Strength of City Pair Program Saves Billions for Federal Agencies
August 7, 2014 WASHINGTON, DC – The U.S. General Services Administration announced the award of its successful cost-saving air travel contracts for 2015, which will save taxpayers approximately $2.3 billion. Under GSA’s City Pair Program, airfare rates for the federal government’s official travel are pre-negotiated and firm-fixed-price for a year offering a 23% discount below corporate benchmark fares. In addition to offering considerable discounts, the City Pair Program allows the federal government additional flexibility in how it books air travel, such as no cancellation or change fees. FAS Commissioner Tom Sharpe said: “GSA’s mission is to help federal agencies save money, and that includes getting the best price for government travelers. By leveraging the government’s buying power, we are able to help federal agencies reduce travel costs and save billions of taxpayer dollars.” Key Facts GSA’s data-driven analytical approach to managing the program and negotiating with the carriers is driving cost savings and performance. Average one-way ticket prices for domestic flights have dropped four percent and international are slightly below one percent from last year, even at a time when commercial airfares have risen 6% year to date in 2014. The City Pair Program continues to significantly expand its global reach; total markets awarded are up 55% in FY 2015 to 7,894 markets compared to 5084 markets in FY2013. Expanding markets continue to lower agencies’ overall travel expense by lowering their airfares to meet their missions.

DHS, OPM Suspend Contracts with USIS After Major Cyber Attack
August 7, 2014 The Department of Homeland Security has suspended background checks and most contracts with contractor USIS after a cyber attack may have accessed the personal information of DHS employees. Peter Boogaard, a DHS spokesman, would not confirm the identity of the contractor but said that a multiagency cyber response team is working to identify the scope of the attack and how many employees were affected. He said the agency has determined that some DHS personnel have had their personal information compromised and the agency has notified its entire workforce to monitor their financial accounts for suspicious activity. “As we continue to investigate the nature of this breach on an urgent basis, we will be notifying specific DHS employees whose [personally identifiable information] we can determine was likely compromised.” DHS has also stopped providing sensitive information to USIS, according to a DHS official, which means that many of its contracts are in a state of suspension. But USIS confirmed the attack and said in a statement it was working with law enforcement to determine the extent of the attack and said that it looked to be state-sponsored. But the company stressed that cyber crimes of this nature have become “an epidemic” that affects businesses and government agencies alike, and that the company has invested heavily in its security measures.

SBA Takes Part in Millennial Trains Project to Reach Entrepreneurs Across the Country
August 8, 2014 WASHINGTON, DC – The U.S. Small Business Administration has teamed up with The Millennial Trains Project, traveling from Portland, Ore. to New York City, August 7-17 to take part in a coast-to-coast mobile business incubator to help inform, educate and explore opportunities in entrepreneurship. The Millennial Trains Project promotes diverse groups of entrepreneurial, creative and civic-minded millennials to explore America’s new frontiers through on-train seminars, workshops and mentor sessions. The SBA will provide information sessions and mentorships to small business owners and entrepreneurs both on the train and at the stops along the way. Stops include the following cities: Portland, Ore., Seattle, Wash., Whitefish, Mont., St. Paul, Minn., Milwaukee, Wis., Chicago, Ill., and New York City. This innovative project will help to engage America’s future entrepreneurs and small business leaders. Participants will be provided with SBA resources and information related to business growth, development and financial literacy, and will engage with SBA officials and resource partners offering training expertise and business speed talks. This unique social journey will allow entrepreneurial-minded participants to collaborate and brainstorm with other individuals from around the country. There is a diversity of projects that will be of interest to the small business community and to the public in general. SBA will connect participants with local mentors to help further build their businesses, and will feature local area resources and success stories. SBA’s participation in the Millennial Trains Project will help expand its entrepreneurial ecosystem that provides training, resources and management assistance to one million entrepreneurs and small businesses each year.

OPM Issues Final Rule on Phased Retirement
August 8, 2014 WASHINGTON, DC –Today, the U.S. Office of Personnel Management (OPM) issued the final regulations on Phased Retirement. Phased Retirement is a human resources tool that allows full-time employees to work part-time schedules while beginning to draw retirement benefits.
“Phased Retirement offers an innovative alternative to traditional retirement for the 21st century workforce,” said OPM Director Katherine Archuleta. “Phased Retirement provides a new tool that allows managers to better provide unique mentoring opportunities for employees while increasing access to the decades of institutional knowledge and experience that retirees can provide. This is yet another forward thinking policy that the Administration supports as it continues in its efforts to deliver a government that is effective, efficient, and supportive of economic growth.” Employees who are eligible for Phased Retirement and want to continue working on a part-time basis may do so with the agreement of their agencies. During Phased Retirement, an employee will receive a partial annuity and will keep accruing additional service credit toward their final annuity. The employee will also spend 20 percent of his time in mentoring activities to facilitate the transfer of their knowledge and skills to other employees within the agency. Each agency will have the flexibility to implement the mentoring component in a way that is best for the agency and employees. The Phased Retirement final regulations will take effect 90 days from August 8, 2014. This means that agencies can send their Phased Retirement applications to OPM for processing as early as November 6, 2014. The final regulations may be viewed on the Federal Register.

GSA: New Airfares Will Save Agencies Billions
August 11, 2014 WASHINGTON, DC – GSA: New airfares will save agencies billions Agencies should save $2.3 billion in 2015 as part of the General Services Administration’s airfare program, according to an Aug. 7 announcement. Under GSA’s City Pair program, airfare rates for federal employees are pre-negotiated — which means a 23 percent discount below average corporate rates, according to GSA. There are also no cancellation or change fees for agencies, according to GSA. “GSA’s mission is to help federal agencies save money, and that includes getting the best price for government travelers,” said Tom Sharpe, GSA’s Federal Acquisition Service commissioner. “By leveraging the government’s buying power, we are able to help federal agencies reduce travel costs and save billions of taxpayer dollars.” GSA said prices under the City Pair program are 1 percent lower than 2013, even though average rates have risen 6 percent. The total number of markets with City Pair rates available has also climbed — from 5,084 in fiscal 2013 to 7,894 in fiscal 2014. The new 2015 rates become effective Oct. 1, 2014.

Leadership Shakeup at United Launch Alliance
August 12, 2014 WASHINGTON, DC – The United Launch Alliance has a new leader for the first time in its nine-year history. Michael Gass, who has led the company as president and CEO since its founding in 2006, will be stepping down, the company announced Tuesday. His replacement is Tory Bruno, most recently vice president and general manager of Strategic and Missile Defense Systems at Lockheed Martin. Bruno’s appointment is effective immediately, although a company announcement notes Gass will “work collaboratively to ensure a smooth
leadership transition and continued commitment to mission success” through the end of the year. The shakeup at ULA, a joint venture of Lockheed and Boeing, comes at a time when the company is facing its first real challenge to its monopoly on military space launch for the Pentagon’s Evolved Expendable Launch Vehicle (EELV) program. SpaceX, founded by Elon Musk, expects to be certified for EELV launches by the end of the year. Company officials have insisted they can provide space launches for significantly less cost than ULA’s legacy platforms, the Atlas V and Delta IV rockets. ULA’s handling of the EELV program, among the Pentagon’s most expensive operations, has also come under scrutiny from Congress. Adding to the situation is international pressure from Russia, which produces the RD-180 engine used in the Atlas V. In a statement released by ULA, leadership from both Lockheed and Boeing praised Gass’ work at ULA. But it’s hard not to read this as the parent companies deciding the current CEO simply wasn’t getting the job done when faced with the media blitz SpaceX has assembled.

US Reassures China as 2,500 Marines Head to Australia
August 12, 2014 SYDNEY, AUSTRALIA – The United States stressed Tuesday it welcomes the rise of China and wants to work constructively with Beijing as it signed a deal to deploy 2,500 Marines to Australia as part of its “rebalance” to Asia. China bristled when the agreement to deploy Marines
to the northern city of Darwin was first announced by President Barack Obama in 2011. But after signing the deal at the Australia-United States Ministerial Consultations (AUSMIN) in Sydney, US Secretary of State John Kerry said Washington was not interested in conflict with the Asian powerhouse. “We welcome the rise of China as a global partner, hopefully as a powerful economy, as a full participating constructive member of the international community,” he said. “We are not seeking conflict and confrontation. And our hope is that China will likewise take advantage of the opportunities that are in front of it and be that cooperative partner.” Australia’s Foreign Minister Julie Bishop earlier defended the deal to bring US Marines and Air Force personnel to the Northern Territory, denying it was aimed at China which is embroiled in maritime disputes with neighbors. “That’s not what it is directed to do at all. It’s about working closely with the United States to ensure that we can work on regional peace and security,” she told a radio program.

Further Restrictions Lifted for F-35 Test Fleet; Army Awarded Contract
August 13, 2014 WASHINGTON, DC – The F-35 Joint Strike Fighter test fleet will be able to fly six hours between engine inspections for weapon test and refueling missions, as restrictions on the fifth-generation fighter continue to ease. Previously, the entire F-35 fleet was limited to three hours of flight time before an engine inspection was required as an investigation continues into a fire that heavily damaged an F-35A model on June 23. The test fleet is made up of 20 F-35 fighters. The remaining 79 F-35s are still operating under the full restrictions. During the inspection into the cause of the June 23 fire, the Pentagon grounded the entire fleet. On July 15, the planes were cleared to fly with heavy restrictions. In late July, the Pentagon eased up on some restrictions for the test fleet. Speed restrictions were relaxed from Mach 0.9 to Mach 1.6, while maneuverability restrictions were eased slightly from 3 Gs to 3.2. The Department of Defense is taking a “multipronged approach to expanding the envelope for our flight test engines,” said Joe DellaVedova, spokesman for the F-35 joint program office. Bumping the operating limit from three to six hours “allows our test fleet to conduct dedicated weapon test and refueling missions.” DellaVedova also said the root cause analysis into the fire continues. While inspectors have determined the fire was caused by “excessive” rubbing of a fan blade inside the Pratt & Whitney designed F135 engine, it is unclear why the issue arose.

Defense Panels Hold Up $7M Funding Shift for Hellfire Missiles – for Now
August 14, 2014 WASHINGTON, DC – Two US Senate committees are holding up $7 million in new monies for the missile that has been America’s munition of choice against al-Qaida. The Senate’s Armed Services Committee and Appropriations Defense subcommittee have deferred action on a Pentagon request to shift $7.1 million from other accounts into the Hellfire missile program.
Under US President Barack Obama, who took office in January 2009, the United States has conducted 328 armed drone strikes in Pakistan against al-Qaida, Taliban, Haqqani network leaders and operatives, according to the New America Foundation. Since 2009, the US also has carried out 110 drone strikes in Yemen, the think tank has concluded. Lockheed Martin-made Hellfire missiles have been a cornerstone of the Obama administration’s armed drone campaign, fired from Predator and Reaper remotely piloted aircraft. In its fiscal 2014 budget plan, the Pentagon proposed buying 550 of the air-to-surface missiles, according to Defense Department documents. The Pentagon expected to need $58.5 million in fiscal 2014 for the Hellfire program, according to the DoD documents. The department, however, came up $7 million short. In budget documents sent by both Senate committees to Pentagon Comptroller Michael McCord dated in late July and obtained by Defense News, lawmakers said they still were reviewing some DoD funding-shift proposals.

Modular Sensor System from Cher ry Extended
Now available with stroke, angle, speed and position sensors At Automatica 2014 from 3rd to 6th June in Munich in Hall B5 on Stand 208B Cherry Industrial Solutions will present its modular sensor system. In addition to the successful modular speed sensors for electric drives and industrial automation applications, the company will show new modular stroke and angle sensors. The modular system uses proven single-chip sensor devices with a standard and fully-integrated magnetic circuit from the automotive sector of
the parent company which are tailored for industrial applications. The results are well-engineered sensor products with a simple design that deliver a very high performance at a cost-effective price. The idea stems from the discount store model: The customer can choose from several predefined configurations, which can be manufactured quickly. Arno Erzberger, Product Manager at Cherry explains elements and interfaces the sensors allow a variety of customized solutions. The modular speed sensors have been available for some time and have shown how you can make successful products through a combination of flexibility of customer interfaces, high performance but simple design plus short-term availability with low investment costs for the customer. The modular system has now been extended with stroke and angle sensors to meet the risen demand for actuators. Those actuators are mostly based on an electric, hydraulic and pneumatic concept and are used in automation, drive, vehicle steering and actuator applications. To achieve a better performance with actuators, a conventional open-sufficient anymore as normally a closed-loop control is created which requires the use of a sensor. The stroke and angle sensors benefit from small package sizes, so they can be used in very small spaces. The operating temperature range is -40 up to +150 degrees Celsius and meets minimum IP67. Angle sensors are freely programmable from 0 360°. The freely programmable measuring range for the displacement sensors ranges from 5 mm up to 45 mm. A special version with a measuring range of 25 mm for electric and hydraulic drives is immediately available.

As troops were frequent targets of improvised explosive devices and insurgent attacks, the K-MAX answered the call to reduce the number of truck resupply convoys and their troop escorts to protect soldiers on the ground. Getting to Chantilly via Airplane: Washington Dulles International Airport (IAD) is a relatively easy airport to navigate. It’s located 26 miles west of Washington D.C and it serves the Washington, Baltimore and Northern Virginia region. Dul les actually lies in the two unincorporated areas of Chantilly and Dulles. Dulles is the busiest airport in the Washington region with over 22 million passengers a year from more than 125 destinations around the world.
Getting around the City: Taxis in this region tend to be expensive since it’s near DC, however since the airport is only seven miles to Chantilly, it should be fairly painless and taxis are abundant. Be aware that taxi trips within the District of Columbia have a maximum fare of $19.00. Washington Flyer operates a variety of coach bus, shared vans and ta xis. All taxi rates start at $2.80 then $2 for each mile. Getting to Chantilly should run about $20. The Metrobus line 5A (D.C. - Dulles Line) is an express bus operating between Dulles International Airport and popular L'Enfant Plaza Metro Station in Washington, DC. It’s actually best though to drive a car in this area. Chantilly is not well connected via bus or rail to its surroundings and public transportation has long been wanting. The city is not large, only about 23,000 residents, but with the plethora of taxis serving the region, cab rides are fairly quick.

The summer months are also the wettest months of the year with July and August receiving the most rain. The fall is the best time here with the noticeable changing of the seasons and cooler temperatures in the mid-60s. However average snowfall is 16 inches so pack warmly in the winter and expect delays.

In warmer months you can enjoy the wraparound patio complete with squared fire pits. They offer an impressive selection of food as well from appetizers like duck wontons and venison sausage to mussels and imported cheeses. But it is the wine which draws people here and the ability to always find something new.
Smithsonian National Air and Space Museum-Steven F. Udvar-Hazy Center: This is a companion facility to the Smithsonian Institution's National Air and Space Museum There are nearly 150 aircraft on display, including spacecraft such as the space shuttle Enterprise, the P-61 - a late World War II fighter-pursuit plane, the SR-71 Blackbird spy plane, and the Enola Gay B29. What could not he housed at the Smithsonian on the National Mall came here. This beautifully maintained, superbly designed centre has a wonderful array of aerospace exhibits that chart aviation from its beginnings to the space shuttle years. Real air and spacecraft are the stars - sitting proudly front and center, strategically laid out so that there are many elevated viewpoints and abundant opportunities for photography. There are free guided tours led by knowledgeable docents, and an IMAX theatre. It’s also far less crowded here with more ability to take in the sights. Admission: Free ($15 for parking).

Dining in Chantilly: Otani Japanese Steak & Seafood: This is the ultimate in Japanese cuisine in the area. Flame, comedy, banter and music come together in a hibachi styled restaurant. Each guest receives a front row seat at a searing and surprisingly large Teppan grill where your dinner is cooked right before your eyes – and who doesn’t like a little theatre with your meal? The personal chef cooks up tender filet mignon, fresh seafood, juicy chicken or any combination of these items accompanied by freshly cut mushrooms, onions and crisp zucchini with flare and comments from guests are always welcomed. There is also a very large selection of sushi rolls and sashimi for a more traditional sushi house feel. All dinners come with soup and salad so it’s a pretty comprehensive meal. They offer cocktails and a decent sake selection and a handful of imported beers. The interior is a little cluttered and can get a little racous but the traditional feel of tatami screens and wood paneled walls is warm and inviting. Wednesday and Thursdays they offer special pricing on sushi to entice midweek diners.
Willard’s BBQ: This homey, busy, but noisy restaurant anchors the corner of a strip shopping center near the Dulles Expo Center. It takes six blackboards to list everything here, from sandwich combos and platters, to the daily specials, to desserts. Willard’s offers a variety of barbeque styles including Texas, North Carolina, Kansas City, and St. Louis. They also serve Jamaican jerk chicken - not strictly barbecue, although it is grilled. Their North Carolina pulled pork is a perfect marriage of smoke with a subtle tang from a vinegar-based North Carolina barbecue sauce. The Jamaican jerk chicken is fiery hot, moist, and tender. Side dishes include the usual Southern routine - baked beans, slaw, potato salad, collards, green beans, mashed potatoes, plus a Willard’s concoction called “black-eyed corn,” a combo of black-eyed peas and corn. There are always a couple of cobblers of the day, as well as Key lime pie and peanut butter pie. Lunches are packed and dinners are busy, but you can still hear the live music.
