2. TG Status

LB146 on Draft 5.0 passed, with a slightly improved pass rate. We have 321 comments, 225 technical and 96 editorial. They goal is to go out for the next LB out of the May meeting. We have 7 additional conference calls scheduled, and the May meeting:

– Tuesday, April 14, 21, 28, May 5 Noon Eastern, 2 hours, and – Friday, April 17, 24, May 1, Noon Eastern, 2 hours

The -01 revision of the spreadsheet includes a list of the commenters. We need to follow-up with those who didn’t submit comments on LB146, but voted “no” on LB 140. The chair will be contacting those folks to determine if their votes have changed, or which comments are still unresolved.

Emily will review the editorial comments, and bring any that she defers for discussion on the conference call next week.

3. Input for TGw

- We updated the TGv related rows in https://mentor.ieee.org/802.11/dcn/09/11-09-0426-03-000w-action-frame-analysis.xls . See https://mentor.ieee.org/802.11/dcn/09/11-09-0448-00-000v-tgv-action-frame-analysis.xls .

- Discussion on whether or not the Location Track Notification and Timing measurement frames are timing sensitive – e.g. can tolerate the delays required for TGw encryption or integrity protection. Qi to discuss offline with Allan. No TGw-related impact for Location Track Notification frames, as they are not protected. Need to understand for Timing measurement.

- Changes also made to TGk Radio Measurement Request and Report frames, which carry location data, indicating that privacy is required for those frames.

- Discussion on Channel Usage frames – may change to be action frames rather than public action frames.

- Discussion on the TIM Frame. Since this is a time-sensitive frame, desire that it not be protected. - Paul Lambert will incorporate our input into the composite spreadsheet, for the TGw conference

call on Wednesday, April 8th.

4. Comment resolutions

General category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0438-00-000v-lb146-comments-general.xls .

- CID 2 – Related to patents and LOAs. Dorothy will determine resolution with Bruce.- CIDs 3, 4, 121 – Agree to decline resolution. Not the subject of this recirculation. Submit this

comment in the first Sponsor Ballot.- CID 18 – Agree to accepted resolution, changes made to the proposed text. Include new items

only in the BSSDescription list in 10.3.2.2. Also, correct the editing instructions in the 10.3,2,1 addition to the table (Emily to do in 5.01).

- CID 90 – Agree to Accepted resolution, TGp text change in Draft 5.0 has made our change not needed. Minor change needed to text in clause 11, to eliminate the backward reference.

- CID 98 – Agree to Accepted resolution, Emily will update the list of amendments in the next version of the draft.

- CID 218 – Further discussion with the commenter needed. Believe that the error is in TGk.- CIDs 219, 220 - Agree to decline resolution. Not the subject of this recirculation. Submit this

comment in the first Sponsor Ballot. Related to the TGw discussion, changes to the text may or may not be needed.

- CID 321 – Same as LB140 comment, regarding potential enhancements to roaming management. Expect to review an updated proposal from the commenter in May, or on one of the con calls.

May 2009 doc.: IEEE 802.11-09/0447r7

- Channel Usage frames – Agreed to change to be WNM action frames, see CID 100. Note: the current version of the 11w input reflects contents of Draft 5.0, with notes that this may change.

- TIM frame – Menzo agrees that the frame is time sensitive and thus not be protected. He is preparing a submission with proposed text changes, TIM frame to be a non-action, non-public action management frame.

4. Comment resolutions

Sleep Mode, Channel Usage and TFS category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0457-00-000v-lb146-comments-tfs-channel-sleep.xls .

- CID 58 – Agree with the proposed resolution, reference exists already in the text.- CID 85 – Agree to decline, prefer to have consistent terminology in the text. Agree that the “Max

BSS” is indeed specific.- CID 99 – Agreed to counter, change text to add Channel usage back to re-association request and

response, to minimize number of frames sent when a device is roaming. Emily will prepare proposed text.

- CID 100 – Agree with proposed resolution, Emily will prepare text. Have probe request for pre-association case.

- CID 101 – Agree with proposed resolution- CID 147 – Counter, add “octets” label to clarify that format is the same as prior line, just split

over two lines- CID 315 – Counter, change to be “a data or management frame”

Directed Multicast comments, see https://mentor.ieee.org/802.11/dcn/09/11-09-0456-00-000v-lb146-comments-dms.xls .

- CID 23 – Change to decline, refer commenter to existing text in 11.20.1 which forbids sending a request to an AP that does not support DMS.

- CID 46 – Agree with proposed resolution.- CID 255, 258 – Agree with proposed resolution.- CID 292 – Change to counter, add requirement for dot11HighThroughputOptionImplemented to

11.20.14, second paragraph.- CID 295 – Agree with direction of comment. Emily to prepare text. Note, commenter also made

this comment on FMS. Allan is preparing text for FMS.- CID 320 – Agree to counter, select option of adding 2 new primitives, believe less confusing.

Emily to prepare text.

Draft 5.01 has been posted to the member’s area of the 802.11 website. Please review and bring up any changes that you have issues with.

3. Comment resolutions

General/Editorial Comments – CIDs 90 (not 98), 221, 222 – Editorial comments 221 and 222 were resolved based on the resolution agreed to CID 90 (April 7th). On a prior ballot, we added in an explicit listing of the Location Track Notification frames here, due to a comment request. Prior commenter to confirm that these subsequent changes (to align with TGp) are agreeable.

FMS category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0436-00-000v-lb146-comments-fms.xls .

- CIDs 230, 231 – Agree with proposed resolution- CID 234 – Agree with direction, minor edits to 09-462-00, Allan will post an r1- CIDs 235, 145, 239, 237, 247, 248 – Agree with proposed resolution- CID 250 – Agree with proposed resolution, minor text edits- CID 260, 261 – Agree with proposed resolution- CID 262 – Agree with proposed resolution, minor text edits

May 2009 doc.: IEEE 802.11-09/0447r7

- CIDs 264, 266, 267 – Agree with proposed resolution- CID 263 – Deferred, Allan to discuss with the commenter- CID 188 – Agree with proposed resolution- CID 291 – Discussion. Agree that the change should be made; need to look through Clause 11 for

similar changes in other subsections. Dorothy and Allan to draft text changes. Still open.

Proxy ARP category comments, see https://mentor.ieee.org/802.11/dcn/09/11-09-0440-00-000v-lb146-comments-proxyarp.xls

- CIDs 14, 15, 16, 17, 297, 298, 299, 300, 301 – Agree with proposed resolution

Discussion on location references; 802.11k, 11y reference to RFC 3825, and changes in the IETF to RFC 3825 are under discussion:

- TGk and TGy reference RFC 3825, TGv does not. TGk pulls in pieces of the formats in addition.- TGv references RFCs 4776 and 3693 for Civic and identifier formats- Issue in IETF being resolved on binary encoding changes to RFC 3825. - IEEE 802.11 direction is to remain in synch with IETF. Need a final IETF document though.

When will document be completed? Unknown.- Perception of a sense of urgency to make incorporate new encoding into .11 before 11k and 11y

usages are widespread.- Deployment and use of 3825 capable products not limited to WLAN – also RFID, LLDP-MED.- Preparation of proposed normative text changes always beneficial to help understand the

proposed changes.- Unlikely to remove 11k/11y current use of 3825, more likely to deprecate and add new formats.- No changes to .11v for RFC3825 changes at this point.

Diagnostics category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0439-01-000v-lb146-comments-diagnostics.xls

- CIDs 21, 22 – Agree with direction, edits to clarify SME actions per CID 291.- CID 49 – Change to counter, incorporate the text in 09-472-00.- CID 92, 170 – Agree with proposed resolution.- CID 115 – Change to counter, edits to the definition.- CID 143, 171 – Agree with proposed resolution.

Review remaining General category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0438-01-000v-lb146-comments-general.xls .

- CID 2 – Related to patents and LOAs. Still open, Bruce has sent letters to the applicable companies, notifying them of IEEE Patent policy.

- CID 218 – Still open, Emily to discuss with the commenter. Believe that the error is in TGk.- CIDs 219, 220 – Change to deferred. Menzo is preparing text to change frame type of TIM frame,

Discussion ongoing re: timing measurement frame time criticality. If time critical, define a new unprotected category.

- CID 321 – Still open, Same as LB140 comment, regarding potential enhancements to roaming management. Dorothy to check with commenter on status.

1. Chair called meeting to order: 12:05 Eastern

Chair called attention to the patent policy slides. Are there any questions on the slides?None

Chair asked: Are there any patent claim(s)/patent application claim(s) and/or the holder of patent claim(s)/patent application claim(s) that the participant believes may be essential for the use of that standard? None brought forward

Are there any additions to the proposed agenda? No changes proposed.

2. Editor Report

No update, as previously announced Draft 5.01 is posted in the member’s area of the 802.11 website.

3. Comment resolutions

Collocated Interference category comments see https://mentor.ieee.org/802.11/dcn/09/11-09-0467-01-000v-lb146-cli.xls

- CID 69 – Discussion – Broadcast of the Response frame is an optimization for AP only. We have removed broadcasting of these frames from event, diagnostics. Location uses a multicast address. Agree to counter, delete the first sentence, additional changes to the second sentence.

- CID 71 – Agree with proposed resolution- CIDs 118, 303 – Change to decline. Mo measurement capability is provided by collocated

interference.- CID 119 – Decline, the antenna connector is a reference point for the interference level. There is

no measurement involved, info is known a priori.- CID 177 – Move to Diagnostics- CID 304 – Decline, no measurements are being taken.

May 2009 doc.: IEEE 802.11-09/0447r7

- CID 25 – Additional discussion. The 4us unit was chosen to cover one OFDM symbol duration. We can leave it as it is, or provide fields to report the interference level and integration window size. Agree to decline, with an explanation of the rationale for the 4us unit.

- CID 32 – Change to “the STAs operating channel” from “the current BSS channel” so that the text still applies to IBSS.

- CID 27 – Insert the original sentence to make the editing instructions clear.- CID 54 – General agreement to change to Accept, and remove the word “next”. Qi to additionally

review impact, revisit Friday.- CID 55 – Change from “automatically” to “periodically”- CID 65 – Still open. Additional wordmithing needed. Is the interference on the same operating

channel? No, need not be. Is the STA on the same operating channel – yes, but it won’t receive the frame if it isn’t. Can the STA be asked for interference characteristics on another channel that it supports but is not transmitting on? TBD

Jing post an updated spreadsheet with the resolutions discussed today.
