do not violate it, may it be granted to me to enjoy life and art, being honored with fame among all men for all time to come: if I transgress it and swear falsely may the opposite of all this be my lot.

DEAR APPLICANT, At the turn of millennia the question of the role of science

in securing the future arises acutely as never before. The leading countries of the world, taking care of their potential, contribute to the development of education and training of medical personnel physicians, pharmacists, nurses, medical psychologists and others. The Medical University which I have the honour to head has trained tens of thousands of physicians for Ukraine, closely and distantly situated countries over the 60 years of its existence.

Powerful educational, material and technical bases, scientific-pedagogical personnel, renovated content of training, the introduction of modern information technologies promote the effective mastering of the profession and moulding of the personality of a future medical specialist.

Well-organized leisure time of our students is a pledge of high spirits and success.

Nowadays there are 6 medical faculties in it: 4 medical, a pharmaceutical one and a faculty of postgraduate education. A preparatory department for foreign citizens (learning of Russian / Ukrainian language) functions there too. The following subdivisions form part of the University – Chernivtsi,Vashkivtsi and Novoselitsa medical colleges. According to the MPH Ukraine license 175226 (11.07.2005) complete higher medical education is provided in “Medicine” and “Pharmacy” directions. “Medicine” includes “General medicine”, “Pediatrics”, “Medical psychology” and “Dentistry” specialties, “Pharmacy” - “Clinical pharmacy” of the specialist’s educational level. Our staff is highly outstanding. Experienced professionals who have the exclusive pedagogical skills are employed in BSMU nowadays. There are 54 Doctors of Sciences and Professors, 303 Candidates of Sciences. The majority of them are honored workers of science and engineering, honored workers of high education and honored physicians of Ukraine. Simultaneously about 3500 students study at the University at present, more than 200 of them are citizens of over 20 countries of the world (India, Somali, UAE, Morocco, Nepal, Palestine, Pakistan, Syria, Sudan, Tunisia, Nigeria, Israel, Ghana, Germany, Denmark, Ethiopia and other countries among them).

Bukovinian State Medical University - BSMU - is a modern institution, a cordial place for work and going into studies. It is a state higher educational institution providing educational-professional programs of the different levels. Basic training of specialists on next specialties following educational-qualifying levels is carried out in BSMU: «Junior medical specialist», “Bachelor”, “Specialist”, postgraduate education – internship or magistracy for 19 medical profiles, clinical residency (50 specialties), PhD programs (22 specialties), working for grade of doctor of medicine in 5 specialties. Mentioned activities are approved by certificate РД - IV № 254635 dated July /13/ 2005.

The University was founded in 1944; it functions on the principles of the state property and is subordinated to Ministry of Health of Ukraine (state certificate of registration АОО series № 353591 dated 09.06.2005, issued by executive committee of Chernivtsy city council). The University acts on the base of its Statute agreed by Ministry of Education and Science of Ukraine and affirmed by Ministry of Health of Ukraine on 15th March 2005.

Bukovinian State Medical University is educational institution recognized as member of International Association Of Educational Universities (IAEU) of World Health Organization (WHO). BSMU is Member of Association of Carpathian region Universities as well.

Tuition fee is one of the most reasonable in Ukraine. For education in “General Medicine” specialty in English medium one has to pay 2950 USD per year, in Russian/Ukrainian medium price is 2750 USD per year. The cost of education on the preparatory course for learning Russian/Ukrainian language is 1150 USD per year, on the Post-Graduate faculty (clinical residency, PhD programs) – 2950 USD per year. Owing to the high educational standards the university maintains admission of significant number of concerned persons for education both from Ukraine and abroad yearly.

DEAR APPLICANT,Choosing the place to study Medicine is not an easy

way by all means. However, I would like to invite you to attend one of most challenging medical Universities of Ukraine, the authority of which is well known throughout the world. It is Bukovinian State Medical University. The university has a truly international and historical atmosphere. One of our primary purposes is to help students achieve the highest academic standards. Most of the University departments are well supplied with educational, diagnostic, medical and scientific equipments. The students are provided with computer classes and Internet access. Nowadays the medical faculty is the most significant among the enormous faculties of the University. About 2500 students are studying now here, incl. 350 foreign students. The teaching process is effectuated by up to 400 tutors – academicians, professors, assistant professors, senior teachers. The majority of them are honored workers of science and engineering, honored workers of high education and honored physicians of Ukraine.

More than 100 lecturers of the University worked at higher medical educational schools of foreign countries of Asia, Africa, South America at different times and are working now. They have a good command of foreign languages and abundant experience of training foreign students.

Students have a great opportunity to learn all the basic and clinical sciences at a high level that mould outlook and practical abilities of a physician. Schools of Endocrinology, Physiology, Morphology, Gastroenterology, Neurology, Cardiology, Surgery were established here that are well known in the Ukraine and abroad. A reliable background exists in the university for studying all the necessary subjects and gaining practical skills. The teaching of clinical subjects is conducted at high level allowing students to learn modern informative and effective methods of diagnostics, treatment and prophylaxis of different diseases. Students can improve themselves by participation in the work of clinics and hospitals by visiting clinical seminars, professors’ round ways, consultations of leading specialists, disputes. There are students research societies at every department, where students analyze complicated and interesting case histories, acquire diagnostic and treating manipulations, improve previously acquainted practical skills.

All the abovementioned has served as a powerful background for the high results of the final attestation of university graduates. Our students have been consistently occupying the leading positions in the all-Ukrainian Olympiads and in accordance with the results of passing of license examination “STEP-2” in recent years.

Scientific Students Association works progressively at Bukovinian State Medical University. 1st year students may join Scientific Students’ Society according to their interests and hobbies where they will gain practical and theoretical skills of working with scientific literature. Starting from 2nd and 3rd years of study,, students can participate in practical research or master the major principles of performing experiments at the departments of basic medical disciplines. They practice new methods of patient’s examination employing the modern diagnostic equipment later at clinical departments. As a result of students-scientists’ fruitful work up to 150 scientific papers are published in periodical medical publications annually.

The good tradition of Scientific Students Society is annual holding of the International Medical-Pharmaceutical Conference of Students and Young Scientists. Students and young scientists represent their work and research results during it. English is one of the languages of conference so students and young scientists from Russia, Moldova, Romania, Poland, Italy, Syria, Saudi Arabia, India and other countries are it’s respected guests. Every year different forums and Olympiads are organized in BSMU as well. Our students and young scientists participate actively in other international scientific events, Olympiads and forums as those carried out in Austria, Germany, Poland, the Netherlands, Republic of China, Japan, Montenegro and others.

Students study basic medical and humanitarian subjects in the 1-st and 2-nd years. Dealing with clinical disciplines starts from the 3-rd year. After completing the 1st year students take a working practice, after 2nd – the practice of the junior medical employer, after 3rd year – practice of medium medical personnel (nursery), after 4th and 5th years work as physician's assistant.

After graduating from the university young specialists go on post-graduate education to clinical residency. Students who are perspective scientists get the recommendation letter for the research work from the departments and are directing by Scientific University Board for further education in magistrature, clinical residency, PhD fellow-programs.

The medical stuff of the university is looking forward for proper young generation who will continue to enrich the traditions of this glorious institution. 17

The main tasks of the faculty of postgraduate education are:•primary specialization of the graduates of High Medical (Pharmaceutical) Educational Establishments of III-IVth accreditation levels in clinical residency; •obtaining by physicians and pharmacists of the educational-qualification degree of Master of Medicine (Pharmacy) in certain specialty;•physicians retraining with awarding the title of the doctor (pharmacist) for acquiring a new, second medical (pharmaceutical) specialty;•Professional development and organization of passing of pre-attestation courses, cycles as well as thematic training for/by physicians;•Probation of physicians who had a break in their practical activities or didn’t passed the attestation or exams in time;

Celebration of the New Year

International activity of the university is directed to the further integration in European and world medical structures and organizations. Our basic goal is studying and application of leading experience in the field of higher medical education, development of research and promotion of university’s achievements to the world society.

In this context the University has a number of agreements on cooperation signed between V. Babesh University of Medicine and Pharmacy, Timishoara, Romania; Medical University N2, Moscow, Russia; Weber State University, Utah, USA; Lubeck University, Germany. The scientists of the University support close relations with scientific and educational institutions in Germany, Austria, Great Britain, Poland, France, Sweden, Switzerland, Romania, Russia and Republic of Moldova.

Factors that favor the increase of student’s number are high academic university standards, daily improving of conditions for living and rest, and city infrastructure. Such growth is the sign of the university stability, high opinion of colleagues from the different parts of the world about knowledge and skills gaining here.

The majority of our graduates of different academic years has confirmed knowledge and high qualification level abroad and works currently worldwide – in the countries of Europe (Poland, Romania, France, The Netherlands, Great Britain, Portugal, Italy, Greece, Germany, Sweden), America (Canada, USA, Argentina), Asia (Israel, India, Pakistan, Jordan, Syria), Africa (Egypt, Tunisia, Somalia, Cameroon), In Australia.

About 200 foreign students of 19 countries of the world study at the University at present (among them are citizens of India, Jordan, Morocco, Nepal, Palestine, Syria, Sudan, Tunisia and other countries). The list of countries from where students arrive to Ukraine for studying at Bukovinian State Medical University is numerous enough.

Tuition in all faculties is conducted in Ukrainian, Russian or English. Foreign citizens who have no command of Ukrainian or Russian can enter a one year preparatory division for course which includes an intense language program. The graduates of the mentioned division ma enter the first year of our university or any other institution in Ukraine.

Giving out the Invitation to study for foreign citizens is carried out by the Ministry of Education and Science of Ukraine and by the University as well under the following circumstances: foreigners should present all the required documents (or copies) to the university under visa supporting of the Institute of International collaboration (details – in the unit “Visa support”)

Choice of language medium for education is made by an applicant.

15 Aug -15 Nov – admission time for foreign citizens for studies.

Foreign citizens have to provide next documents:

1.A copy of the Birth Certificate*;

2.A Copy of a Higher or Secondary Education Certificate and a Mark Sheet*;

3.A Medical Health Certificate authorized by the Official Health Care Body of the country a foreigner arrived from, and given not later than 2 months prior to the arrival of an applicant for training in Ukraine*;

4.A Medical Certificate certifying the Absence of HIV infection (in case no other certificates are provided by International treaties of Ukraine);

5.Insurance Police for emergency medical aid (except for foreigners who arrived from the countries which have signed agreements on rendering free emergency medical aid);

6.6 photos of an applicant (60x40mm);

7.A return ticket to the native country with an open date of return valid for 1 year.

The item “A”,”B”,”C” must be legalized in Ukrainian Embassy in the country of applicant citizenship.

Tuition fee for foreign citizens in Ukraine is determined and established by Ministry of Education and Science, Ministry of Finances and Economics.

Bukovinian state Medical University can provide dormitory accommodation for students (annual accommodation fee is 20-50 USD per month depending on chosen comfort conditions). Students dormitories are located closely to principal buildings and clinics of the university - 10-15 min walking distance). Dormitories contain all required for studies (Internet-clubs, library, reading-halls), everyday being (canteen proposing cuisine of different countries, cafes, the barber’s and the laundry open) and recreation (billiard, gym, satellite TV with access to India channels). The possibility of visiting students by their relatives exists so separate base for guests acceptance was created in the university.

Student’s life

Studying at the Bukovinian State Medical University is something more than being among historical buildings, meeting prominent lecturers and attending well-organized tutorials. It also means a unique experience of living in beautiful university city, the possibility of being part of lovely institution’s traditions, meeting a lot of interesting people and making new friends. The University does it’s best to make students feel at home, the sense of being a part of large family, meeting together for celebrating holidays and notable dates. A recreation camp near Dniester River is built on the base of University where students have the possibility of leisure filled with sports and other games or just to relax in the lap of nature; University possesses also the “Akademichnyi Palace”, where evenings of humor take place, and possibilities for development of vocal abilities, bands of folk songs and dances exist.

VISA SUPORTForeign citizens willing to study at the Chernivtsy State

Medical University apply to department of International relations or to its official representatives for official “Invitation to Study”. Information on official representatives of the university abroad may be found on our web-site www.bsmu.edu.ua. Official representatives will guide you through all procedures of admission.

In order to get “Invitation to Study” applicant has to present all the documents mentioned in the part “Department of International relations” (“Admission documents required”). Applicants may send the copies of mentioned documents by regular mail, fax (+38-0372-585811) or E-mail – [email protected]

After documents revision in case of positive decision, payment of taxes for visa support and invitation blank as well as deposit for education (10% of annual tuition fee) official invitation will be issued and sent to applicant. In separate cases deposit size may be reviewed and changed by the university.

As a rule this document is sent by quick (express) delivery service (DHL) at applicant’s expense. For this purpose exact mailing address, phone/fax number of the applicant are required. Due to courier service the “invitation” will be received by the applicant in 3-5 days.

Simultaneously, department of International relations prepares and sends the information about applicant to the Ministry of Education and to the Ministry of foreign Affairs for legal reasons of issuing the “Student Visa” and legal crossing the border by the applicant.

On getting the “Invitation to Study” foreign candidate has to apply to the nearest Ukrainian Embassy in their or neighbour country for “Student’s Visa” obtaining. To apply for “Student’s Visa” one must have the original “Invitation to Study” and originals of the documents mentioned above.

Before traveling to Ukraine applicant has to inform the Department of International relations about exact date, time and way of arrival (plane, train etc.), as far as possibility of meeting him by the official university representative or by employer of Ukrainian state centre of International Education exists and special official “Letters for meeting” to Immigration service have to be prepared. After arrival to Ukraine, passing the Entrance Interview, signing the “Contract for Study” and paying rest of tuition fee and fee for accommodation, student will get the registration in Internal Affairs department.

MEDICAL INSURANCEForeign students are obliged to have a valid health and

accident insurance. University uses DASK “Ukrinmedstrakh” – Ukrainian State company rendering emergency medical aid to the foreign citizens which is guarantee of quality and in-time rendering of medical aid. This company co-operates with 820 medical establishments in Ukraine, which are selected according to the reference of Ministry of Health of Ukraine and referred to polyclinic and out-patient establishments with higher-qualified experts.

The cost of medical insurance is about 100 USD.

THE LEGAL SYSTEM OF UKRAINIAN EDUCATIONAll the educational programs are regulated by the Ministry

of education and Science of Ukraine and the Ministry of Health Care of Ukraine. The Diplomas and certificates issued to graduated foreign students by the Chernivtsy State Medical University are legalized by the Ministry of International Affairs of Ukraine.

How to get to ChernivtsyChernivtsy has airport servicing both domestic and international flights. Yet,

majority of foreign students arrive to International airport Boryspil (Kyiv) provodong connections with most of countries in the world. Transfer from Boryspil airport to chernivtsy is possible daily using aviacommunications (daily flight Kyiv-Chernivtsy), railway (2-3 trips per day) or autobuses.

ClimateClimate here is moderate continental. Average temperature is -4°С in

January (26,6 F) and +22°С in June (68,9 F). Annual rainfall: 26 inches with an average of 66 cloudy days per year.

Time differencesUkraine is in one time zone, two hours later Greenwich Mean Time. The

country observes daylight saving time from the first Sunday in April to the last Sunday in October by advancing the clocks one hour.

Cost of living Cost of living in Chernivtsy is approximately next:Room in the hotel - 20-100$ per night.Living in the hostel/dormitory – 30-50 USD per month, correspondently,

240-600$ per year which depends upon conditions.Private accommodation (rent of the flat) 100-300$ per month.Board: average cost of one meal is from 1,5$ (student’s cafe) to 20$

(restaurant). The possibility of getting of subscription for international canteen visiting exists in the dormitory.

PhonesPublic phones are valid for local and international calls. They work

owing to telephone cards which you can get in every Post Office or kiosk with press. International phone connection is also mediated by Utel (Ukrainian telecommunication). For performing of international call you have first to dial 8, after second tone of connection – proceed with 10, then code of the country, region and telephone number. For eagers to call from abroad: code of Ukraine – +380, local code of Chernivtsy – 372.

For calls within of Ukraine dial 8, then after second signal – just dial the code of the region and the telephone number you need. You can also take with you your GSM-phone, buy SIM-card and use your usual type of mobile connection.

Post OfficesThere are enough Post Offices in Chernivtsy. Express mail delivery

services are available here.

TransportTrolleybuses/BusesAs a rule, public transport is crowded. The tickets are bought in

transport directly. The cost of ticket is 0,75 UAH for trolleybus, 1,25 gryvna – in the van called “marshrutka” for one ride and is not dependable on distance and time of travel. The cost of travel on the taxi depends on time and travel distance (about 6-20 UAN).

Frequently asked questions1. What are conditions for getting the invitation for study at the Bukovinian State Medical University?

candidate has to submit to international relations department by fax, e-mail or regular mail next documents – application form, passport copy, copy of certificate about higher/secondary education with stated grades. Information may be submitted via our official representatives abroad. (see complete list upper). On receival, decision about possibility/impossibility of invitation to study. In case of positive decision applicant has to make pre-payment in total amount 20 USD (invitation form and visa support procedures) + costs for DHL delivery of the document. In case of necessity university may ask to make prepayment in total amount 10-50% of tuition fee for first educational year.

2. What is the cost of study? Whether it includes registration, accommodation etc? You can learn all about tuition fee from the brochure. Registration in the Policy agency, medical insurance and accommodation are not included into tuition fee.

3. Have foreign students the possibility to study and work simultaneously?According to the Ukrainian Law foreign students who arrived to Ukraine for study and have students visa, t cannot work in parallel. This does not concern persons having refugee status and permanent living here.

4. Can the contract’s price of payment for education change after signing it?Contract’s sum cannot be changed for the all period of its validity.

5. Are Eastern national cuisine and vegetarian food available in Chernivtsy? Yes, there is a students canteen in the dormitory where you can enjoy Indian meals, incl. meals for vegetarians, arabish cuisine. There are numerous cafes in the city where one can taste meals from Japan, Viet-Nam, Turkey, Korea, Georgia, Syria etc.

6. What are possibilities for sports and recreation?The university provides possibility of going into different kinds of sports for students. The sports-health-improving centre of Bukovinian State Medical University – “Health” is situated in a picturesque village called Repuzhyntsi (about 60km from Chernivtsy), near Dniester River.

7. How do local citizens treat foreign students? Is it obligatory to learn Ukrainian language? Chernivtsy has developed across centuries tolerance to different nationalities. Local citizens respect

foreigners. Knowledge of Ukrainian language is not obligatory, as far as most citizens can speak English, German, Romanian or Russian languages.

8. Do national societies exist in the university? Whether keeping to different national and religious rituals is possible? Yes. Numerous Indian, Somalia, Sirian, Pakistan societies exist here. The mosque acts in the dormitory where most of foreign students live. Rector’s office favors celebration of principal religious and national holidays.
