Administrative Staff College of India (ASCI) and theCentral University of Jammu signed a Memo-

randum of Understanding (MoU) in the presence of theUnion Minister Dr Jitendra Singh in New Delhi onFebruary 10, 2017. The MoU enables the two institutesto promote collaborative academic, research andcapacity-building initiatives for a period of three yearsto start with.

The MoU was signed by Mr. Kalyan K. Roy, Regis-trar on behalf of ASCI and Mr.Mohd. Iqbal, Registrar,Central University, Jammu. Also present on the occasionwere Mr RH Khwaja, Director General, ASCI and Prof.Ashok Aima, Vice-Chancellor, Central University ofJammu, Mr. B.P. Sharma, Secretary, Department ofPersonnel & Training, and Mr.C. Viswanath, Secretary,

Department of Administrative Reforms. Dr JitendraSingh welcomed the move and said that every possiblesupport would be offered to promote "AdministrativeStudies" in Jammu.

"At a time of global exposure when emphasis is oncitizen-centric governance, the need of the hour is tohave an exclusive Department where education in gover-nance and administration can be imparted in an institu-tionalised manner through a faculty with diverse expe-rience from different parts of the country and abroad."

He said the MoU would send a message to otherUniversities, especially in northern India, to build onsuch partnerships which provide global exposure.

Seneca College of Applied Arts and Technology management, Toronto, Canada, in February and March respectively

Prof M Chandrasekhar, a senior faculty member of ASCI, took charge as theDirector of the Indian Institute of Management, Visakhapatnam, in the last week

of March, 2017. An engineer and management professional by training and analumnus of IITs in Delhi and Bombay, Prof.Chandrasekhar was with ASCI since2002. Before being selected as the first Director of IIM-V, Prof. Chandrasekhar wasthe Director of Centre for Public Policy, Governance and Performance at ASCI.

"Building a budding institution like IIM-V is indeed an opportunity for me.Every effort will be made to transform it into one of the top management institutionsin the country," Prof.Chandrasekhar said. ASCI Employees Union, led by its Pres-ident Mr.Sreeramulu and Secretary Mr.Hassan, felicitated Prof. Chandrasekhar at abrief function in Bella Vista, Hyderabad, on March 20.

Prof. Jos Nolle, Dean of Seneca International,Toronto, has underlined the need of problem-based

learning, instead of memorization, to excel well in the eraof globalization.

"Globalization is equal to out of box. Memorizationdoesn't train critical thinking, which is very crucial forour progress," Prof. Jos said while delivering a lecture on"Leadership in the 21st century for modern appliedhigher education" in ASCI’s Bella Vista campus onMarch 30, 2017.

Outlining the quality of a teacher, he said: "Teachersmust have the technical experience while carrying the

passion on transferring knowledge and skill to others.""Innovation is happening everywhere and we need eachother to learn, solve and grow," he observed.

Earlier, Prof. Jos shared the Memorandum of Under-standing signed by the head of Seneca College of AppliedArts and Technology Management and ASCI RegistrarKalyan K. Roy to facilitate academic and appliedresearch collaboration between the two institutes. ASCIDirector General Mr RH Khwaja, Deans--Prof. NirmalyaBagchi and Prof. Usha Ramachandra, Seneca College'sMr. Prashant Srivastava and Mr. KN Babu were alsopresent.

Mr. A. Markandeyulu, Scientific Officer - G,Airborne Surveys and Remote Sensing Group,

Atomic Minerals Directorate for Exploration andResearch, Hyderabad, and his team was conferred withNational Geo-science Award - 2016 by the Ministry ofMines. They received the award from the President ofIndia Shri Pranab Mukharjee in the presence of Mr.Piyush Goyal, Minister of State for Power, Coal, New &Renewable Energy and Mines, on April 12, 2017 in NewDelhi. The members of the team include, Dr.A.K.Chaturvedi, Additional Director, AMD; Dr. V. RameshBabu and Shri.Shailesh Tripathi.

Mr. Markandeyulu had taken in a Programme inASCI on Science Administration and Research Manage-

ment during August 17-28, 2015. In an e-mail, sent to theprogramme director, Prof. BVNS Sachendra, he thankedASCI for the knowledge imparted during the programme.

"We appreciate your meticulous planning anddesigning the programme to suit the needs of participants.I thank ASCI for the knowledge imparted to me duringthe training programme and I sincerely feel that it helpedme in discharge of my official duties," he mentioned.

Prof Kirti Kumar Mehta, a visiting professor ofFribourg Graduate Law School, Switzerland,

observed that product and process innovations are indis-pensible for the growth and development of theeconomy.

Delivering the Distinguished Lecture on 'IP Protec-tion, Innovation and Anti-Trust Enforcement’, organisedby ASCI at the India International Centre, New Delhi,on 23rd February 2017, he said: "These innovations areoutputs of Research and Development efforts of firms.Competition among firms plays a major role in innova-tion because it is the force of competition rather than themonopoly that accounts for the pace of innovation."

The Lecture was sponsored by the Delegation of theEuropean Union to India under a project, titled: CapacityBuilding Initiative in the Competition Area Under TradeDevelopment Programme in India. This was the thirdlecture in a Distinguished Lecture series under the aegisof this project.

Prof. Mehta focused on the relative importance androles of two forces that generate innovation by firms:Competition among firms on one hand, and IP protectionon the other.

A researcher in the Centre for Economic Analysis andManagement (CREA) at Luxembourg University and aformer Cartels Director in the Directorate General forCompetition in the European Commission, Prof. Mehtaemphasised that if aside from Intellectual Propertyprotection, competition between firms is a significantdriver of innovation, then it is imperative to evaluate andact on two important implications: firstly, the need foreffects –based and pro-innovation Antitrust enforcementto combat anticompetitive exclusionary conduct in thesectors concerned. Secondly, given the importance of IPprotection for innovation by firms, Antitrust enforcementpolicy needs to take that into account, if only to ensurethat incentives for IP licensing and in particular compe-tition in licensing remains vigorous.

Mr RH Khwaja, Director General, ASCI, in hisopening remarks, said that because of the nature ofcompetition in markets characterised by intellectualproperty, there is a tendency to drift toward single-firmdominance and even monopoly. The exclusionary rightsgranted by intellectual property protection, coupled withtrends toward standardisation due to network effects,threaten to diminish market competition. He also spokeabout the fact that the TRIPS Agreement remains acornerstone of the international effort to enforceminimum standards of IP protection/maintain appro-priate incentives for innovation/technological diffusionand prevent free riding. Dr. Ashita Allamraju, Team Leadof the project, elaborated the activities of the project inher welcome address.

Senior officials in government, eminent academi-cians and resource persons from think tanks and policyresearch institutes attended the lecture. Mr.AshokChawla, Chairperson, TERI, and Mr Rajeev Kher,Member COMPACT were among the distinguishedpersons who attended the lecture.

ASCI's Academy for Science Policy Implementa-tion & Research (ASPIRE), supported by the

Centre for Human and Organisational Resource Devel-opment (CHORD) division, Department of Science andTechnology, Government of India, organised a work-shop on "National Scientific Research InfrastructurePolicy" at India International Centre, New Delhi, onFebruary 9 and 10, 2017.

The workshop, attended by 39 participants includingsenior scientists and academicians dealing with scien-tific infrastructure issues across the country, discussedissues of procurement, maintenance, sharing anddisposal. It also enabled discussions on best practicesand the need to standardise procedures across all scien-tific departments and academia. "A new scientific infra-structure policy has been recommended by all theparticipants of the workshop. The broad contours of thisnew policy has also been discussed threadbare," Prof.Nirmalya Bagchi, Dean of Research and ManagementStudies, at ASCI said.

Prof Ashutosh Sharma, Secretary, Department ofScience and Technology, in his inaugural address,discussed the vision behind the Prime Minister’s speechat the Indian Science Congress at Tirupati earlier thisyear and its relevance in today’s context.

"Tapping of dormant scientific manpower at univer-sities is an important priority. People often do researchin institutions that may not have the capacity to supportthe work (like in colleges in districts). So this capacitycan be activated by making use of neighbouring

research infrastructure, by creating some motivation forthe researcher in the college, by giving fellowship andthen connecting him/her to scientific infrastructurenearby. Linking the scientists and infrastructure andbringing them to the fore would unleash the dormanttalent," he said adding that introduction of ScientificSocial Responsibility is the need of the hour.

"The fact that 94% of the equipment is imported,goes very contrary to Make in India and initiatives areurgently needed to create a domestic eco system forscientific equipment manufacturing. It is not just aboutMaking in India, it is also about Maintaining in India.Since we cannot make it, we cannot maintain it, leadingus to forever depend on people who supply us the equip-ment," he said.

Prof. Sharma stressed on five strong pillars of doingR&D. They are: 1) Capacity building 2) Quality ofscientists, 3) Availability of scientific infrastructure fordoing research, 4) Networking and, 5) Presentation ofour R&D results and connecting to them to our users.

Dr. Parveen Arora, Advisor and Head of CHORDDivision of DST and Prof.Bagchi also spoke. Thisworkshop was planned as a part of the study beingconducted by ASPIRE on the issue of bringing greaterefficiency in public expenditure in Research and Devel-opment by introducing policy measures in creating,operating, maintaining and sharing of scientific infra-structure.

Management, attended a capacity building work-shop on the development of Health Public PrivatePartnerships (PPPs) in Africa at Johannesburg,South Africa, from January 23-27, 2017. Theworkshop was organised by the University of theWitwatersrand (Wits School of Governance),Johannesburg, in partnership with the AfricanDevelopment Bank (AfDB) and Health SystemsResearch India Initiative (HSRII).

Dr.Subodh (Fourth from left in the photo) alsovisited African Development Bank Head quarters atAbidjan, Cote’ D Ivoire in March 2017 and made a presentation on PPPs in Health in India as part of the brain-storming session to discuss the upcoming book of Public Private Partnership in Health in Africa.

Economics & Finance, visited Singapore as part of astudy tour of a programme, titled: a Programme on Finan-cial Systems, Management and Accountability for theofficials of the Government of Assam, from April 17 to28, 2017. ASCI faculty, employees and staff celebrated the InternationalWomen's Day at Bella Vista on March 8, 2017. Prof.

Sutanuka Dev Roy, Chairperson, Gender Committee, ASCI, andher team conducted various competitions that include quiz,Rangoli, Lemon & Spoon race, musical chairs and running race aspart of the celebrations. A health camp for women and adoles-cent girls was organised for the ASCI community on March 9. Ateam of doctors, led by Dr M.Tripura Sundari, Chief Consultant,Obstetrician & Gynecologist, from KIMS conducted the camp,which was inaugurated by the Director-General Mr RH Khwaja.

Indo-Global Education and Skills Summit & Expo-2017, organised by the Indus Foundation with the

Administrative Staff College of India (ASCI) as theknowledge partner on April 21, 2017, underlined theneed of skill development in all sectors to make India aglobal super power.

The Chief Guest Mr.K.Padmanabhaiah, Chairman,ASCI, exhorted the need of focussing on the skill devel-opment in all sectors. "We need skilled manpower in allsectors that are key for overall development," he saidwhile lauding the role of ITI’s and Polytechnic colleges

in skill development. The IAS officer of the 1961 batch,Mr.Padmanabhaiah, underlined the need of internshipprogrammes in all courses.

Mr.Jayesh Ranjan, IAS, Principal Secretary, IT,Electronics & Communications Dept., Government ofTelangana, said that in-house training is being impartedfor youngsters in TASK (Telangana Academy for Skilland Knowledge) with the support of the industry in anattempt to create skilled manpower. Dr. Ghanta SubbaRao, Secretary to Govt., Skill Development, Entrepre-neurship & Innovation Dept., Government of AndhraPradesh, Dr Sandhya Chintala, Vice President,NASSCOM & Executive Director, IT & ITES SectorSkills Council, New Delhi, Mr.J.Harikrishnan, ChiefOperating Officer, Kerala Academy of Skills and othersspoke.

Mr. C.D. Arha, IAS (Retd), Former Secretary,Government of India; Former Chief InformationCommissioner, AP; Chairman, The Indus Foundation,said that this event was a precursor to six major summitsto take place in Mumbai, Hyderabad, Chennai, Banga-lore, Kolkata and New Delhi in the month of July.

The President of the Indus Foundation, Mr.S.B.Anumolu, said that the CEOs Networking event,followed by the summit, ensured fruitful discussionsthat could pave the way for possible partnership in thefield of education and training.

ASCI's College Park Campus inBanjara Hills, on February 18,

2017, reverberated with joy of 350youngsters who gathered to takepart in YBRATIONS, the AnnualManagement Fest conducted by thestudents of the Post GraduateDiploma in Hospital Management(PGDHM). Youngsters from various colleges in and around the city tookpart in quiz, elocution, singing and dancing. C.V. Anand, I.P.S., Commis-sioner and ex-officio Principal Secretary to govt, Telangana State CivilSupplies Corporation, in the inaugural session, called upon hospitaladministrators and support staff to accord priority to integrity and ethicswhile discharging their duties. Mr.Anand asked students to use tech-nology judiciously.

The Director General of ASCI, Mr RH Khwaja, Dean of TrainingProgrammes Prof. Usha Ramachandra, and the Director of Centre forHealth Care Management, Dr.Subodh Kandamuthan, also spoke.

WALKATHONASCI’s Post Graduate Diploma in Hospital Manage-

ment students (Batch XI) organised a Walkathonto create awareness on Cancer on the occasion of WorldCancer Day on February 4, 2017.

The Walk, started at People Plaza on the NecklaceRoad, ended at Lumbini Park. Prof. Usha Ramachandra,Dean of Training Programmes, flagged off the event.The Walk was attended by the PGDHM students, ASCIfaculty and staff, and students from other colleges.

"The Walk started with a roleplay highlighting theeffects of cancer and ways to prevent it. The Walkgenerated huge interest among common public," DrSubodh Kandamuthan, Director, Centre for Health CareManagement, said.
