RESOLUTIONS OF THEFIFTEENTH SEMINAR ON THE ACQUISITIONOF LATIN AMERICAN LTRRART MATERIALS

The Fifteenth Seminar on the Acquisition of Latin American Library Materialsresolves:
1. That SALALM acknowledge with gratitude the many continuing programsand services of individuals, organizations, firms, and institutions operatingin the field of Latin American Acquisitions and bibliography, many of whichhave resulted directly or indirectly from SALALM resolutions, or which havebeen the subject of recommendations of previous meetings.
Acquisitions Matters
2. That SALALM reiterate with all possible emphasis its support of fullfunding by the U. S. Congress of education programs, joining with the EmergencyCommittee for Full Funding of Education Programs and the National CitizensCommittee to Save Education and Library Funds (SELF) in urging Congress to fundeducation programs to the level established in the authorizing statutes, andrecommending that individual SALALM participants write to their appropriateCongressmen in support of such funding.
3. That SALALM express its support of efforts in Congress and by organ-izations urging Congress to retain the special fourth-class parcel post ratefor books and other educational materials and the library materials rate, andthat SALALM urge its individual members to write to their Congressmen in sup-port of the retention of these rates in the present proposed postal reformlegislation.
4. That Mr. Dominick Coppola report at XVI SALALM on the selection anddistribution policies of Stechert-Hafner for the LACAP program.
5. That the Working Paper on Significant New Acquisitions continue toinclude Canada and Puerto Rico, and that it be expanded to include the VirginIslands, other islands of the Caribbean, and Mexico in its regular coverage,and subsequently all of Latin America.
6. That SALALM accept with thanks the offer of David Dabatsky(Washington University, St. Louis) to serve as a clearinghouse for inquiriesconcerning the development of Latin American collections and to report atMidwinter on the response received.
7. That SALALM express pleasure at the reactivation of the ARL Sub-committee on the Farmington Plan.

8. That the Library of Congress be thanked for the availability of LACAPcards on subscription and that it be encouraged to place Latin Americanmaterials high on the priority list for cataloging and for Mark II tapes.
9. That Mrs. Emma Simonson be asked to present a Working Paper atXVI SALALM concerning Latin American resources in Eastern Europe and theprocurement of Latin American materials from these countries in the UnitedStates.
10. That in appreciation for his contributions, SALALM extend to Dr. FelixReichmann an honorsxy lifetime membership, and that SALALM contribute to theFelix Reichmann Book Fund of the Cornell University Library.
11. That the Subcommittee on a Basic List of Latin American Materials forNew Collections (BALLAM) proceed with plans to publish the list as soon as allmaterials are assembled and lay plans to compile and publish supplements assoon as possible.
12. That a working group or ad hoc committee of representatives of thebook industry study the matter of trade bibliography in order to recommend toSALALM activities it should sponsor.
13. That the Joint Committee on Official Publications be commended forits constant progress in the publication of the union lists of official serialsby country and on Rosa Mesats revised Bibliography of Organization Manuals andOther Sources of Information on the Governmental Organization of the Countriesof Latin America.
11f. That SALALM express its interest in the reports of the Joint Committeeon Official Publications on a proposed cooperative project to purchase LatinAmerican official publications and to bring said publications under betterbibliographic control.

15. That SALALM accept with thanks the offer of the editor of theMicrofilm Projects Newsletter:to continue the separate publication of thenewsletter, as well as an annual working paper of SALALM.
16. That the Microfilm Projects Newsletter serve as the official organof the Joint Committee on the Reproduction of Latin American Library Materials.
17. That the Committee on Bibliography explore the request of the JointCommittee on the Reproduction of Latin American Library Materials to compilean author and subject index to the Latin American titles in the Guide to Re-printsfor possible publication by Microcard Editions.
18. That Indiana University and Mrs. Emma Simonson be commended on theforthcoming microfilming project of Peruvian journals through the IndependencePeriod; that Yale University be commended for the microfilming of Vanguardia,and Juan Capel for La fipoca.

19. That the Joint Committee on Reproduction of Latin AmericanLibrary Materials seek the means of microfilming the "Chicano press" forresearch purposes and accept with thanks the offer of Miss Ellen Brow ofthe University of New Mexico Library to conduct a survey to locate runsof this material.
20. That the Latin American Area Studies Department of the Thunder-bird Graduate School be encouraged to carry out its proposed Latinodex tocompile and microfilm articles from Latin American newspapers with a com-puterized index.

21. That A. Curtis Wilgus be congratulated on his preliminary surveyof collections of private papers of individuals who had an interest inLatin America.
Bibliographical Matters
22. That the Committee on Bibliography prepare indexes for theWorking Papers, Resolutions, Progress Reports and Summary Reports of allprevious SALALM meetings.
23. That a comparative study be made by the Committee on Biblik,cra:piof titles appearing in the Columbus Memorial Library's List of BooksAccesioned with those appearing in the Handbook of Latin American Studiesand the Inter-American Review of Bibliography to determine the extent ofduplication of titles cited in these works, with the ultimate purpose ofevaluating the need for reviving publication of the List.
24. That SALALM members, acting through their respective institutions,be encouraged to subscribe to the -Comentarios bibliogrgficos americanos inan effort to insure its continued publication; and that the Committee ar...
Bibliography offer its advice and counsel, as requested, to the publisherson matters of format and content to maximize its usefulness as a biblio-graphic tool.
25. That SALALM express its keen interest in and gratitude for IreneZimmerman's state-of-the-art study on Latin American bibliography, soon tobe published.
26. That the Organization of American States be urged again to issuea list and index to its technical and informational publications for research
purposes.
27. That the Committee on Bibliography create a subcommittee on biblio-graphic technology, concerned with computer use for bibliographic compilationand the development of information network services.

28. That A. Curtis Wilgus and the Inter-American Bibliographic andLibrary Association be encouraged to compile and publish an updated Surveyof Latin American Research in Progress.
29. That continued interest be expressed in the Caribbean Library'sPilot Bibliographic Center for the Caribbean, and the computer print-outof Current Caribbean Bibliography to keep the bibliography up to date.
30. That the decision of the Committee on Bibliography to drop theproject to seek information on centers engaged in publications programsregarding Latin America be accepted.
31. That a list of newsletters issued by Latin American research ins-titutes be published in the Annual Report on Bibliographic Activities.
32. That SALALM reiterate its interest in having the Committee onBibliography pursue retrieval of bibliographic information on dissertationson Latin America from Dissertation Abstracts.
33. That the Committee on Bibliography seek the means to compile aBibliography of the Booktrade in Latin America.
Library Organization, Personnel and Research
34. That SALALM, through its Committee on Library Organization, Person-nel and Research, cooperate with the University of Texas in carrying out anoral history of library development in Latin America, including library-booktrade collaboration.
35. That annual reports on the activities of the institutions concernedwith Latin American studies be requested of Kurt Levy for Canada and ofRobert Paton for Australia; and that gratitude for annual reports be expressedto Masao Kosaka for his report on Japan and to Bernard Naylor for his reportson the United Kingdom.
36. That SALALM endorse the efforts of the OAS to strengthen theexisting library schools of Latin America to fulfill regional needs fortraining library personnel of Latin America.
37. That the Committee on Library Organization, Personnel and Researchstudy the problem created by the shortage of qualified faculty and resourcesfor library schools in Latin America and make suggestions for recommendationsby SALALM in the face of the tendency to proliferate the creation of newschools which cannot meet adequate educational standards in an effort to re-spond to the need for national training facilities for library assistants.
38. That efforts be made to obtain a grant to subsidize the participa-tion of a number of Latin American librarians and bibliographers at themeetings of SALALM, on the basis of three days for SALALM and a week forparticipation in the meeting of the American Library Association.

SALALM Organizational Matters
39. That SALALM express its pleasure in the participation of anincreasing number of representatives from the booktrade.
40. That SALALM express its pleasure at the participation in XV SALALMof a large number of librarians and bookmen interested in Latin Americanpublications, from many countries of Latin America and the Caribbean, aswell as the United Kingdom, Japan and Australia; that special gratiturk beexpressed to the participants from Canada; that SAIALM's hope be expressedthat the interchange of ideas, especially between Canadian and other librar-ians in this hemisphere during XV SALALM provide for expanded Canadian in-terest and participation in future conferences and activities of SALALM.
41. That SALALM Midwinter 1971 be held in Tucson, Arizona, on January 15,the Friday prior to the beginning of ALA Midwinter in Los Angeles which beginsthe week of January 17th.
42. That XVII SALALM in 1972 be held at the University of Massachusettsin Amherst, to study especially the training of personnel.
4.3. That a standing Advisory Committee to the Secretariat be appointedas an Executive Board Committee to help prepare the Progress Report and tohelp with other tasks.
1i4. That a standing Committee on Budget and Finance be appointed as acommittee of the Executive Board.
45. That the Ad Hoc Subcommittee on Scientific and Technical Materialsbe thanked for their efforts, and discontinued.
46. That an Ad hoc Joint Committee on Library Services to the SpanishSpeaking in the United States be formed to canvass the situation of libraryservice and materials for the Spanish speaking in the U. S. and present areport at XVI SALALM, the results of which would define future actions ofSALALM in this area.
47. That special attention be given to the restructuring of theCommittee on Library Organization, Personnel and Research to assure morecomplete coverage of annual reporting on significant activities similar tothe mechanics used in the preparation of the annual report on bibliographicactivities, with three Vice-chairmen for each of the areas concerned.
