Procurement Principles

Procurement Policy is approved by the Industrial Policy Committee

The main principle for placing of these contracts is open competition The Agency also operates on the basis of geographical return ie it invests in each Member State through the industrial contracts for space programmes and activities an amount more or less equivalent to each countryrsquos contribution

These rules are given or referred to in the ITT package and are designed

to achieve objectives of

Once introduced in the ESA Work-Plan for a given Programme all envisaged(competitive) procurement actions are initially published through EMITS underthe ldquoList of intended Invitations to Tenderrdquo IITT

The Procurement process

EMITS users can eg

Access the abstract (objectives price rangeparticipating countries etc)

Find the name of the technical contact person

Express interest in the activity

Show field(s) of expertise of their company

Announce their wish to team up and bid togetherwith other companies (as Prime andor Sub)once the ITT is issued

During this phase ie prior to the issuing of the ITT (Invitation toTender) potential tenderers are free to contact the Agencyrsquosresponsible technical services in order to obtain additionaltechnical details or clarifications

EMIST permits to tailor user preferences eg setup automatic distribution options specify the ITT for which you want to receive notificationshellip

Do not hesitate to contact ESA if you have questions regarding planned ITTs (IITTs) this is allowed until the actual ITT is issued

Pay special attention to the special clauses C1-C4 and also to announcements made on EMITS under ldquoEntitiesrdquo

EMITS permits also to host Tender announcements of external companies eg in the frame of large procurements

Communicate your interest via EMITS to participate in the corresponding ITTs

Once introduced in the ESA Work-Plan for a given Programme all envisaged(competitive) procurement actions are initially published through EMITS underthe ldquoList of intended Invitations to Tenderrdquo IITT

The Procurement process

EMITS users can eg

Access the abstract (objectives price rangeparticipating countries etc)

Find the name of the technical contact person

Express interest in the activity

Show field(s) of expertise of their company

Announce their wish to team up and bid togetherwith other companies (as Prime andor Sub)once the ITT is issued
