DepartmentsCAO / CLERK’S DEPARTMENTThe CAO / Clerk’s Department makes sure the paperwork at Town Hall keeps moving This includes preparing agendas, by-laws and minutes for Council Meetings held the first and third Tuesdays of each month in the Council Chambers at the Town Office at 5941 Highway 89. TREASURY DEPARTMENTThe Town of Minto Treasury Department is responsible for the management of the Town’s financial affairs. In addition to the preparation of the annual financial statements and budget, Treasury staff spend a great deal of time preparing applications for grants and completing reports which are required if these grants are received The adoption of an Asset Management Plan is mandatory in order for us to be eligible for any future infrastructure funding Therefore the completion and maintenance of this plan is a high priority for Treasury in co-operation with all other departments The Town of Minto approves an annual budget and its portion of the tax rate accordingly This is usually about 39% of the total bill The Province sets Education tax rates and the County of Wellington determines the Upper Tier rate These three tax rates will be applied to the assessed value to determine your 2015 property taxes Interim bills will be issued the first week of March with due dates March 27th, 2015 and May 27th, 2015 Final bills are mailed the first week of September with due dates September 28th, 2015 and November 26th, 2015

2014 Assessment InformationIn 2009 the Government of Ontario made a number changes to the property assessment system This is our second round of the four-year assessment cycle and phase-in of assessment increases To provide an additional level of property tax stability and predictability, the market increases in assessed value between 2008 and 2012 will be phased-in over four years 2013 to 2016 The phase-in program does not apply to decreases in assessed value The full amount of a decrease will be applied during the current tax year The 2015 tax rate will applied to the phased-in value on your fall 2015 tax bill The change in assessed value and the phased-in assessment values for the 2013 to 2016 property tax years are listed on your Property Assessment Notice which were mailed out November, 2012 by the Municipal Property Assessment Corporation

How To Determine The Accuracy Of Your AssessmentComparing your assessment to similar properties in your area will help you determine its accuracy You can obtain detailed information about your property and information on up to 24 additional properties of your choice and up to six selected by MPAC, free of charge by visiting

DepartmentsPUBLIC WORKSThe Public Works Department maintains the following municipal infrastructures: roads, sidewalks, storm sewers, water treatment and distribution, and sanitary sewer collection

911 SignsYour 911 sign is important Emergency Services get to your home by this number The number and the road you live on is your municipal address Emergency Services do not know where you live The number must be posted on your property If the sign is lost or stolen it is your responsibility to have it replaced at your expense ($25 for a new sign, $40 for the post plus HST). Please call the office and we will arrange to have your 911 sign replaced

StreetlightsThe Town of Minto Public Works Department also looks after the streetlights To report that a streetlight is out or not working properly, please call the Town of Minto Municipal Office at 519-338-2511 When reporting a non-working streetlight, please provide address of where the light standard is located

Sump PumpsHomeowners are reminded to check and make sure backwater valves and sump pumps are working properly It is recommended that home owners have a backup source of power in case of flooding or a power outage. Also, sump pumps and eaves troughs are not to be connected to the sanitary sewer

Dumping Snow on RoadwaysNo person shall deposit snow or ice on a roadway without written permission from the Ministry of Transportation – The Highway Traffic Act and the Town of Minto.

Winter Road ClearingTown of Minto snow plow operators clear our streets as quickly as possible and each of the towns seven snow plows have a predetermined route to follow The roads department is responsible for clearing all township roads, and all urban streets within the Town of Minto The County of Wellington is responsible for clearing County Roads and the Ontario Ministry of Transportation is responsible for clearing Provincial highways (Highway 9, Highway 89, and Highway 23)

ParkingThere is no parking on Minto urban streets from 2:00 a m to 8:00 a m from, and including November 1st until April 1st of the following year

Tree LimbsAnyone caught dumping tree limbs or shrubs on Town owned lots, or easements, will be charged with littering The debris has to go to the landfill.

(RfR) is March 31st, 2015 (forms are available at the Municipal Office or on MPAC website www.mpac.ca).

File An Appeal With The Assessment Review Board (ARB)You may also choose to file an appeal with the ARB, an independent tribunal of the Ontario Ministry of the Attorney General

Residential, Farm and Managed Forest PropertiesIf your property, or a portion of it, is classified as residential, farm or managed forest, you must first complete the RfR process with MPAC before you are eligible to file an appeal with the ARB. The classification of your property is indicated on your assessment notice You have 90 days after MPAC has notified you of its decision on your RfR to file an appeal with the ARB. The ARB has its own appeal process For more information, please contact the ARB at 1-800-263-3237 or 416-314-6900 or visit their website at www arb gov on ca

Financial InformationThe 2013 Financial Statements are available at the Municipal Office for viewing. The 2013 Municipal Performance Measures are available for viewing and downloading on the Town of Minto website at www town minto on ca

Water and Sewer BillingThe Town of Minto is in the final stages of changing the system of water and sewer billing from a primarily flat-rate method to full metering This will help to make the billing process more fair and encourage conservation At press time, virtually all meters have been installed and data is being collected on average consumption and long-term operating and capital forecasts are being updated There will be a fixed component and a consumption component in the new utility bills According to Provincial legislation, these services must be operated on a full cost recovery basis Therefore, any changes in water and sewer billing will be revenue neutral It is hoped that the rate schedule will be simpler and easier to understand with customers having control over the consumption portion of their bills Ratepayers will be notified of public meetings where the new rate schedule will be introduced in the spring of 2015

Grass ClippingsPlease leave grass clippings and leaves on your lawn for mulch or rake and dispose of them If these materials are swept onto the streets they find their way into the catch basins and storm sewers and block them The Town of Minto creates leaf drop-off locations every year

BUILDING DEPARTMENTA Homeowners Guide to Building PermitsThe primary role of the Building Department is to promote public safety and assist development in compliance with all applicable laws By enforcing building codes, the Municipality ensures that the structures are safe, not only for today, but for many years to come A Building Permit is your formal permission to begin construction or demolition It means that the Town of Minto has approved plans for any new structure, an addition, an alteration, a renovation or change of use of a structure Approved plans must comply with the Ontario Building Code, local zoning by-laws, and other applicable laws and regulations Building Permits regulate types of construction allowed in the community and ensure that building standards are met The building permit process protects each homeowner’s interests, as well as those of the community at large, and provides for the erection of safe structures Permits help ensure that any structural change is safe, legal and sound

A building permit is generally required for, but is not limited to the following:

Exterior• Building an addition, deck, porch, sunroom or green

house

• Building a garage/carport (attached or detached)• Installing a pool• Altering roof structure• Sheds greater than 10 square metres/ 107 square feet• Tents greater then 640 square feet

Interior• Finishing a basement or an attic• Creating accessory apartment or an in-law suite• Dormers• Interior structural alterations• Adding or removing walls• Adding or altering a chimney, woodstove or fireplace• Adding a kitchen or a bathroom• Change of use (i e changing any part of a building from

one to use to another, such as changing a residential home into a business)

Plumbing• Installing or altering plumbing• New septic system or repairs • Installation or repair of sanitary services

Demolition/Removal• Demolition of a building or portion of a building

Electrical• The Town’s Building Department does not issue electrical

permits or carry out electrical inspections Please contact the Electrical Safety Authority at 1-877-372-7233

Contact the Municipal Office if you are not sure whether you require a permit for your project Even though your project may not require a building permit, you must still comply with the requirements of the Zoning By-Law and the Ontario Building Code It is the homeowner’s responsibility to ensure that a building permit is obtained when required You may authorize your contractor or designer to apply for the permit, but the owner should ensure that they have the permit prior to any work starting

Water and SewerThe rural areas of Minto are generally served by private wells and septic systems Water and sewer service in the urban areas is provided by the Town of Minto and these rates can be found on the Town of Minto website or by visiting the Municipal Office.

COMMUNICATION MEDIAPostal and Courier ServicesThe community is served by several post offices located in Clifford, Harriston and Palmerston Courier services available to the area include FedEx, UPS, DHL, Canpar and Purolator Courier

Internet Service ProvidersMinto is home to the head office of Wightman Telecom Ltd., which is one of the largest independently-owned telephone and internet providers in Canada They have recently introduced high-speed fibre optic internet service to the area. Minto is also served by broadband service by EastLink, Xplornet, Packet Works and many other internet service providers

The Minto Retiree Activity Group is a collaboration of members from Clifford, Harriston, Palmerston and the former Minto Township Some of the members are also members of their local senior’s club, while others are not The group meets on the second Thursday of the month with a focus on meeting the needs of seniors in the Town of Minto In 2014, the group went on a bus trip to the Greg Frewin Theatre in Niagara Falls, Cirque du Soleil in Toronto, a Christmas Lights tour in Simoce and a Mystery Tour that ended up in Goderich The 5th Annual Seniors Olympics were also held in June Trips for 2015 and the 6th Annual Seniors Olympics are currently being planned The group is always open to new program ideas and suggestions for retirees in Minto If you have any questions or would like to become a member of the Minto Retiree Activity Group, please contact Ross Wilkie at 519-338-3707 Membership is required to go on any bus trip 2015 Events: Vienna Boys Choir – March 25th Seniors Olympics – June 11th

Our Halls and Auditoriums have many facility options available for special occasions, events, meetings and other functions All of the facilities have tables and chairs set up to your liking, portable stages and audio equipment that can be made available We have a sufficient number of rectangular and round tables available for use at no additional charge.

At the Town of Minto we offer a low risk, low cost and more convenient way of hosting your special event or occasion With our Permanent Liquor Licences (PLL), there is no need to secure a special occasion permit; a savings of $75 00 Alcohol is purchased by the Town through the PLL, saving the renter the inconvenience of securing it themselves We also supply bartenders, ice, cups, pop and other types of mix For more information on how the PLL improves the rental experience, please contact the Town of Minto Recreation Department

Admittance Policy – Children under 10 years of age, not accompanied by a responsible person 12 years of age or older, are subject to a swim test Children under 6 years of age must be accompanied by a responsible person 12 years of age or older Cancelled Lessons – due to unforeseen circumstances, a swimming lesson class may need to be cancelled by the Recreation Department If a class has been cancelled more than once during a session, the lesson will be made up on the following Saturday provided pool time and space is available Missed Lesson – If you miss a lesson, we are unfortunately unable to make up that lesson Medical Concerns – All swimmers with a serious medical condition should inform the Lifeguards on the pool deck before entering the water Pool Foulings – Everyone is affected when the pool is fouled Babies, tots and those without bowel control must wear snug fitting pool pants. All participants should avoid eating or drinking too much prior to swimming and those ‘under the weather’ should stay home Pool foulings result in pool closure

Are you wondering how to make your child’s summer vacation positive and rewarding? The Town of Minto Recreation Department offers a dynamic, affordable opportunity for your children to grow through the summer months. The day camp is designed to treat your child to a variety of enjoyable activities which foster physical, emotional and intellectual development.

Summer Adventure Camp General Notes:• Participants must meet minimum age

restrictions at time of enrolment• If your child receives the support of an

educational assistant in school, one-on-one support is required at camp and it is the responsibility of the parent/guardian to organize this support

• Our department strives to provide enjoyable activities in a safe and fun environment; children whose behaviour or actions at camp compromise this will be sent home for the day and/or asked to withdraw from camp

• Lunch is supervised and children bring their own lunch

• Snacks are provided• Children may be required to pay for some

special activities (i.e. bus trips and local community visits)

Palmerston Railway Heritage MuseumThe Palmerston Railway Station was one of the first buildings in Palmerston and was built as a one story structure in 1871 The rail business progressed so quickly that a second story was added in 1876 and a roundhouse and car sheds were erected in the same year in the railway yard In 1882 the Grand Trunk Railway bought out the Wellington Grey Bruce Railway Company and was immediately faced with the competition from the Government-backed Canadian Pacific Railway. The result was an upgraded railway station with towers and a vaulted ceiling added in 1900 The Palmerston Railway Heritage Museum Association has turned the station into a museum of railway memorabilia for GTR/CNR out of Palmerston Almost all of our displays have been donated by railway workers or their families The museum is also home to the Town of Minto Heritage Association which has research materials available for genealogical research The station is home to the famous handcars that can be made available for rides As the Museum is a non-profit organization, they are only able to have regular hours throughout the summer months of July and August However, it is possible to make an appointment the rest of the year Location: 166 William Street, Palmerston ONSummer Hours: July through August; Wednesday – Sunday 9:00am – 5:00pm Or by appointment the rest of the yearContact: palmrailroad@wightman ca or by phone 519-343-4014

Norgan Theatre, PalmerstonIn 1947, George Norgan, a successful Vancouver businessman with roots in Palmerston, recognized the lack of leisure opportunities in his hometown He addressed this situation with a personal donation of $50,000 for the construction of a movie theatre, the Norgan Theatre which bears his name The Theatre opened August 18, 1947 with 5,000 people attending various events In September 2012, the Norgan underwent some additional renovations and is now equipped with a high-definition digital projector; producing better quality image for movie-goers. Palmerston White’s Junction TrailLook for an old steam engine chugging up to Main Street in Palmerston and you’ve found the White’s Junction Trail The White’s Junction Trail runs along the former CN rail line north of the former Town of Palmerston To access the trail follow the signs on Main Street Palmerston, near the L&M grocery store Prairie Grass: Palmerston is home to one of the most northern sightings of tall Prairie grasses, including Indian grass and Big Blue Stem The Prairie grass was enhanced in 2005 with over 2,000 plugs thanks to funding provided by the MNR Trestle Bridges: There are two old wooden trestle bridges on the trail Most of these bridges have been removed, so we are fortunate to have two!

Lions Heritage ParkIt has taken years of hard work, dozens of volunteers and thousands of hours to get the Lions Heritage Park to where it is today… and the results speak for themselves This beautiful park in the centre of town has become a gathering place for families, friends and visitors alike It is hard to believe that this serene place was once a rundown field of weeds. This multi-use park has many amenities such as; a splash pad, sports pad for basketball and ball hockey and a playground for kids There is also a tennis court, picnic tables, benches and a full-size pavilion for family gatherings Something that the Lions Club has been working on very hard for the past few years is their fully lit, brick path, winding its way from Old 81 on Main Street to the Fire Station on King Street Historical plaques can be found dotted around the park and provide a glimpse of the past through pictures and stories Finally there is the restored railway station (now the Palmerston Railway Museum) and the recently refurbished pedestrian railway bridge, the best - and the only one - left in Ontario In 2013, Palmerston Lions Park was awarded the Butchart Gardens Land Reclamation Award through the Communities in Bloom program This award is based on a national level, and just goes to show how lucky we are to have a park like this in our own backyards

The Clifford Trail The Clifford Trail system starts at Rotary Park across from the arena and fire hall. Parking and trail use are free Follow the blue markers Hikers, bicycles, and mobility-assist vehicles are welcome, but the natural areas are only accessible to hikers, snowshoers and cross country skiers There are three loops on the trail The Rotary Park Loop is an easy walk on mowed grass under trees, along a stream and past sports fields. The Regrowth Loop at the end of James Street East has one smooth area for easy walking but the rest is rougher and wetter The Rail Line Loop is mostly walking on road allowances with the old rail bed finishing off the loop. The Park Street Extension is a rough natural easement which continues on streets Marshall Park at Geddes and Cecilia, has been left unchanged since it was donated in 1902 Enjoy and explore this area, with its massive white pines, without having a trail to follow Town streets, that join the trails and return you to your starting point, are marked on the map
