Rationale
This year’s fourth annual coordinated swine commodity R&D program review will highlight 3 ongoing programs, 1 completed program, 4 ongoing projects and 1 new project under the PCAARRD’s Swine Industry Strategic S&T Program (ISP). The Swine ISP provides vision and direction for all actors and key players in the National Innovation System (NIS) offering S&T solutions affecting the swine sector. As a blue print of the S&T plan, the swine ISP embodies and encapsulates bundles of interventions under for the swine industry’s development. Also, the swine ISP indicates specific performance parameters and concrete production targets that are used as indicators of success of R&D initiatives and S&T based interventions of the programs and projects being implemented.
The ISP-based strategic programs/projects on swine are meant to increase productivity, improve production efficiency and enhance the overall competitiveness of the Philippine swine industry. Also included are strategic program/projects for the conservation, improvement and sustainable utilization of Philippine native pig genetic resources.
Essentially, this annual commodity program review is being conducted as part of the PCAARRD’s monitoring and evaluation (M&E) mechanism to assess the accomplishments and progress of all ongoing/completed swine R&D projects/programs supported by PCAARRD. Specifically, this activity is organized 1) to gather together R&D implementers/researchers and industry players in one venue to create awareness and promote the various R&D activities implemented under the PCAARRD Swine ISP, 2) to establish linkages between and among swine researchers, development workers and industry players for future partnership and collaboration, 3) provide venue to disseminate to private industry players the government programs and initiatives meant for industry development and 4) achieve higher level of efficiency in M&E of PCAARRD-funded R&D projects.
Objectives:
1. Review and evaluate ongoing and completed PCAARRD-funded swine projects on the basis of its accomplishments vis a vis objectives and expected outputs.
2. Monitor the progress and assess the accomplishments of each programs/project in terms of achieving its overall objective
3. Solicit expert advice/recommendation from the panel of technical reviewers and guidance from the private industry players as regard the implementation and direction of current R&D programs/projects under the swine ISP
4. Provide venue for interactions and exchange of innovative ideas between and among researchers and private industry players for the swine industry’s development.
