Prime Minister announced that Lanka IOC and Ceylon Petroleum Corporation agreed to jointly develop the Upper Tank Farm of the China Bay Installation in Trincomalee on mutually agreed terms. A Joint Task Force would be constituted soon to work out the modalities. He conveyed that India was ready to help Trincomalee become a regional petroleum hub. Further, Prime Minister announced that India would provide a fresh Line of Credit of US$ 318 million for the railways sector. This would be used to procure rolling stock, and to restore and upgrade existing railway track. A currency swap agreement worth US$ 1.5 billion between the Central Bank of Sri Lanka and the Reserve Bank of India was also announced. Prime Minister also announced that e-Tourist visa scheme would be extended to Sri Lankan Nationals with effect from April 14, 2015. It was also announced that India would co-operate in developing a Ramayana trail in Sri Lanka and the Buddhist circuit in India to reinvigorate tourism.

Visit of Prime Minister to Sri Lanka

Hon’ble Prime Minister of India Shri Narendra Modi visited Sri Lanka during 13-14 March 2015 at the invitation of President of Sri Lanka H.E Maithripala Sirisena. The visit followed President of Sri Lanka’s first overseas visit to India in February 2015. It was the first stand alone bilateral visit to Sri Lanka by an Indian Prime Minister since 1987.

During the media statement, after the delegation level talks, among

other matters Hon’ble Prime Minister highlighted economic ties were a key pillar of India-Sri Lanka relationship and that the progress India & Sri Lanka made reflects both countries’ shared commitment to stronger economic cooperation. He added that bilateral trade had seen impressive growth over the past decade. He also said that India was aware of Sri Lanka’s concerns about trade with India, and India would try and address them. Referring to the Agreement between Sri Lanka and India on Cooperation and Mutual Assistance in Custom matters signed during this visit, he stated that this was a step towards simplifying trade and reduce non-tariff barriers on both sides.

State visit of President of Sri Lanka to India

The President of the Democratic Socialist Republic of Sri Lanka visited India from 15-18 February 2015. President Sirisena had discussions with Prime Minister of India Hon’ble Narendra Modi and and in the economic and commercial sphere, both countries signed the following agreements:

a) Agreement on Co-operation in the Peaceful Uses of Nuclear Energy, which opens new avenues for

co-operation, including in areas like agriculture and healthcare. b) Work Plan on Co-operation in the Field of Agriculture for the year 2015-16, strengthening the institutional

co-operation between the two countries in this field. In addition, it was also decided that the Commerce Secretary of both countries would meet soon to

renew bilateral commercial relations.

Inauguration of Jaffna-Kankesanthurai railway track

It was reported that the newly-built railway track between Jaffna and Kankesanthurai (KKS) covering a distance of 18 kms was commissioned on 02 January 2015. The inaugural journey was attended by senior government dignitaries including the Governor of the Northern Province, Minister for Traditional Industries and Small Enterprises and Minister of Transport, along with senior officers from the Ministry of Transport, Sri Lanka Railways, CECB and IRCON.

With the commissioning of this section, the entire Pallai-KKS sector has been restored by IRCON International Ltd, as part of the Northern Railway Rehabilitation Project under Indian Line of Credit of nearly US$ 800 million. With the commissioning of this section, the rehabilitation Northern Line from Omanthai to KKS has been completed.

Visit of Trade Delegation of Indian Merchants’ Chamber from India

A trade delegation from the Indian Merchants’ Chamber (IMC), Mumbai visited Sri Lanka from 21-24 January to enhance bilateral trade and explore new avenues of business opportunities in Sri Lanka. The 17 member delegation was led by Chairman of IMC R K Jain.

The delegation, during the visit, had meeting with members of Spice Council of Sri Lanka, Sri Lanka

Export Development Board, Department of Commerce, Ministry of Commerce & Industry, Sri Lanka, the Ceylon Chamber of Commerce, the National Chamber of Commerce of Sri Lanka (NCCSL) and with Assistant Governor of Central Bank of Sri Lanka and officials of Bank of Ceylon & People’s Bank. IMC also signed a MoU for bilateral trade with National Chamber of Commerce of Sri Lanka.

Sixth Jaffna International Trade Fair

The Jaffna International Trade Fair (JITF) was held for the 6th consecutive year from 23-25 of January 2015 at the Duraiyappah Stadium in Jaffna. The prime objective of the trade fair was helping business and various industries to make inroads into the North and make use of the opportunities arising in the area. The Consul General of India in Jaffna, A. Natarajan was the Chief Guest at the opening ceremony of this event. Speaking on the occasion CG stated that with an ever increasing number of Indian companies doing business with Sri Lanka, it would be an opportune time to strengthen the Indo-Lanka FTA, which if tapped to its true potential would serve both nations well. JITF 2014 comprised a total of 320 stalls and 25 foreign stalls. The event showcased the latest technology developments in all sectors. It also brought together technology, suppliers, entrepreneurs and support services on a single platform.

Seventh edition of the Footwear and Leather Fair 2015

The seventh edition of the annual Footwear and Leather Fair was organised by Export Development Board (EDB) with the support of Industrial Development Board (IDB) and Sri Lanka Footwear and Leather Products Manufacturers’ Association (SLFLPM) in Colombo from 06-08 February 2015. The Industry and Commerce Minister of Sri Lanka Rishad Bathiudeen inaugurated the event.

During his address, Minister Bathiudeen stated that the US$ 51 million export revenue from this sector

in 2013 had more than doubled in 2014 to US$ 110 million, showing this sector’s strong revenue potential. He added that the surge was due in large part to the construction of a modern tannery complex. Further, he also conveyed that the leather and footwear industry of Sri Lanka has been identified by the Ministry of Industry and Commerce as a thrust industry for development. Ten large export companies, 30 medium companies and about 3000 small manufacturers have been engaged in this sector, contributing to its increasing export growth. One hundred and fourteen local and 11 foreign companies, including from India, Nepal, Oman, and Pakistan displayed their products across 225 stalls at this fair. Indian companies have been regular participants in this annual event.

Visit of Commerce Secretary of India to Sri Lanka Subsequent to the announcement by Prime Minister of India during the visit of H.E. President

Maithripala Sirisena to India in February 2015, that Commerce Secretaries of both countries would meet soon to review bilateral commercial relations, Shri Rajeev Kher, Commerce Secretary of Government of India visited Sri Lanka on March 04, 2015 for official talks. The delegation level talks were co-chaired by Shri Rajeev Kher, Secretary, Commerce, Government of India and Mr. S.S. Miyanawala, Secretary, Ministry of Industry and Commerce of Government of Sri Lanka. These were the third round of Commerce Secretary level interactions, the earlier rounds having taken place in Colombo in June 2013 and in New Delhi in January 2014.

Issues discussed included implementation of India-Sri Lankan FTA, trade, investments, economic

cooperation & related issues, cooperation in the energy sector, upgrading the economic engagement to include investment & services, ferry service between Talaimannar and Rameshwaram and Colombo and Tuticorin, issues pertaining to the imbalance in trade, non-tariff barriers. The two delegations also discussed specific suggestions to expand trade and investment ties. It was decided to hold next round of consultations at a mutually convenient date in India.

Hi-Life Exhibition

The fourth edition of Hi Life exhibition in Sri Lanka was inaugurated on 09 March 2015 at Cinnamon

Lakeside hotel. The exhibition showcased the finest and most exclusive works of Indian artists, craftsmen, designers from all over India and the product range included Indian ethnic wear, hand embroidered and hand-woven sarees, traditional to contemporary jewellery in gold, silver and diamond and tribal handicrafts. The three day event attracted more than thousand visitors.

Inauguration of Talaimannar Madhu Road Railway track

During his visit to Sri Lanka Hon’ble Prime Minister of India Shri Narendra Modi inaugurated the Talaimannar Pier Railway Station and flagged off the train on the Talaimannar Pier - Madhu Road railway line on 14 March 2015. The newly-constructed 63-km railway track between Madhu Road and Talaimannar Pier was the last segment of the 265-km long, Northern Railway Line Reconstruction Project which was being executed by IRCON International Ltd., a Government of India owned company, under an Indian Line of Credit of nearly US$ 800 million.

The construction of the 106 kilometer long Medawchchiya - Talaimannar line was carried out in two

phases. In the first phase the 43-kilometer Medawchchiya-Madhu segment was inaugurated in May 2013. 

India After Market Auto Show The Automotive Component Manufacturers Association (ACMA) of India, with the support of the

Department of Commerce, Government of India and High Commission of India in Sri Lanka, organised its first-ever buyer-seller meet in Colombo on 28 March 2015. During the meet, a detailed discussion on exploration of aftermarket opportunities in India was held. The meet was organised to strengthen business ties between the two countries in the automotive component sector.

At the event, 16 leading Indian component manufacturers showcased ‘Made in India’ aftermarket

products in the auto sector, while over 50 key buyers, including dealers, distributors and importers from Sri Lanka, showed keen interest in them. A seminar on ‘Indian Auto Industry: Opportunities & Challenges’ was also organised. The meet served as an ideal platform for the Sri Lankan delegates to get an insight into the growing capabilities of the Indian auto component industry.

Introduction

The civil aviation industry in India has ushered in a new era of expansion driven by factors such as low-cost carriers (LCC), modern airports, foreign direct investments (FDI) in domestic airlines, cutting edge information technology (IT) interventions and a growing emphasis on regional connectivity. In terms of market size, the Indian civil aviation industry is amongst the top 10 in the world with a size of around US$ 16 billion.

“The world is focused on Indian aviation – from manufacturers, tourism boards, airlines, global businesses to individual travelers, shippers and businessmen. If we can find common purpose among all stakeholders in Indian aviation, a bright future is at hand,” said Mr Tony Tyler, Director General and CEO, International Air Transport Association (IATA).

Market Size

India’s scheduled airlines carried 67.73 million passengers in 2014 compared with 61.42 million passengers in 2013, and 58.81 million in 2012, according to the DGCA. Air traffic in India grew between 20 and 40 per cent for six years starting 2003, when low-fare airline Air Deccan was launched, making it possible for more people to travel by air. The domestic passengers carried by Air India were 12.42 million while the private carriers flew 54.95 million passengers. The market share of Air India remained at 18.4 per cent while for the private airlines it was 81.6 per cent.

The airlines are projected to record a collective operating profit of INRs 8,100 crore (US$ 1.29 billion) in fiscal year 2016, according to Crisil Ltd. Aircraft movements, passengers and freight at all Indian airports are expected to grow at a rate of 4.2 per cent, 5.3 per cent and 5 per cent, respectively, for the next five years, according to estimates by Airports Authority of India (AAI).

Investments

FDI inflows in air transport (including air freight) during April 2000 to January 2015 stood at US$ 562.65 million, as per data released by Department of Industrial Policy and Promotion (DIPP). Following are some of the major investments and developments in the Indian aviation sector:

Google Inc. has launched flight searches in India. “Now, you can search directly for flights within Google or access google.co.in/flights to quickly find, compare and book flights from your mobile device, tablet or desktop,” said Google.

Air Costa plans to add eight aircrafts before 2016 to its existing fleet of four aircrafts.

Boeing is planning to set up an aircraft manufacturing base in India. Once set up, it would be part of the 'Make in India' programme, under which the government wants companies to not only manufacture for India but export as well.

Vistara has signed inter-line agreements with Singapore Airlines and SilkAir. An inter-line agreement refers to a pact to issue and accept tickets for flights that are operated by the partner airlines.

Air Works India Engineering has focused on growing international business and has formed a joint venture (JV) with Yaksa Investment to provide aviation maintenance services to international airlines and domestic operators.

UTC Aerospace Systems has said that US Federal Aviation Administration (FAA) has approved a product developed and produced by the firm in India. With the FAA approval, UTC Aerospace Systems’ Bengaluru facility is among the first Indian entities to indigenously produce and directly ship an aviation product to aircraft manufacturers in the US.

Tata Group has launched its full-service Vistara airline on January 9, 2015. Vistara started on Mumbai-Ahmedabad route and plans to expand to other cities later.

Government Initiatives

Government agencies have projected that around 500 airports in all, both brownfield and greenfield, would be required by 2020. The private sector is sought to be involved in a big way through different PPP models, with substantial involvement of state support in terms of financing, concessional land allotment, tax holidays and other incentives. Some of the major initiatives taken by the government are as follows:

Gujarat may get a second international airport at Dholera. The Government of Gujarat has formed Dholera International Airport Co Ltd and is obtaining approvals from the union government.

The Directorate-General of Civil Aviation (DGCA) has given its approval to Air India’s maintenance, repair and overhaul (MRO) unit.

The Government of India has decided to award airports in Kolkata, Chennai, Jaipur and Ahmedabad on management contract. The Airports Authority of India (AAI) has issued ‘Request for Qualification’ document for these four airports.

The Government of India plans to form a committee comprising bankers, aviation experts and technocrats to help turn around and look at privatising the national airline Air India.

The Ministry of Civil Aviation plans to list Airports Authority of India and Pawan Hans Ltd on the stock exchanges.

The Government of India has approved the construction of five budget airports to improve regional connectivity and work on them will start from FY15.

Road Ahead

There is large untapped potential for growth in the Indian aviation industry due to the fact that access to aviation is still a dream for nearly 99.5 per cent of its large population, nearly 40 per cent of which is the upwardly mobile middle class. It is critical for the industry stakeholders to engage and collaborate with the policy makers to come up with efficient and rational decisions that will shape the future of the Indian civil aviation industry. With the right policies and a relentless focus on quality, cost and passenger interest, India would be well placed to achieve its vision of becoming the third largest aviation market by 2020 and the largest by 2030. Bilateral Trade with India Bilateral trade turnover amounted to about US$ 1724.65 million during the period January-April 2015. During this period Sri Lanka's exports to India were about US$ 221.07 million, and imports from India were about US$ 1503.58 million. During the month of April 2015, Sri Lanka's exports to India were about US$ 38.73 million; and imports from India were about US$ 346.04 million. Tourist Arrivals from India to Sri Lanka

The total number of tourist arrivals from India to Sri Lanka during January-April 2015 was 87,829 i.e. approximately 14.6% of the total tourist arrival into Sri Lanka. During the month of April 2015, 23,048 Indian tourists visited Sri Lanka as against 17,192 in the corresponding period of the previous year, an increase of 34.06%. Figures from the Sri Lanka Tourism Development Authority convey that during April 2015 the highest arrivals (23,048) were from India, followed by China (13,790), UK (11,233) and Germany (6,423).

Introduction

India is set to become the world’s fastest-growing major economy by 2016 ahead of China, the International Monetary Fund (IMF) said in its recent latest forecast. India is expected to grow at 6.3 per cent in 2015, and 6.5 per cent in 2016 by when it is likely to cross China's projected growth rate, the IMF said in the latest update of its World Economic Outlook.

India's macro-economic prospects have strengthened and the country is best positioned among

emerging market economies, gaining global investor's attention, says a report by ICICI Bank. The improvement in India’s economic fundamentals has accelerated in FY 2015 with the combined impact of a strong Government mandate, RBI's inflation focus supported by benign global commodity prices.

Market size

The government, engineering an economic rebound with a slew of reforms, has unveiled a new statistical method to calculate the national income with a broader framework that turned up a pleasant surprise: GDP in the past year 2013-14 grew 6.9 per cent instead of the earlier 4.7 per cent. The revision in base year of India's national accounts will increase the size of the economy to INRs 111.7 trillion (US$ 1.8 trillion) in FY14, according to India Ratings. The size of the Indian economy was at about INRs 93.89 trillion (US$ 1.51 trillion) in 2012-13.

Also, Capital Economics (CE), an independent macro-economic research company, released its India

Watch research report recently, cataloguing its interpretation and expectations on the upcoming Budget 2015. It sees Indian economy expanding by 5.5 per cent in 2015, owing to the fall in crude oil prices and interest rates. Stating that its great time to invest in India, Minister of State for Finance Mr Jayant Sinha said the Indian economy has potential to become a US$ 4-5 trillion economy in the next 10-12 years.

Key developments/ investments With the improvement in the economic scenario, there has been quite a few investments in various sectors along with M&A in India. Some of them are as follows: India has emerged as one of the strongest performers in the deal-street across the world as mergers and

acquisitions (M&A). M&A activity increased in 2014 with deals worth US$ 38.1 billion being concluded, compared to US$ 28.2 billion in 2013 and US$ 35.4 billion in 2012

The combined index of eight core industries stood at 166.2 in November 2014 – 6.7 per cent higher

compared to the index of November 2013. Its cumulative growth during April to November, 2014–15 was 4.6 per cent.

India and Germany have decided to set up two working groups—one on circular economy and other on

water management—after a meeting with German Environment Minister Ms Barbara Hendricks. After a recent meeting, the two sides announced that the focus of the working groups would be on restoration of water bodies, waste management and more efficient use of water resources.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to enter into a

memorandum of understanding (MoU) for strengthening cooperation in the field of tourism, between the Ministry of Tourism, Government of India and the Ministry of Tourism, Government of the Sultanate of Oman.

India's consumer confidence continues to remain highest globally and showed improvement in the fourth

quarter of calendar year 2014 (Q4), riding on positive economic environment and lower inflation. Nielsen's findings reveal that the consumer confidence of urban India increased by three points in Q4 from the preceding quarter. With a score of 129 in Q4, urban India's consumer confidence is up by 14 points from the corresponding period of the previous year (Q4 of 2013) when it stood at 115.

India's foreign exchange reserves touched a record US$ 322 billion, surpassing the previous high of almost US$ 321 billion in September 2011. Latest data released shows an accretion of US$ 2.7 billion during the week ended January 16, 2015, essentially due to a rise in foreign currency assets. Market players said RBI has been buying dollars to ensure that the rupee stays strong. At current levels, reserves are sufficient to cover imports for eight-and-a-half months.

The government has announced that foreign investors can put in as much as INRs 90,300 crore (US$

14.55 billion) in India’s rail infrastructure through the FDI route, according to a list of projects released by the Ministry of Railways. The Rs 63,000 crore (US$ 10.15 billion) Mumbai-Ahmedabad high-speed corridor project is the single largest. The other big ones include the INRs 14,000 crore (US$ 2.25 billion) CSTM-Panvel suburban corridor, to be implemented in public-private partnership (PPP), and the INRs 1,200 crore (US$ 193.46 million) Kachrapara rail coach factory, besides multiple freight line, electrification and signalling projects.

Government Initiatives

India has become a promising investment destination for foreign companies looking to do business here. Mr Narendra Modi, Prime Minister of India, has launched the 'Make in India' initiative with the aim to give the Indian economy global recognition. This initiative is expected to increase the purchasing power of the common man, which would further boost demand, and hence spur development, in addition to benefiting investors. The steps taken by the government in recent times have shown positive results as India's gross domestic product (GDP) at factor cost at constant (2004-05) prices for Q1 of 2014-15 is estimated at INRs 14.38 trillion (US$ 231.83 billion), as against INRs 13.61 trillion (US$ 219.42 billion) in Q1 of 2013-14, registering a growth rate of 5.7 per cent.

Based on the recommendations of the Foreign Investment Promotion Board (FIPB), the Government

of India has approved 14 proposals of FDI amounting to INRs 1,528.38 crore (US$ 246.42 million) approximately. Out of the 14 approved proposals, six of them belonged to the pharmaceutical sector which was the highest number of approvals for any sector.

Road Ahead

The International Monetary Fund (IMF) and the World Bank in a joint report have forecasted that India

will register a growth of 6.4 per cent in 2015, due to renewed confidence in the market brought about by a series of economic reforms pursued by the government. Only India is anticipated to witness better growth momentum among the BRIC bloc whereas other member countries are expected to see stable growth momentum, according to Organisation for Economic Cooperation and Development (OECD).

India could become the world's seventh biggest nation in terms of private wealth, with a 150 per cent

increase in total, from US$ 2 trillion in 2013 to US$ 5 trillion in 2018, as per a recent study by the Boston Consulting Group (BCG). Furthermore, the new 'Make in India' initiative is expected to be a vital component in India's quest for achieving wholesome economic development.

Monthly Economic Report

The overall growth rate of Gross Domestic Product (GDP) at constant (2011-12) market prices is

estimated to be at 7.4 per cent in 2014-15 (advance estimates). The growth of Gross Value Added (GVA) at basic prices for agriculture and allied sectors, industry sector and services sector are estimated to be at 1.1 per cent, 5.9 per cent and 10.6 per cent respectively in 2014-15. Overall growth in the Index of Industrial Production (IIP) was 5 per cent during February 2015 as compared to a contraction of 2 per cent in February 2014. During April-February 2014-15, IIP growth was 2.8 per cent as compared to (-) 0.1 per cent growth during the same period last year. Eight core infrastructure industries registered 1.4 per cent growth in February 2015. During April-February 2014-15, these sectors grew by 3.8 per cent. Foreign exchange reserves stood at US$ 341.6 billion at end of March 2015 as compared to US$ 337.7 billion at end of February 2015 and US$ 304.2 billion at end of March 2014.
