1017.0.0 EMERGENCY AND DISASTER PLANNING POLICY

All DHS divisions/offices will maintain a plan for procedures to be followed in emergency or disaster situations. These plans will specifically cover natural disasters such as tornadoes, floods, earthquakes, fires, etc. that could place employees or clients in potential danger. This policy is directed to all division/office directors who will be responsible for its implementation.

1017.1.0 Outside the Little Rock Central Office Complex

1017.1.1 An emergency and disaster plan will be developed by each DHS division/office.

1017.1.2 All plans must be approved by the division/office director.

1017.1.3 Plans will be reviewed annually by the division/office director or designee to ensure continued availability of all resources, and to identify any required new resources.

1017.1.4 Copies of all plans and any future revisions will be provided to the Office of Finance and Administration (OFA).

1017.2.0 Within the Little Rock Central Office Complex

1017.2.1 Emergency procedures for the DHS Central Office Complex are listed on the Intranet at DHS Share, DHS Policies, as Attachment “Emergency Procedures – DHS Central Office Complex – PUB-98” to this policy.

1017.2.2 To ensure currency the procedures will be reviewed annually by OFA and updated as necessary.

1017.3.0 Responsibilities

1017.3.1 Divisions/offices are responsible for communicating their emergency/disaster procedures to all employees.

1017.3.2 Divisions/offices are responsible for regularly conducting any training/exercises necessary for implementation of the plan.

1017.3.3 Divisions/offices located in leased or shared facilities will coordinate their plan with the lessor and other occupants to ensure effectiveness.

Communications

Donaghey Plaza North : Employees will exit the building onto 7th Street and assemble east in the parking lot at 7th and Scott.Donaghey Plaza South : Employees located in the south half of the building (south of the elevators) will exit onto 8th Street. Employees located in the north half of the building (north of the elevators) will exit onto 7th Street and proceed west past the telephone company building, turn left onto Louisiana to 8th Street and turn right to the 8th and Main Assembly Area. Employees located in the lobby area will exit onto Main Street and proceed down Main Street to the Assembly Area at 8th and Main. Alternates will don orange vests to assist the Coordinators.

Fire Evacuation Plan

This plan is designed to evacuate the buildings in a maximum of three minutes and will be used in the event of a fire. Alarm SystemThe buildings are equipped with Fire Alarm Systems which include alarm boxes on each floor. The alarm pull boxes should now be labeled with the following information: Pull, Evacuate, and Call 683-4162, Medical Emergency: Call 911, Call 683-4162. The system may be activated from any floor. When activated, the alarm will be heard on all floors and is a signal to begin an orderly evacuation. In the Donaghey South Building, an announcement and flashing light will go off.

Who is to Report a FireAny employee having knowledge of a fire on the premises shall:

1. Activate the fire alarm.2. Report it briefly and concisely by calling Emergency 911.3. Call the Donaghey Plaza Security Desk (683-4162).

EvacuationEvacuation will be directed by Emergency Evacuation Coordinators (EECs) and Alternates. All employees are to quickly gather personal belongings (keys, purse, briefcase) and follow their designated evacuation route to their respective assembly area. Employees are to remain in the assembly areas until further instructions are given by their EECs.Fire doors in the Donaghey South Building automatically close when a fire alarm is activated. Open the fire doors to exit via the stairwell. Do not attempt to cross the sky bridges during an emergency. Please be aware of visitors who need assistance. Disabled employees should remain in the stairwell to await rescue by the Fire Department or be removed by trained personnel using the Evacu Trac Chair once the stairwell has cleared. The Fire Department may use elevators to evacuate disabled employees. A list of disabled employees who will need assistance should be submitted to the Security Desk every six months.Employees who are away from their office when the alarm is sounded should not attempt to return to their office but should leave the building by the designated evacuation route for that area.

ElevatorsWhen an alarm sounds, elevators in all buildings will return to the first floor and doors will open. If the problem is on the first floor, they will stop on the second floor. Elevators will then run only with a Fireman’s Key.

If you are on an elevator while an alarm is going off, please get off as soon as it stops and proceed to the closest stairwell or exit. Elevators are not to be used during fire evacuations.

StairwayIf a stairway is filled with smoke or flame, the opposite stairway should be used. When both stairways are impassable, employees should:

1. Remain calm.2. Move to the exterior wall areas.3. Open the exterior windows, if possible.4. Draw the attention of rescue personnel.Responsibilities of Employee 1. Become familiar with this plan.2. Follow the instructions given by the EEC.3. If you are disabled, make advance arrangements with your EEC as to whether you want to

be taken out on the Evacu Trac Chair or if you want to remain in a safe location with a monitor.

4. Immediately gather personal belongings such as purse, car keys, briefcase which might be needed if the building cannot be occupied for a long period of time.

5. Immediately turn off coffee pots, fans, radios, personal cell phones and pagers. Personal cell phones and pagers can be turned back on upon arrival at assembly area.

6. Provide assistance to visitors to your office and fellow workers.Responsibilities of EECs and Alternates1. EECs will determine which persons are physically disabled (heart patients, e.g., for whom

the exertion of a rapid evacuation could cause injury or grave discomfort) and could impede the general evacuation. It should be determined in advance whether the disabled employees prefer to be taken out by trained staff on the Evacu Trac Chair or to wait in the stairwell with a monitor for Fire Department rescue.

2. EECs and Alternates will ensure that employees evacuate by the designated plan.

3. EECs and Alternates will check stairways to ensure that the evacuation is proceeding in an orderly manner.

4. Alternates will check assigned area to verify evacuation, and report their findings to the EEC. EECs will remain near the stairway on their floor until all employees have evacuated.

5. Alternates will be assigned in each building to monitor the elevator lobby and sky bridge entrance to insure staff do not use.

6. After the evacuation is complete, EECs will report the full name of disabled staff remaining and their location in the building to the Fire Department. They will then report to the Area Assembly Coordinator in charge of their assembly area.

7. EECs, with the assistance of Area Assembly Coordinators, will report staff unaccounted for. Supervisors are responsible for accounting for all their employees and reporting to the EECs.

Hazardous Materials Incident

If you receive any mail containing a threat or what you believe could be a hazardous material, immediately call DHS Mail Services at 501-682-8835. If you are calling before 7 a.m. or after 5:30 p.m. call the emergency Mail Services number at 501-682-6579. Mail Services will contact the proper authorities. There is also a 24-Hour Emergency Number to call 501-352-8906.

If you are an employee in a county office and such an event should occur, the County Administrator or designee should contact DHS Mail Services, the local post office and then the police.

Turn off the utilities in the building.

Stay away from the designated area to minimize the risk of contamination. Remember that some toxic chemicals are odorless.

If you are asked to evacuate, please do so and follow the established Donaghey Plaza Fire Evacuation Plan unless otherwise advised.

Do not walk into or touch any spilled liquids, airborne mists, or condensed solid chemical deposits. Try not to inhale gases, fumes or smoke. If possible, cover mouth with a cloth while leaving the area.

Stay away from accident victims until the hazardous material has been identified.

Bomb Evacuation PlanThis plan is designed to provide the maximum protection for all employees in the event of a bomb threat, search or evacuation of the Donaghey Complex.

The CallEmployees receiving a bomb threat call shall:

1. Keep caller on the line as long as possible.2. Have caller repeat the message as many times as possible.3. Listen attentively to the message for specific details such as voice quality, dialect,

background noise, etc.4. Take notes of specifics of the call.5. Advise their supervisor immediately following the call. 6. Avoid alarming other employees.

SupervisorsSupervisors who have been advised by an employee of a bomb threat call shall:

1. Immediately advise the highest member of management in the building, who will determine if further action is necessary; i.e., calling Emergency 911, notifying the Director’s Office.

2. Assure the employee who received the call is available for a follow up interview by the responding police agency.

The SearchIf Emergency 911 is contacted, the responding police agency, along with the highest member of management and the Building Manager will determine if a search is necessary and to what extent. The actual search will be conducted by the responding police agency with the assistance of the Building Management.

EvacuationBefore evacuation of the building, the responding police agency will verify that all evacuation routes are clear and passable. The highest member of management will then alert EECs to begin an orderly evacuation to their assembly areas.

Donaghey Plaza Tornado Protection

Tornado Weather Terms

1. Tornado Watch Ref: National Weather Service

This is issued by the National Weather Service when conditions are favorable for the development of tornadoes in and close to the watch area. Their size can vary depending on the weather situation. They are usually issued for a duration of 4 to 8 hours. They normally are issued well in advance of the actual occurrence of severe weather. During the watch, people should review tornado safety rules and be prepared to move to a place of safety if threatening weather approaches.

A Tornado Watch is issued by the Storm Prediction Center (SPC) in Norman, Oklahoma. Prior to the issuance of a Tornado Watch, SPC will usually contact the affected local National Weather Forecast Office (NWFO) and they will discuss what their current thinking is on the weather situation. Afterwards, SPC will issue a preliminary Tornado Watch and then the affected NWFO will then adjust the watch (adding or eliminating counties/parishes) and then issue it to the public. After adjusting the watch, the NWFO will let the public know which counties are included by way of a Watch Redefining Statement. During the watch, the NWFO will keep the public informed on what is happening in the watch area and also let the public know when the watch has expired or been cancelled.

2. Tornado Warning Ref: National Weather Service

This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect. They are usually issued for a duration of around 30 minutes.

A Tornado Warning is issued by your local National Weather Service Forecast Office (NWFO). It will include where the tornado was located and what towns will be in its path. If the tornado will affect the near shore or coastal waters, it will be issued as the combined product--Tornado Warning and Special Marine Warning. If the thunderstorm which is causing the tornado is also producing torrential rains, this warning may also be combined with a Flash Flood Warning. If there is an ampersand (&) symbol at the bottom of the warning, it indicates that the warning was issued as a result of a severe weather report.

After it has been issued, the affected NWFO will follow it up periodically with Severe Weather Statements. These statements will contain updated information on the tornado and they will also let the public know when the warning is no longer in effect.

Tornado Protection Procedures1. When “Alert Me” issues a Tornado watch or warning the Key Emergency

Evacuation Coordinators will turn their radios on.

2. Key EECs, EECs and Alternates will ensure all employees move to a safe area. These safe areas will now have signs designating them as safe areas.

3. Evacuation Facilitators will alert Gary Cain and Jerry Berry that there is a tornado watch or warning for this area.

4. EECs and Alternates will ask employees to take shelter in Donaghey Plaza “Safe Areas” designated by signage.

5. Supervisors are responsible for accounting for all their employees and reporting to the Key EECs.

6. EECs will report status along with unaccounted staff on the Donaghey Plaza Command and Control network.

Earthquake Protection Plan This plan is designed to provide the maximum protection possible for all employees in the event of an earthquake.

Following an earthquake, offices and hallways may be cluttered with debris from ceilings, fallen light fixtures, broken glass and toppled storage units. The noise that accompanies an earthquake can also be a danger because it is likely to cause considerable emotional stress. Employees should anticipate these details.

ProcedureA. All employees located inside the building should:

1. Take action at the first indication of ground shaking.2. Stay inside.3. Move away from windows, bookcases, cabinets and other things that could fall.4. Drop to knees with head down, hands clasped behind neck, arms against ears, and

eyes closed. If possible, seek shelter such as under a desk or table. If the shelter moves, hold on and move with it. Stay under it. If shelter is not available, assume the drop position with back to an inside wall.

5. Remain silent so directions can be heard above the noise of the earthquake.

B. If outside the building employees should:

1. Move as far away from buildings, trees, exposed wires and other falling objects as possible. The safest place is in the open.

2. Drop to knees with head down, hands clasped behind neck, arms against ears, and eyes closed. After the initial shock, move to their designated assembly area. Remain there and await further instructions.

Do Not Attempt to Re-Enter the Building.

EvacuationEvacuation will take place only after ground shaking ceases. Building evacuation following an earthquake is crucial due to the possibility of secondary hazards such as explosions and fires.

After the initial shock, an orderly evacuation should be directed by the EEC or Alternate. Employees are to follow their designated evacuation route and proceed to their respective assembly area. Employees are to remain in the assembly areas until further instructions are given by the EEC.

How To Use Radio Communications Procedures

1. Understand and get familiar with the etiquette of radio communication.Using the radio is not like talking on the phone, it is a two-way communication, meaning you cannot speak and listen at the same time or break into the conversation. NEVER interrupt if you hear other people talking. Patiently wait until their conversation is finished unless it is an emergency, in which case you must inform the other parties that you have a very urgent emergency message. Do not respond to others' calls if you aren't sure it is for you. Never transmit sensitive or confidential information in a radio communication, it could be heard by anyone on the same frequency.

2. Always perform radio checks and ensure that your radio is in good working condition. Ensure that the battery is charged and the power is on. Keep the volume high enough to be able to hear any call outs and regularly make radio checks with other stations to make sure everything is working just fine.

3. Learn the call signs and locations of other persons and radio stations to which you may communicate. In radio communication you are not called by your name. Everybody has their own unique call sign.

4. Think before you speak.Decide on what you are going to transmit and to whom it is meant for. Make it as concise, precise and clear as possible and avoid using long and complicated sentences. Do not use abbreviations unless necessary and if so, use the phonetic alphabet. If necessary, write down your message before transmitting it. If your message is long, divide it into understandable short messages.Never transmit on the radio without practicing what to say while holding the microphone to your lips. It does no good to practice without the microphone. Take a deep breath and get all the words out smoothly without pause or punctuation.

5. Words in Radio Voice ProceduresOver— I have finished talking and I am listening for your reply. This is short for "Over to you."Out or Clear — I have finished talking to you and do not expect a reply.Roger— Information received. Copy— I understand what you just said (after receiving information). Wilco— Will Comply (after receiving new directions). Say Again all after - meaning please repeat your last message after the following words.Say Again all before - meaning please repeat your last message before the following words.Repeat is not used in communications as it is an Army artillery command.

6. To call a station, first listen to ensure the channel is clear for you.Press the PTT (Push-To-Talk) button and after 2 seconds say the recipient's call sign followed by "THIS IS" and your call sign. Convey your message once the receiver replies and the communication is established.
