ABSTRACTFor the 19th consecutive year the U.S. Office of
Education, assisted by education officials from the 50 States, theDistrict of Columbia, and the outlying areas of the United States,has conducted a fall survey of public elementary and secondary dayschools. Included are national trend data since fall 1968 on selecteditems of information. Data are collected on the numbers of pupils,high school graduates, and pupils on curtailed sessions due mainly toshortage of classroom space or instructional staff. This survey wasexpanded to include total instructional and noniistructional staffand classroom teachers, and estimated average daily attendance andaverage daily membership. To the extent available, data are shown foreach State and the District of Columbia, and also for five outlyingareas: American Samoa, Canal Zone, Guam, Puerto Rico, and the VirginIslands. Also provided is information on the school systems locatedin the 20 largest cities that ranked highest in total populationaccording to the 1970 census. Statistics for the outlying areas areshown separately and are not included in the national totals.National and State totals for fall 1971 are provided for comparisonpurposes. in fall 1971.

Pupil-teacher ratio. -- Because the number of classroom teachers continued to
increase at a higher rate than enrollment, the number of pupils per teacher
decreased to the lowest on recore-21.8.
Curtailed sessions. - -21 States reported 349,475 pupils attending school for
less than .a full-ot normal school day.
High school graduates.--2.7 million studentscompleted the"12th grade in
regulai day schools during the 1971-72 school year, representing 77.2 percent

INTRODUCTION
This report presents fall 1972 basic educational data on all frew publicelementary and secondary day schools in the United States, the District ofColumbia, and the outlying areas under U.S. jurisdiction. Included are nationaltrend data since fall 1968 on selected items of information. Detailed data,by State or other area are also provided on the numbers of Local schooldistricts, staff, and pupils in fall 1972 as well as, for the 1972-73 schoolyear, the estimated expenditures for school maintenance and operation and the
average salaries paid to instructional staff. Most of the data also are shownseparately for the 20 most populous cities.
The information was gathered in the 19th consecutive fall survey ofpublic elementary and secondary day schools conducted by the U.S. Officeof Education in cooperation with education officials of the States, theDistrict of Columbia, and U.S. outlying areas. Descriptions of surveyprocedure, other methodology, and coverage appear in the section on"Nature and Conduct of the Survey." A replica of the report form, including
totals for the 50 States and the District of Columbia, and instructions torespondents is shown in the appendix.
LOCAL SCHOOL DISTRICTS
Primarily as a result of reorganization laws, the consolidation and
annexation of school districts, and the elimination of nonoperating schooldistricts, the number of school districts (local basic administrativeounits)continued to decline. The number of school districts decreased from 17,289in fall 1971 to 16,956 in fall 1972, down 1.9 percent. From fall 1968 to fall1972, the number of local basic administrative units decreased by 3,484, ormore than 17 percent (table 1).
Four States having more than 1,000 school districts each (California,Illinois, Nebraska, and Texas) accounted for 27.7 percent of all thedistricts in the Nation (table 2). Eight States ranged from 506 to 754 totalschool districts. The remaining 38 P-ates and the District of Columbia eachreported 452 or fewer operating and nonoperating school districts.
Of the 16,956 districts in fill 1972, the number performing theirprescribed function by operating schools was 16,514,or 97.4 percent. Theother 442 districts did not operate schools but provided for their pupilsby other means, such as transferring them to nearby operating districts ona tuition basis.

PROFESSIONAL AND NONPROFESSIONAL STAFF
In addition to the traditional collection of the full-time-equivalent(FTE) y numbers of classroom teachers, the fall 1971 survey was expandedand continued in fall 1972 to include all other Instructional andnoninstructional staff (also FTE), both professional and nonprofessional.Combined, they amounted to about 3,566,000 school employees in the UnitedStates.
The professional instructional staff includes principals, assistantprincipals, supervisors of instruction, classroom teachers, teachersof the homebound, radio and television instructors, librarians'guidance staff, psychological staff, and audiovisual staff. Thenonprofessional instructional staff includes teacher and library aides,secretarial and clerical assistants, and other nonprofessionalsdirectly assigned to support instruction.
The professional noninstructional staff is composed of administrativeand health personnel, social workers, attendance personnel (includingvisiting teachers), and other noninstructional professional personnel.The nonprofessional, noninstructional staff includes staff such ashealth aides; clerical, secretarial, operation, and maintenancepersonnel; bus drivers; and food service workers.
Instructional Staff
In fall 1972, an estimated 3.6 million (FTE) instructional andnoninstructional professional and nonprofessional persons were servingelementary and secondary public day schools in the 50 States and theDistrict of-Columbia (table 3). The reported total instructional staffwas estimated to be 2.6 million,.which represents more than 73 percentof the total working force of elementary and secondary public schoolsystems in the United States. Of the total instructional staff,classroom teachers accounted for 2.1 million, or 80.3 percent. Otherprofessional instructional staff amounted to 236,000 persons, or9.0 percent. The nonprofessional staff serving instruction amountedto 279,000, or 10.7 percent of the instructional staff.
Classroom Teachers in Full-Time Equivalents
The estimated 2.1 million (FIE) public elementary and secondaryschool teachers in fall 1972 represented an increase of approximately34,000, or 1.6 percent, over the number in fall 1971 (table 3). Singe1968, the total number of classroom teachers increased by 8.3 percent(table 1), or an average annual rate of 2.0 percent (compounded). From1967 to 1971, the total number of teachers increased by 11.2 percent.Probable reasons for the reduction in the rate of increase for thesetwo periods are decreases in enrollment, budgetary problems, and thefact that some districts have met their quota of teachers needed.

Noninstructional Staff
The estimated PTE total noninstructional staff amounted to 954,000employees (table 3), representing 2.7 percent cf the persons employedin publi: elementary and secondary school systems. The professionalsegment of the noninstructional staff was estimated to be 93,000persons, or 9.7 percent of the total noninstructional staff; the"other" nonprofessional group, 90.3 percent.

From October 1, 1971, to ctober 1, 1972, the estimated school-agepopulation (ages 5-17 years, inclusive) declinedfrom 52,170,000 3/to 51,658,000, a decrease of 512,000 or 1.0 percent. During ttisperiod, the estimated total resident population increased from 206,812,000persons to 208,698,000 persons, or 0.9 percent. The-total school-agepopulation represented a little less than one-fourth of the totalpopulation.
Enrollment
Almost 45.8 million pupils were enrolled in full-time publicelementary and secondary day schools in fall 1972, a decrease of -approximately 327,000, or 0.7 percent, from the record number in fall1971 (table 4). The increase from fall 1970 to fall 1971 was 178,009or 0.4 percent. Table 1 shows that, while enrollment continued toincrease until fall 1971, the amount of annual increase had diminishedfrom year to year. Historical records of the Office of Educationindicate that in fall 1972, for the first time since school year1943-44, enrollments in public schools decreased. Since the firstbiennial survey, beguu in 1869-70, reports show that enrollmentsincreased until 1933-34; decreased, 1935-36 through 1943-44; mdincreased again, 1945-46 through fall 1971. (The annual fall surveybegan in fall 1954.)

In fall 1972, a total of 33 States and the District of Columbiareported enrollment decreases, ranging from less than 0.1 percent to5.6 percent. Of the remaining States, Arizona reported the largestenrollment increase of 4.4 percent over fall 1971, whereas the otherStates reported small increases from less than 0.5 percent to 2.4percent. Data were rot available for Montana and New Jersey.
While enrollment in the public elementary and secondary levelscombined increased in recent years until fall 1972, the relativedistribution between levels has been changing. Until fall 1971, thepercent of total. enrollment in elementary schools has been decreasing,while that in secondary schools has been increasing. In fall 1971,this trend changed slightly with a minor increase in the percent inelementary, which possibly was due to changes in State reportingmethods, resulting in reclassification of the seventh and eighthgrades between elementary and secondary levels. Fall 1972 datareflect a shift in the distribution pattern prior to fall 1971(table 1).
Table 4 gives enrollment by organizational level of the school.Grades 7 and 8 were to be reported either in the elementary orsecondary level, depending upon the organization of the school ofwhich they were a part.
Table 5 shows enrollment by grade arranged within the traditionalgrade group of preprimary, including nursery and kindergarten,through grade 8 and grades 9 through 12. Beginning in fall 1971, thesurvey requested data on the number of elementary and secondary pupilsenrolled in special education. The total number of special educationpupils in membership accounted for 1.8 percent of total number ofpupils in membership.
Enrollment in Grades 7 and 8 by Organizational Level
Most States have been able to report the number of seventh- andeighth-grade pupils by the types of schools they attend--elementaryor secondary. In the fall 1972 survey, 26 States furnished such infor-mation (table 6). Enrollment in this group of States comprised 45.0percent of the Nation's total enrollment; 68.0 percent of their seventh-graders and 70.8 percent of their eighth-graders were reported in
secondary schools.

Pupil-Teacher Ratio
In recent years, the teaching staffs have been growing at a slightlyhigher rate than enrollments. Consequently, the national pupil-teacher ratiobased on enrollments has decreased to 21.8 pupils per teacher in fall 1972(table 1) from 27.7 reported for 1954. Data in table 7 for fall 1972 showthe national ratio based on average daily attendance (ADA) to be 20.2 pupilsper teacher.
At the national level and even at the State level, pupil-teacher ratioshave only limited value and should be used with caution. The average numberof pupils per classroom teacher, often used as a measure of teacher workload,is not a valid measure of average class size. PUrthermore, pupil-teacherratios do not reflect the educational services provided in varying degrees bystaff outside the classroom. The ratios shown in table 7 serve only as roughguidelines in studying the State-by-State situation, and more detailed infor-mation on other aspects of school staffing would be needed in order to makevalid judgments.
Pupils on Curtailed Sessions
Data on the number of pupils attending school for less than a fullor normal school day include numbers on so-called "half-day sessions,""curtailed sessions," "double shifts," or "reduced time." Extendedsessions are not considered as curtailed sessions when all studentsattend for a full day with some overlapping of the sessions. Inreporting data on kindergartens, where the half-day session is consideredthe normal school day, the count includes only pupils on triple shifts.
In fall 1972, 21.States reported a total of 349,475 pupils oncurtailed sessions, of which 19.5 percent were in elementary schoolsand 80.5 percent in secondary schools. Twenty-one States and the Districtof Columbia reported no pupils on curtailed sessions, two States
did not submit reports, and data were not available for the six remainingStates (table 8). In fall 1971, 18 States reported 370,786 pupils oncurtailed sessions. Although there were more States reporting pupils oncurtailed sessions in fall 1971 than in fall 1972, the number of pupilsdecreased for this period by 21,311, or 5.7 percent.
The use of curtailed sessions is only one of several administrativeexpedients adopted by school administrators who are faced with thecondition of having more pupils than the available physical facilitiesand /oP staff can accommodate. They also may cope with these problems
by the use of overcrowded_classropsy. imprayiaed.or makeshift facilities,obsolete facilities, and/or rented quarters. Together, these variouscategories of expedients would be more indicative of the total neededfor additional classrooms than it the number of pupils on curtailedsessions.

HIGH SCHOOL GRADUATES
A record of more than 2.7 million public high school graduates fromregular day school programs was reported for the 1971-72 year--againof 71,000, or 2.7 percent, more than the preceding year (table 9). Statesalso reported more than 29,800 graduates from all other pubic schoolprograms (e.g., evening schools and adult education programs) anda totalof 169,000 persons receiving high school equivalency ce:cificates.
In 1971-72, girls represented 50.3 percent of the total numbergraduated from regular public high school programs. A slight excessof female over male high schoOl graduates has been noted over a periodof years.
Although the retention rate of public high schools remains high, thepercentage ratio of 1970-71 high school graduates (reported in fall 1971)to students enrolled in the ninth grade 4 years earlier was greater thanthe similar ratio for 1971-72 graduates. The 1970-71 graduates represented77.8 percent of the class that entered the ninth grade in fall 1967. But the1971-72 graduates represented 77.2 percent of the ninth-grade class in fall1968, which may indicate a coming change in trend. Five years earlier the1966-67 high school graduates represented 77.1 percent of the fall 1963ninth-grade class.
ESTIMATED EXPEND/TUBE AND SALARY DATA, 1972-73
Total Expenditures
Estimated total expenditures for all public school purposes in 1972-73amounted to $51.9 billion. Included in the grand total were current expendi-tures for elementary and secondary day schools ($43.5 billion) and for otherprograms 01.8 billion), capital outlay 05.0 billion), and payment ofinterest on debt 01.6 billion). Debt retirement was not included, since itwould be a duplication of expenditures made and reported in prior years.
Current Expenditures per Pupil in ADA and ADM
The average estimated current expenditures per pupil in average dailyattendance (ADA) for school year 1972-73 was $1,026, the first time it hasexceeded $1,000. Based on average daily membership (ADM), the estimatedamount was $961 per pupil.

Average Salary of Classroom Teachers and Instructional Staff
For the United States, the average estimated annual salary of classroomteachers in 1972-73 was $10,082. An analysis of average salaries amongStatesindicates wide differences, ranging from $6,924 for Mississippi to $12,380 forNew York. (Although $14,678 is shown for Alaska, it is not here considered thehighest, since the purchasing power of the dollar in Alaska is significantlylower than in other areas of the United States.) In additiot to the averagesfirst mentioned, the District of Columbia reported an average of $12,126. In
3 States the average salary was in the range of $11,000 to $11,999; 12 States,$10,000 to $10,999; 12 States, $9,000 to $9,999; 13 States, $8,000 to $8,999;and 5 States, $7,000 to $7,999. One State reported that salary data werenot available and one State did not submit a report for this survey.
The 1972-73 estimated average annual salary of the total professionalinstructional staff (supervisors of instruction, principals, teachers, andother instructional staff members) was $10,608. Aside from Alaska, thehighest average salary was reported for New York, followed by 18 Statesand the District of Columbia reporting salaries from $10,000 to $12,700and the remaining States reporting less than $10,000.
LARGE -CITY DATA
The problems of the Nation's large cities have been receiving increasingattention in recent years. Since 1962 the States have been requested tofurnish separate data in the fall survey for the 15 cities with the highesttotal population in the 1960 Decennial Census. Beginning in fall 1971 thenumber of cities was expanded to include the 20 with the largest populationin the 1970 Decennial Census. One of these cities, Washington, D.C., hasalways been included in this survey, as it is in other national surveysthat cover all State jurisdictions. Data were requested from the 15 Statesin which the other 19 cities were located.
At the time of the 1970 Decennial Census (April 1970), the combinedpopulation of the 20 citiesp.ranging from 7.9 million in New York to581,562 in Phoenix, comprised approximately one-seventh of the totalpopulation in the United States.
The 20 cities reporting for fall 1972 had 14.1 percent of the 1970population and in fall 1972 had a combined enrollment of 4.8 million, or10.6 percent of the Notion's public school pupils. Reported data for eachof these large cities appear below the outlying areas in the appropriatetables.

NATURE AND CONDUCT OF THE SURVEY
For the 19th consecutive year the U.S. Office of Education, assisted byeducation officials from the 50 States, the District of Columbia, and theoutlying areas of the United States, has conducted a fall survey of publicelementary and secondary day schools. This report is the latest in theannual series of fall statistics on public day schools dating from fall 1954.
Data are collected on the numbers of pupils, high school graduates, andpupils on curtailed sessions due mainly to shortage of classroom space orinstructional staff. Prior to the 1971 survey, statistics on classroomteachers (in full-time equivalents) were the only staff data collected. Thissurvey was expanded in, fall 1971 to include total instructional and non-instructional staff, both professional and nonprofessional. Also includedare estimated school expenditures by major purpose, average salaries ofinstructional staff and classroom teachers, and estimated average dailyattendance and average daily membership. Data on the numbers of localschool districts,operating and nonoperating, are included in this reporteven though the item was not an integral part of the survey torus infall 1972.
To the extent available, data are shown for each State and the Districtof Columbia, and estimates for missing data are included in the nationaltotals. Data are also shown for five outlying areas: American Samoa, Canal/one, Guam, Puerto Rico, and the Virgin Islands. Data for Montana, the TrustTerritory of the Pacific Islands, and the Department of Defense OverseasSchools were not received in time to be included in this report. Also, NewJersey submitted only one part (on expenditures and average salaries) of thetwo-part survey in time for inclusion in this report.
This survey also provides information on the school systems located inthe 20 largest cities that ranked highest in total population according tothe 1970 census. Data for Washington, D.C., are shown both in the Statelisting as one of the 51 jurisdictions comprising the total for theUnited States and with the large 4ities to facilitate intercity comparisons.Data shown for Phoenix, Arie.,are not for the Phoenix elementary andsecondary school districts only, but represent a composite of data forthose schools located in the city limits of Phoenix.
'Statistics for the outlying ateas are shown separately and are notincluded in the national totals. In several tables, national and Statetotals for fall 1971 are provided for comparison. Some of the datadiffer from those originally published in the fall 1971 report and theadvance fall 1972 report/ because more complete data became availableafter those reports were issued.

The data in this report were furnished by the State education agencieson two report forms designed by the Office of Education. One of the formsrequested data on pupil membership, staff,anci high school graduates; andthe other requested estimated data for the current year on expenditures,average salaries, average daily attendance, and average daily membership.(See appendix for a facsimile of these forms.)
Each State report was reviewed for internal consistency and forcomparability with information received in previous surveys, Statepublications, and related Office of Education studies. Letters andtelephone calls were used as necessary to obtain data from respondentsand to resolve outstanding questions.
As in any survey that employs the mail questionnaire, variations ininterpretation of instructions and definitions by respondents may exist.Because public elementary and secondary education is a State and localresponsibility, any statistical total for the Nation as a whole reflectsa composite of the heterogeneous educational practices existing in theUnited States. The use of standard forms and definitions in collectingthe data tends to minimize these variations. To the extent that Statedeviations from prescribed definitions and instructions were known, theyare indicated in the footnotes to the various tables.
The Office of Education encourages each State to obtain the datafor its report by conducting a fall survey of local school districts andby using an adaptation of the Federal form and accompanying instructions.Many of the States used adaptationsof this form; however, some Stateeducation agencies find this approach impractical for a variety of reasons;e.g., funds and staff are not available for conducting the survey, orsimilar data for a recent period may already be available at the Statelevel. Some States collected the data from regular annual reports, anda few submitted estimates based primarily on records. Financial estimatesfor 1972-73 were prepared in the State offices generally without recourseto survey efforts. However, State appropriations and budgets filed bylocal school districts often served as bases for these estimates.
Data shown in some of the basic tables may not always agree withdata reported in other NCES publications. The "as of" reporting datessometimes differ from one report to another, which may cause slightvariations in published data.
