The Specical Operational Equipment TLS Program was designed by the Construction and Equipment Directorate of the Defense Supply Center Philadelphia (DSCP) to provide customers with responsive, high quality products at fair and reasonable prices. Through this program DSCP acts as the contractor to obtain the best value for the customer and allows organizations to efficiently acquire operational equipment by providing timely and cost effective support of commercial and commercial modified products as well as incidental services. All items available through this program fully comply with the Berry Amendment, Free Trade Agreement, and Buy American Act.

In any theater of operations, fuel and

a variety of factors drives dramatic

increases in the consumption of these vital resources. A greater

reliance on mechanization coupled with irregular operations in

For the larger, more entrenched installations,

with less focus on rapid mobility, semi-

permanent fabric shelters offer survivability,

durability, and energy-efficiency in the most demanding of environments.

Semi-permanent shelters supply the living space, recreational space,

kitchen and dinning area, storage, workshops, and warehouse

capabilities needed to operate a successful remote military base camp

while maintaining unsurpassed comfort and mobility. Semi-permanent

structures provide warfighters with a wide range of functionality,

from small 20 ft. wide gable shelters all the way up to Division-sized

installations with over 10,000 square feet of floor space. By utilizing

common structure features, warfighters customize their shelter

into any size or configuration. Hallways and corridors provide main

passageways between shelters or create private workspaces and

secure communications centers. Semi-permanent shelter systems

provide protection for personnel, equipment, and supplies in extreme

climate and terrain. Semi-permanent structures meet these needs and

store easily in space-efficient containers – 4 trained personnel can set

up one small shelter in as little as 30 minutes. From there, the same

crew of 4 can quickly configure multiple semi-permanent shelters into

multiple complexes. Warfighters complex each shelter end-to-end with

a standard connector flap or side-to-side using optional side entries

and vestibules. Semi-permanent structures provide a flexible, modular

sheltering infrastructure that meets ever-evolving surge fluctuations.

These semi-permanent shelters reconfigure easily, enabling warfighters

to quickly expand their footprint from less than 1,000 to over 65,000

square feet. Semi-permanent structures also provide superior durability,

easily withstanding pounding rain, hurricane-force winds and heavy

snow loads. The superior climate control capabilities of semi-permanent

structures provide warfighters with a functional, yet comfortable refuge

from austere climate conditions while ensuring the consumption of

precious power resources. During extreme weather testing, many semi-

permanent shelter systems maintained 72°F in ambient temperatures of

+125°F with only a 3-ton of air conditioning unit and +65ºF in ambient

temperature of -10ºF with only 10KW of heat.

Outfitted with workstations, command and dispatch

consoles, electrical connectivity, integrated complex audio,

Non-ballistic and ballistic armored containers provide

increased lodging safety and comfort with steel

structures, external floodlights, internal lighting, climate control, internal and

Rapidly-deployable flat-pack structures offer warfighters

the security and protection of containerized units

Flat pack panelized structures provide the security and

protection of containerized units coupled with the unmatched

ease and simplicity of transportation and set-up of tenting

units that reduces logistic costs up to four times.

This structure is stored in a “flat pack” or compressed

configuration which means 4 flat pack units (totaling a 20’ x

32’ footprint) require only 8’ width by 20’ length by 8’ high for

storage and transport on a single flat-bed truck.

Traditionally, Environmental Control Units

(ECUs) have contributed significantly to

high consumption of power. They typically

house the air conditioning and electric

resistive heating elements in one compact unit and come in

a wide variety of sizes and configurations to provide efficient

heating and cooling in moderate to hot environments. Unless

alternative powers sources are used in conjunction, ECUs

are big fuel consumers, so operational planners need to pay

special attention when designing and implementing this integral

component of any forward installation, especially when extreme

weather conditions are the norm. ECU’s typically employ

heavy-duty casters for on-site mobility and are stackable for

efficient storage and shipment on 463L master pallets. They

also typically work with both US and European power supplies.

Another popular option is GET (Generator/ECU/Trailer) shelter

support trailers that provide power, heating and cooling, and

extra storage in a HMMWV towable package. They are also

easily transported by airlift and most ECU units are designed for

fast installation of air ducts and power cables.

In colder environments

(below 40°f) shelter heaters

burn diesel fuel (including

jp8) for high-efficiency combustion. Self-powered heaters

include a thermoelectric generator that supplies power for both

combustion and air handling. Larger, powered heaters are also

available that utilize 110v blowers for air handling. All shelter

heaters work well in outdoor operation and utilize ducting to

bring clean, fresh air into the shelter enclosure. Many models

come with safety features such as carbon monoxide detectors

and conveniences such as remote controls. Advanced models

also offer fuel vaporization with safe and reliable

fuel control as well as compatibility with select

chemical, biological, radiation and

nuclear (cbrn) filtration

systems.

In theater, water is a limited and mission-critical resource. Therefore, it poses the same

challenges as liquid fuel, requiring the protection of large, vulnerable convoys as it is

transported to war fighters. Water is essential for military operations, drinking, hygiene, sanitation, food preparation and medical

care. When designing and constructing forward operating positions, warfighters must dedicate their focus in maximizing the

efficient use of water resources as more and more demands are placed upon supplies. Energy efficient hygiene support

equipment includes portable shower units and sinks, along with corresponding water heaters, water bladders, and distribution

pumps and manifolds. The treatment and disposal of sanitary wastewater is a human health and environmental issue for

installations just like in civilian populations. The release of pollutants or other materials by a FOB into a stream or groundwater

might contaminate the only water supply to which native civilian populations in areas of conflict have access, making it imperative

that planners consider downstream effects. Water supply and distribution, water use, and wastewater treatment are all issues

that are interrelated and influence energy and sustainability. The extraction, treatment and delivery of water to the end user is a

highly energy intensive process. Measures that use and distribute potable water more efficiently and with less leakage will result

in significant reductions in energy consumption.

It provides soldiers with safe, secure, and silent LED interior shelter lighting in either white or red light. The system is extremely rugged and deploys quickly. While military weapons

unquestionably use a great deal of

fuel, the largest power consumer

during wartime are the generators needed to power the

environmental control units, heaters, lighting, communications

gear and refrigeration integrated into mobile facilities. When

designing, procuring, and deploying the various components

of forward positions, factors to consider in regards to

determining field power requirements include the site location

and environmental conditions, shelter types, number of

personnel, power-reliant operational equipment and whether

redundant power is required to support critical functions. The

Modern tactical, diesel-driven generators provide quiet and

dependable power in the most challenging environments. These

units are rugged and field-proven, equipped with chemical

agent resistant coating (CARC) and optional military power

output panels. Generators are highly mobile and come in a wide

range of sizes – from smaller 25-kW units to larger 320-kW

capacity generators. Parallel generators provide uninterruptable

Generators typically used to power forward operations bases operate

independently of one another, almost always delivering more power

than needed. Unfortunately, they are sized to run peak loads, but

continuously running on partial loads and producing power in an

inefficient manner. This practice engenders unnecessary run-time hours, uses exorbitant

amounts of fuel and causes maintenance issues, such as wet-stacking, a common problem in

Guard shacks increase operational

security by giving security

personnel an opportunity to see potential threats from a greater

distance while providing protection from ballistics and the

elements. Guard shacks typically secure to a concrete pad,

platform or tower and are connected to power. To meet the fast

mobilization necessities of expeditionary usage, ideal guard

shacks feature energy conserving and modular configurations

for optimized efficiency and mobility. A few of the basic options

required in a guard shack are:

Barriers are an integral part of the

perimeter security system and serve to

facilitate control of individual and vehicle ingress and egress.

They define the perimeter of the FOB and establish a physical

and psychological deterrent to potential attackers and individuals

that would otherwise attempt unlawful or unauthorized entry.

While mountains and rivers act as natural barriers, most

environmental circumstances require warfighters to bring barrier

structures with them to theater. Concrete barriers are proven,

effective barriers, but deployment of them is labor-intensive and

they are extremely costly to transport.

In contrast to

concrete barriers,

hard-sided, earth-

filled bastions act as a comparable replacement, offering many

logistical and deployment advantages. Logistically, these barriers

minimize transportation weight and volume requirements,

requiring far fewer trucks to deliver to forward positions. The

barriers’ geo-composite material is composed of collapsible

wire-mesh cells lined with geo-textile fabric. They easily collapse

for transport and fill with earth upon deployment. This design

allows the walls to transport at only 5% of the as-constructed

weight and volume. When it comes to deployment, hard-sided,

earth-filled bastions allow a squad-size number of personnel to

quickly lay out the perimeter, including corners and/or rounded

sections. Then, filling the bastions only requires a front loader.

The perimeter security system forms the FOB’s first line of defense, safeguarding personnelandequipment.Aproperlydesignedperimetersecuritysystemshouldperform in an integrated, layered, defense-in-depth manner so that FOB security forces can achieve the deterrence of threats and prevention of attacks. attempts. The higher the level of brightness, the more likely it is

that security personnel will be able to spot threats at low-level

contrasts and those that are only visible for a few seconds.

Perimeter lighting types include continuous lighting, glare lighting,

standby lighting, emergency lighting or motion-activated lighting.

All of these exterior lighting types should minimize the exposure

The Guard Tower’s ability to be rapidly deployed makes it ideal for Military Checkpoints, Dock Security, Boarder Patrol Operations, etc. The ballistic panels surrounding the Guard Tower are NIJ4 rated and provide 360º protection from 7.62mm ammunition. The internal ladder keeps occupants concealed while entering and exiting the tower. A K12 CERTIFIED GATESThis Crash Gate was tested at an independent facility and was given the K12 Certification as approved by the Department of State. The Crash Gate was tested using a 15,000 lbs. crash vehicle running at 50mph. Upon impact the Gate moved less than 6” while totally disabling the vehicle. The bumper of the crash vehicle protruded through the gate less than 16”. After the crash the vehicle was pulled away from the gate. The gate was then inspected and found to be in excellent condition. The gate was operable and opened by one man who did not require the use of any power tools or equipment. With a minimum of damage the Crash Gate was able to completely disable the vehicle and keep the 5K lbs. barricade strapped to the back of the vehicle from pitching forward even though the barricade broke its restraints. Gate also available in 13’, 14’ 17’ and 20’ widths. The Crash Gate should be utilized at all entrances to ammo dumps, POL dumps, embassies, dams, all nuclear areas, and any area of importance worth the maximum amount of protection. The Three-In-One Sleep System consists of 2 Sleeping Bags, heavyweight and lightweight, A Bivy Cover and a Stuff Sack. The Sleeping Bags can be assembled to fit into one another to make a super heavy arctic quality sleeping bag that gives protection down to -30 degrees when worn with appropriate clothing. The bags can be tied together with toggles and loops to insure that they stay together when in repeated use. The sleeping bags can be used individually as a light bag or a medium protection bag without being combined. The Bivy cover will fit each sleeping bag separately or both simultaneously as needed. This system provides comfort and warmth while also providing a versatile high quality time tested system to the user. The system also includes a backpack style stuff sack for storage and ease of carrying.
