I sat down with Cesar for an in-terview to find out more about hiscommitment in organizing eventsfor the community.

Cesar, please tell us how devel-opment for Downtown SummerFest began and why you decidedto hold the event in DowntownSan Bernardino.

Gomez: As a San BernardinoGeneration Now member, we hadCommunity Fest which was reallygood. For me I didn’t want to stopthe traction of what we createdthrough that amazing event. Weimpacted the community in a pos-itive way and that positivity has tocontinue and I believe DowntownSummer Fest will be a continua-tion of that. I think the communityare hungry for more events likeCommUnity Fest. DowntownSummer Festival is something thatI came up with and it seemed per-fect to do. People have backed meat every level and it looks likethings are coming together prettyharmoniously.

You mentioned that the residentsin San Bernardino are hungry foran event like this. Do you thinkevents like CommUnity Fest andDowntown Summer Fest can be acatalyst to the rejuvenation of theRoute 66 Rendezvous? Or do youbelieve the new generation of res-idents to be innovative and comeup with new events that will at-tract the community?

Gomez: I think it’s a pretty opencanvas as far as having eventsdowntown. I think that Route 66 isa great event and it should happenagain, but it shouldn’t be the only

thing to take place in downtown.Downtown San Bernardino shouldhave a lot more than just oneevent. Downtown Summer Fest isnot something that is taking overRoute 66. As a matter of fact , itwould enhance Route 66 if itcomes back and I hope it comesback. It’s an asset that the city hadand lost and we need it to comeback.

Do you have any funders help-ing you out in the organizingprocess?

Gomez: I have good communityfunders. The Vanir Company isone of the main sponsors alongwith the San Bernardino FireUnion, the San Bernardino BlackChamber of Commerce, The SanBernardino Sun Newspaper,Games for Funs, La Curacao, theInternational House of Music.Some have done the sponsorshipthrough money donations andsome have done this through serv-ices and in-kind sponsorships. Itall counts because it what makesall this happen.

What do you mean by In-Kindsponsorships?

Gomez: So, for example, the In-ternational House of Music is let-ting us rent some of theirequipment for free, instead of mepaying someone to bring in theequipment. Their contribution isan in-kind of their services.

Speaking to the different organ-izers that helped organize theCommUnity Fest back in May,they described the arduousprocess of organizing the venue.accommodating the bands anddifferent organizations who set up

booths. As far as volunteers fromSan Bernardino Generation Nowand the Revolve Project, who aredifferent key players that havehelped you with the event?

Gomez: The main players as faras the organizations I would haveto say are Brandon Aguilera, whohas been in charge of the brandingof the event with his graphic de-sign. Erick Lemus and RustyPalmer of the Revolve Projecthave been huge. There’s a greatteam behind this. The planningand execution behind the entireevent has been a result of theirhard work.

Tell me more about yourself andwhy do you personally believe theresidents need an event like this.

Gomez: Downtown SummerFest creates culture. If there’s cul-ture in downtown, residents willbe attracted. I’m a social entrepre-neur, but I’ve also had experiencein music. I’ve been part of severalbands who have spearheaded festi-vals in Los Angeles. We beganplaying in backyards to going toHollywood venues, to finallybuilding a platform to go biggerand organize festivals. My experi-ence in creating popular festivalsis there and I hope to create some-thing similar here in SanBernardino.

What kind of bands will be per-forming during Downtown Sum-mer Fest.

Gomez: It’s a big mesh of every-thing. All types of music really. Wehave Dubstep, Acoustic, Reggae,Ska, Indie, and Rock to name afew. I try to find good, live artiststhat can perform in front of people

and have a great performance. Thebands I’m bringing in are local,but have played at bigger stages.The artists were a little handpickedto be honest, but I hope peopleenjoy their performances.

You have been promoting theevent for about a month or sonow. What type of feedback haveyou received from community

members? Are people excited forthis?

Gomez: People are really ex-cited. There’s been tremendouspositive energy coming from peo-ple who hear about the event. Theonly thing that people are asking ifthis event will be replacing Routeand once again that’s no.

The key reasons why the WayWorld Outreach church decided toadopt the high school are to part-ner and support staff to help stu-dents succeed, develop communityof youth leaders by encouragingcommunity involvement, and tobring hope to those struggling with

personal, social, and spiritual cir-cumstances.Way World Outreach Pastor Mar-cos Garcia said the role of thechurch is to serve the school andserve the students.“We want to let you know thatwe’re here to do maybe what thegovernment can’t do and that’s tojust love you guys,” said Garcia.“When you’re going through atough time, we want to make sureyou have someone to contact.”Garcia said to parents in atten-dance that there is a guarantee thatthings will not go according totheir plans, but reiterated the im-

portance of their support system.“There’s times in your life whenyou need support or someone tohelp you with your teenager,” saidGarcia. “We want to be there.”SBCUSD Superintendent Dr.Dale Marsden said he knows Gar-cia and the Way World Outreach iscommitted to taking students astheir own. He explained to stu-dents and parents in attendancethat the church serves over 7,400people and deliver over a millionpounds of food to families in need.Marsden also brought up datacollected by a senior researcherthat concluded that hope, engage-ment, and well-being is the bestmeasurement of future success. Intheir research they found that theycould cause a 30 time increase inachievement if students can an-swer yes to the following ques-tions: My school is committed tobuilding the strengths of each stu-dent and that they have at least oneteacher who makes them excitedabout the future. “It’s critical that these kind ofpartnerships work to get our youngpeople engaged in their schoolsand in their community,” he said.“And that’s exactly the kind ofwork that has been going on for awhile.”Jamie Rios, a bilingual coordina-tor at San Bernardino HighSchool, said the partnership hasbeen mutual. Students and facultyvolunteer when the church holdsfood and clothes giveaways. Hesaid it’s a great experience for thestudents.“We work really well with oneanother,” he said. “They giveclothing, inspire, tutoring, em-ployment opportunities for thekids. I’m glad to see this happen-ing.”

Residential care facilities, nursing homes facingrenewed calls for reform

Former San BernardinoCounty Deputy CoronerMonika Padilla once said

she was interested in trying to dowhat she could to research con-cerns about local nursing homeabuse. Padilla said she was willingto conduct more autopsies onthose who might have died due toquestionable circumstances. Thatwas 20 years ago and Padilla wasvoted out of office shortly after.Further back, the AssociatedPress reported during Gov. JerryBrown's first term as governor,that citizen groups were askinghim to form a task force to inves-tigate nursing home and residentialhome conditions. In 1975, thePublic Interest Law Center wantedGov. Brown to look at the profitsof nursing homes before allowingthe state to allocate them any moremoney.In 2014, there are currently 16proposed state measures that couldfurther regulate community carefacilities. State AssemblywomenCheryl Brown (San Bernardino)has authored AB 1899 whichwould put a lifetime ban on opera-tor's who abandon their assistedliving facility. Brown is a memberof the Assembly's Aging and LongTerm Care Committee. In a emailresponse, Brown wrote that shehas voted in favor of other legisla-tion that would protect those resid-ing in residential care facilities forthe elderly (RCFEs).Assemblywomen Brown relayedgraphic reports of sexual assaults,severe injuries and at least 28deaths occurring in RCFE's in San

Diego County. Over the years,Brown said she has been an in-home care provider for severalfamily members. She points outthat RCFE's are commonly calledassisted living and board and carefacilities, ranging in size from sixbeds to a more formal setting of100 beds. Brown said full-scaleskilled nursing homes are licenseddifferently than RCFEs. Brown went on to explain thathealth care facilities in Californiaare regulated by a number of pri-vate and public agencies at the fed-eral and state level, whosometimes have overlapping juris-

dictions. She cited a 2013 reportthat showed the state departmentof social services, community carelicensing division, ignoring nu-merous allegations of questionabledeaths occurring in RCFE's.Current statistics about long termcommunity health facilities in SanBernardino are hard to find, how-ever the stories are notorious. Wellbefore the recent series of articlesabout health care abuse publishedby the San Diego Union-Tribune,the San Bernardino Sun publishedan investigative series by MarkMuckenfuss about the shortcom-ings of nursing homes. Mucken-

fuss wrote his articles in the mid-1990's about the same time thatMonika Padilla was coroner. In 1954, Parade magazine's in-vestigation about nursing homesshowed that many patient's weredying from fires due to outdatedstructures. Others were injuredfrom falling. Parade wrote of pa-tient's lying in beds soaked in urineand the smell that went with it.They found that nursing home op-erator's took measures to keep pa-tient's sedated "because it's easierthat way." In 1954, Parade showedlocal police making arrests of

those abusing nursing home pa-tient's. Today, the threat of fires athealthcare facilities is minimal.The stench of urine now comesfrom foley bags dangling from theside of hospital beds. Patient's nowseldom lay in urine since nearlyeveryone is fitted with a catheter.Local police now seldom investi-gate such abuse. Other than that,some of the same negative descrip-tions remain from 1954."It's like the wild west," said at-torney Randy Walton. "Whether ithappens in a nursing home or res-idential care facility, neglect is stillneglect." Walton has handledabout 100 nursing home abusecases in the past 15 years, with 12heard in San Bernardino County.His typical case is a fall that couldhave been prevented. "Afterfalling, the patient doesn't alwaysget the proper attention. A fractureturns into an infection and the pa-tient can die," says Walton, who isbased in San Diego.Walton said that nursing homeofficials act under the jurisdictionof an attending physician. Waltonagreed that it's easier to care for abedridden patient but "chemicalrestraint" is a major offense. Hesays that more inspectors are des-perately needed to provide moreoversight of community healthcare facilities. "I don't think there'sbeen that much improvement ofcommunity care facilities. But inthe last 10 years, there are morepeople watching. I think their con-science has been shocked. Peopleare starting to pay attention. Ihaven't seen that before."

Words to Think About: A little bit about Sam Snead

To me, the game of golf isthe most fascinating sportthere is. It combines the

maximum of physical skill and agreat amount of mental planning,plus creative thinking. It is a com-bination of brains and brawn.My favorite senior pro golfers areJack Nicklaus, Lee Trevino, andTom Watson, followed by FredCouples and Phil Mickleson.Among the younger players

today, I like Rory, Bubba, Adam,Tiger and Sergio. But my all-timefavorite is SAM SNEAD. In mymind he was head and shouldersabove all the other golfers in histime or any other time.Samuel Jackson Snead was bornon May 27, 1912 in a small town-Ashwood, Virginia. He died onMay 23, 2002-4 days before his90th birthday. He died of a stroke.Sam’s wife, (Audrey Kames) andhe were married in 1940. She diedin 1990. They had two sons, Sam

Jr. and Terrence. They also hadtwo grandsons.Sam was always active in sports.During high school, playing foot-ball, basketball and running track.In fact, he ran the 100 yard dash in10 seconds flat. He was in greathealth most of his life: 5 feet 11inches tall and weighing an aver-age of 185 pounds. In his eightiesSam was so limber he could touchthe top of the average door jamwith his foot.He was the youngest of fivebrothers and was inspired to playgolf by his oldest sibling. Sammade his first clubs from saplingsfrom the trees. He walked thecourse in his bare feet and wouldpractice hitting rocks.In fact, when he was havingproblems with his game, he wouldoften take off his shoes and sox. Inone of his Master’s win, that’swhat he did. He went barefoot.And won the tournament.Many golfing authorities see himand Ben Hogan as the two greatestgolfers of all time. The interestingthing about their competition, Sambeat Ben every time they had aplayoff.While his contemporaries doagree he was great, they also agreethat he was cantankerous. He wasstrong willed and always voicedhis opinions. He was also humor-ous.Sam always had a joke and mostof the time they were suggestive ordownright dirty. Two of my fa-vorite humorous stories, that are

not dirty, are about two othergolfers.The first one is about Ben Hogan.Sam challenged the view thatHogan never talked. Sam said,“That’s not true. He always talksto me. He says, ‘Sam, you’reaway’.” That means Hogan wascloser to the hole than Sam.I really love this one. It concernsa young (25) golfer that was prettygood. He and Sam were playing ona good course-with a side bet-andthey came to a 450 yard, dogleg tothe right, about 250 yards from thetee. At the turn there was a groupof trees about 70 feet tall, and theywere out of bounds.Sam says to the young golfer“When I was your age I could hitthe ball over those trees onto thegreen.” Not to be outdone, thegolfer tried it himself and it landedright in the middle of the out-ofbound trees.Sam laughed uproariously. “Ofcourse, when I was your age thosetrees were only 10 feet tall.” Samwas 70 years old at the time.Sam became famous for usingthe word “yipps,” when his puttingwas bad. It was the shakes. So hestarted putting like someone play-ing croquet, straddling the ball.Unfortunately the PGA outlawedthe technic.He never wore a golf cap. Only abroad brimmed hat. He never tookit off because his hair was gone.Did you know he served in theU.S. Navy in World War II?Perhaps you are questioning my

view that he was the greatest golferever. I back up my opinion withthese statistics.He played professionally from1934 until he retired in 1987. Atotal of 53 years. In that period oftime he won 82 PGA sponsoredtournaments. He was the winner of162 professional tournaments. Noone is even close to the latter num-ber. Only Tiger may win morePGA tournaments.For several years he was the

PGA’s leading money winner. It

should be remembered that hecompeted the highest ranked play-ers for 50 plus years like BenHogan, Byron Nelson, ArnoldPalmer and Jack Nicklaus.A famous statement of his de-scribes him to a tee. “Keep closecount of your nickels and dimes,stay away from whiskey and neverconcede a putt.” Finally, SamSnead was a great golfer and apenny-pinching hillbilly from theBlue Ridge Mountains.Amen. Selah. So Be It.

Lawsuit:Libreria del Pueblo, Inc. and TheCalifornia Partnership and formerFontana resident Virginia Macyfiled suit in Sacramento on Au-gust 12, 2014 challenging the cityof Fontana's illegal commitmentto pay a $1.5 billion debt to a pri-vate developer with County prop-erty taxes. According to the suitthe City of Fontana, in order to fi-nance the infrastructure develop-ment in the Jurupa Hills Area,agreed to pay developer Ten-Ninety, Ltd. 15.5% interest on aprincipal debt of 174 million, in-creasing the total debt to $1.5 bil-lion. Fontana then illegallypledged to pay the debt with prop-erty tax revenues that would oth-erwise be used for much neededCounty services.The suit alleges that the financ-ing structure violates new restric-tions imposed on formerredevelopment agencies. Theplaintiffs have requested a courtorder preventing Fontana fromusing property tax revenue to paythe Ten-Ninety's debt.The case is being handled by theWestern Center on Law andPoverty in Los Angeles. Accord-ing to Lynn Martinez, an attorneyfor the Center, " In 1987, Fontanapromised its citizens that it wouldonly spend $135 million to de-velop Jurupa Hills. It now owes$1.5 billion and that amount is in-creasing. Anniversaries:Women’s Equality Day (August26) was designated by the U.S.Congress in 1971 at the behest ofDemocratic New York CongressRepresentative Bella Abzug. Itcommemorates the passage of the19th Amendment, the WomanSuffrage Amendment, to the U.S.Constitution, which gave U.S.Women full voting rights in 1920.It is the 43rd anniversary of theDay and the 94th anniversary ofthe 19th Amendment.

Medicare is celebrating its 48thanniversary. Congress createdMedicare under Title XVII of theSocial Security Act and is admin-istered by the U.S. Government.Medicare guarantees access tohealth insurance to Americans 65and older who have worked andpaid into the system. Since it's in-ception there have been changesto include younger people whohave permanent disabilities andreceive Social Security DisabilityInsurance (SSDI) and those whohave end stage renal disease.

The Social Security Act wassigned by President Franklin D.Roosevelt on August 14, 1935and 2014 marks its 79th anniver-sary. Social Security evolved as areaction of the depression povertyrates among seniors of over 50%.The original Social Security Actand the current version due toseveral amendments provide cov-erage for the poor as well as de-pendent children, spouses,survivors and the disabled. By1937 Social Security cards wereissued which became necessaryfor employment and tax contribu-tions. In 1939 spouses and chil-dren were included for coverageand in 1954 the disabled wereadded. I wish to echo the thoughts ofAnthony Victoria and provide alittle more insight about the airquality in our region with regardto a recent editorial he wrote thatappeared in your newspapers. Ilive in Rialto and work in Rialto’sindustrial north side. Just yester-day, the air was so heavy andsmoggy that it made it really diffi-cult for me to take a deep breathwhen I left my office. In fact, itwas hard to just breathe in general.It was bad, even for industrialstandards. I live less than five miles from

work, and my biggest concern isthe well-being of my 9-year oldson. He’s an active little boy wholikes to run, climb trees and playbasketball. However, when heplays basketball at the park, he hasto constantly take breaks and catchhis breath. And that’s on the dayswhen we can even go to the park.There are those really bad days,like yesterday, when the whitehaze of smog is right in your face.Those are the days we stay in-doors, no matter how badly hewants to go to the park. We get toomany of those days where I live.

I think it is time for the AQMDto take a real hard look at itself anddo everything in its power to en-sure that our air is clean enough tobreathe without hazard. As An-thony Victoria stated in his edito-rial, on more than 100 days lastyear, Southern California FAILEDto meet clean air standards. Myson and all the children of the In-land Empire deserve better.

I understand the Jewish and gen-eral societal outrage at the Rialtoschool district Holocaust assign-ment and its phraseology if it is in-terpreted as a blatant anti-Semiticprogram.

To me, however, the assignmentwas a valid one in critical thinkingand discernment designed to teachthe student about the truth or liesthat exist in the printed word ormedia in general, and not anti-Se-mitic at all.

For the students who were

gullible and did not do their duediligence, and even voiced anti-Jewish opinions, the teacherscould and should come alongsidethem and show them the over-whelming, horrific documentationof the concentration camps, gaschambers, incinerators and goldtooth fillings.

Instead of a knee-jerk, apologeticand self-righteous stance, I thinkthe Rialto school board shouldstand up to the criticism and say,“This is exactly what we want. Athoughtful and discerning discus-

sion of a horrible deed of history,and the Big Lie that tries to rewritehistory.”

If we don’t develop these criticalthinking skills, how easily citizenscan be deceived. (The Bible quotesJesus, “Even the elect will be de-ceived.”) Falsehoods and urbanlegends abound. Our children andgrandchildren should be armedand competent to weed out thebogus from the truth.

It’s increasingly difficult to im-prove education, especially inSouthern California. Many undoc-umented immigrants who don’tspeak the language are mixed inwith English-speaking students,which slows down any hope forfurthering education in a timelymanner.

Parenting is important in a child’sformative years and, unfortunately,communication at home is limiteddue to electronic devices. Studentsin class are using cellphones totext or find answers to test ques-tions. Teachers are afraid to disci-pline students because their career

might be in jeopardy pending aninvestigation. Paying teachersmore is not the answer. Tenureshould only be given if the teacherhas proven that it is deserved.

25th Annual Black Rose, Human-itarian of the Year, and Commu-nity Service Awards Banquet. munity mentor for athletes for over22 years. Amazon to open fifth distribution center in Redlands

The shipping process afterclicking “buy” will be amore closer to home expe-

rience for Inland Empire residentsafter Amazon announced last weekits plans to open a distributionwarehouse in Redlands.

The 700,000-square-foot fulfill-ment center--the fifth in the stateand third in the Inland area--is partof a plan to create a network thatreduces delivery times and im-proves the shipping experience forcustomers, according to Amazon.Amazon’s other four Californiacenters are located in San

Bernardino, Moreno Valley, Pat-terson and Tracy.Redlands Mayor Pete Aguilarsays he’s looking forward to thehundreds of local jobs the newcompany will create.“Amazon is among the innova-tive and successful companies thathave recognized our city's attrac-

tive, business-friendly atmosphere,ideal location and skilled and di-verse labor force,” Aguilar said ina statement. “We are looking for-ward to Amazon taking its place asa valued member of our businesscommunity.”The new center at 2125 W. SanBernardino Ave. is looking to hirehundreds to help pick, pack andship things such as big screen tel-evisions, kayaks and large furni-ture to its customers. Amazon’s vice president ofNorth America operations MikeRoth said in a statement that thecompany is looking to hire 2,500people statewide for its centers,and offers wages 30 percent higherthan traditional retail stores and in-clude comprehensive benefits onday one, bonuses and stock

awards.“We have found great talent inthe state and we’re excited to begrowing quickly to serve our cus-tomers,” Roth said in the state-ment.While an opening date for theRedlands project was not dis-closed, representatives with thecompany said the fulfillment cen-ter is expected to be up and run-ning by the fall. Tzu-Chi Clinic serves over 100 San Bernardinoresidents at Indian Springs High School

One hundred and eighty-eight people signed upand received free medical

services from the Tzu Chi Founda-tion during their Health Fair onSunday August 17 at IndianSprings High School in SanBernardino.Founded in 1966 by Buddhistmonk Cheng Yen in Taiwan, theBuddhist faith-based organizationbelieves in love and compassionthrough action.The foundation in two decadeshas provided free health servicesto 20,000 people in the SanBernardino community. In April,they provided medical attention to246 residents during a health fairat Lytle Creek Elementary School.Services provided at the clinic in-cluded: dental services, eye exam-inations, acupunctures, andexaminations that help diagnosefor serious diseases and ailmentssuch as diabetes or cholesterol.Residents also received free med-icine prescriptions and a bag of

vegetables and fruits provided byGary Liaou.William Keh, Chief ExecutiveOfficer of the Tzu Chi MedicalFoundation, said the location of

the clinic accommodated both vol-unteers and patients.“The logistics and layout is inone place and it is air-condi-tioned,” Keh said. “The volunteers

feel more comfortable when pro-viding services. Patients feel goodbecause they are not waiting out-side for a long time, but are wait-ing inside instead.”Keh hopes that future clinics con-tinue to receive more patients.“These volunteers are willing tohelp. They are doctors, dentists,acupuncturists, and supportingvolunteers,” he said. “You alsohave high school and college stu-dents helping out. I wish in the fu-ture we can collaborate with otherorganizations to provide a biggerhealth fair.”Maxi Vasquez of Yucaipa said inthe three years she has been at-tending Tzu Chi’s health fairs, shehas been treated well by the volun-teers.“They give us all the medical at-tention we need, what else do wewant,” she said. “I thank god fortheir services.”Volunteers received free mealsthroughout the day thanks to dona-tions provided by Panda Express. ing first hand how Tzu Chi med-ical volunteers provide services totheir community impacts studentsto help their community.“It’s helping out the communityand it’s great seeing young peoplecome out and volunteer,” she said.“It gives you passion. Every timeyou get the chance to volunteer,you’re going to want to do it.”Brandon Dominguez, 13, saw In-dian Springs students bringing insupplies and decided to lend thema hand. Pretty soon, he was help-ing patients along with the othervolunteers. “They (students) were telling meto get good grades I’ll have a bet-ter career be involved,” he said.“It’s like going to work.”

Thesewomen cannot afford the travelfees to receive treatment in thecapital and die as a result. For Dr. Martinez and her team,this project is about sharing thearts to unify and grow the InlandEmpire. According to Dr. Mar-tinez, this festival has the audienceand the presence to grow to the

size of a festival like Palm SpringsInternational Film Festival or Sun-dance Film Festival but with theheart and the focus on the Latinocommunity, especially the Mexi-can community, since over 1.6million Latinos are of Mexican de-scent in the Inland Empire.

And with their collaboration withthe Mexican General Consulatesof Los Angeles and SanBernardino as well as the MexicanInstitute of Cinematography, theevent is expected to be a successby the local and international com-munity.“Mexico is currently number

home run and six RBIs for the In-land Empire 66ers during a 12-9slugfest win over the Lake Elsi-nore Storm on Thursday, August14.The win pushed the 66ers winstreak to a season-best sevenstraight as they continue to surgein the standings after starting thesecond half 1-13. The team hasbeen on a tear and reached the.500 mark at 26-26.Lake Elsinore jumped out infront early with a three-run first in-ning, highlighted by JeremeyBaltz’s two-run double.Inland Empire answered rightaway as Raben started his hugenight with a two-run single in thehome half of the first that scoredSherman Johnson and Chad Hin-shaw. Johnson would tie the game3-3 in the third following hisleague-leading 12th triple andscored on an RBI single by Hin-shaw.The 66ers took the lead in the

fourth when an Anthony Bem-boom single scored two runs tomake it 5-3. In the sixth, Raben extended thelead to 7-3 with a two-run shot toright, his team-high 27th on theseason. UCLA shows fan appreciationas camp concludes at CSUSB

Another year is in thebooks as UCLA Footballconcluded its two-week

training camp with a Fan Appreci-ation Day at Cal State SanBernardino on Saturday, August16.Despite temperatures reachingthe high 90’s, nearly 3000 Bruinsfans showed up as part of a FanAppreciation Day to give supportto the team one last time before itheads back to Spaulding Field inWestwood for two weeks of closedpractices leading up to the seasonopener on the road against Virginiaon August 30. Those in attendance enjoyed freefood and drinks provided by StaterBros. Markets as the team wentthrough a quick, one-hour practicethat included game-type scenariosbefore the coaching staff called ita day.

This marks the third straight yearthat Head Coach Jim Mora hasbrought his team out to the cam-pus, a tradition he started threeyears ago in an attempt to toughenup his team. Camp was certainly tough,though not as tough as past yearsin terms of injuries, but the Bruinsbattled still battled several over thepast two weeks. The scariest mo-ment happened Tuesday whenwide receiver Devin Lucien had tobe taken to the hospital with ahead injury, though reports say hepassed concussion tests and shouldbe back practicing soon. Depth atthe offensive line was especiallytested as Jake Brendel, MalcolmBunche, Simon Goines, Alex Red-mond and Connor McDermott allsat out at various points. The Bruins are ranked No. 7 inthe AP pre-season poll, the pro-gram’s highest preseason rankingsince 1998 and enters the season

with high expectations while beingled by a Heisman Trophy favoritein quarterback Brett Hundley. UCLA plays its home openeragainst Memphis on September 6.

Organizers denounce California’s Jail Expansion during demonstrationsBy Anthony Victoria

Several organizations in theInland Empire held demon-strations denouncing Cali-

fornia’s jail expansion on SaturdayAugust 16. The All of US or None Riversidechapter held an action at theRobert Presley Detention Centerin Downtown Riverside and agroup of 50 people organized bygraduate student Vickie Mena as-sembled across the street fromAdelanto City Hall.The Riverside County Recom-mended Budget for the 2013-14Fiscal Year reported that thebudget was $179,029,238 or$45,834 per incarcerated personper year. In 2017 the Indio jail isdue to open at a cost to taxpayersof over $52,000 per incarceratedperson annually. Governor Brown proposed 500million more dollars for county jailexpansion, totaling 1.2 Billionover the next two years. Organizers from All of Us orNone believe jail expansion proj-ects are plaguing counties with on-

going costs of institution upkeep,staffing, liability, and loss of rev-enues which they say will likelyhamper progress towards the elim-ination of poverty in California.

They propose that funds beingpurposed for jail expansion arebetter spent investing in “reentryservices” and significant recidi-vism reductions through economic

initiatives, affordable housing, andcreating a Mental Health Commis-sion. “These are things you won’t seeon TV, but they are happening allaround you,” All of Us or None or-ganizer Vonya Quarles posted onher Facebook page.Meanwhile, Mena said that Ade-lanto City Manager Jim Hart ad-vised her on Thursday August 14that her group would need$1,000,000 worth of liability in-surance to demonstrate at CityHall, which resulted in the deci-sion of the group assembling awayfrom the building.Mena spoke about what sherefers to as the “High DesertPrison Industrial Complex,” theexpansion of for-profit facilitieswithin Adelanto’s limits.“The expansion of these deten-tion spaces and jails is extremelyproblematic, not just because ofthe potential human rights abusesand the opportunity costs of be-coming a jail dumping ground, butalso because of the lack of trans-parency by local officials,” Menasaid.

She spoke against the incarcera-tion of thousands of inmates in“cages” within a 10-mile radius.The Federal Correctional Facilityin Victorville, houses 1,853 in-mates, and the U.S. Immigrationsand Customs facility, is predictedto house 1,940 inmates by 2016.Hart defended the city’s jail pop-ulation and their recent decision tosupport a new 3,280-bed facility.“The city’s not paying for thosecorrectional facilities to be builtthere,” Hart told the Victor ValleyDaily Press on Saturday August16. “They’re county or private cor-rectional facilities. Secondly, thecity does not control the schools.So it’s not like even if we were toput money into a correctional fa-cility, you’re taking it away fromschools. Because we don’t fundschools.”

Community memberschallenge Fontana’s$1.5 billion debt toprivate developer

Two community groupsand a San BernardinoCounty citizen recently

filed suit in Sacramento challeng-ing the City of Fontana’s illegalcommitment to pay a $1.5 billiondebt to a private developer withCounty property tax funds. To fi-nance the infrastructure develop-ment in the Jurupa Hills Area,Fontana agreed to pay developerTen-Ninety, Ltd. 15.5% intereston a principal debt of $174 mil-lion, increasing the total debt to$1.5 billion. Fontana then ille-gally pledged to pay the debt withproperty tax revenue that wouldotherwise be used for much-needed County services. Alleging that the financingstructure violates new restrictionsimposed on former redevelop-ment agencies, Librería delPueblo, Inc. and others request acourt order preventing Fontanafrom using property tax revenueto pay Ten-Ninety’s debt. Libr-ería del Pueblo is a community-based non-profit serving theneeds of low-income, immigrantand Spanish-speaking residentsof the Inland Counties region, in-cluding Fontana. The CaliforniaPartnership and former Fontanaresident Virginia Macy also havejoined the lawsuit.“Three years ago, the CaliforniaState Legislature adopted newlaws to help curb abusive finan-cial schemes that had been imple-mented by some redevelopmentagencies. A few bad actors upsetthe redevelopment apple cart andFontana was one of them,” saysLynn Martinez, an attorney withWestern Center on Law andPoverty in Los Angeles. “In1987, Fontana promised its citi-zens that it would only spend$135 million to develop JurupaHills. It now owes $1.5 billionand that amount is increasing.

Fontana is siphoning over a bil-lion dollars away from Fontanaresidents, many of whom wouldbenefit greatly from the legal useof these tax dollars.”The Agreement also requiresTen-Ninety to repay 35% of theannual tax revenue it receivesback to the City. These paymentsare then added back into the totaldebt owed to Ten-Ninety and sub-ject to the 15.5% interest rate.“Fontana discreetly returns 35%of Ten-Ninety’s payment back toitself by funneling the moneythrough a fiscal agent account.Kicking back this money also vi-olates state laws that prohibit theCity from receiving property taxrevenue,” Martinez said.Librería del Pueblo and its co-petitioners also are represented bythe Public Interest Law Projectand Kirkland and Ellis, LLP.

TheDream.US, a national programlaunched in February with the goalof providing college scholarships tomore than 2,000 undocumentedstudents around the country.“This program offers a wonderfulopportunity for students who wouldbe shut out of higher education de-spite their academic successes,qualifications and financial needs,”said Cal State San Bernardino Pres-ident Tomás D. Morales. To date, more than 300 scholar-ships have been granted from The-Dream.US program, which waslaunched with an initial $25 millionscholarship fund from philan-thropic and business leaders acrossthe country. The scholarships willcover up to 100 percent of tuitioncosts, fees and books to a maxi-mum of $25,000.The program was founded byGraham Holdings Company CEODonald E. El Programa Vale-Proyecto para Sitios Aislados de la Región 3, Región 4, y Región 5 es un programa federal que proporciona asistencia de alquiler a familias de bajos y moderados ingresos. ¿En qué se diferencian los vale-proyectos de los vale-inquilinos? Bajo el Programa Vale-Inquilinos, la Autoridad de Vivienda emite un vale a una familia que califi que y la familia selecciona una unidad de su elección. Si la familia es aprobada para pasar a una nueva unidad, el contrato con el propietario fi naliza y la familia se puede mudar con asistencia continuada a otra unidad.

Bajo el Programa de Vale-Proyecto, la Autoridad de Vivienda fi rma un contrato de asistencia con el propietario para unidades específi cas y por tiempo determinado. La Autoridad de Vivienda refi ere a las familias de su lista de espera al dueño de la propiedad para cubrir las vacantes. Debido a que la ayuda está vinculada a la unidad, una familia que se mude (voluntariamente o por expulsión) de la unidad del proyecto no califi cará para la asistencia continua de vivienda.

Art show at Mission Gables benefits Redlands Bowl programs

There’s no shortage ofartists in the Inland Em-pire.

And on Saturday, dozens gath-ered locally in Redlands to show-case their works in an area whereart culture thrives, the MissionGables House and the RedlandsBowl.For the second year, the Associ-

ates of the Redlands Bowl held thebenefit art show at the historic

home to bring attention to andraise funds for programming at theRedlands Bowl.Especially its Summer Music

Festival, which wraps up its 91sseason Aug. 22, said associatemembers and this year’s event or-ganizers, Lisa Davis and ChristineRentz.“It’s the longest-running and free

music festival that brings bignames and even bigger perform-ances to Redlands,” Davis said ofthe series. “Fundraising for it iscritical. Events like (the art show)

are ways we help keep the Bowland its programs alive.”Although there are several art

shows and festivals held through-out the year in the city, Rentz saysshe hopes art lovers put the Mis-sion Gables show on their calen-dars as they hope to continue itannually. As part of Saturday’s art show,

the home which sits adjacent to theRedlands Bowl, was filled withhundreds of pieces of art from avariety of mediums by more than30 artists from throughout the re-

gion. Because the event was well re-

ceived by artists interested in par-ticipating, organizers alsoprovided display space outside thehome on the grassy area that sur-rounds the bowl. Local artists like Helen Carson

was among some of the lucky todisplay her art--custom decoratedcigar boxes--inside the home, a re-lief from the Saturday’s heat, shesaid.“It’s very warm out but I’m glad

that hasn’t stopped interested buy-ers,” said the Highland resident .“It’s good to have that local base.”With the help of the art show,

Carson was able to expand hercustomer list in just the few hoursof the show.“I have a few custom orders al-

ready from a lot of local people,”she said. “That’s the glory thatthese local shows offer.” And the other aspect that Davis

and Rentz hoped to fulfil in coor-dinating the show, “to highlightthe longstanding and growing artcommunity in the city,” Davissaid.More information on fundraising
