Groundworks Waste Campaigner/Friends of the Earth’s Musa Cha-

mane said it has become common for the New England Road dump-site to be on fire during winter due to mismanagement.

“There is always an issue with there being a fire at the New Eng-land Road dumpsite and this is due to mismanagement. The

waste, which contains plastic and fire, must be topped with soil and compacted, otherwise it will easily catch fire due to self-combustion,” said Chamane.

He explained the dump being on fire during Covid-19 will cause more patients visiting the hospital.

“There are toxic chemicals emitted from this fire and it is not just smoke. During Covid-19,

there are people who are in isola-tion and quarantine at their homes. If they come out into their yards for fresh air, their lungs will be affected more due to the increase in chemicals in the air. What about the elderly who have respiratory issues? Many of them would be hospitalised today due to breath-ing difficulty,” said Chamane.

Hayfields residents, who have spent the last two days living under a smokescreen of noxious

fumes, are battling with nose bleeds, tight chests, difficulty breathing, and headaches as a result of the dump fire’s toxic smoke billowing over their homes.

Gaynor Stander said on Tuesday that, ever since she moved to Lincoln Meade seven years ago, she has struggled with severe sinus problems that often become so bad, they bleed. “I had no idea the dump was on fire so I left my windows open last night. I woke up this morning to a mush-room-shaped cloud of smoke, which indi-cates the smoke is highly toxic. As a result, my nose has started bleeding from my aggravated sinuses. There are just clumps of blood in my nose,” she said.

Both Stander and her grandson, who lives with her, have to use a nebuliser because of their sinus problems. She said since she moved to the area, fires of the dump have been an ongoing prob-lem which she believes has aggravated her sinuses. “My sinuses have cost my medi-cal aid and my own pocket a fortune since I moved here,” she said.

She fears for the current Covid-19 patients in the area who have to breathe in these fumes while fighting this virus.

Another Hayfields resident, Wesley Green, said he could not see ten metres from his house. Both he and his wife were experiencing headaches and bad sinuses since Tuesday morning. The couple has a three-month-old baby they are trying to keep away from the fumes.

Janine Mckelvey, who lives close to the dump, said she was experiencing head-aches, burning eyes and itchy skin since Tuesday morning. “We can see the dump from where we are and it is just one huge, thick white cloud of smoke. I cannot even see my neighbour’s house and we live in a complex! The smell is terrible too,” she said.

She said it is about time the municipal-ity takes accountability for this ongoing problem and does something about it. “The municipality is always full of excuses. They never take responsibility for these dump firers. Now on top of this pandemic we have to deal with this breathing in this toxic smoke,” she said.

A city pulmonologist says the impact of the dump fire will linger

long after the fire is extinguished as the toxic fumes released into the atmosphere will have adverse effects on smokers and people who suffer from chronic condi-tions, such as asthma, emphysema, and chronic bronchitis. This, he predicts, will ultimately lead to an overburdening of the city’s healthcare facilities and resources, which are already under stress during the Covid-19 pan-demic.

“The noxious fumes omitted from the burning dump are consid-ered an environmental trigger that will exacerbate chest and breath-ing problems. This will be worse in patients whose condition is not well controlled, meaning they are not taking their chronic medica-tion regularly, but even in well controlled cases of chronic chest problems, environmental triggers, such as this dump fire, can exacer-bate normal chronic chest condi-tions,” he explained.

He said, especially during

this Covid-19 pandemic, when there is an increased need to keep chests and lungs open and clear, the smoke from the dump could potentially compromise one’s lung capacity.

He warned that those at risk would have to take serious deci-sions about ongoing exposure given that the dump fires are a reg-ularly recurring crisis.

“Many have moved from the area because of the effects the dump fires have on their health. If you suffer from chest conditions and are affected by the fumes, unfortunately, you are at risk,” said the doctor.

Groundwork Environmental Health Campaign Manager Rico Euripidou said the open burning of waste at landfill sites poses health risks to those directly exposed to the smoke and windblown ash.

“It especially affects people with compromised immune sys-tems and those with sensitive res-piratory systems, as well as young children and the elderly,”he said.

There was a tense standoff today at the crisis-plagued municipal dump as waste pickers refused

to leave the site when ordered to do so. Max Lekgatle, project director of the

New England Road dumpsite and CEO of environmental management company Surg Sut approached the waste pick-ers today demanding they vacate the site. However, the waste pickers refused resulting in the standoff. Lekgatle’s car was damaged in the fracas.

Lekgatle said that Monday night’s devastating fire that engulfed the city in

toxic billows of smoke, was the work of arsonists wanting to sabotage the project.

“We believe the fire was deliberately started as it is not self-combustion. On Monday night, security guards found people starting a fire near the perimeter fence of the dump. They asked the peo-ple to stop their activity and they put the fire out. They could not see but heard other people saying, ‘Do not be afraid of these men’. The security guards con-tinued to patrol the dump and when they returned, they found that the dump was on fire,” he said.

Tense standoff between waste pickers and dump manager

‘Clean up this mess’ and ‘stop making excuses’. These were the senti-

ments of Pietermaritzburg residents who took to the street in protest after enduring three days of being engulfed by toxic smoke billowing from yet another out of control blaze at the municipal dump.

This week’s dump crisis could not have come at a worse time for the health of Pietermaritzburg residents as the country battles a surge in Covid-19 cases with hospitals rapidly reach-ing capacity levels. Health experts confirmed that the suffocating smoke engulfing the city, particularly the sub-urbs of Hayfields, Lincoln Meade, Scottsville, Cleland and parts of the CBD would have triggered acute res-piratory distress in those resident who suffer asthma and other chronic lung and heart diseases.

Outraged residents who participated in the protests and who took to social

media said they have had enough of poor management calling for urgent action, transparency and accountability.

“Government needs to have an urgent plan of action. Our protest was aimed at creating awareness over this unfolding disaster. The fire at the dump is an annual event and we demand accountability. Who will take respon-sibility and who will get us out of this crisi?” said Jacyn Fanner, chairperson of Cleland Meadows Ratepayers and Residents Association.

Sarika Maharaj from Lincoln Meade said she joined the protest because the residents have had enough.

“This is an ongoing issue and the residents are suffering,” she said.

“The dump must go. The Mayor must clean up the city and get his act together…if we get no reaction, rate-payers will boycott paying their rates,” said Pat Blunt, from the upper Hay-fields area.

Stop making excusesMsunduzi Municipal-ity intends open-ing criminal charges

following this week’s devastat-ing dump fire that choked the city with toxic fumes.

The city’s spokesperson Thobeka Mafumbatha said the fire was now under control after reinforcements worked through the night battling the blaze. The site is still bellowing a steady flow of acrid smoke into the atmosphere.

Mafumbatha said an investiga-

tion has been launched and that the municipality intends pursu-ing criminal charges against those responsible.

“The site is currently closed to the public due to the Section 30 incident. There have been cases of breached security which have been reported. The Environmental Consulting Company Surg Sut, which was appointed to assist in turning around the landfill site, has beefed up security meas-ures... The municipality has also assigned its Public Safety Depart-

ment to provide support ser-vices in terms of security,” said Mafumbatha.

“Children, elderly persons and those particularly with respira-tory conditions are urged to stay indoors or move to unaffected areas, where possible. In addi-tion, residents are further advised to consult their nearest health centres should they experience breathing difficulties,” she added.

Illegal dumping along Chota Motala Road has always been a major problem and appears to be a challenge our local municipality and its

officials are either unable or unwilling to address.The dumping has reached drastic proportions and

poses a definite health risk to residents in the area, as well as an environmental hazard.

The recent fire at the New England Road land-fill site and the subsequent warnings from officials encouraging residents to stay indoors, and close the doors and windows to lessen the damaging impact of inhaling the toxic fumes, can be likened to what the nearby residents of the illegal dumpsite in Chota Motala Road are frequently exposed to with abso-lutely no recourse.

Almost weekly, the dump is either set alight or catches fire, and residents, many of whom are elderly or have pre-existing medical conditions, are forced to breathe in the toxic smoke. When the rubbish isn’t burning, residents have to deal with the pun-gent smell of rotting garbage, especially on the hot-ter days.

Residents have to watch helplessly as inconsider-ate people park their vehicles on the route and dump anything from dead animals ,building rubble, garden waste, diapers, garbage and chemical waste to name but a few. Attempts at acquiring municipal assistance are a waste of effort and time and efforts by residents to assist the municipality have not been appreciated

or honoured by the officials but that’s another story.

The dumpsite borders a vacant plot of unmaintained munici-pal land which borders the Pasto-ral Road area. As a result of the illegal dumping, a waste picking community has now evolved in the area and it is not uncommon to find large numbers of people, many of whom are drug addicts, rummaging through the waste, looking for recyclables.

The illegal dump further pro-

vides a smokescreen to the criminals who mingle with the waste pickers, and then commit opportunis-tic thefts and housebreakings at the houses bordering the illegal dumpsite.

The reality is this is not a new problem. The municipality is failing in its obligation to address this situation. There is a definite lack of enforcement and accountability on the part of officials.

I submit that the current failures are not just as a result of financial and resource shortages but also as a result of apathy, incompetence, mismanagement and blatant contempt on the part of local government.

The question I wish to pose to our respected offi-cials is whether any of them would live or subject their families to living under these unacceptable, unhygienic and appalling conditions for so long?

What recourse is available to us as the citizenry? Would we be permitted for the sake of our health and safety to hire an independent service provider to clean up and maintain the area and bill the municipal-ity for the service?

Surely this is a better option than the current pro-test actions we are constantly subjected to as a result of municipal failures? After all, we don’t burn, bar-ricade, threaten and destroy to draw attention to our cause but it would appear that may be the very rea-son we are presumed upon as we live in a culture that validates lawlessness at the expense of what is just, reasonable and fair.

I aver that, whilst the municipality may see it as a victory to continue collecting rates even where the service delivery is failing dismally, they should be cautious in doing so. This situation is untenable and needs to be remedied with immediate effect. The municipality and its designated functionaries need to be held accountable as this is a crime against the community. An omission to act is no less a crime. There is no excuse to continue to subject residents to this kind of abuse. Our quality of life matters.

An asthmatic Hayfields resi-dent, who lives very close to the dump, fears the repercussions

the dump fire is going to have on her and her daughter’s health.

At 7am yesterday, Hayfields resident Shelley Slawson’s lounge was so dense with smoke she could hardly see her furni-ture through the thick fog. She is especially worried because, if their asthma worsens from the thick toxic fog filling her home, she does not have medical aid and would need to visit Northdale Hospital, exposing her and her daughter to the risks of Covid-19 infection.

Slawson had left the window open for her cats to come in and out of her house, and did anticipate the wind would blow so much smoke inside. Both her and her daughter suffer from asthma and are now struggling with very tight chests since breathing in the dump fire fumes in their home. Even her cats and dogs are sneezing.

They are using a humidifier to purify the air and nebulising regularly, but Slaw-son is very worried about what she will do if either of them gets sick now. “I am cur-rently unemployed and don’t have medical aid. If our conditions worsen, I don’t know what I will do. They are advising people who are badly affected to leave the area, but where am I supposed to go? We aren’t able to go anywhere right now,” Slawson said.

She feels like she is in a catch-22 situ-ation; if she leaves home for the hospital, she faces an increased risk of contracting Covid-19, but staying home “is like sitting in a hotbox of toxic fumes”. “I’m either going to get Covid-19 or I’m going to die from these fumes. When I die quietly, the municipality won’t even care,” a stressed Slawson said.

A Covid-19 positive Hayfields resi-dent, Yasheka Govender, whose husband Aversen Govender and father-in-law Ula-ganathan Govender both died of Covid-19 this month, said she is wearing a mask to breathe easier. She said it is much more dif-ficult to breathe since she has Covid-19. “There is this horrible, choking smell so we have to close the doors and windows. Nor-mally, when there is a fire, I do not experi-ence difficulty breathing. I am also drinking more water than usual,” she said.

A Northdale resident, Shallaine Nai-doo, who is also asthmatic, was shocked by the thick smoke surrounding her house. “At first I thought there was a fire close by because of the amount of smoke. I was so shocked when I found out the smoke was actually coming from as far as the dump,” said Naidoo.

Her son is also struggling to breathe and she has resorted to nebulising. “The smoke is giving me headaches and I just feel weak all the time. We’re trying hard to avoid Covid-19, but now we have to battle with this,” she said.

Schools in the vicinity of the New England Road landfill site closed on Tuesday due to the unbearable

fumes which made breathing difficult for learners.

Parents were asked to fetch their chil-dren and classes will resume when the fire is contained.

Scottsville Primary School’s PR officer Carmen Cawood said the smoke was intol-erable. “It feels like your eyes are burning. We called parents to fetch their children and we were excused when all of the learn-ers left the school premises. The parents of Grade 6 and Grade 7 learners will be con-tacted to let them know when classes will resume,” said Cawood.

Epworths’s marketing manager Vicky Crookes said their concern was for the learners. “School has been closed for Tues-day and Wednesday. We were concerned for the health of our learners. Lessons will be continued online and we will be in com-munication with the parents to inform them when we will reopen. We found that there

was a dense mist through the school that left a bitter taste in the mouth from the fire at the dumpsite,” said Crookes.

St Charles College Principal Allen van Blerk informed parents they will be closed till Thursday. “Unfortunately the smoke has covered the whole of Pietermaritzburg. We have been assured that the fire will be put out within the day but we are not con-vinced. We have taken a decision to close the college for Tuesday and Wednesday and expect to be open again on Thursday. We will continue online lessons at 7:30am and will send an update as soon as we have clearer information,” said van Blerk.

St John’s D.S.G Principal Simon Moore said that school has been closed as a pre-caution. “We kept the girls indoors until they were fetched by their parents. All sporting activities were cancelled. School has also been closed for Wednesday and we will continue with online classes. Depend-ing on the assessment, we will most likely reopen on Thursday,” said Moore.

Early in July, the Goven-der family of Hayfields bid farewell to their hus-

band and father, Aversen Goven-der (45) with a virtual funeral. But their pain did not end there. Over the weekend, the family cremated Govender’s father, Ulaganathan (Tazi) Govender (74), Both were victims of Covid-19.

Ulaganathan’s daughter, Parsh Moodley, said they became con-cerned about her father’s health when he started displaying symp-toms similar to her brother. “We did not want to take a chance with

a misdiagnosis. He had a chest X-ray and it was clear. On July 2, he was not well and my sister-in-law and mother tried to carry him to the car but he was faint. They had to get a neighbour to help them. They took him to the hos-pital. He had another X-ray; by then his lungs were affected,” said Moodley.

She added the family was provided with regular updates, and Govender’s condition was improving. “We checked on him all the time and his oxygen levels were improving. He was on a dou-

ble breather. We were told on July 15, they were planning to move him by the weekend to a normal ward,” she said.

“When I checked in on him on July 16, they said that his oxy-gen levels were decreasing to 90 and they could not reduce the flow of the oxygen level to his mask. I then had this feeling that this was not going to end well. On July 17, the hospital called to inform me they were going to place my dad on a ventilator. I told them to do whatever it takes. In less than half

an hour, they called me back and asked if I was with family mem-bers. They then told me my dad had died,” said Moodley.

Moodley said she didn’t get to say a proper goodbye. “If a per-son becomes hospitalised, they don’t even get to see their family. If they die, the coffins are sealed. We all have the power together to fight this by following the rules for ourselves and loved ones,” said Moodley.

Govender will be remembered by his family and friends for being warm-hearted and jovial.

Local community leader, Mohamed Saeed, will remem-ber his colleague and friend,

acting principal of Nizamia Islamic School, Ebrahim Dudan (54), who died of Covid-19 on Monday as “witty and dedicated” with a memory for religious quotes.

Saeed said Dudan, who was from Pie-termaritzburg, was married with two sons. He taught at Nizamia for the last 20 years. “He taught accounting and eco-nomics, and when he was the acting prin-cipal, he only taught accounting to the Grade 11 and Grade 12 classes. He was a quiet person who kept to himself. He never raised his voice and when he rep-rimanded a learner, he would do it with

wittiness,” said Saeed.Saeed sat opposite Dudan in their staff

room and often referenced religious scrip-ture with him. “I suspect he memorised the Fazail-e-amaal as whenever I would ask him about where I could find a cer-tain scripture, within a minute, he would respond. He would give me the page number and where it could be found.

“He was also extremely good at find-ing mistakes in circulars or documents. If he compiled a circular or document, we were assured that there would be no mis-takes. He also was cautious and made informed, careful decisions,” said Saeed.

Saeed extended his condolences to the family, friends and colleagues of Dudan.

Trevor Chunderpersad, the suspect in con-nection with the mur-

der of Kubendran “Sholan” Chinnadu, was re-arrested on July 19, and made a brief court appearance in the Pietermar-itzburg Magistrate’s Court on Monday afternoon.

The 58 year-old is set to reappear in court on July 27 for a formal bail application. It is alleged that Chunderpersad murdered Chinnadu (29), from Veerapa Road, a week ago dur-ing a late-night altercation about the noise caused by the car he was driving.

Chinnadu is survived by his wife, Nerusha Moodley (28), and two sons, Gerrard (8) and Serino (2).

Last week, the distraught Moodley told Public Eye she wants justice. “[My sons] were with their father for such a short time. How will my two-year-old remember his dad? They have been robbed of their father. I want justice for Sholan. He did not deserve this kind of death,” said Moodley.

Msunduzi Municipality Mayor Mzimkhulu Thebolla has condemned gender-based violence (GBV) in all its forms.

Acknowledging the huge spike in GBV cases since the start of the lockdown, the mayor has said that, with July being Men’s Month, men must prioritize the safety of women and children. “We understand the stress people are faced with during this time but that does not give them the right to take it out upon vulner-able people. Let us be men among men. As this is Men’s Month, a man must protect his community. Woman and children must be protected,” said Thebolla.

Thebolla said, since lockdown regulations prevent social gath-erings, they are working hand-in-hand with the men’s forum to educate young males on how they should conduct themselves. “As the municipality, we will work with all stakeholders to curb the scourge of gender-based violence,” added Thebolla.

A Pietermaritzburg school-girl was bludgeoned to death with a cricket bat

on Monday, allegedly at the hands of her adult boyfriend.

Akhona Mncube (19), a Grade 11 learner at Siyanda High School in Sweetwaters, died a brutal, horrific death, and the person who alleg-edly killed her was none other than the man she loved – her boyfriend of three years and father of her one-year-old child.

The murder is a devastating loss for her family who cannot come to terms with how such a young, inno-cent life was taken so early. Mncu-be’s sister, Lindo Mncube, said they are shocked and have no idea of the circumstances of her sister’s death. “She went to her one-year-old baby daddy. I got a call on Monday at 9pm notifying me something was wrong with Akhona. When we got there, we were told that she fainted. I believed she was alive but was told she was dead. What is alleged is that my sister was beaten with a cricket bat as her boyfriend sus-pected her of cheating,” said the emotionally devastated Lindo.

Lindo claimed this was not the first time her sister was assaulted. She said Akhona came home with

bruises once, saying her boyfriend is very jealous. “I know she would never cheat. We are shattered; she had big dreams. We want the law to take its course,” she said, describ-ing Mncube as a quiet person who loved to laugh.

Mbongeni Zuma, the Chief Exec-utive Officer of Umzansi Youth in Business (UYB), an NPO advocat-ing against gender based violence (GBV), said it was frightening that the area had recorded over six fatal GBV cases since the start of lock-down. “This number far outweighs the Covid-19 deaths in this area. It is even more horrific that commu-nities, and sometimes families, are often too slow in addressing these

issues. This should stop. We cannot have our women being wiped out like flies,” he said.

Zuma urged all men to wage a war against the scourge of GBV. “We need to fight against this man-made pandemic,” said Zuma.

KZN Social Development MEC, Nonhlanhla Khoza said the circum-stances leading Mncube’s death was cruel, adding that there was no jus-tification for GBV. “It is alleged that Mncube died after sustaining inter-nal injuries following the assault by her partner with whom she had a child. GBV has absolutely no place in our society. We have witnessed a number of cases where women die in the hands of those who are sup-posed to protect them. The investi-gation should lead to the conviction and a lengthy jail sentence,” said MEC Khoza. Ward Councillor Sibusiso Mtshali said this incident shows a lot still needs to be done. “I am shocked. It can’t have incidents every month where women and children lose their lives,” said Mtshali.

Police spokesperson Sergeant Mthokozisi Ngobese said they are investigating a murder case and no one has been arrested yet.
