Th e leadership and staff of America’s Blood Centers (ABC) have worked diligently this past year on the members’ behalf to support and enhance the role they have established in your communities. Th is was accomplished by the many individuals from our member blood centers, who volunteer their time and talents in support of programs and initiatives of ABC. Th is is also supported by the dedicated staff of ABC, who work on the members’ behalf to implement the goals and objectives as set forth and approved by our membership. In addition, the working relationship that has been established with regulatory agencies, vendors, other professional associations, and our international partners has greatly enhanced our ability to infl uence issues on the members’ behalf.

Th e next few years will be critical for ABC, as we look for ways to continue to provide the services and programs needed by our members balanced against the prospect of diminishing revenue needed to support these. Members will need to take a leadership role in establishing priorities for ABC and be willing to support them once they are approved with the appropriate resources. Staff will then need to align personnel and the budget to accomplish this. Th is will require leadership, discipline, frank and open discussions, fi scal responsibility, and a willingness of our members and staff to work together for the benefi t of the donors and patients we serve in our communities.

Th e board and staff are up to the challenge, and I look forward to making this happen as I complete the second year of my presidency.

Letter from the President

Approximately 15 years ago, ABC began on one of its three to four year planning cycles. The planning facilitator asked the assembled group — mostly senior executives from ABC members — what they valued most from the organization. “Timely information,” one said. “Networking with my peers,” said another. “National representation.” “A national face for my blood center.” “Trend analyses.” This was good. These are classic services a trade association can and should provide to its members. Then one member executive said, “I rely on the organization to provide me with things of value; programs, resources and tools either my center is unable to provide for itself or that would be prohibitively expensive to my center.” It was a “Eureka” moment for me and most in that room, and a theme not forgotten.

That idea has tended to drive every planning cycle since, and has spawned scores of unique programs over the years.

Our last fi scal year was no exception, as ABC:Held the fi rst national conference on platelet products and usage in more than 25 years. The result established priorities

for the blood community, FDA and vendors. Rolled out ABC-D, a blood donor market segmentation program with an initial ROI of $23 per dollar invested.

Rolled out the Data Warehouse (DW); the most ambitious program in ABC history that gives any member access to its

own DW. More importantly, the DW measures over 750 key performance indicators, allowing members to benchmark against each other in areas such as effi ciency, donor deferrals, quality markers, productivity and donor retention.Rolled out the 5th generation (IMPAQ 2) in quality training — the industry standard for 15 years — that includes EU

requirements (and started IMPAQ 3).Saved members more than $20 million from unnecessary regulations and other requirements, and gave them access to

an excise tax exemption.

Plans for FY 2008-09 include:Making available to members a highly successful UK hospital blood inventory management system that has saved UK

hospitals millions in avoiding blood outdating and overstocking, including an online blood ordering system and a way for hospitals to benchmark blood usage per patient per diagnosis.Hosting a conference with our international partners on appropriate regulation of information technology systems to

assure speedy access to the newest technology to improve blood safety.Working with the FDA and our international partners on developing better schemes for easier access to new tests and

blood collection technology; the goal being to harmonize such systems across borders.Developing a scheme for mutual blood support across national borders in preparation for a natural or man-made disaster.

Developing the foundation for donor diversity programs.

Starting a model system to help members get into cord blood collection and tissue distribution.

Rolling out an internet-based donor reaction tracking/benchmarking system based on common defi nitions.

Rolling out the 6th generation of quality assurance training (IMPAQ 3).

These, of course, are in addition to the scores of daily services and networking we provide to ABC members in the U.S. and Canada.

As Don Doddridge notes, we attempt to do all these things on a shoestring budget with a narrow focus on what has the highest value to our members.

ABC HappeningsMack C. Benton, MJ joined the Communications and Member Services department at America’s Blood Centers as the Communications Manager in January 2008. He is responsible for supporting all communications and media activities, while serving as staff liaison to ABC’s Communications Committee. Mack previously worked for the Foundation for America’s Blood Centers starting in October of 2005, assisting with the development, marketing, and public relations needs of the Foundation, while managing the Member Grants Program.

Toni Mattoch, MT(ASCP)SH, SBB, joined the Scientifi c, Medical, Technical, Quality and Regulatory Services department at America’s Blood Centers as the Director of Quality Services on

February 1, 2008. Toni retired from the United States Air Force, after more than 20 years of blood bank and laboratory experience with an emphasis in quality and regulatory compliance.

2008 for responding to the extensive regulatory changes in the proposed 600 rule published by CBER in November 2007.

Developed position papers for BPAC on TRALI, Chagas’ disease testing and West Nile virus testing triggers.

Helped save U.S. members around $7.5 million in FY2007-08, $0.83 per donation, by deferring the requirement for B19 testing of recovered plasma until 2008.

Prevented the requirement for the anaerobic culture of platelets, saving U.S. members about $10 million–$1.11 per donation–for a total of $10.2 million for FY 2007-08.

Prevented an FDA interpretation of “testing into compliance” for blood pressure, pulse, temperature and HB/HCT measurements that saved U.S. members about $758,000 or $0.08 per donation for deferring 0.5 percent of recruited donors in FY2007-08.

ABC participated in various Interorganizational Task Forces, AABB Committees, Pharma, and presentations at Blood Products Advisory Committee (BPAC) meetings.

Together with the Interorganizational Task Force, ABC successfully lobbied the FDA to accept conversion from 7-day platelets to 5-day platelets in 90 days rather than the 28 days proposed by the manufacturers. Th is strategy allowed for the evaluation study results and risks as well as discussion of the new protocol that would allow reactivation of the study.

Th e SMTQ and Regulatory Services team was responsible for several positive regulatory interventions, including the resolution of the dispute in language between “cooling toward” and “cooling to temperature,” persuading FDA to extend the deadline for replacement of Auzyme HBsAg tests, and receiving clarifi cations on a variety of individual issues.

Together with AABB and ARC, ABC negotiated a six-month extension to August

In March 2008, ABC launched the Data Warehouse (DW). Th is central repository of data, for the use and benefi t of all ABC members, introduced standard protocols for data entry and defi nitions that provide valuable benchmarking and comparative analysis. Th e DW will reduce data collection workload and redundancy, while improving effi ciency.

Members are able to run a variety of reports sorted by categories such as geography and blood center size, while receiving real-time, reliable data. ABC also commenced an ongoing series of educational webinars to demonstrate the uses and benefi ts of the DW to the membership.

Prevented the enforcement of a Chagas’ disease requirement in the Circular of Information until FDA recommends screening that will save millions of dollars for members wishing to defer testing or only screening “at risk” donors while continuing to advocate for “at risk screening” as a permanent option.

Activated an online e-mail service and online community for Quality Bites and Technical/Lab Directors.

Developed and implemented a database tool for members called the ABC Donor Reaction Tracker Program.

Assisted the members in navigating ISBT 128 implementation as well as the new Nuclear Regulatory Commission’s increased requirements for fi ngerprinting and FBI background checks.

Developed a best practices document on Donor History Follow-up to help members reduce frequent contact with donors after donations.

Formed a new Technical/Laboratory Director Subcommittee and Technical Forum.

Became a P.A.C.E.® provider, broadening opportunities for members to receive continuing education credits for participating in ABC webinars, conference calls and workshops.

Held multiple conferences, including the fi rst joint Quality and Technical Directors Workshops in April 2007 and the ABC Platelet Conference in November.

Disaster Preparedness Highlights

Participated in AABB Interorganizational Task Force on Disasters and Domestic Acts of Terrorism, which included: participating in TOPOFF III national level disaster exercise, providing daily blood inventory, planning blood support for major national events such as the State of the Union and the Super Bowl, and revising the AABB Disaster Operations Handbook.

Conducted a presentation to the U.S. Department of Health and Human Services’ Advisory Committee on Blood Safety and Availability on blood needs during disasters.

Coordinated delivery of 800 units of AB FFP for the Department of Defense.

Provided membership Pandemic Flu Tool Kit prepared by the Alliance of Blood Operators (ABO) International Blood Emergency Planning Action Group.

Co-authored new chapter in AABB Technical Manual on Disaster Planning.

Data Warehouse

Legislative Aff airsTh e ABC Government Relations staff and the Legislative Aff airs Committee had a busy year performing grassroots advocacy and participating in coalition building. Among other actions, staff conveyed member concerns and interests to legislative policymakers in person, by phone, and via e-mail. Staff also worked with members to implement blood center exemptions from excise taxes on fuel, tires and telephone service and formed a strategic alliance with the National Marrow Donor Program to promote stem cell therapies and cord blood collections.

Among the legislative highlights of the 2007-08 fi scal year, ABC:

Achieved insertion of provision to qualify blood centers for federal health information technology (IT) funding in a legislative report accompanying a health IT bill. ABC continues to advocate for insertion of the inclusion language in the bill itself and a similar bill being developed.

Provided staff support for an ad hoc task force established to explore state sales tax exemption initiatives in seven states. California and Iowa are actively proceeding with separate exemption initiatives in their respective legislatures.

Organized and set an agenda for the Legislative Day at the 2007 ABC Annual Meeting that included a speech by U.S. Rep. Phil English (R-Pa.). Members subsequently visited the offi ces of some 45 legislators to advocate for blood center interests, a record for ABC.

Provided staff support to the California Medical Association, leading to the passage of a resolution seeking blood center inclusion in all healthcare liability reform legislation. ABC also worked to place the resolution proposal on the annual meeting agenda of the American Medical Association.

Provided communications support to the Board of Directors to develop a letter requested by House Speaker Nancy Pelosi. Th e letter assessed the blood supply impact of the Food and Drug AFDA limitation on use of erythropoietin-stimulating agents, which helped drive Congressional response.

Submitted comments to House and Senate for inclusion of language in a technical corrections bill that would allow blood centers to obtain fuel credit cards that subtract excise tax. Staff also attended meetings on issue with Congressional and Treasury staff .

Provided support to change a proposed model anatomical gift act law in Minnesota that would have repealed that state’s blood shield law. Staff then informed other members of the need to review their blood shield law in the six other states in which the blood shield law is contained in or near the anatomical gift act.

Joined a cord blood coalition at the behest of the National Marrow Donor Program to advocate for full funding of the National Cord Blood Inventory. ABC staff set up and attended Hill meetings and facilitated the attendance of members. Also worked with NMDP on a joint press release announcing the cord blood/stem cell partnership.

Ad Council Campaign

2007 represented the third and fi nal year of the Bloodsaves campaign. Working in collaboration with the Advertising Council, the American Red Cross, and AABB, ABC aimed to increase awareness of the need for regular blood donors among 17- to 24-year-olds to create a new generation of donors. Th e campaign resulted in over $90 million in donated media including television spots airing within major markets such as New York, Los Angeles, Chicago, Philadelphia, Boston, San Francisco, Dallas, DC, Atlanta, Houston, Detroit, Tampa, Seattle, Phoenix and Minneapolis.

ABC-D Market Segmentation and Targeting Program Launched

In April 2007, 22 ABC members (later 23) came together to learn the results of intense research and creative work completed by consultants from the Blackstone Group and Brightline Media. Th e ABC-D program is designed to increase collections over a three-year period by unlocking growth opportunities in members’ markets. Th e program gives participants the benefi t of the same research-based segmentation techniques that have been the keys to marketing success in many Fortune 500 corporations. Th rough the use of these techniques, ABC-D has uncovered the behaviors, attitudes and motivations that distinguish the market segments that are the best prospects for blood donation. During the two-year implementation phase, members are working to roll out the program within their centers,

while also participating in monthly conference calls and exchanging best practices via an online users group. ABC members participating in the program include Blood Bank of Delmarva, BloodCenter of Wisconsin, Carter BloodCare, Cascade Regional Blood Services, Central Pennsylvania Blood Bank, Community Blood Bank (Nebraska), Community Blood Bank of Northwest Pennsylvania & Western New York, Community Blood Center (Dayton), Community Blood Center (Kansas City), Community Blood Center (Appleton), Florida’s Blood Centers, Hoxworth Blood Center, Indiana Blood Center, Kentucky Blood Center, Lifeline Blood Services, LifeSource Blood Services, Memorial Blood Centers, Mississippi Valley Regional Blood Center, Oklahoma Blood Institute, Rock River Valley Blood Center, South Bend Medical Foundation, Southeastern Community Blood Center, and United Blood Services.

Pan American Health Organization Becomes Offi cial Distributor of Mi Sangre, Tu Sangre in Latin America

In December 2007, following an agreement signed by the Pan American Health Organization (PAHO) and ABC in May 2007, PAHO became the offi cial distributor of the Spanish-language blood donor education program Mi Sangre, Tu Sangre in Latin America and the Caribbean. Th is arrangement marked a milestone in ABC’s international relations by providing donor education and recruitment tools outside the North American borders. Th e PAHO partnership facilitates cooperation with blood collectors that operate in areas of the world that contribute to the growth of our population.

Multicultural Donor Initiative

In November 2007, research for ABC’s Multicultural Donor Initiative continued with focus groups in Jackson, MS; Kansas City, MO; Phoenix, AZ and Vancouver, Canada. Th e Multicultural Donor Initiative focuses on four key multicultural markets: African Americans and Hispanics in the U.S. and Chinese and black residents of Canada. Th e “Market Entry Plan” delivers strategies and tactics that ABC member centers can incorporate into their existing minority donor recruitment work or use to build a minority recruitment program from the ground up.

Funding for this initiative was made possible through a grant from the Foundation for America’s Blood Centers.

National Blood Donor Registry

After the tragic events of September 11, 2001, ABC launched the National Blood Donor Registry on AmericasBlood.org. The registry allows Web site visitors to notify community blood centers of their interest in becoming volunteer blood donors by completing the contact information form. Since 2002, 8,936 donors have registered online, 2,685 of them between April 1, 2007 and March 31, 2008, a 42.27 percent increase over the previous year.

The My Blood, Your Blood program has been widely adopted by ABC members since its launch eight years ago. Throughout the 2007-08 fiscal year, ABC distributed over 750 programs in the U.S., Canada and Latin America. A successful e-mail campaign announcing the availability of the program to schools and other educational organizations yielded over 800 direct requests from schools to ABC members.

Donor Recruitment and Marketing Workshop

The ABC Donor Recruitment and Marketing (DR/M) Workshop held in Vancouver, BC, attracted over 60 participants. Twenty-seven ABC blood center members were represented at the workshop. Topics included automation and inventory management, from national vision to local results, return on investment, determination of blood center location, telerecruitment and new media. For the past five years, the former ABC DR/M Steering Committee has planned and organized workshops and education seminars that focus on best practices and programs in the fields of blood donor recruitment, donor marketing and education. These workshops have been a

valuable forum for ABC members to exchange ideas, share practices, and present lessons learned.

Saturn National Donor Day

The Saturn Corporation and the United Auto Workers celebrated the 11th annual National Donor Day on and around February 14, 2008; what is believed to be America’s largest annual one-day national donation drive. Approximately 50 member centers participated in 172 events throughout February and March, collecting more than 4,000 units of blood. The Oklahoma Blood Institute held the most successful event in the history of National Donor Day for the sixth year in a row, collecting 33,610 units in a three-month statewide event.

National initiatives are made possible by funds raised by the Foundation for America’s Blood Centers.

World Blood Donor Day was established in 2000 by the World Health Assembly to thank volunteer blood donors and all of those who help to promote voluntary, altruistic and repeated blood donation.

ABC participated in the regional celebration at the Pan American Health Organization’s (PAHO) headquarters in Washington, D.C. Celso Bianco, MD represented ABC in a panel discussion highlighting pediatric cancer patients whose lives depend on regular blood transfusions. His remarks addressed the need for regular blood donors to treat diseases such as leukemia, lymphoma, and sarcoma.

ABC members Canadian Blood Services and Héma-Québec hosted the world celebration in Ottawa, Canada on June 14.

For the Sake of the Patient™

Th e Foundation for America’s Blood Centers (FABC) unveiled a new logo and began an aggressive fundraising campaign in 2007 For the Sake of the Patient™. Led by campaign chair David Perez (CaridianBCT), FABC is in the midst of raising $15 million for the following initiatives:

Expanding Donor Diversity Communities are best served when their blood donors fully represent their population. Th rough this initiative, FABC seeks to increase the diversity of donors to reduce shortages of blood in specifi c populations.

Bridging Our Generations Th is program aims to increase blood donors 18- to 49-years-old through sustained national awareness campaigns with a goal of achieving 5 percent annual growth rates of donations within this population by 2012.

Building Community Wellness With blood centers able to provide important new instruments to help communities gauge and improve their health, FABC will encourage community blood centers to be stronger healthcare advocates by empowering individuals in

their service areas to better manage their own wellness while encouraging new and repeat donors.

Advancing Quality Transfusions Th rough the use of Radio Frequency Identifi cation (RFID) technology, this initiative For the Sake of the Patient™ seeks to increase productivity, safety, and create superior traceability for all blood products, while decreasing errors and operational overhead.
