Established as a Pilot Program in 2011 Built & funded by the Developer to address
residents’ needs & desires Temporary facility was built on future
residential lots Amenity was heavily used by residents and
some non-residents Dog park was maintained by BCA Dog park was closed due to zoning violation

The Developer received short notice of the Violation and Notice to Close
Unsuccessfully attempted to appeal the zoning violation
Temporary dog park was dismantled within days to avoid fines and further County action
Residents expressed concerns for closure and the need for a new park(s)
County indicates that a revision of the zoning has been “fast-tracked” to allow dog parks on common areas in communities such as Brambleton

Board of Supervisors (BOS) approves resolution of Intent to Amend on 7/16/2014
Planning Commission (PC) Public Hearing tentatively scheduled for Tuesday 10/21/2014
The BOS will consider this at a date after the PC meeting that has yet to be set
BCA can take no action until the BOS revises the zoning ordinance

Based on the closure and feedback received, staff developed concept for new dog park
That concept was presented to the F&G committee and BCA Board for initial review
BCA Board directed staff to further develop the project details and solicit residents’ input
Capital improvements by the Association follows the capital improvements process

Staff will proceed with project as approved and directed by the Board
The Board reviews the project details, staff and committee recommendations, resident's input and will approve, reject or modify the project
Project details, staff's recommendation and resident input submitted to appropriate committee for consideration of a recommendation to the Board
Project specifications, costs and other details will be finalized
Staff will advertise project and seek input from residents
The Board reviews basic specifications and directs staff to continue, terminate or modify project
Staff develops basic specifications for the project
The Board determines the need for a project

11 acres of existing common area that would accommodate a ¼ to ½ an acre dog park
Dog park is across the street from homes/not directly adjacent to residential lots
Contained existing shade Water source (irrigation) is in place

Concept Outlined on Project Fact Sheet
18,000 sq. ft. fenced in area at the corner of Legacy Park Drive and Parkview Drive
Separate small and med./large dog areas Removal of 28 understory trees of the 68
trees located within the 18,000 sq. ft. was proposed to open up play areas for the dogs. Stumps ground down. Branches pruned up to 10’

Asphalt trail would be installed from existing trail leading from Parkview Drive. Entrance to the dog park would come from this trail
Benches, picnic tables, trash cans, and water fountain would be installed. Dog agility stations would also be considered
Landscape screening would also be considered as a buffer
This would be one of 3-5 parks throughout the community

Staff looked at all available common area parcels in Phase One for a location.
Believed that Legacy Park was the most suitable site based on the set goals.
Residents are concerned with the Legacy Park site for a variety of reasons.
Residents are also expressing concerns with other possible sites within the community.
A short-term fix is not realistic if Legacy Park is not an option.
Staff has reached out to County Parks & Recreation to see if they are receptive to BCA funding a dog park on a site within the Brambleton Ball fields parcel or Hansen Park parcel.

Seek alternative and future common area locations (not looking so good)
Work with the County on possible sites at Hanson Park or Brambleton Ball fields (discussions have begun)
Work with the Brambleton Group on locations in future common areas (needs to be discussed/explored further)
Take no further action and let the concept of a dog park in Brambleton die.
