Jaipur: The hard work of the ‘Top Three’ offic-ers finally paid off in removing the atmos-phere of despair over the excise settlement.

The trio of Finance Department Principal Secretary Akhil Arora, FSR Suresh Gupta and Excise Commissioner Chetan Deora success-fully implemented the guarantee reduction formula in second phase of e-auction and

auctioned 918 shops in a single day.

It is expected that in the next phase of April 11 and 12, up to 90 per-

cent of the liquor shops will be up for auction.

There was dissatis-faction among the liq-uor traders regarding

excise policy from the very beginning.

In such a situation, liquor traders did not show interest in both

options like renewal of liquor shops & e-auc-tion. Out of 7665 shops only 2501 shops could be refurbished.

The Excise Depart-ment had to suffer a loss of more than Rs 200 crore in a week.

Angered by the fail-ure of settlement, Akhil Arora, Suresh Gupta and Chetan Deora not only reprimanded the non-performing offic-ers of dept but also made 7 officers APO.

In order to make the settlement a success, Deora made provisions of policy simple and practical by doing dia-logue with officers.

his conference had nothing to do with Islam or Christianity. Nor had it anything to do with Hindu

bashing. Yet it was not allowed to be held by the Pune Police as Sunday was Ram Navmi day and the event may have caused law and order problem. The event was the seventh edition of the Atheist conference organised by the Shaheed Bhagat Singh Vi-char Manch, Pune. Incidentally, Bhagat Singh believed in Athe-ism. The police told the organ-izers that certain groups felt that the Atheist conference on Ram-navmi was meant to hurt the sentiments of believers. This is strange logic which does not al-low room for lack of one’s belief in god. The event could have been allowed out of deference to Bhagat Singh.

India has a miniscule number of atheists---33,000 according to the 2011 census, who can hardly hurt a religious majority’s senti-ments. Atheism was propagated in ancient India by the philoso-pher Charvaka’s who rejected the notion of karma, afterlife and supernaturalism.

n a historic first Imran Khan Niazi was ousted from power after a post midnight vote on

a no-confidence motion moved by the opposition par-ties went against him. One must appreciate the Pakistan Supreme Court which did not succumb to any pressure and ensured that the due demo-cratic process was followed. Helped by the National As-sembly speaker Prime Minis-ter Imran Khan tried every trick to have the no-trust shelved so that he could re-main in power but it wasn’t his day. Now former Pakistan Prime Minister Nawaz Sha-rif ’s younger brother She-hbaz Sharif is likely to be elected the next prime minis-ter. He’ll be heading a dispa-

rupee sugar scam. He was also lodged in Lahore jail in another money laundering case and was released only last year.

With such baggage, he may not be an ideal choice for the prime minister’s post but he’s a product of democra-cy’s strange ways. Not only will Shehbaz have to keep an eye on the criminal cases against him, but he also has the daunting task of pulling Pakistan’s economy out of the quagmire as Imran’s beg-ging trips abroad were of no help. Inflationary woes were exacerbated by Imran’s in-sensitive remark that he was not in politics to check prices of “aloo and tamatar”. he Maharashtra government is attempting, to eliminate Chandrapur’s dubious title as the state’s most polluted city and district, located at the eastern edge of Maha-rashtra’s Vidarbha district.

The Chandrapur adminis-tration has set up a body called the District Level Pol-lution Control Agricultural Compensation Committee to look into the effects of coal pollution and fly ash on the district’s food and other rev-enue-generating crops. The committee will be chaired by the District Collector, with members including the Dis-trict Superintendent of Ag-riculture and the Chan-drapur Zilla Parishad CEO, as well as the Maharashtra Pollution Control Board (MPCB). According to dis-trict administration, the ag-ricultural department will evaluate crop health throughout a two-year evalu-ation that will begin this Kharif season (beginning June 2022) with help from lo-cal academic institutions.

Farmlands within a 500 m to 1 km radius of coal-fired industries, including the

Chandrapur Super Thermal Power Station, will be exam-ined as part of this. The ef-fects of coal pollution in the form of fly ash on food crops in these farmlands will be compared to those in areas where industries are not pre-sent. If the evaluation re-veals a drop in crop yield or blackening of crops near in-dustries, the coal-fired com-panies will be responsible for compensating farmers for the revenue lost in terms of the crop area. The crops fo-cussed in this analysis will include - cotton, soybean, tur pulses and paddy. The same exercise will be conducted during the Rabi season (Octo-ber onwards).

Following an investigation by the MPCB into each indus-try failing to meet standards under the Air (Prevention and Control of Pollution) Act, 1981 and The Water (Pre-vention and Control of Pollu-tion) Act, a separate commit-tee - Taluka Level Pollution Control Agricultural Com-pensation Commitee - headed by the Tehsildar, BDO, Talu-ka agriculture officer, among others, will design a compen-sation framework for farm-ers. The action comes after Maharashtra Cabinet Minis-ter Aaditya Thackeray filed a written response to BJP MLC Chandrasekhar Bavankule’s query in Maharashtra legis-lature on March 24, 2022. The event in issue, according to

Bavankule, occurred in Jan-uary 2022, when cotton fields in an area near coal enter-prises were blackened owing to pollution from coal trans-portation. Bavankule ques-tioned if it was true that pol-lution had harmed the envi-ronment and was impacting not only cotton and soybeans but also other crops, citing industry non-compliance.

Thackeray responded by confirming that the impact of coal pollution on crops near industries was indeed true, as evidenced by a letter from the District Superintendent of Agriculture, Chandrapur, dat-ed February 25, 2022, stating that pollution was affecting the growth of cotton and soy-bean crops, and production was declining. The Minister

went on to say that the State Environment Department had requested a thorough report from District Collector’s office and that the MPCB had issued a spate of notifications and had also terminated the bank guarantee for enterprises that did not follow the Pollution Control Rules.

The impact of fly ash on crops in Chandrapur is a double whammy, as the dis-trict is already grappling with the effects of climate change on agriculture, with research indicating reduced crop growth and production, water scarcity, soil fertility reduction, poor quality yield, and late or no seed germina-tion as a result of changes in rainfall and temperature pat-terns, as well as crop residue burning. Over the last six years, the Maharashtra gov-ernment has paid out Rs. 171.37 crore in compensation to residents of Chandrapur who have sustained losses as a result of climate-related ca-lamities such as floods, droughts, and excessive rain.

Apart from being a key ti-ger destination in the country (Tadoba Wildlife Sanctuary), Chandrapur district is known for its huge coal mines. The district’s mineral-based in-dustrial expansion and fast urbanisation have inevitably resulted in pollution and envi-ronmental deterioration, with wide-ranging consequences. According to the State’s Eco-nomic Survey report issued last month, Chandrapur dis-trict has 1,751 industries, with 272 (16%) of them being red category industries, predomi-nantly coal-fired. Action tak-en by MPCB over the past year for violations at Chan-drapur included issuing 5 closure notices to coal fired industries, 85 show cause no-tices including those to the CSTPS, and bank guarantee forfeited to the tune of Rs. 47 lakh across energy and ce-ment industries.

Chandrapur has the dis-tinction of being Maharash-tra’s most polluted city and the only city in state where pollution levels didn’t de-crease during the Covid-19 pandemic-induced lock-downs. the MPCB plans to open two additional Continu-ous Air Quality Monitoring Stations in Chandrapur next month, as well as expand its Online Continuous Emis-sions Monitoring System to include all red-category sec-tors by the end of the year.

New Delhi (PTI): India has 103 active or de-funct spacecraft and 114 objects categorised as ‘space debris’ in orbit and it has embarked on a research to reduce such fragments from outer space. “Presently, the Indian Space Re-search Organisation (ISRO) has taken up re-search activities to study the feasibility and technologies re-quired to undertake ac-tive debris removal (ADR),” Minister of

State in PMO Jitendra Singh told parliament.

According to Orbital Debris Quarterly News issued in March by NASA, India had 103 spacecraft, including active and defunct satel-lites, and 114 space de-bris objects, including spent rocket bodies or-biting the earth. So, the country has a total of 217 space objects orbit-ing the earth.

Singh said Active De-bris Removal (ADR) was one of the active

methods suggested by the Space Debris Re-search Community to contain the growth of

space debris objects. “ADR is a very complex technology and in-volves policy and legal

issues. Technology demonstration studies have been taken up by many countries, includ-

ing India. Developmen-tal studies for finalising necessary technologies are initiated,” he said.

A top ISRO official had told a technology conclave last year that the space agency was working on futuristic technologies such as self-eating rockets and vanishing satellites.

According to the Or-bital Debris Quarterly News, the US has 4,144 spacecraft, and 5,126 ob-jects that can be catego-rised as space debris.

Ahmedabad (PTI): Prime Minister Naren-dra Modi on Sunday said the coronavirus has not gone away and keeps resurfacing, and cautioned people not to let their guard down in the battle against the pandemic.

Nobody knows when the ‘bahurupiya’ (one that changes form) Cov-id-19 will resurface, PM Modi said, adding that administering nearly 185 crore doses of vaccines to control its spread was made possible due to public support.

He was addressing via video conferencing the Mahapatotsav pro-gramme of Maa Umiya Dham at Vanthali in Gujarat’s Junagadh dis-trict, as part of the 14th foundation day celebra-tion of the temple of Maa Umiya, considered as the deity of Kadva Patidar community.

The PM urged devo-tees of Maa Umiya to turn to natural farming with the aim to save Mother Earth from the scourge of chemical fertilisers.

He also asked people to a pledge to partici-pate in creating 75 ‘Am-rit Sarovars’ (lakes) in each district as part of the Azadi Ka Amrit Ma-hotsav, being organised to mark 75 years of In-dia’s Independence.

“Covid-19 was a big crisis, and we are not saying that the crisis is over. It may have taken a pause, but we never know when it will resur-face. To stop this, nearly

185 crore doses of vac-cines were adminis-tered, which surprised the world,” he said.

The PM also said the devotees of Maa Umiya should undertake a pro-ject to take care of the health of malnourished

children and anemic mothers at the village level. The ‘Maa Umiya Trust,’ which manages the temple, should or-ganise competitions at the village level promot-ing good health of chil-dren, he said.

Jaipur: The arrest of CEO of Biofuel Author-ity Surendra Singh Rathore by ACB has now created a stir in the political fields too. The reason for this is simple; the ACB had kept Surendra Singh’s phone on surveillance and many shocking names came out dur-ing that time as many politicians, specially, two Rajput leaders of BJP and Congress, used to frequently

contact Surendra. According to sources, now the ACB is in a di-lemma regarding these VVIPs and possibly, a decision will be taken only after discussion at the higher level. Jaipur: Those in the know-how of the devel-opments and whispers of the Secretariat stress that perhaps the state government is not too happy with the working style of Principal Secre-tary of Administrative Reforms Ashwini Bha-gat. And more so, Bhagat does not feature too good in Usha Sharma’s books and perhaps that is why, Bhagat has been stripped of much of his responsi-bilities and work and given roles in the Plan-ning Department.

The work of organis-ing, monitoring and fol-

low-up of marathon meetings of Chief Secre-tary to be handled by AR department, is now be-ing done by Planning department.

CS Usha Sharma had asked all 33 collectors of Rajasthan to take up the new innovative scheme in their respective dis-tricts and thereafter she chaired marathon meet-ings for five days straight wherein she observed the presentations of these schemes, but no-where was AR involved in the process. In fact, Ashwini Bhagat was not even called to the meet-ings for presentation.

The state government

is going to hold a Collec-tors’ conference in the ongoing month and it will be after a long time that all collectors will as-semble in Jaipur, togeth-er. Till now the AR de-partment has organized such conferences, but

this time around, the re-sponsibility has been given to the Planning Department.

As such, other works in the AR department have come to a complete halt. Such is the situa-tion that the Sampark helpline, which was started by CM Ashok Ge-hlot right after coming to power so that the general public can register their complaints and griev-ances, has almost stopped. Moreover, work related to attendance checking, by sending teams to departments, has also ended.

Senior IAS of 1995 batch Ashwini Bhagat

was handed over the re-sponsibility of ARD in July 2020, but since day one, the man did not show any interest in the department’s work. Word is that he does not come to the office for the entire duration of work-ing hours too! Nearly a fortnight back, CS Usha Sharma gave him a dressing down and or-dered him that even if he comes one hour late to office, he should inform CS about it.

Knowledgeable sourc-es claim that in his 28-year long service, he has never been given any im-portant posting by any government. When in

2004, he was appointed as Collector of Ajmer, soon after he was removed too for an obscene dance at Pushkar Fair. Thereafter, when in 2008 he was ap-pointed as Collector of Kota, his own Collector-ate employees rebelled against him and DoP was forced to call him back within three months.

In the past decade, successive govern-ments have posted him in Higher Edu, Sanskrit Edu, Animal Husband-ry, Jaipur Metro, Elec-tion, & Ayurveda De-partments due to which Bhagat’s image has been of a ‘non-perform-er and average officer.’

WILL BHAGAT EVER COME OUT OF HIS ‘NON-PERFORMER & AVERAGE OFFICER’ IMAGE?

Bikaner: CM Ashok Gehlot addressed a press conference in Bi-kaner on Sunday and addressed the issue surrounding Karauli violence wherein he said, “Strict action will be taken against those who engage in vio-lence. Only rule of law will prevail in state. PM and Home Minister should give a statement on violence.”

Targeting the Cen-tre, he said that a dan-gerous environment has been created in country. “Politics of po-larization is happening and BJP government is ruining democracy on money power. We have no quarrel with BJP, but our fight is against ideology.” Gehlot, re-sponding to a question of Union Min threaten-ing to send officers to jail said, “Isn’t he leav-ing politics? He was the main character to con-spire & topple the man from Jodhpur from CM’s role. What was his role in Sanjivani, he should tell govt? Money of the poor should be given to them.”

CM Gehlot listened

During the public hearing, a large num-ber of employees and various employee or-ganisations expressed

He said there should be respect for every religion and God does not forgive those who do violence. He said serving cows is a very pious act. Meanwhile, the Chief Minister visited the

Later, Gehlot reached the residence of former MP Jamna Barupal at Rathkhana Colony and offered his condo-lences on the demise of the former MP. Barupal passed away on January 20. Gehlot offered floral tributes to Jamna Barupal and Pannalal Barupal.

Bikaner: In an interesting development, CM Gehlot, displaying his carefree and cheerful style, replied to a media question related to Sachin Pilot. Since Pilot met Rahul & Priyanka Gandhi recently in Delhi, Gehlot was ques-tioned about what tran-spired in meet in Delhi? CM Gehlot replied with a smile, “Brother, I didn’t put cameras there so that I know what happened?” Reply of ‘know all’ leader of Congress, took the journo by surprise & while Gehlot smiled, journo was speechless & smiled back at the CM.

New Delhi: After the party’s drubbing in recent assembly polls in five states, top Congress leaders will soon meet at a ‘Chin-tan Shivir’ to deliber-ate on measures for reviving the organi-sation at the grass-roots level and ad-dress fresh challeng-es. Sources said the party has convened a meeting of its gener-al secretaries and in-charges on Tuesday to work out modali-ties for the conclave, which is likely to be held in Rajasthan.

Rajasthan CM Ashok Gehlot and his Chhattisgarh coun-terpart Bhupesh Baghel have already offered to host the Shivir in their re-spective states, and the party leadership may settle for Jaipur in Rajasthan, owing to its proximity to the national capital.

During the last CWC meeting, when party leadership faced fresh demands for organisational overhaul in wake of defeat in five states, it was decided that the party will hold an-other CWC meet af-

ter the Parliament session & finalise de-tails of Chintan Shi-vir.

The major brain-storming session will chalk out a strat-egy for course cor-rection to reverse the trend of electoral de-feats as party is now in power in only Ra-jasthan & Chhattis-garh. Congress lead-ership wants every Congress leader to openly discuss short-comings & corrective measures to be taken to help spread its ide-ology & make it fight-ing fit electorally in next poll season, sources said. The continous tussle be-tween the old guard & younger lot has also taken a toll and the issue is likely to be discussed. Word is that party has al-ready accepted that it could not effectively “expose the misrule” of BJP state govern-ments in 4 states of UP, U’khand, Goa & Manipur, due to flaws in its strategy.

Our own MP has be-come Minister of Water Resources. Get at least one project declared as a national project. Itni Hi Uski Aukaat Nahi Hai. What a minister he is that he can not con-vince the PM.” On granting national pro-ject status to ERCP, now bitterness has started increasing be-tween GS Shekhawat & CM Ashok Gehlot. Ge-hlot said, “PM has spo-ken about ERCP. Even if we do not consider that, the minister should have such a sta-

tus that he should get declared a national project by telling the PM that it is the issue pertaining to Ra-jasthan and PM, this has to be done. Take a look at the history of 40 years, I myself have been an MP, today the map of Rajasthan has changed, we got the work done. Ask them what they have done for Rajasthan in 5 years? ERCP is made by their government. PM says our famous CM; at least give her time to meet you. Now they have 6 CMcandi-dates.”

SHEKHAWAT’S JIBE...“Union Min’s remark against bureaucracy is not only inde-cent, but also undemocratic. The capable bureaucrats are doing a great job and acting on complaints. Shekhawat’s remark has also caused huge resentment in state bureaucracy.” Meanwhile, Joshi asked Shekhawat, “When are you getting the foundation stone of ERCP laid as a national project? It is necessary to solve the acute drinking water problem of residents of 13 districts of East Rajasthan. PM Modi himself has spoke about its importance in 2018 poll meets. Raj govt is ready to help as a provision of Rs 9,600 crore has been made in the state budget.”

ashion modelling is more than a profes-sion, it is a way for the model to express herself through a certain line of cloth-ing and makeup.

Modelling is undoubtedly the most popular modern goal among young women of all backgrounds. It is the most difficult occupation, which requires passion and patience, this is not unques-tionably limited to the world of fashion, but also encom-passes other well-known vo-cations. The gorgeous beauty Amrita gives a sneak peek about her journey as a model in a conversation with City First.

When asked about her journey the ravishing beauty said,” I’m a 22-year-old girl from Panipat who is current-ly residing in Delhi to pursue my goal and build a career out of it. My bachelor’s de-gree was in computer sci-ence. My modelling career began in 2018 when I entered a contest and afterwards be-gan working as an Instagram influencer. As a model, I’ve worked with several well-known brands. I’ve also worked with several well-known designers and celeb-rity makeup artists.”

When asked about the hardships faced during her remarkable journey, Amrita said, “Because of my job, I have to live away from my

parents, which is difficult for me because I am a family-oriented girl. My family has always been supportive, but due to society’s preconceived beliefs about models and their careers, they occasion-ally try to persuade me to stop modelling and find a good partner. I persuaded my parents to let me pursue modelling.”

She also added “I re-ally enjoyed and also learnt quite a bit from the Queen of cos-mos event held at Fair-m o u n t Jaipur and I am really grateful to J a g d e e s h C h a n d r a Sir and First India team for this won-derful op-portunity”

We asked her about her future a s p i r a t i o n s and she told us “After 20 years, I want to see myself in a position where I am an example to many other young women from small towns, and they as-pire to be like me. I want to start a grooming school for everyone interested in working in this field and provide them with free training. I want to reach new heights in this indus-try, but I also want my parents to be right beside me, supporting me at all times.”

here are dozens of spells that are used by the char-acters in Harry Potter’s fictional world of wizard-ry. From Expecto

Patronum to Avada Ke-davra each spell has a unique story but to know the darkest secrets behind these magical quotes we have to dig into the histo-ry of Hogwarts.

Ever since becoming popular, the Harry Potter series has been among the most frequently chal-lenged books, as meas-ured by the American Li-brary Association. While the series was welcomed by many parents and teachers for getting chil-dren interested in read-ing, not to mention being a good story, others feel that the series presents dangerous ideas and atti-tudes that are bad for readers.

In some parts of the United States and the United Kingdom, Potter books have been banned from being read in school, taken out of libraries, and even burned in pub-lic. Omg, why on earth such a masterpiece is banned? To my surprise, I discovered that some spells used in Harry Pot-ter were actually real. Even the decision to re-move Harry Potter books from the St. Edward’s li-brary was widely mocked on social media by fans of the popular series.

The names of many of the spells are indeed de-rived from other languag-es, especially Latin. How-ever, for the most part, they aren’t proper words.

Author J.K. Rowling created words that resem-ble other words with real meanings.

A CLOSER LOOK AT A FEW SPELLS …Here’s a closer look at some of them: The spell Alohomora is used to open and unlock doors. The word is supposedly from the West African Sidiki dialect and means “friendly to thieves.”

Need to make invisible

ink appear? Try the spell Aparecium, which supposedly derives from the Latin appareo, mean-ing “to become visible or to appear.”

Here’s a fun one: Conf-ringo. It causes something to explode in flames. The spell is likely derived from Latin and means “to break in pieces, to bring to nought.”Densuageo is derived from two Latin words: dens, which means “tooth,” and augeo, which means “to enlarge.” The spell causes the victim’s teeth to grow quickly.

The spell Episkey is de-rived from the Greek episkeu, which means “repair, restora-tion.” It’s used to heal mi-nor injuries, such as Har-ry Potter’s broken nose in Half-Blood Prince. Pro-tego Horribilis is also used in Deathly Hallows. It provides protection against Dark Magic and comes from the Latin pro-

tego, meaning “to protect,”and horribilis, meaning “horrible.” Scourgify, which is a spell used to get something clean, such as Hedwig’s cage, is likely a play on the word scour.

The spell Taranta-llegra makes a victim’s legs dance uncontrolla-bly. It’s likely that it com-bines the Italian allegra, which means “joyful,” and tarantella, which is a Southern Italian folk dance with rapid move-ments.

Even Harry Potter bans have a long history: As the Daily Telegraph notes, the books were repeatedly banned by schools and targeted by church-spon-sored book burnings between 1 9 9 7 a n d 2007,

when the seven volumes in the series were pub-lished. Author J.K. Rowl-ing was frequently ac-cused of promoting Sa-tanism and glorifying the occult, and the American Library Association found that between 2000 and 2009, the books were among the most likely to be challenged by parents objecting to their inclusion in school libraries. Pope Emeritus Benedict XVI even weighed in on the contro-versy when he was a car-dinal, writing in 2003 that the books “deeply distort Christianity in the soul before it can grow prop-erly.”

All the above informa-tion has proved that cer-tain types of magic are possible outside the school as else or are y’all still waiting for your Hog-warts letter?

HOGWARTS AND ITS BANNED HISTORY!Are you too riddikulusly obsessed with Harry Potter? And have you ever wondered how the names for Hogwarts’ spells were created?
