2.3 The report comprises a review of the first ten months of PICA0 activities, a summary of the events of that period and a record of the Council@s more important decisions. In general it includes four classes of material:

Al-l :::rosit.ion of that portion of PICAC's workir:i; structure which is directly representative of the member States -- the Council, the Air Navigation and Air Transport Committees, and the various divisions and committees formed within or responsible to those bodies,

An account of the development and present status of the Secretariat, and of the character of its work,

Reports of the more important Council decisions bearing directly upon relations with member States or inter- national organizations, and expressed in requests to member States to supply specific information or to take particu- lar action,

Summaries of the results of the technical studies so far completed by the various divisions of the Air Navigation and Air Transport Committees,' with the assistance of the Secretariat, and embodied in recommendations to the member States, The summaries of this material are very much condensed, as the full texts of the various recommendations, after approval b y the Council, are being published for general use and for appli-' cation by the member States in accordance with the terms of Article XIII, Section 3 of the Interim Agreement,

Provisional agenda for the Assembly, distribilted to the member States in February 1946,

Provisional rules of procedure for the, 6,ssenlbly's consideration, distributed dxring Zebruary 1946.

Cetaliici agenda for the several. com- missions which the Council considers might be of use to the Assembly in the conduct of its work,

Docxmentation for the various items of the detailed agenda.

5. The documentation prepared under paragraph 4 (vii), a part of which is bein g distributed at the present time while the remainder will be available at the opening of the Assembly, is of varied character. It includes references to the sections of the present report which are pertinent in connection with the various agenda 'items, It includes draft conventions and other working paper s which have had the formal approval either of the Council or of other established international bodies (notably of CITLIA in the case of the draft conventions on air law which are being laid before the Assembly and the attending non-member States for their consideration), Finally it includes studies of the agenda items by the Secretariat, presented to provide background information for the Assembly discussions,
