YORK ROAD PARTNERSHIP

Minutes of September 1, 2004 (rev)

I Open & Welcome

Mr. William Logan, Vice President, convened the meeting at 7:20 p.m.

II Presentation & Update of Master Streetscape Plan

Mr. Blair Farrand, present the drawings of the Master Streetscape Concept Plan and briefed the group on the status of the committee’s progress and recent issues. The major issue facing the committee at this time is the need to add to the City’s current York Road Streetscape Project (Tunbridge to Northern Parkway) an upgrade of the signal at Northern Parkway. Ms. Perry introduced the following resolution:

BE IT RESOLVED, That the York Road Partnership request to add a signal upgrade in conjunction with the Tunbridge left-turn lane installed on north-bound lane.

MOTION to accept the above resolution was made, seconded and passed unanimously.

III Leadership Committee Update

Mr. William Miller, Executive Director for Greater Homewood, updated the group on the first official meeting of the newly-developed Leadership Committee. The two main priorities the committee discussed were to determine how it would be best for this committee to function and overview the current status of what is going in within the Partnership. Currently, the committee structure of the Partnership is good, but needs assistance in several areas. The structure and status of each committee is as follows:

• Leadership Committee: is chaired by Mr. Jason Canapp, President of the York Road Partnership. This committee is up and running.

• Housing & Neighborhood: is chaired by Mr. Dan Ellis of the Pen Lucy Action

Network. This committee is up and running.

• Traffic Committee: is chaired by Mr. Fred Furney of the Bellona-Gittings neighborhood. This committee is up and running.

• Streetscape & Appearance: has been up and running but holds no organized format or chiar.

• Public Safety: currently has no chair and is not up and running

• Commercial Revitalization: the status of this committee is currently being examined by Mr. Jason Canapp for future progress.

Leadership Committee Update (continued)

• Public Relations: the role and responsibilities of a Public Relations Liaison is being discussed by the committee – ideal candidates for this role will have strong connections and a good working knowledge of neighborhoods and city government.

A final item discussed by the Leadership Committee was how to best communicate information between the general membership and the committee. It was discussed that this communication would most likely funnel through Mrs. Natalie Fulco, Corresponding Secretary to the Partnership.

Mr. William Logan briefly mentioned that the City will work with residents to help train neighbors how to inspect homes in an effort to keep structures up to code. Several homes in the area have been allowed to decline and this program will help neighborhoods stay empowered and beautiful.

III Old Business

Enterprise Rent-A-Car: Ms. Karen DeCamp, President of Radnor/Winston, informed the Partnership of the current plans for Enterprise at the former IHOP location. Enterprise representatives met with various community representatives to discuss their needs – some of the highlights from this discussion are:

- Enterprise agreed to sign a Memorandum of Understanding, will take care of trash and snow removal, no vehicle repairs on site, plans a proper run-off system for car washing, install safety lighting/landscaping, paint building’s exterior and erect a black wrought iron fence to match Loyola’s 5104 property.

Belvedere Square PUD Amendment: Mr. William Miller briefed the group on the status of the Planned Unit Development amendment as it pertains to live entertainment at Belvedere Square. The Belvedere Improvement Association (BIA), was in favor of live entertainment at Ryan’s Daughter, but opposed to the amendment as written. The fear of live entertainment was due to the possibility of a future owner allowing inappropriate entertainment in an establishment and not family-friendly entertainment that currently compliments the Belvedere Square area. The PUD was approved with changes to allow live entertainment, with a compromise to a 6,000 square foot area of Belvedere Square instead of a 7,500 square foot area. This resulted was a positive accord between the City, Ryan’s Daughter and the communities.

IV New Business

James Rouse Community Service Day: Ms. Leslie Wietscher, of the Evesham Park Association, announced the third annual James Rouse Community Service Day will be held on September 11, 2004 from 8:00 a.m. – 3:00 p.m. This year’s projects include building a new permanent stage, volley-ball courts and horse-shoe pits. Struever Brothers, Eccles & Rouse is generous to contribute all of the materials and also invites volunteers to their Tide Point Promenade for a thank you party later in the year.

COP Program: Ms. Leslie Wietscher also reported on this initiative involving Evesham Park and Lake Walker who are in the preliminary planning stage of combining their volunteer efforts to start a Citizen’s on Patrol program. They have contacted HARBEL (known for their successful COP program) and HARBEL has offered to set up a training meeting with them. Follow up details and updates may be given upon request.

V Neighborhood Profile – Radnor Winston

Ms. Karen DeCamp, President of the Radnor Winston Improvement Association, gave a brief and interesting profile of the neighborhood.

VI Announcements:

- September 19, 2004: JFX Event- September 19, 2004: Loyola Student Outreach Day- The MD 45 Streetscaping project in the county is now headed to the southern end

of the road. They will start on the east side of Northern Parkway next week, demolishing and replacing sidewalks and curbs. Traffic will be reduced by 2 lanes from Northern Parkway to Lake Avenue and the Northern Parkway bus stop will be temporarily closed. They will continue north on the east side. When the east side is completed, they will then start at Stevenson Lane on the west side and head back down south. The final phase is back at Northern Parkway on the west side. Ms Wietscher is the city/community liaison for this project and attends monthly partnering meetings with SHA. If you have questions, concerns or comments, Ms. Wietscher can take them to the meetings.
