Carter: Asian Defense Leaders Will Feel U.S. Rebalance to Region By Cheryl Pellerin American Forces Press Service WASHINGTON, March 22, 2013 – Asian defense leaders are eager for U.S. presence and involvement in the region and will “very palpably” feel the U.S. rebalance to the Asia-Pacific region, Deputy Defense Secretary Ash Carter said yesterday after a week of meetings there.
Carter visited Japan, South Korea, the Philippines and Indonesia; participated in the Jakarta International Defense Dialogue; and in Jakarta held bilateral meetings with defense officials from Indonesia, Singapore and Malaysia.
“I wanted to make two main points to the audience of Asian defense leaders who are eager for U.S. presence and eager for U.S. involvement and commitment,” Carter told American Forces Press Service aboard an Air Force aircraft during his return flight.
The first is that defense leaders there will feel the rebalance to the Asia-Pacific because “it is large, it is multidimensional, [and] it is part of the political and economic rebalance that President [Barack] Obama has emphasized.”
The second point, he said, is that the rebalance is not a zero-sum game with China.
“China is a beneficiary of the U.S. presence in the Asia-Pacific region extending over seven decades. … China’s dynamic and unfettered opportunity to develop itself on its own terms would not have happened without the U.S. presence,” the deputy secretary said.
Carter’s trip occurred during a particularly difficult time with North Korea, as that nation hurled threats at the United States and its allies after the United Nations imposed new sanctions after a Feb. 12 North Korean nuclear test.

Officials Sign Plan to Counter North Korean Threats

YONGSAN GARRISON, South Korea, March 24, 2013 – The chairman of the South Korean military’s Joint Chiefs of Staff and the U.S. Army general who leads the Republic of Korea-United States Combined Forces Command have signed a combined plan to counter future threats from North Korea.
Gen. Jung Seung-jo and Gen. James D. Thurman, who also commands U.S. Forces Korea, signed the Combined Counter-Provocation Plan on March 22.
The South Korean-led, U.S.-supported contingency plan was developed by mutual agreement between the Joint Chiefs chairmen of both countries after a November 2010 North Korean artillery attack on Yeonpyeong Island.
Officials said the plan includes procedures for consultation and action. It also improves the readiness posture to allow for a strong and decisive combined South Korean and U.S. response to North Korean provocations and threats, they added.

U.S. Army Awards BAE Systems Contract To Produce More Innovative Explosives
Friday 22 March 2013 Valued at as much as $780 million over the next five years, the contract allows BAE Systems to continue producing explosives at the Holston Army Ammunition Plant in Tennessee.
Under this contract, the company received an initial $18.4 million order
to produce additional quantities of IMX-101, an intensive munition that is approved by the Army as a safe and effective replacement for TNT in artillery rounds.
"The work we do at Holston is critical to the defense of our nation and to the safety of our men and women in uniform," said Erin Moseley, president of BAE Systems' Support Solution sector. "IMX-101 is truly innovative and is revolutionizing military ordnance. Once fully fielded, it will help save lives on and off the battlefield."
BAE Systems developed IMX-101 and fielded it in partnership with the Army at the Holston plant, which the company operates and manages for the government. IMX-101 is part of a new family of explosives under development called Insensitive Munitions eXplosives (IMX). These explosive formulations are significantly more stable than conventional TNT and Composition B, making the weapon systems they support safer for troops to transport and handle.
BAE Systems is an industry leader in managing government-owned and contractor-operated munitions sites for the U.S. military. The company has been the operating contractor of the Holston plant since 1999, developing a wide range of explosive formulations for both military and commercial applications. In 2012, the company became the operating contractor of the Radford Army Ammunition Plant in Radford, Virginia. The Radford plant, similar to Holston, manufactures a range of propellants for military munitions.

ITT Exelis Awarded Base Operations Contract in Romania
COLORADO SPRINGS, Colo.--(BUSINESS WIRE)--Mar. 26, 2013-- The U.S. Navy Facilities Engineering Command for Europe, Africa and Southwest Asia, based in Naples, Italy, has awarded ITT Exelis (NYSE: XLS) a contract worth $5.7 million for base operations support services at Deveselu Air Base near Caracal, Romania.
This is a combination firm-fixed-price with indefinite-delivery, indefinite-quantity contract. It includes the base year plus two options that run through December 2015. The services include base operations and administration, fire and emergency services, supply services, housing and environmental operations.
“We are very pleased to be selected as the base operations provider for the Navy’s Deveselu location,” said Ken Hunzeker, president of the Mission Systems division of Exelis. “We look forward to providing support to this critical foothold and to the Navy’s operations in central Europe and elsewhere.”
This was a new procurement and did not replace an existing contract. Exelis is a global leader in base operations, logistics and facility services at other U.S. government locations in the U.S. and overseas.

General Dynamics Awarded $26 Million for MK46 Naval Weapon Systems
STERLING HEIGHTS, Mich. - General Dynamics Land Systems, a business unit of General Dynamics (NYSE: GD), has been awarded a $25.7 million contract to produce eight MK46 30mm Naval Weapon Systems for the U.S. Navy for use on San Antonio-class (LPD-17) ships and the Littoral Combat Ship (LCS) class.
The MK46 30mm Naval Weapon System is an all-weather, day/night, fully stabilized weapon system. Its lightweight, modular and compact size makes it an ideal candidate for numerous anti-surface and anti-air defense applications. The system's family of turrets represents a balance of lethality, performance, reliability and versatility, and it is one of the most cost-effective medium-caliber weapon systems. General Dynamics has delivered 30 MK46 systems to the Navy since 2005. It is the main deck gun for LPD-17 ships and is the secondary gun battery for Littoral Combat Ships.
Work will be performed by the existing workforce at General Dynamics Land Systems facilities in Woodbridge, Va.; Tallahassee, Fla.; Lima, Ohio; Westminster, Md.; Sterling Heights, Mich.; and Scranton, Pa. Deliveries are scheduled to begin in September 2014.

MilPDS Upgrade Complete by Debbie Gildea Air Force Personnel Center Public Affairs
3/26/2013 - JOINT BASE SAN ANTONIO-RANDOLPH, Texas -- The Air Force has successfully upgraded and transferred the Military Personnel Data System to the Defense Information Systems Agency Defense Enterprise Computing Center, Air Force Personnel Center officials said today.
"We're pleased that the MilPDS upgrade took less time than anticipated, and we are well on our way to getting information updated in the system," said Joe Thele, Air Force Personnel Operations Agency director. "The quick turn and successful upgrade is due to the meticulous planning and hard work of our Total Force team."
MilPDS is the primary records database for personnel data and actions that occur throughout every Airman's career. MilPDS is also used to initiate pay actions, maintain Air Force accountability and strength data and support a host of interactions with other Air Force and Department of Defense processes and systems that rely on personnel data.
AFPOA and Air Force Lifecycle Management Center teams worked closely with the Defense Manpower Data Center, AFPC, Air Force Reserve, Air National Guard, Air Force Space Command, and base personnel teams to develop a comprehensive plan to bring down the old personnel data system, upgrade it, and stand it back up. March 4, AFPC Commander Maj. Gen. A.J. Stewart hit the button to shut down MilPDS for what was expected to be 23 days. However, the upgrade was accomplished in 17 days.
Active duty, Air National Guard and Air Force Reserve personnel agencies are working hand in hand with base force support squadrons and military personnel sections to update personnel data and transactions in MilPDS.

Scanning the Horizon: Naval Air Traffic Controllers to Receive New Simulator System Mar 26, 2013 NAVAL AIR SYSTEMS COMMAND, PATUXENT RIVER, Md. – Aimed at reducing production costs and upgrading outdated technology, the Department of the Navy launched the Air Traffic Control Tower Simulator System, known as ATC-TSS, with the first delivery installed March 22 at Naval Air Station Key West, Fla.
A total of 38 simulators are scheduled for delivery at 34 Navy and Marine Corps installations and will replace the existing Tower Operating Training System (TOTS) as well as provide low-cost proficiency training.
“Implementing a commercial trainer solution and leveraging the work done by the Federal Aviation Administration, Air Force and academia demonstrates our desire to provide quality and affordable training solutions,” said Capt. John Feeney, Naval Aviation Training Systems (PMA 205) program manager, whose office oversees the ATC-TSS program. “The goal is to upgrade technology and increase daily training accessibility while simultaneously reducing operating time and life-cycle cost.”
The TOTS, originally fielded in 1991, provided synthetic training to military air traffic controllers. Because of outdated technology, a decrease in the visual capability and issues with the speech recognition program, the Navy decided to replace it with the commercial system currently used by the Army, Air Force and public sector.
The new system, developed by UFA, Inc., of Gaithersburg, Md., supports individual or team training and has both out-of-the-window and binocular views. The product offers 3-D graphics with simulated weather information, airfield lighting and integrated radar displays, as well as simulation of other key tower systems. Another capability includes a photo-realistic airport database for each site and moving models that prepare air traffic controllers to choreograph real-life aircraft movement.

IDS Helps Civilian Personnel ‘Take Control’ by Sarah Olaciregui 66th Air Base Group Public Affairs 3/27/2013 - HANSCOM AIR FORCE BASE, Mass. -- With potential Department of Defense civilian furloughs on the horizon, the Integrated Delivery System team, made up of helping agencies from across the base, has developed a program called Take Control. The program is designed to help base personnel cope before, during and after a furlough.
"With all the uncertainty and anxiety about the potential furloughs, we wanted to create a comprehensive program that would make us all feel less powerless and more proactive," said Dawn Andreucci from the Airman and Family Readiness Center. "Accordingly, IDS team members will host a variety of relevant workshops and events to help personnel 'take control' and get through this difficult time."
The Take Control series is based on the five principles of resilience, adapted from the Transition Assistance Program resiliency module. Those principles include predictability, controllability, relationships, trust and meaning.
Focus areas of the program will include finances, relationships and self care at work and at home. The first part of the Take Control series focuses on getting ready for the furlough.
"Among others, we'll be offering 'Smart Budgeting for Uncertain Times' and 'Healthy Eating on a Budget,'" said Andreucci. "The Employee Assistance Program also has a specially designed presentation called 'Facing a Furlough.' It's all about planning and being prepared."
Orlagh Pawlyk, from Civilian Health Promotion Services, will offer a stress management series April 1, 2 and 3 from 2 to 3 p.m. at the Airman and Family Readiness Center. Attendees will learn how to manage stress in this three-session program created by nutrition, health and fitness professionals. Participants will gain knowledge of stress, learn how it works in the body, pick up some relaxation techniques and find out how to improve self-esteem and well-being.

Mobility Airmen Work Together To Move Two Army Brigades by Tech. Sgt. Parker Gyokeres 621st Contingency Response Wing Public Affairs 3/22/2013 - JOINT BASE MCGUIRE-DIX-LAEKHURST, N.J. -- More than 15 Airmen from the 621st Contingency Response Wing recently played a crucial role working with mobility Airmen from multiple locations to assist in the exchange of helicopters and equipment assigned to two large U.S. Army brigades March 14, 2013, here.
Beginning in mid-January, United States Transportation Command tasked the Joint Base McGuire-Dix-Lakehurst-based contingency Airmen, another 100 Airmen from the 436th Airlift Wing at Dover Air Force Base, Del., and three C-5M Super Galaxy aircraft to assist in the multimodal movement of two aviation brigades into and out of Afghanistan. The mission concluded with the last flight of the contingency operation Feb. 21, 2013.
"It took a full month to move more than 1,500 tons of cargo, but we didn't miss a single delivery date," said Lt. Col. John Hardee, 9th Airlift Squadron contingency operation mission commander. "The upgraded C-5M was so capable, we only needed to use three aircraft instead of the usual four or five C-5B models we would normally deploy for a multimodal of this type."
A multimodal mission uses more than one type of transportation to get cargo to a final destination. Both sealift and airlift were employed in this case.
Helicopters assigned to the 1st Air Cavalry Brigade, Task Force Iron Knights, from Fort Hood, Texas, were delivered via ship to a port on the Iberian Peninsula. There they transferred onto a C-5M for a flight to Afghanistan. After offloading the aircraft and support equipment of the 1st ACB at one of three bases in Afghanistan, departing helicopters from the 12th Combat Aviation Brigade, Task Force Ready, uploaded for a return flight to their home station in Katterbach, Germany.

NASA Awards Contract Modification for Support at Michoud Assembly Facility
WASHINGTON -- NASA has signed a one-year contract option with Jacobs Technology, Inc., of New Orleans to continue manufacturing support and facilities operations at the agency's Michoud Assembly Facility in New Orleans.
The one-year contract option begins on May 1. The contract is a performance-based, cost-plus-award-fee, mission services contract with an indefinite-delivery, indefinite-quantity (IDIQ) portion. With the exercise of Option 2, the mission services value increases by approximately $38 million, and the IDIQ potential maximum order value increases by $100 million for a new maximum potential contract value of approximately $477 million. The contract was awarded in May 2009.
The contract will support critical operations under way at Michoud to advance the nation's human spaceflight endeavors, including work on the Orion spacecraft and modifications to manufacture the core stage of NASA's Space Launch System rocket.

Austin Takes Central Command Flag From Mattis By Jim Garamone American Forces Press Service MACDILL AIR FORCE BASE, Fla., March 22, 2013 – Defense Secretary Chuck Hagel presided over the change of command of U.S. Central Command from Marine Corps Gen. James N. Mattis to Army Gen. Lloyd J. Austin III here today.
Hagel said the transfer occurs at a time of great change in the Central Command area of responsibility. It is a time of great risk and challenges, the secretary said, and a time of great opportunities.
Mattis and Austin have a long history together, Hagel said. At the beginning of Operation Iraqi Freedom, Mattis and Austin led the first American troops to cross the berm into Iraq.
Army Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, said Mattis was not daunted by the task he faced as Centcom commander.
“The challenges the volatile Centcom region presents can sometimes seem almost insolvable, yet Jim looked beyond the risks and sought to understand and to consider what was possible,” Dempsey said. “Jim looked beyond the risks we’ve sought to understand to consider the possible. He looked beyond the threats that we’ve labored to confront to face down aggression in all its forms.”
Dempsey noted that on his way here, he had stopped yesterday at the Marine Corps Recruit Depot in Parris Island, S.C.
“Even a young sergeant and staff sergeant knew I was on the way down here for the Central Command change of command,” the chairman said. “And to a man and woman, they knew the name of Jim Mattis. If you can leave the service with such an imprint on it that any young sergeant knows your name and had respect for the leadership you’ve provided, that’s a legacy I think we would all aspire to and be very proud of.”

Carter Quantifies Shift of DOD Resources to Asia-Pacific By Cheryl Pellerin American Forces Press Service JAKARTA, Indonesia, March 21, 2013 – The Defense Department has begun to shift its intellectual and physical weight to the Asia-Pacific to reinforce longstanding military commitments to the region, Deputy Defense Secretary Ash Carter said here yesterday.
Jakarta was the final stop of the deputy defense secretary’s weeklong trip to Asia, which included visits to defense and government officials in Japan, South Korea and the Philippines.
Speaking as part of an international panel at the third Jakarta International Defense Dialogue, or JIDD, Carter said the United States is serious about its commitment to the region and detailed elements now in motion of a rebalance called for in the department’s 2012 Defense Strategic Guidance.
Despite U.S. spending cuts and ongoing budget debates in Congress, the deputy defense secretary said, DOD is using whatever flexibility it has in managing its budget to favor and protect the rebalance.
“The rebalance will continue and in fact gain momentum for two reasons. First, U.S. interests here are enduring and so also will be its political and economic presence,” Carter told an audience of nearly 1,500 defense, government and security officials from around the world.
“This presence is accompanied by values -- democracy, freedom, human rights, civilian control of the military, and respect for the sovereignty of nations -- that America has long stood for and that human beings welcome and I think relate to,” he added, “So our interest in the region will be both believed and reciprocated.”
