MINUTES OF THE ANNIVERSARY MEETING OF THE SOCIETY OF ANTIQUARIES OF SCOTLANDHELD IN THE LIBRARY ON TUESDAY, goth November 1965 AT 4 P.M., THE HON. LORDMIGDALE, M.A., PRESIDENT, IN THE CHAIR.The Minutes of the last Meeting were read and approved.Mr W. Henderson and Mr J. A. Crawford were appointed Scrutineers of the Ballot

for Office-Bearers.Proposed Alteration of Laws. Miss D. M. Hunter having submitted a Motion for the

alteration of the laws of the Society, which had been circulated to all Fellows in accordancewith Law 21, whereby it was proposed that the Entrance Fee payable under Law 8 of theSociety should be abolished, the President called on her to speak to it. She said that theentrance fee was a deterrent to many people who wished to join the Society but could notafford to do so, and that some people with archaeological knowledge, who should be inthe Society and who would be of assistance in the preservation of the archaeologicaltreasures of Scotland, were unwilling to join because of the expense. She felt that the lossof income to the Society by the abolition of the entrance fee would be more than made upby the subscriptions of additional Fellows. The whole concept of an entrance fee was out-dated, and it should be abolished on every count. The Motion was seconded by Mr H. B.Millar.

The Treasurer, Mr J. J. Lamb, moved the direct negative. He pointed out that thenumber of new Fellows who had joined the Society recently proved that candidates werenot- deterred by the entrance fee. While the financial situation of the Society was satis-factory at present, it required funds from all possible sources, and to cut out a source of

such value as the entrance fee would change the present credit balance to a debit balanceof comparable size. In brief, the Society's financial situation would not stand the loss ofincome entailed. Mr Gordon Maxwell seconded the Treasurer's Motion.

The President then reminded the Meeting that it was only some two years since theSociety had at a general meeting, after careful consideration, agreed to the raising of theentrance fee from 2 guineas to 4 guineas, the case of younger candidates, who might findthis figure inconveniently high, being met by the retention of the two-guinea fee for thoseof less than thirty. He then threw the discussion open to the meeting. Mr Rae, Mr S.Maxwell, Mr G. Simpson and Mr G. L. Alien spoke for the Motion, and Mr J. H. Hendry,Mr J. C. H. W. Macpherson and Mr Kennedy spoke against it. A suggestion was madethat instead of abolishing the entrance fee it should be reduced. This compromise receivedno support. Mr G. L. Alien asked that a secret ballot be taken on the issue, but thePresident ruled that the Society's laws made no provision for such procedure. The Motionhad been notified to Fellows as one which would be considered that day and there wasno time to prepare special voting papers. There being no further speakers, the Motionwas put to the vote, and on a count being taken there were 19 votes for it and 35 votesagainst. Mr G. L. Alien asked that his abstention from voting should be recorded. ThePresident accordingly declared the Motion defeated.

The Ballot having been concluded the Scrutineers found and declared the List of theCouncil for the ensuing year to be as follows:

meetings then continued until April 1965 and were resumed in October 1965.Inchtuthil Report. The usual extra meeting was held on 22nd March 1965 for Professor

Sir lan Richmond's report on the year's progress of the Inchtuthil excavations. Theevening was again shared with Dr St Joseph who reported on the Excavations at Invereskin 1964. The President and some of the members of the Inveresk Preservation Societyattended this meeting at the invitation of the Council.

Rhind LecturesThe Rhind Lectures 1964-5 were delivered in March 1965 by Mr J. N. L. Myres, M.A.,

LL.D., F.S.A., on Anglo-Saxon Pottery and the Settlement of England.The Rhind Lectures 1965-6 were delivered in October 1965 by Mr William Watson,

M.A., on 'Cultural Structure and Movement in East Asia from the Neolithic Period to theUnification of China'.

Chalmers-Jervise PrizeA competition for the Chalmers-Jervise Prize for the year 1965 was held. Four entries

were received. The winner was Mr lain C. Walker, M.A., for his paper 'Nairn, Moray andBanff in the Second Millennium B.C.'

Abstract of AccountsAn abstract of the Treasurer's Annual Account is exhibited for inspection by Fellows

in the Library. The circulation of copies to individual Fellows has been discontinued tosave expense.

Appointment of new EditorDr M. R. Apted received promotion which required him to move and which resulted

in him tendering his resignation from the post as Editor. Mr Gordon Maxwell, M.A., hasundertaken the task and the Council has confirmed his appointment as from ist October1965-

Editor's report 1964-5Volume XCVI, having suffered a number of delays, was sent out by the binders on

agth November to all concerned. Volume XCVII is complete and is shortly to be sent tothe printers. Collection of material has started for Volume XCVIII.

The Council acknowledges with thanks grants made towards the publication of papersby H.M. Treasury (for the Royal Commission on Ancient and Historical Monuments),the Council for British Archaeology, the Ministry of Public Building and Works and theCarnegie Trust.

This Report was unanimously approved on the motion of Mr G. L. Alien secondedby Mr Wm. Latto. :

The Treasurer then made his report regarding the Funds of the Society for 1964-65and read the Auditors' docquet.

Mr C. Thomas asked that the Society's accounts should be printed and circulated atthe same time as the notice calling the Anniversary Meeting. He said that the presentpractice of having copies available for Fellows only when they arrived at the meeting, gaveno time for a proper study of the ten pages of accounts and that the fact that the previousyear's accounts were not supplied for comparison detracted from the value of the statementas presented. He further asked that, as the item for Honoraria and Salaries now approached£1000 per annum, it should be itemised. The Treasurer replied that the accounts hadformerly been circulated to all Fellows, but that the practice had been discontinued onaccount of the high cost of printing and postage. Further, as the Society's financial yearended on 3oth September, time would not permit printing and circulation after the closingand auditing of the accounts. He drew attention to the fact that, although there had beenno delay in the submission of the accounts to the auditors, their docquet was not signeduntil 25th November 1965. Setting out the figures of the previous year for comparisonwould add to the expense. The statements were duplicated in his own office and themachine and paper used did not give space for further columns of figures. Salaries andhonoraria could be shown separately in future. The President reminded the meeting ofthe heavy cost of printing and postage, circulation even of a billet for the election of newFellows now costing about £20; that of a statement of the accounts would be a great dealmore expensive, and it was to save undue expense that the present system had beenadopted.

The Accounts were then approved on the motion of Mr J. H. Hendry, seconded byMr G. L. Alien.

Extraordinary General Meeting. An Extraordinary General Meeting was held on 26thSeptember 1966 for the purpose of considering a draft of the New Laws that had beencirculated to all Fellows which had been drawn up by a Committee under the Chairman-ship of Lord Migdale and later carefully considered by the Council. As a result of thismeeting a new set of Laws was approved. The new Laws are shortly going to be circulatedto all Fellows and will be published in due course in the Proceedings of the Society.

Rhind LecturesThe Rhind Lectures for 1965-6 were delivered in October 1965 and were therefore

mentioned in the last Annual Report. The Rhind Lecturer was W. Watson, M.A., and hissubject, 'Cultural Structure and Movement in East Asia from the Neolithic Period to theUnification of China'.

Special GrantsGunning Fellowship. Grants from the Gunning Fellowship were made as follows:(a) to Mr A. Fenton for the purpose of attending a Working Conference for Research

It is intendedthat an abbreviated abstract will be available for automatic circulation to all Fellows nextyear before the Annual General Meeting.

Editor's ReportVolume XCVII of the Proceedings was issued to Fellows on ayth October 1966.Volume XCVIII, which is designed to cover sessions 1964-5 and 1965-6, has been

made up and should go to the printers in the next few weeks.It should be observed that the collection of material for Volume XCIX is in an ad-

vanced state of preparation.The Council acknowledges with thanks the generous grants made towards the publi-

cation of papers in Volume XCVII by the Council for British Archaeology and theCarnegie Trust.

This Report was unanimously approved on the motion of Lord Elibank seconded byDr Ryder.

The Treasurer then made his report regarding the funds of the Society for 1965-6 andread the Auditors' docquet.

The Treasurer explained various points from the accounts. He said that in the GeneralFund a balance of Income over Expenditure of approximately £2700 was shown. Thiswas offset by bills for the publication of Volume XCVII of Proceedings of approximately£2090 which had been paid since these accounts were closed, leaving a balance of some£700. This might be slightly reduced by other outstanding editorial changes. TheEntrance Fees of new Fellows (£314 IDS. od.) had been shown separately in these accounts.The Rhind Lectureship was now £300 (instead of the previous £200). And last year'scomparative figures were now printed on the accounts.

The Accounts were then approved on the motion of Mrs V. Rae seconded by Mr F.Hall.

The President thanked the Treasurer on behalf of the Society.The Ballot having been concluded, the Scrutineers found and declared the list of the

The President drew the Society's attention to the fact that the Secretary, Mr A.Graham, was retiring after twenty-nine years distinguished service to the Society in thatposition. He called upon Lord Clyde to express the thanks of the Society to Mr Graham.Lord Clyde recalled the quiet and self-effacing way in which Mr Graham had alwaysdealt with the affairs of the Society, which he had steered through many difficulties suc-cessfully. He would still be at hand to help when necessary and Lord Clyde hoped that theSociety would see him at many meetings to come and would have the opportunity ofhearing many more of his most interesting papers.

The President then welcomed Mr B. C. Skinner, M.A., who was taking over the appoint-ment of Secretary from Mr Graham, and hoped that he would be able to remain asSecretary for many years.

The President explained that instead of the usual single speaker, as an experiment, themeeting was going to hear from a series of six speakers reporting briefly on recent eventsand discoveries. These were:

such value as the entrance fee would change the present credit balance to a debit balanceof comparable size. In brief, the Society's financial situation would not stand the loss ofincome entailed. Mr Gordon Maxwell seconded the Treasurer's Motion.

The President then reminded the Meeting that it was only some two years since theSociety had at a general meeting, after careful consideration, agreed to the raising of theentrance fee from 2 guineas to 4 guineas, the case of younger candidates, who might findthis figure inconveniently high, being met by the retention of the two-guinea fee for thoseof less than thirty. He then threw the discussion open to the meeting. Mr Rae, Mr S.Maxwell, Mr G. Simpson and Mr G. L. Alien spoke for the Motion, and Mr J. H. Hendry,Mr J. C. H. W. Macpherson and Mr Kennedy spoke against it. A suggestion was madethat instead of abolishing the entrance fee it should be reduced. This compromise receivedno support. Mr G. L. Alien asked that a secret ballot be taken on the issue, but thePresident ruled that the Society's laws made no provision for such procedure. The Motionhad been notified to Fellows as one which would be considered that day and there wasno time to prepare special voting papers. There being no further speakers, the Motionwas put to the vote, and on a count being taken there were 19 votes for it and 35 votesagainst. Mr G. L. Alien asked that his abstention from voting should be recorded. ThePresident accordingly declared the Motion defeated.

The Ballot having been concluded the Scrutineers found and declared the List of theCouncil for the ensuing year to be as follows:

MeetingsRegular Meetings. The Anniversary Meeting was held on 30th November 1964. Monthly

meetings then continued until April 1965 and were resumed in October 1965.Inchtuthil Report. The usual extra meeting was held on 22nd March 1965 for Professor

Sir lan Richmond's report on the year's progress of the Inchtuthil excavations. Theevening was again shared with Dr St Joseph who reported on the Excavations at Invereskin 1964. The President and some of the members of the Inveresk Preservation Societyattended this meeting at the invitation of the Council.

Rhind LecturesThe Rhind Lectures 1964-5 were delivered in March 1965 by Mr J. N. L. Myres, M.A.,

LL.D., F.S.A., on Anglo-Saxon Pottery and the Settlement of England.The Rhind Lectures 1965-6 were delivered in October 1965 by Mr William Watson,

Chalmers-Jervise PrizeA competition for the Chalmers-Jervise Prize for the year 1965 was held. Four entries

whose offices had been made redundant by the reconstruction of the Council, for the goodwork that they had done for the Society. He also drew attention to the alteration of thedates of the Society's financial year from ist July to 30th June. This had been done toenable the accounts to be available in time for the Anniversary Meeting. It also meantthat subscriptions would now be payable on 30th June.

Abstract of AccountsAn abstract of the Treasurer's Annual Accounts is exhibited for inspection by Fellows

in the Library. Copies were available on application to the Treasurer (as announced ina notice on the October ballot list) for those Fellows who wished to study it. It is intendedthat an abbreviated abstract will be available for automatic circulation to all Fellows nextyear before the Annual General Meeting.

Editor's ReportVolume XCVII of the Proceedings was issued to Fellows on syth October 1966.Volume XCVIII, which is designed to cover sessions 1964-5 and 1965-6, has been

made up and should go to the printers in the next few weeks.It should be observed that the collection of material for Volume XCIX is in an ad-

vanced state of preparation.The Council acknowledges with thanks the generous grants made towards the publi-

cation of papers in Volume XCVII by the Council for British Archaeology and theCarnegie Trust.

This Report was unanimously approved on the motion of Lord Elibank seconded byDr Ryder.

The Treasurer then made his report regarding the funds of the Society for 1965-6 andread the Auditors' docquet.

The Treasurer explained various points from the accounts. He said that in the GeneralFund a balance of Income over Expenditure of approximately £2700 was shown. Thiswas offset by bills for the publication of Volume XCVII of Proceedings of approximately£2090 which had been paid since these accounts were closed, leaving a balance of some£700. This might be slightly reduced by other outstanding editorial changes. TheEntrance Fees of new Fellows (£314 ios. od.) had been shown separately in these accounts.The Rhind Lectureship was now £300 (instead of the previous £200). And last year'scomparative figures were now printed on the accounts.

The Accounts were then approved on the motion of Mrs V. Rae seconded by Mr F.Hall.

The President thanked the Treasurer on behalf of the Society.The Ballot having been concluded, the Scrutineers found and declared the list of the

Council for the ensuing year to be as follows:
