The newly appointed Commandant of the Marine Corps Gen. James L. Jones, has issued the "Commandant's Guidance," a written plan that summarizes

what he plans to do while in serving as commandant.

"Just as the use of "commander's intent" has revolutionized the way (commanders) communicate their goals and objectives, this document should be viewed as the "Commandant's intent" for the next four years ... it provides broad guidance concerning the direction of the Marine Corps." Gen. Jones said in the document.

The commandant said the material compiled in his guidance was accumu- lated through his experiences in the Marine Corps.

"This document the 'Commandant's Guidance' - explains my philosophical perspective, derived from the privilege of having been a Marine for parts of the last four decades," he wrote.

The 16-page guidance touched on

concerns such as leadership, retention, family readiness, mission accomplish- ment and troop welfare.

"We accept that our first priority is mission accomplishment - we value the individual as the strength of the institution - we hold as one of our cor- nerstones, taking care of Marines," Gen. Jones wrote.

DILLINGHAM ARMY AIRFIELD - Marines with Kaneohe Bay's Landing Support Company have helped lift and transport many a load for the Marine Corps; however, it's pos- sible none were as difficult or unusual as this.

Soldiers with B Company, 214th Aviation Regiment, lifted and transported a Navy F-I8 jet from Dillingham Army Airfield *to Naval Air Station Barbers Point, with the help of MCB Hawaii's Landing Support Platoon, Landing Support Company, Combat Service Support Group 3, July 8.

The F-18 was transported to Dillingham AAF from MCB Hawaii, Kaneohe Bay more than three years ago to be turned into a static display for a military museum scheduled to open at the now defunct NAS Barbers Point.

Using Landing Support Platoon's expertise in rigging humvces and other such equipment for transport via helicopter, the Army crew aboard a CH-47D Chinook helicopter carried ihe recently remodeled jet to its new home.

Sergeant First Class Homer Chambers, the flight platoon sergeant for B Co., 214th Aviation Regiment, said missions like this one make wartime joint-service missions more efficient.

Child care fees hike planned Linda D. Kozaryn American Forces Information Serwrce

Fees at military child care facilities will increase by about 1.6 percent for the 1999-2000 school year, DoD offi- cials announced in Washington June 29.

The hike in child care rates occurs annually, said Susan Cleveland, the MCB Hawaii Child Developement Program Administrator.

This year's hike is the lowest since at least 1991, Cleveland said.

Depending on their total family income, DoD families will pay $39 to $114 per child per week during the

coining school year. This represents a weekly increase of $1 to $3 per child.

Department of Defense family pol- icy officials review child care fees annually. Based on this review, DoD plans to adjust its fees using the infla- tion rate of 1.6 percent included in the president's fiscal 2000 budget, said Carolee Van Horn, a Family Policy Office specialist here.

The MCB Hawaii Child Development Center personnel are currently reviewing the expenses of the center, said Cleveland.

Parents can expect to be notified of

lee changes no later than the first week of September. once the expenses have been reviewed by the MCB Hawaii commanding general, accord- ing to Cleveland.

The biggest expenses for the MCB Hawaii Child Development Center include, salaries for teachers and food for the almost 300 children cared for at the center, Cleveland said.

Anthrax Vaccine Immunization Program repre- sentatives arc scheduled to visit Oahu next week to inform military members about the anthrax vacci- nation process.

The visit will consist of a session with medical personnel, an open house display and briefings,

held at live different sites on Oahu: Naval Station Pearl Harbor, Hickam Air Force Base, MCB Hawaii, Kaneohe Bay, Camp H.M. Smith and Schofield Barracks.

Each brief will include a forum for servicemem- bers to question the experts concerning the immu- nizations. This is the first time briefings like these, conducted by Anthrax Vaccine Immunization

Kosovo peace operation on track Linda D. Kozaryn American Forces information Service

WASHINGTON - Contributing nations need to accelerate troop deployments to the NATO-led security mission in Kosovo, Defense Secretary William S. Cohen said June 8 on his way to Europe.

"The flow of KFOR forces is on schedule, but I think more needs to be done," he said. "We have to get more forces there more quickly, if we can, so there aren't the kind of gaps that allow for violence to erupt once again."

Cohen was starting a seven-day, seven- nation trip to meet with European counter- parts in Denmark and Norway and visit local officials and U.S. servicemembers in Hungary, Albania, Greece and Turkey. Talking with reporters en route to his first stop in

Copenhagen, the secretary said the Kosovo

mission was one of the topics he planned to discuss with his European counterparts.

NATO allies, Partnership for Peace mem- bers and other nations are contributing a total of 55,000 troops to secure peace in Kosovo. The United States is contributing 7,000 ser- vice members.

About 2,800 Russian forces will serve within French, Italian, German and U.S. sec- tors. A small contingent of about 800 will serve at the Pristina Airport in the British sec- tor. Cohen helped worked out details with Russian Defense Minister Igor Sergeyev dur- ing talks held in Helsinki in mid-June.

"The Russian forces are now starting to come in, and that too, is on track," Cohen said. Some questions were raised regarding corn- mand and control, but the Helsinki agreement

The briefing for medical personnnel only is scheduled for 8:15 a.m. to 9 a.m. at the Enlisted Club. A display will be open to all personnel, and will run from 9 a.m. until I p.m. at the Enlisted Club. Following the display, two briefings will be

held at the base theater, the first from 1 p.m to 2:30 p.m., and the second from 3 p.m. to 4:30 p.m.

The Anthrax Vaccine Immunization Program was implemented in 1998, said Army Lt. Col. Steve Astriab, chief of operations for the Pacific Regional Medical Command, after the completion of successful testing, tracking, planning and reviewing the anthrax vaccine immunizations.

Change of Command

A change of command ceremony for MCB Hawaii will be

held July 23 at Kaneohe Bay's Dewey Square at 9, a.m.

Brigadier Gen. Ralph E. Parker Jr. will relieve Brig. Gen. Arnold Fields as the base commanding general.

5K Race

Marine Corps Air Facility, MCB Hawaii. is sponsoring a 5

kilometer race Saturday aboard Kaneohe Bay, as a part of the

BayFest activities. The race will begin across from the Base

Marina, building 1698. Participants can register at the

Commissary Construction

The Kaneohe Bay Commissary will be replacing the sales

floor tiles beginning Sunday. The commissary hours will not be

affected, and the project is expected to be completed by Sept. 18.

Extreme Athletes

The Marine Corps Recruiting Command is seeking to identify Marines who are involved in "extreme" sports,

including in-line skating, skateboarding, wakeboarding. street luge, BMX freestyle, slalom skiing. freestyle skiing. snowboarding, snowmobiling, surfing and bodybuilding. About 15 years ago, my wife was approached by some military spouses at a base bowling alley and asked if she had a job. After responding that she was new to the area and had not found one yet. she

was then asked if she would like to make some extra money in

her spare time. Well. since

she was look- ing for a job anyway, this sounded like a

great chance at Holub making some extra cash until she found permanent work, so she

asked how. I n a matter of minutes. she was informed that all she had

to do was go to all the exchanges and commissaries in the area and

buy as many cartons of cigarettes as she could and then deliver them to one of the women's homes. That's all she had to do.

For her trouble, she would get

paid double what she had original- ly paid for them, and no one would be the wiser. Now as attractive as

the offer sounded - my wife did not fall off the turnip truck yester-

day. She k new what they were proposing was illegal and politely declined the offer and told the two would-be "Ma Barkers" to pound sand.

In those few moments. those

two "ladies" who approached my wife had tried to recruit her into the

shadowy world of the military black market.

"Black market" sounds pretty sinister, doesn't it? When you hear

the term, it makes you think of those old 1930s and '40s black and

white 'movies and guys with bro- ken noses, scars and trench coats and deals made in dark alleys. You certainly do not think of military spouses at a base bowling alley try-

Mg to recruit people to steal from the government. do you?

But as crazy as it is. the people who are involved in the present day black market don't look like Humphrey Bogart or Peter Lorre. They look just like regular folks who arc trying to make n fast buck and just got misdirected in their sense of right and wrong. Yes, the same black market that was present

in the days of World War II is still alive and well in the present. Only now, it's wearing a different face.

How many times have you stood in line at the PX and watched someone walk straight to the ciga- rette counter and grab two or more cartons of cigarettes and nothing else. quickly pay for them and leave the store? Now, while I

know not everyone who is buying cigarettes is selling them out in town. I would venture to say that more times than we would like to

believe, that is exactly what you are seeing.

And I know not everyone who buys large quantities of liquor at

the beginning of the month is going to sell it out in town at a

profit. but some are.

While some people will tell you this type of activity is confined mostly to the Pacific region. they are sadly mistaken. In reality. any item that is in demand by con- sumers at large that can be bought in the PX or commissary anywhere in world is subject to the black market.

Some of you might be wonder- ing why I am writing about this particular subject this week. and

I'll tell you. There are some people in the Force that are of the mistak- en belief that there is nothing wrong with this type of activity and with using the benefits that you and I have earned through our service to our country (in this case,

lower prices in the PX and com- missaries) to turn a nifty little profit for themselves. They think,

"What the heck'? I'm not hurting anyone, am I?" and go about their "business" thinking they are not doing anything wrong.

You have other people who will tell you, "Everyone else is doing it. why not me? I'll never get caught." Unfortunately, they would be wrong on both counts.

The selling of items in the PX and commissaries to unauthorized patrons is a criminal offense and, if you or a family member is caught doing so, it can lead to criminal prosecution and dismissal from the service for the more serious cases.

Reduction in grade, tines, restric- tion and revocation of all PX and

commissary privileges for you and your family for up to the remainder of your service contract can result for lesser ones.

Do I have your attention yet? Besides all the things that can

happen to you once you're caught (and you will be caught sooner or later). the main reason not to mess

around in the black market is because doing so is just downright wrong. As simplistic as this may sound, it's the truth. By using your exchange privilege's illegally, you are hurting thousands of other Marines and their families by dri- ving prices up and reducing the stock of those products placed in the exchange for their use.

Part of the reason some prod- ucts are placed and sold in the PX and commissaries at a lower cost to the military is as a benefit our gov- ernment saw fit to provide to us to offset some of the differences in pay between the armed forces and

the civilian community. When you misuse our entitle-

ments, you hurt us all. You give

`... the main reason not to mess around in the black

market is because doing so is just downright wrong.'

ammunition to the members of our government who are looking to do away with a service or benefit. You might not hurt the Marine Corps during your time. but rest assured

some poor private first class will get hurt down the line.

Those few benefits that we still do have were earned through long separations and hardships that you and your family have endured as

we served our country. I am not about to share the fruits of those labors with someone who has not earned them just so some criminal can make a quick buck while he or she can.

My point is simple. the words. "Honor, Courage and

Commitment" arc not restricted to your military duties. Nor are they restricted to you. the active duty servicemember.

If you are or have been in the past, or if you know of anyone involved in the black market or similar activities, my advice to you is knock it off! And tell them to do

the same. If you are in too deep and

feel like you can't get out, turn yourself in. It is not worth your honor or a couple of bucks to be

hurting your fellow Marines. Stopping now is the only way to restore at least a shred of your or your family's honor.

Marines don't lie, Marines don't cheat, and Marines don't steal, and

we damn sure don't allow anyone else to either. Protect your military benefits. Don't abuse them or allow anyone else to do so either.

BRIDGEPORT, Calif. - The entire 2nd Battalion. 5th Marine

Regiment recently completed a grueling 25-day summer mountain war -

tare training package in the nose-bleed altitude here.

About 750 Marines and Navy corpsmen received instruction and

hands-on training scaling 80-foot cliffs, rappelling off mountains, con-

ducting mountain patrols and loading mules with gear.

The training, at nearly 12,000 feet, is part of a year-long build up for the battalion's scheduled deployment to Okinawa, Japan in January,

according to Gunnery Sgt. Brian Burlingame of F Company.

"The most important part of the entire training was the individual cliff climbing skills." Burlingame said. IF any individual cannot com-

plete a climb. we arc in a lot of trouble. Every member of every squad

has a job critical to the success of the entire battalion." Specially trained assault climbers attacked the cliff first. They

anchored in lines and cable ladders on climbing lanes and prepared for the rest of the company to ascend.

A security element provided protection at rally points, the bottom

and top of the cliff. They were the first Marines up, once lanes were set

in. The heavy weapon's element set up a suspension traverse system,

using ropes from an A-frame secured to a stationary obstacle on the

base of the cliff, to lift and lower heavier equipment, weapons and any

casualties. The suspension system is built using two logs cut down on top of the

cliff. according to Pfc. Jeffery Arena, heavy machine gunner with Weapons Co. The system can be ready for action in less than 10 min- utes.

After the attack element reaches the top, they raided a simulated enemy camp. During the raid, assault climbers disassembled the climb- ing lanes and prepared rappelling lanes. After the assault, all the de- ments returned to the cliff and descended back to a rally point.

The cliff assaults were held day and night. During all night opera- tions. sound and light discipline was maintained. Marines communi- cated with hand signals and num- bers of tugs on the ropes.

"Confidence is very important in

this type of operation," Burlingame said. "We gave the Marines as much' hands-on experience as possible. To be successful, Marines cannot he

nervous." "I feel very comfortable with the

climbing equipment now." CpI. Carter Stevenson. assistant chief assault climber for F Co.. said. "At first. some of the guys weren't too sure about hanging from a rope 80 feet above rocks. We've 'gotl to the

point now where we don't even think about it anymore." The high altitude gave Marines valuable lessons 14 future operations

in similar terrain. A person requires about six months to partially accli- mate. according to Gunnery Sgt. Joseph Wayman of E Company. Terrain in Korea is very similar to this area.

High altitude decreases oxygen in the blood, making the body work harder to function. Headaches, bloody noses, nausea, dizziness, loss of appetite and sleeplessness can (iccur easily and rapidly.

The exercise also involved mountain and wilderness survival includ- ing procuring water, identifying edible vegetation. properly preparing animals for eating. and constructing shelters.

Marines used hand-operated water purifiers and iodine tablets to pro- duce potable water from streams. They boiled pine needles to make tea

and stacked timber to provide shelter From the powerful mountain winds.

most complicated mission we've had to do."

The difficulty of the mission came with the fact that the jet itself was designed to fly - a problem that made the mission extremely dangerous, Tippett said.

The rigging straps had to he adjusted so the aircraft would not "catch air" of its own while being transported. poten- tially making both aircraft shake violent- ly, endangering the display as well as the crew aboard the Chinook.

"1 thought it went pretty well," said Pfc. Daniel Rice, a landing support spe- cialist with Landing Support Platoon. "If we ever have to do this again in the future. we'll have the knowledge to (rig a similar aircraft more efficiently) and the experience of working with the Army."

This Month in History

The month of July holds prominence in Marine Corps history in relation to the Corps' participation in the Korean War, from begin- ning to end of the conflict.

On July 12, 1950, the 1st Provisional Marine Brigade. based out of Camp Pendleton, Calif.. departed for Korea in response to the invasion of South Korea by the

North Korean army in late June 1950. The Marine Corps was called into action to support the unified U.S. military forces already in Korea, which were not prepared to push back

the North Korean assault.

The I sl Provisional Marine Brigade was

formed by the 5th Marine Regiment and

Marine Aircraft Group 33. The Corps called in Marines from across the country to mobi- lize at Camp Pendleton and to reinforce the

number of Marines available to tight in the brigade, as well as in the 1st Marine Division. But even with the rapid mobilization. Marine units deployed for Korea at less than full strength.

The immediate deployment of the brigade was an urgent response to the Army's needs,

while the 1st Marine Division and the 1st

Marine Aircraft Wing were being built up.

The Marine Corps Reserve mobilized July 20 to meet America's needs in Korea.

Headquarters, Marine Corps had planned

to he able to use the Marine reserves at

some future point since World War II, and this was the opportunity to test

reserve readiness.

Organized reserve units and volunteer reserves both con- tributed greatly to the Marine Corps' efforts and provided a core of strength for the divi- sion.

The 1st Provisional Marine Brigade, and later the 1st Marine Division, would go on to perform with valor and determination in places such as Pusan,

Inchon, and the Chosin Reservoir. The last month of fighting in Korea, July of

1953, was one of the most fierce and costly for both sides. More than 1,600 Marines were killed during that last month, while the Chinese forces fighting for control of North Korea lost 72,000 men.

More than 4,200 Marines died during the Korean War and another 20,000 were wound- ed from July 1950 until the cease-fire was

signed July 27, 1953. The Marine Corps had

unit before self and saying 'yes' to our Marines' requests."

The commandant addressed these issues, which he said he believes play an essential role in making the Marine Corps a more efficient fight- ing force by improving training and focusing on

the needs of the individual Marine. By doing this. Gen. Jones said instead of

Marines having to focus on family readiness and

other such problems. they can focus on their true objective - mission accomplishment.

"In many areas, bureaucratic inertia can over- whelm good intentions: the result can he unnec- essary frustration, stress, and disappointment for Marines and their family members." Gen. Jones

wrote. "When we focus on how we can say 'yes' to our Marines. they can concentrate on mission accomplishment, because they will be confident that the Corps' first instinct is to work for their benefit."

On retention, Gen. Jones said that as a Corps, Marines should strive to keep active duty Marines in the Corps by offering them enticing benefits.

"Retention in the Corps - either through reenlistment, extension, or service in the Marine Corps Reserve - can be an option. The energy our commanders and career planners expend in this area is invaluable. because every trained and qualified Marine who remains on duty strength- ens the Corps." Gen. Jones wrote. "Remember - replacing a corporal with four years' experience takes four years!"

"Through leadership. command attention. and use of incentives, we can continue to retain those

Marines." he added. "For those who choose to leave active duty, we

can provide assistance in the transition to civilian life. while reemphasizing the value of an honor- able discharge. For example, providing letters of recommendation for those separating honorably can help them to obtain suitable employment or gain admission to educational programs that will enhance their lives after the Corps." the general wrote.

A big part of the document imparted the com- mandant's views on combat readiness, and how enhancing aspects of Marine life, such as leader- ship. inspections. facilities and Marine benefits could add up to success in the readiness arena.

"Our ability to rapidly embark. deploy. and

employ our (Marine Air Ground Task Forces) is

not duplicated by any other military asset in the

Nation's arsenal." the commandant wrote. "Since expeditionary readiness is one of our core com- petencies. we be must ready to respond to crisis anytime, anywhere."

This readiness, was formerly tested by holding periodic inspections. In lieu of this type of

inspection, the commandant stated that one ele- ment will ensure that units are ready at all times - the clement of surprise.

"Inspections have historically been the ulti- mate report card for commanders. That era is

over." the commandant wrote. "We are con-

cerned about operational readiness through the

'life cycle' of our units. Accordingly, announced inspections should cease immediately. to the

greatest degree possible. Instead. they should become no-notice operational readiness inspec- tions that provide a candid - and thereby more accurate - assessment of a unit's performance. and also eliminate tedious inspection prepara- tions that are both costly in time and in effort."

The commandant also stated that improve- ments in training and facilities aboard Marine Corps installations enhance Marines' capabilities. and said he hopes to make those fixes during hi, tour as commandant.

"We cannot continue to 'nonage the future of

our bases and stations and still expect to develop, train, and maintain a modern force that is pre- pared to win our Nation's battles." he wrote. "Without installations, there is no readiness."

General Jones stated that he also believes part of combat readiness is ensuring that all Marines within a unit should feel like a part of the unit, and that Marines should halt any talk of 'owner- ship' of the Corps due to time in service.

"All Marines, regardless of their time in the

Corps or their time in a unit, should understand that they are full-fledged member; of that team. We accomplish this by demonstrating to them that we value not only their lives, safety, and

well-being. but also their professional compe- tence and their opinions," the commandant wrote. "Our newest Marines fresh from Recruit Training have just as much passion for the Corps as the 'old salts' who measure their service in decades."

General Jones stated that despite the changes he has in store for the Corps, it will continue to

uphold the solid reputation it has wrought in its

223-year existence. "As we step forward, faithful to our heritage.

but with an eye on the future. we will continue to provide the Nation a Corps of Marines, secure in our place among the world's finest fighting orga- nizations and among the most cherished of our national institutions." Gen. Jones wrote. "A promising future lies ahead and I am confident that we are prepared for it, because we define our- selves by balanced excellence in the way we train, live, and if need he, fight - as United States Marines."

The fee parents pay covers only a portion of the actual cost of child care, Van Horn said. Appropriated funds authorized by Congress pay the remainder.

"Regardless of income. all parents receive some subsidy since the government pays a por- tion of the cost for all," she said.

The Department of Defense views child care as critical to overall mission accomplish- ment, said Linda Smith, Office of Family Policy director. "By providing child care, we are helping military members bal- ance the competing demands of the military mission and family responsibilities. We strongly believe this contributes to readiness and the retention of a

highly skilled work force."

In 1998, Van Horn pointed out, the average DoD weekly fee was $70. For that, a child each day received up to II hours of care, breakfast. lunch and two snacks. Nationally, the average weekly fee for compa- rable center care ranged from $100 for infants to $85 for pre- schoolers.

How much parents pay for military child care is based on the family's total income. This includes all earnings - wages, salaries, tips, long-term disabil- ity benefits and voluntary salary deferrals. It also includes service members' combat pay, housing and subsistence allowances. and the value of meals and lodging furnished in- kind to military personnel residing on military installa- tions.

Installation child develop- ment centers may begin charg- ing the raised fees anytime between Aug. I and Oct. I. But new MCB Hawaii fees, if any. will not take effect until Oct. I, said Armour.

Commanders may offer a 20 percent fee discount for each additional child from they same family. Hardship waivers may be granted for families in unique financial circumstances.

Overall. the NATO-led peacekeeping operation is progressing well, Cohen said.

"The Serbs have complied for the most part with their agreement. There may he some pockets of some resistance. but for the most part. it's been quite manageable," said Cohen.

How long the peacekeepers will remain in Kosovo will depend on how soon the United Nations can implement civilian rule, Cohen said. Local police are needed as soon as possible to help restore law and order, for example, and restoring political institutions quickly will fulfill the need for greater Kosovar Albanian autonomy.

"All countries look forward to a phased-reduc- tion to the size of the force." Cohen said. "Much will depend on how quickly civil implementation

can be put into effect." "What will happen to Milosevic'?" queried a

reporter. Cohen replied that the Yugoslav president is now

facing strong discontent evidenced by demonstra- tions involving as many as 20,0(X). These people are

"reaping the whirlwind of his policies," Cohen said, "In the short term, he will likely try to counter

that either politically or even through some means of a crackdown," Cohen said. "In the long term. I

think the people will see that they have been isolat- ed internationally. They have been economically devastated. They will want a better future than Milosevic could ever provide for them."

The Serbian people can choose to become part of the international community, or they can remain isolated as they have been under Milosevic's lead- ership. Cohen said. "I think they'll make a choice to become integrated in the international community. How long that will take remains to he seen."

Blotter A N-lat ine was apprehended for being drunk and disorderly

when another Marine observed him break a beer bottle over his own head. Military police responded and made contact with the suspect. Investigation revealed that the Marine had received a

self-inflicted cut on the right side of his head. The Marine was

transported to Tripler Army Medical Center for treatment and

released to the Military Police Department for processing.

Hawaii Armed Services Police notified MPD that three Marines were arrested by the Honolulu Police Department for drinking in public. The Marines were arrested and transported to central receiving for proceSsing. Bail was set at 5100 dollars each.

While conducting an ID card check, MPs observed a 1996

Chevrolet try to enter the H3 gate. MN smelled alcohol as they approached the driver. Military police conducted a series of field sobriety tests on the driver. which he failed. The suspect was transported to MPD where he submitted to a breath test. The breath lest resulted in a blood alcohol content of .191 percent. The suspect was processed and released to his unit.

The Federal Fire Department and MPD responded to a fire in the housing area. The complainant stated that while she was frying food, the grease had caught fire. In an attempt to extin- guish it, the complainant poured water onto the flames, which spread the fire. The complainant continued pouring water until the flames were extinguished. Damage was estimated at $1.5()O.

The Federal Fire Department secured the scene without further incident.

pproximatcly 60 children from Aikahi Elementary School's Kania'aina Kids summer camp program took the opportunity to see a cross

section of the Marine Corps during a field trip' aboard MCB Hawaii, Kaneohe Bay, July 7.

The children saw the military police working dogs in action. They also climbed aboard a CH-53D "Sea Stallion" helicopter and lire trucks from Aircraft Rescue and Fire Fighting.

"This is stuff the children don't see very often," said Tracy Lessary, Kama'aina Kids site coordinator, "especially not up

close, so they really get a treat out of it." In addition to having fun, the children got to see that the mil-

itary isn't just guns and shooting -a common sight portrayed on television, said Lessary.

Many of the children agreed.

"We thought it (the military) was all about guns and stuff, but

its not really." said 10-year-old Kealoha Makua, before running to shoot a water hose from one the Aircraft Rescue and Fire

Fighting's vehicles. Getting the chance to see military equipment and personnel

up close seemed to leave a favorable impression on the young-

sters, who tar the most part were wide-eyed with enthusiasm at

each presentation.

"I really liked it when the dogs did the obstacle course," said

eight-year-old Mark Long. "And I liked the helicopters, too. I

thought they were really big and that was, well, a little shocking." "Even the kids who live on base don't always get to see this,"

said Anthony Sutton, camp counselor with Kama'aina Kids. "This gives them the chance to see good role models of people who are doing something for themselves."

The children weren't the only ones who enjoyed the visit, proving that even grown-ups can have a little fun, too.

"It's cool to see the big groups of kids," said Pfc. Kurston Sweet, firefighter with Aircraft Rescue and Fire Fighting, while watching a group of kids crawl through the rescue vehicles. "Their visit shows them a positive side of the Marines in that we're not out killing, but saving lives also. It's fun to see them (the kids) having fun."

Putting on demonstrations like these, which occur about once a month, also allows Marines to evolve professionally as they teach others what they do, said Sgt. Jon Jerome, kennel master at

the Military Police Department. "The kids make us feel like superheroes," Jerome said. "They

look at us like we're everything plus tax."

To keep their aircraft flying safely over Kaneohe Bay, Marine Heavy Helicopter Squadron 463 conducted an

annual compass calibration inspection Wednesday on one of their CH-53D Sea

Stallion helicopters. Marines are required to replace the remote compass

transmitter and use special testing equipment from Marine Aviation Logistics Support Element, Kaneohe, to ensure each helicopter's directional readings are correct.

These inspections are quite necessary, said Sgt.

James Olson, avionics supervisor and collateral duty inspector for HMH-463.

"Pilots always have the compass to tell them what direction they're going," said Olson . "If their compass is off, they won't know what direction they're heading."

To start the inspection process, a two-man team sets

the new compass on a tripod at a specific testing loca- tion near the flightline, said Gunnery Sgt. William Thurber, avionics chief for HMH-463.

Then, with the help of special calibration gear, the

compass is tested for accuracy in 30-degree increments from 0 to 360 degrees.

Marines then record the results and place the new compass inside the hack of the aircraft. At this time, the

entire aircraft is positioned so that the compass stands

in the same location it had been before being mounted on the CH-53D. Squadron Marines record the mea- surements for every 15 degrees for a total of 360

degrees. The results are then compared with previous measurements to determine accurate conversions for a

"true zero (degree)." If the compass was said to read 30 degrees, and the

gauges inside the aircraft read 29 degrees, the pilot would have to know that there was an error of one degree

less than the accurate reading when traveling 30 degrees.

Corporal Aaron Orzel, a basic avionicsman for HMH-463, looks through the optical transfer to make sure the positioning of the compass in the CH-53D is precise.

Thurber said Commander Naval Air Forces Pacific Instruction 13220.1C allows for the compass to be five degrees more than or less than the actual reading for safe flying, but Marines from HMH-463 strive to bring the margin of error to less than one degree.

And, said Thurber, it takes Marines anywhere from five to nine hours to inspect the aircraft's compass,

depending greatly on weather conditions and accuracy procedures.

"If they're really precise, they can get less than one degree of error," said Thurber. "The more precise they are out there, the more beneficial it is for the pi lots."

Although the island of Oahu has some of the clearest water and finest beaches in the world, people still can't resist the salt-free water of a swimming pool.

The crystal blue water of the MCI3 Hawaii, Kaneohe Bay, Main Swimming Pool, located across the street from the K-Bay Lanes, is sel- dom left alone.

The pool's main mission is to help train Marines, but family members and Department of Defense employees also take advantage of .

the many features of the pool. In the mornings, 3rd Marine Regiment's

schools and other base units use the pool for swim qualification, water training or physical fitness. In the early afternoon, nearly 50 people come in on any given day for lap swimming, said Harry Sprague, manager of the pool. After 1 p.m., family members can come to the pool for recreational swimming.

"It adds to the quality of life (for military families)," said Sprague.

old must be accompanied by someone who is at least 16 years old.

During the recreation swim, the pool is sec- tioned off into areas for swim classes, lap swimming, recreational swimming, and diving board and slide users.

Additionally, swimming lessons are taught at the pool for babies and toddlers six to 36 months old. The pool management also holds separate lessons for children and adults ages six and older. Lessons consist of eight classes held Tuesdays through Fridays over a two-week period.

"It's.great for the kids," said Brock Whittington, team coordinator with Youth Activities. "We use the pool often for field trips for the kids."

During the times in which people arc swim- ming, a minimum of five lifeguards are on duty every day, said Sprague.

There are 21 lifeguards on staff, said Sprague, four of whom are Marines who are part of the Fleet Assistance Program. All life- guards must pass a swimming and proficiency test prior to becoming certified as a lifeguard.

They must also demonstrate life saving skills monthly.

Lap swimming continues until 6 p.m. At that time, the base swim team uses the pool until 7 p.m. The scuba diving classes finish up the day from 7 until 10 p.m.

There have also been many additions to the facility since last year, from a picnic area with a grill to a new water slide, that people can use.

"I like the diving boards the best," said Jasmin Garcia, an I 1-year-old, who recently made a day of diving off the boards into the 12- feet deep part of the pool.

Enjoying the time at the pool with friends, said 8-year-old Corey Tellier, is one of the rea- sons he likes the pool.

In the future, said Sprague, the facility is planning to have a second classroom added, have the office turned into a snack bar, and have the perimeter extended to add more picnic areas.

In a first-game battle and second game pounding. the Marine Aviation Logistics Support Element. Kaneohe. intramural softball squad captured the 1999 Softball Championship over the Headquarters Battalion Dawgs.

Though the Dawgs put up a strong fight, the power of MALSEK shortstop Michael Duplichan and pitcher Mike Chrostek could not be stopped in two straight victories. 21-20 and 22-4.

After an undefeated regular season. MALSEK lost early in the playoffs. but won out in the losers' bracket to make it to the tour- nament finals.

Since the Dawgs went into the finals from the winner's bracket, they would have been

The second game didn't start out so well for the Dawgs. Duplichan hit his third home run of the series over the center field fence.

With his big hits and the team's other con- tributing home runs and RBIs. MALSEK was unstoppable.

"We have to challenge them," said Michael Bowman, an infielder with the Dawgs.

"It's just one of those games," Carol Holden, player/coach for the Dawgs, said during the game. "We just can't get anything going."

"Those guys are sucking up everything." said the Dawgs third baseman Chris Malloy, compli- menting the MALSEK defense.

"This season was pretty easy," said Ryan. "This was our first real test and the team pulled together."

Single Marine Program gets full-time help Staff Sgt. buts P. Valdespina Jr. PTO, Cb.$

The Single Marine Program once again has a coor- dinator - someone assigned speciftcally to oversee the program's events.

Dawn Williams joined team MCB Hawaii as the SMP coordina- tor June 28, filling a vacancy of more than 6-months, according to Dan Dufrene, MCB Hawaii's super- visor of recreations, Semper Fit Division.

Simply put. Williams' full-time job will be "running. directing and --- coordinating events for the Single Williams Marine Program," Dufrene said.

She is the voice of the single Marines and Sailors on the base - the one who makes (things) happen. said Sgt. Maj. Stephen H. Mellinger, MCB Hawaii sergeant major.

Williams arrived here alter having spent much of the last seven years as a youth activities coordinator - three at Marine Corps Air Station Cherry Point and four at MCB Camp Pendleton.

As the youth activities coordinator. Williams said she dealt with quality of life issues and gained experi- ence coordinating programs. The experience, Williams said, gives her confidence in being able to be effective

as the SMP coordinator. In fact, Williams said her goal is to help resolve

quality of life issues, as well as plan constructive activ- ities for MCB Hawaii's single Marines and Sailors to participate in.

Williams said she will be "kind of a liaison between the command and the committee (of SMP unit repre- sentatives)." She has already begun "making the rounds" in meeting with the MCB Hawaii sergeants major.

The sergeants major have been very receptive and supportive of the program in its entirety," Williams said.

She acknowledged, however. that she alone cannot make the Single Marine Program successful.

The Single Marine Program "is a customer driven program - the program can't succeed without the cus- tomers' voice," she said.

The measurement of the the program's success, said Williams. is the participation of single servicemembers pay grade E-5 and below in the events."

To have a successful program, the SMP solicits the "customer's voice." via SMP representatives meetings currently held about every two weeks.

Most Single Marine Progam meetings of late have been in the Windward Enlisted Cluh. but Marines and Sailors should check with their unit representatives, or page B-2 of the Hawaii Marine, as the meeting loca-

tions will vary from now on, said Williams. This strat- egy, Williams explained, is to get the single Marines and Sailors into the various activity sites that are avail- able to them.

All Marines and Sailors are invited to attend the meetings, Williams emphasized, so that they may pro- vide their input on planned events or topics of discus- sion.

Recent discussions have included items for sale in the Marine Corps Exchanges, planned events, and offi- cer elections, Williams said.

Currently. the Single Marine Program representative and coordinators are planning on setting up a golf tour- nament for MCB Hawaii's eligible servicemembers. The tournament should go in late August, Williams said.

Other activities the SMP representatives and coordi- nator are working on include a paintball venture and a deep sea fishing event.

The SMP will also strive to offer a variety of events so that MCB Hawaii's eligible servicemembers have plenty to do -so that they can't say "there's nothing to do." said Williams.

When there is enough demand, Williams said, trans- portation can even he arranged for single Marines and Sailors to participate in activities. Those interested simply need to contact their respective unit representa- tives or Williams.

Buses will run Friday from 3:30 p.m. to 1 a.m., Saturday from noon to 1 a.m. and Sunday from noon to midnight. There will be three routes touring the base, Red, Blue and Yellow. Color coded signs will be placed throughout the base identifying pick up points.

A matching colored sign will be placed in each of the buses, so that personnel will know which bus to get back on to return to their required destination. Each bus route is designed to take approximately 30 minutes to complete one tour.
