SCHOOL HOLIDAY PROGRAM: Sincere thanks and congratulations to Ossie and Fatin for their extraordinary effort in putting together an exciting, inclusive and relevant school holiday program. Over the course of the two weeks, the Skateboard Clinic attracted on average of 15 participants per clinic on both Home and West Island throughout the week with an excellent share of male and female participants. The Twilight Soccer is always well attended with 13 children enjoying indoor soccer on Home Island. Our Origami session was held on West Island and attracted 13 participants between the two islands. Our inaugural Surf Life Saving WA Survival Program attracted 32 participants throughout the week with programs held on both islands. A total of 14 community members also participated in the Surf Live Saving Certificate which will no doubt be of great benefit to the community with their new skills.

And this proactive team has already commenced planning for the January School Holidays. If you have ideas, comments or suggestions or better yet, can volunteer some time to assist, I am sure Isa, Ossie and Fatin would love to hear from you. PROGRAM CUTI SEKOLAH: Terima kasih khas dan taniah kepada Pak Azie dan Mak Amelia atas usaha mereka yang luar biasa dalam menyatukan program cuti sekolah yang hebat sekali, inklusif dan sesuai.

Sepanjang dua minggu yang liwat, Klinik Skateboard menarik kira-kira 15 anak-anak disetiap klinik dikedua-dua pulu sepanjang minggu dengan campuran lelaki dan perempuan mengambil bahgian. Twilight Soccer seperti biasa sering dihadiri oleh 13 anak-anak yang bermain bola sepak indoor yang mereka suka. Acara Origami diadakan di Pulu Panjang dan menarik 13 anak-anak daripada kedua-dua pulu. Program Keselamatan Surf Life Saving WA pertama kami menarik 32 peminat sepanjang minggu dengan program yang diadakan dikedua-dua pulu. Jumlah 14 orang dari masyarakat juga mengambil bahgian dalam Surf Live Saving Certificate yang sudah tentu akan beruntung untuk masyarakat dengan pengalaman baru mereka.

Dan kumpulan yang proaktif ini telah bermula merancangkan Cuti Sekolah untuk Januari. Kalau anda ada idea, pandangan atau cadangan ataupun lebih baik, boleh voluntir masa untuk membantu,

HOUSES FOR HOME ISLAND: At the Council meeting on 7 October, Council awarded the tender for the construction of two new houses on Home Island to BLS Construction. We are now working with the contractor to finalise the contract with the aim of having the construction materials on-island by February to commence construction. Sincere thanks to the Housing Reference Group for advice in getting to this stage. We will continue to work with the Housing Reference Group to find the best, most equitable and transparent way to allocate the new houses to residents.

RUMAH-RUMAH UNTUK HOME ISLAND: Pada mitingan Council paga 7 October, Council memberikan tenda untuk pembangunan dua rumah baru di Home Island kepada BLS Construction. Kami sekarang sedang bekerja dengan kontrekta untuk menyiapkan kontrek dengan tujuan untuk menyiapkan pekakas-pekakas pembangunan ini berada dipulu pada bulan Februari untuk siap mulai pembanguanan. Terima kasih khasnya kepada Housing Reference Group yang telah mencari cara yang terbaik, paling adil dan terang untuk menyediakan rumah-rumah baru untuk penduduk.

POSITIVE AGING PLAN AND DISABILITY ACCESS AND INCLUSION PLAN: We were pleased to see months of effort and input from the community culminate in Council adopting these two important plans that demonstrate Council’s commitment to making our community accessible and safe for all. These plans will guide investment in improvements to services and facilities to aim to ensure they are accessible to all. Thank you to Tess Dyson, Isa Minkom and to the community for their input and effort on these documents. COUNCIL MEETING OUTCOMES: Other items on the agenda at the 7 October Council meeting included:

a. Development Approval for a new office for Watercorp on Home Island;

b. Development Approval for the refurbishment and expansion of the Retail Centre on Home Island;

c. A new Covid-19 Financial Hardships Policy;

d. Regular reporting on the Shire’s finances and accounts paid.

Council, acting in its capacity as Trustee, also considered several leasing matters including assignment of the Kafe Ku lease. Thank you Mak Alfin for your years of great service and congratulations Zulaikha on your new business venture. We wish you luck.

Happy Jacks also applied successfully for a lease of a block in the LIA on West Island which Council approved subject to statutory processes. Congratulations Happy Jacks – great to see a local business grow and success. Best wishes.

HASIL DARIPADA MITINGAN COUNCIL: Perkara lain-lain di ajenda dimitingan Council pada 7 October Council temasuk:

BEACH SAFETY: Following a few incidents, including the tragic event this year, the Shire is seeking the expert advice of our insurer and on their preliminary off-site advice, we have increased temporary signage at the Rip and are getting signs for The Spot and The Shack. A representative from our insurer is coming to Cocos in December and will do a more thorough assessment of the context and risks and will provide advice accordingly. In the interim, if you notice any of our temporary signs becoming lose, damaged or otherwise illegible, please let us know and we will replace them.

KESELAMATAN DI PANTAI: Menerusi berberapa kejadian, temasuk peristiwa kemalangan pada tahun ini, Shire sedang mencari nasihat daripada ahli insurer kita dan nasihat awal ‘off-site’, kami mengadakan sain-sain sementara di Alor Les dan sedang mengurusi sain-sain untuk The Spot dan The Shack. CAMPING: It is fantastic to see so many visitors coming to Cocos to enjoy our beautiful islands, so much so that accommodation providers are reporting that they are almost at capacity, or in some cases at capacity. As a result, our colleagues in tourism have reported an increasing interest from people wishing to camp whilst on holidays here. The Shire is supportive of camping as an experience for residents and visitors to Cocos who enjoy natured based experiences and are equipped to be self-sufficient recognising that the Shire’s camp sites have limited facilities.

We also recognise that we need to balance making camping available to residents and visitors with the Shire’s capacity to provide and maintain core service infrastructure (e.g. toilets, shelters, BBQs).

Mr. and Mrs. Brown had two sons. One was named Mind Your Own Business & the other was named Trouble. One day the two boys decided to play hide and seek. Trouble hid while Mind Your Own Business counted to one hundred. Mind Your Own Business began looking for his brother behind garbage cans and bushes. Then he started looking in and under cars until a police man approached him and asked, "What are you doing?" "Playing a game," the boy replied. "What is your name?" the officer questioned. "Mind Your Own Business." Furious the policeman inquired, "Are you looking for trouble?!" The boy replied, "Why, yes." A police officer attempts to stop a car for speeding and the guy gradually increases his speed until he's topping 100 mph. The man eventually realizes he can't escape and finally pulls over. The cop approaches the car and says, "It's been a long day and my shift is almost over, so if you can give me a good excuse for your behaviour, I'll let you go." The guy thinks for a few seconds and then says, "My wife ran away with a cop about a week ago. I thought you might be that officer trying to give her back!" A man got hit in the head with a can of Coke, but he was alright because it was a soft drink.

We are currently working with Councillors, Tourism, the AFP and other stakeholders to develop a policy to best manage these competing responsibilities. In doing so we are also looking at best practice from other Shires and State and Federal national parks models. If you have an interest in this subject, can I please strongly urge you to contact me to share your thoughts and discuss options for your input to be factored into the new policy. We want to make sure that our policy reflects community need and aspirations along with responsible management of the islands.

MENGINAP: Sangan menyenangkan untuk melihat bergitu banyak pelawat datang ke Cocos untuk menikmati pulu-pulu kita yang indah ini, banyak sungguh sehingga semua tempat-tempat tinggal melaporkan yang mereka dibatas yang mereka boleh sediakan, ataupun ada yang sudah liwat batas. Olehkerana itu, rakan kami di tourism telah melaporkan keminatan yang meningkat daripada orang-orang yang ingin menginap dimasa bercuti disini. Shire menyokong penginapan sebagai salahsatu pengalaman untuk penduduk dan pelawat ke Cocos yang ingin menikmati pengalaman alam sekitar dan bersediaan untuk dirinya dengan menyedari yang tempat-tempat menginap yang Shire ada mempunyai fasiliti yang terbatas.

Kami juga memahami yang kami perlu pertimbangkan untuk menyediakan kami untuk penduduk dan pelawat dengan kapsiti yang Shire boleh pikul dan jaga iaitu serbis infrastructure (contohnya jamban, pondok, BBQ).

Kami sedang bekerja dengan Memba Council, Tourism, AFP dan stakeholder lain untuk membuat policy untuk mengurusi tanggungjawab yang terbagi ini. Dalam usaha yang sama kami juga sedang memandangkan cara terbaik dariapda Shire lain dan model taman negara State dan Federal. OSH AUDIT: We recently invited our insurer to Cocos to assess our progress against an OSH Action Plan they developed for us in late 2018. During their visit last week, they looked at several of our processes and documents and have assessed us as having achieved 90% in their audit. This means the Shire will be awarded the Tier 1 Diligence in Safety Certificate. I am so very proud of the effort all staff have put into making our workplace safer for everyone. Congratulations team.

PEMERIKSAAN OSH: Kami kebelakangan ini menjumput insurer kami ke Cocos untuk memeriksa kemajuan kami terhadap OSH Action Plan yang mereka buat untuk kami pada penghujung 2018. Dimasa pelawatan mereka, mereka melihat berberapa proses-proses dan dokumen kami dan telah dinilaikan kami 90% selesai dalam pemeriksaan mereka. PLAYGROUND AT SANDY POINT: Speaking of safety, we were impressed by the safety measures in place during the installation of a shade structure of the soon to be installed playground at Sandy Point. Good work Brian, Mazuansha, Fazli and Kamarudin.

TEMPAT KEMAINAN DI JUNG-GARAM: Sedang membicarakan tentang keselamatan, kami sangat tertarik dengan langkah-langkah keselamat yang diletakkan dimasa pembagunan pondok yang akan melindungkan tempat kemainan baru yang akan dibuat di Jung-garam. Kerjaan yang baik Nek Hanisha, Mazwansha, Pak Izahan dan Nek Nuraz.

HIGH TIDE AND POSSIBLE ROAD CLOSURES: The abnormally high tide expected over the coming weekend – Friday 16 October to Monday 19 October - is likely to impact the South End Road. The Shire will monitor the situation and will close the road if required. Please be aware of this and ensure your plans factor in a possible road closure and limited or no access to the South End (e.g. Scout Park, Pulu Maria, Yacht Club, Kite Beach) this weekend. Please observe road closure signs if they are in place and keep an eye on Facebook for the latest updates. Accommodation providers, could you please alert guests and suggest they make back-up plans to enjoy South End.

AYER BESAR DAN KEMUNGKINAN JALAN DITUTUP: Ayer besar daripada yang dijangkahkan mungkin berlaku dalam berberapa minggu kedepan ini – Jumaat 16 October hingga Senin 19 October – ada mungkin dapat memberi kesanan ke South End Road. Shire akan menjaga keadaan ini dan akan tutup jalan ini kalau perlu. OMAN TO PERTH CABLE: There has been some community speculation regarding a proposed subsea cable bringing high speed internet capacity to Cocos. The Shire has been provided with some information and permission by the company working on this project, Sub.Co and authorised to share information with the community. Sub.Co is a submarine cable infrastructure development specialist company, founded by an Australian internet entrepreneur. The project they are working on is the Oman Australia Cable (OAC) which will directly connect Muscat, Oman and Perth providing the only direct connection between the regions. It is also proposed to bring a link from the main link to Cocos, which will mean Cocos will have access to high speed internet capacity. The link is proposed to be brought ashore on the West coast of West Island. The OAC will deliver the lowest latency path between Australia and EMEA as well as complete diversity from all existing systems west of Australia.

Sub.Co representatives have advised that they do not provide a retail service so will work with a retailer of internet to make this service available to businesses and residents. Investigations are already well-underway with a proposed landing date in Cocos of late May 2021.

KABEL DARI OMAN KE PERTH: Telah ada pengomongan dimasyarakat tentang cadangan kabel dibawah laut yang membawa kapasiti internet yang lebih deras ke Cocos. Shire telah diberikan keterangan dan izin daripada kompani yang bekerja dalam projek ini, Sub.Co dan mengizinkan kami untuk memberi keterangan ini kepada masyarakat. CYCLONE SEASON VERGE SIDE PICK UP: Cyclone season is fast approaching. Now is the time to start clearing out and securing any loose items that may become airborne through a weather event.

The Shire of Cocos (Keeling) Islands will conduct a verge side pickup during the week commencing on Monday 26 October.

Items that will not be collected are:

Car Bodies; Motorcycles; Boats; Asbestos.

All Item can be stored one week prior to pickup date, no closer than two metres in from the road verge. For any more information contact Glen Brigg, Manager of Works and Services on 91626649.

Proposed Disposition of Property Fuel Depot

Part Lot 103, Home Island In accordance with Section 3.58 (3) and (4) of the Local Government Act 1995 (WA) (CKI), Council is required to give public notice of any disposition of property. This includes selling, leasing, or otherwise disposing of, whether absolutely or not. At the Ordinary Meeting of Council on 7 October 2020, Council resolved a to enter into a Commercial Lease Agreement with Cocos Islands Cooperative Society Ltd for Part Lot 103 – Home Island for a period of 5 years with a 5 year option. This has been valued at $1,000/annum and the Lessee will be required to pay this amount, plus annual CPI adjustments, as well as the assessed annual Council Rates set from year to year. Council invites written submissions from residents regarding the proposed disposition with submissions to be received by 12noon on Monday 2 November marked confidential and addressed to the undersigned.

CLEANERS 

We are looking for some cleaners to join our team at Happy Jacks as casual employees for approximately  4‐9  hours 

per week on Tuesdays 12‐5 pm and/or Fridays 8am‐12, with the possibility of increasing hours or extending into  

other areas of work in the future (if desired). 

Skills/Experience 

‐  Experience or training in commercial cleaning (favourable but not required)

WASP MONITORS 

We are looking for some enthusias c people to join our team at Happy Jacks as casual employees to help monitor 

the invasive paper wasps on our islands. The job will involve a lot of surveillance on foot around different parts of our 

islands, as well as entering data and repor ng nests onto our digital program (training provided). Flexible hours 

star ng at around 20 hours per week with the possibility of increasing and extending into others areas of work in the 

future (if desired) 

Skills/Experience

‐  Driver’s License 

‐  Ability to work well independently in an unsupervised environment

“LAWA's IOTs Service is fully funded by the Australian Government” Elder abuse I These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual legal advice for your situation. This and the next article will deal with something which is commonly called “elder abuse”. In this article we will look at the definition and types of elder abuse. In the next article we will look at the risk factors and signs of elder abuse, what remedies there are and general prevention in society. Elder abuse is usually defined as: doing something or repeatedly doing things, or not doing something you should in your relationship with an older person where there is an expectation of trust between you and which causes harm or distress to that older person. Elder abuse can happen in lots of different ways. The two most common ways in Australia are elder financial abuse and elder neglect. An example of financial abuse might be taking your elderly mother’s money from her bank account for your own use when she has not given you permission to do so and she does not know that you are doing so. An example of neglect might be not arranging proper medical care and daily support for your father who lives alone and is suffering from dementia and can no longer look after himself properly. Another example might be constantly calling your elderly uncle a stupid baby and treating him as if he is a child, or threatening your mother that you won’t let her see her friends unless she lets you live in her house. “Elders” are usually people 65 years of age or older for the purpose of the definition of “elder abuse” but can be younger. Elder abuse usually occurs between an older person and a family member, carer or friend. We will now look at the types of elder abuse in more detail. Elder financial abuse Financial abuse of an elder can be:

illegal behaviour, such as stealing from the older person mismanagement of the older person’s financial affairs controlling an older person’s finances without their permission putting pressure on the older person for money coercing, forcing or misleading an older person to sign documents relating to property, wills, loans and powers of attorney denying the older person the ability to control their own financial affairs when they are capable of doing so promising to care for the older person in exchange for financial help and then not providing the care.

Elder abuse by neglect This form of elder abuse happens when a carer for an older person does not provide the basic necessities such as food, clothing, personal hygiene, shelter and medical care. An example might be when a carer does not get medical treatment for an injury the older person has suffered. Another example might be where a carer only helps the older person bathe once each week, even though the older person suffers from incontinence. Elder sexual abuse There is a wide range of sexual behaviour that may be elder sexual abuse. It includes any form of sexual contact, or language, or exposure to sexual material such as pornography, without the older person’s consent. Sexual abuse may be a criminal offence, such as a sexual assault, or behaving indecently. It may be sexual harassment. Sexual assault can be by coercion, or duress, by withholding care unless the older person engages in sexual activity. Elder emotional/psychological abuse This is any behaviour that causes the older person to fear violence, or being isolated, or being deprived. It is also behaviour that causes humiliation or shame or a feeling of powerlessness, or worthlessness. It includes behaviour such as:

threats of harm to the older person, or their pets, or to someone else they care about bullying, pressuring and belittling the older person isolating the person from family, friends and other social supports

treating the older person like a child or telling them they have dementia withdrawing affection or contact with the older person ignoring the older person’s privacy, or choices, or rights threatening to put the older person in an institution.

Elder social abuse This can include behaviour such as:

preventing the older person from having contact with family or friends preventing the older person attending their religious or cultural events preventing the older person having phone calls, or listening in to phone calls withholding mail disconnecting communication services such as the telephone or internet.

Elder physical abuse This includes behaviours such as:

any sort of assault, such as slapping, kicking, pushing, punching, burning rough handling improper use of restraints such as ropes, belts or ties, or locking an older person in somewhere like a shed or room improper use of chemical restraints such as alcohol or medications withholding medication for pain.

Penderaan orang tua karena pengabaian Bentuk penderaan orang tua yang ini berlaku apabila penjaga untuk orang tua tidak menyediakan keperluan seperti makanan, pakaian, kebersihan diri, tempat tinggal dan rawatan perubatan.
