    12.1.2.7 Technical Support Engineer

    The technical support group at Oconee is headed by a Technical Support Engineer.He reports directly to the Superintendent and has reporting to him the Per-formance Engineer, the Instrument and Control Engineer, the Chemist and theHealth Physics Supervisor.

    It is anticipated that the Technical Support Engineer and the PerformanceEngineer will obtain an AEC Senior Reactor Operator License.

    12.1.2.8 Performance Engineer

    the Performance Engineer directs data gathering and evaluation in the areas ofequipment and plant performance. Specifically included in this are corephysics and core performance, from both nuclear and thermal-hydraulic con-siderations. He will assist in setting up fuel shuffling patterns and willparticipate in other phases of fuel management.

    12.1.2.9 Health Physics Supervisor

    The Health Physics Supervisor has the responsibility for conducting the HealthPhysics Program for Oconee. His duties include training of personnel in useof equipment, control of radiation exposure of all personnel, continuousdetermination of the radiological status of the plant, surveillance of allradioactive waste disposal operations, conducting the Environmental MonitoringProgram, and maintaining all required records. He has direct access to theSuperintendent in matters concerning any phase of radiological protection.This position may be combined with the Chemist in the future when an individual,fully qualified *n both fields, is available._

    12.1.2.10 Chemist

    The Chemist is responsible for overall chemistry and radiochemistry require-ments, with special emphasis on primary and secondary system water chemistry. )At some future date, a fully qualified individual may serve as both Chemist |and Health Physics Su Hrvisor.

    12.1.2.11 Maintenance and Instrument Engineer

    The Maintenance and Instrument Engineer reports to the Superintendent and ;is responsible for organizing and conducting preventive maintenance andrepairs of all equipment at Oconee with the exception of certain electricalinstrumentation applying only to the generators and switching station, whichare maintained on a system basis by other departments. (12.1.1) Reportingto the Maintenance and Instrument Engineer are the Planning Engineer, Instru-

    ment and Control Engineer, and Maintenance Engineer.

    12.1.2.12 Maintenance Engineer

    The Paintenance Engineer has responsibility for prevencive maintenance andrepair of all mechanical and non-instrument related electrical equipment.

    12.1.2.13 Instrument Engineer

    The Instrument and Control Engineer has responsibility for preventive main-tenance and repair of all instrumentation and controls at Oconee with theexception of certain electrical instrumentation applying only to the generatorsand switching station, which are maintained on a system basis by other depart-ments (12.1.1) He will also supervise computer maintenance.

    12.1.2.14 Planning Engineer

    The Planning Engineer reports to the Maintenance and Instrument Engineer and isresponsible for the coordinating, planning and scheduling of all preventivemaintenance and repairs of all equipment at Oconee with the exception ofcertain electrical instrumentation maintained by other departments. He is!also responsible for materials management at Oconec. Reporting to him are thePlanners, Stores Supervisor and Preventive Maintenance Supervisor.

    12.2 TRAINING

    Ihe required training and qualifications of key personnel in the operatingstaf f of Oconea are summarized below. The educational and experience back-grounds of all candidates for positions on the plant staff 2.e carefullyevaluated and training programs are initiated where required. The result isan exceptionally well-trained and well-qualified staff for operation.

    The following minimum qualifications for key supervisory positions will meetthe requirements of ANSI N.18.1-1971.

    12A.5,TECHNICAL QUALIFICATIONS OF UIE OCONEE SUPERVISORY STAFF

    Mr. J. Ed Smith, Superintendent, has had extensive nuclear experience as wellas a background of steam station operation experience. He joined Dukefollowing graduation in 1949 with a EHE from N. C. State College. He heldpositions of Testman, Shif t Supervisor and Plant Engineer in Duke steamstations prior to completing the Reactor Operation Supervisory Program at theOak Ridge School of Reactor Technology in the class of 1960-61. Assignedto the CVTR, he held positions of increasing responsibility as Shif t SupervisorEngineer, and Plant Supervisor. He was intimately involved in the startup,operation and de-commissioning of the CVTR, and held a senior reactor operatorslicense.e As plant Supervisor, he directed the maintenance and operationsgroup and was responsible for operator training. In November 1967, Mr. Smithwas named Superintendent of Oconee Nuclear Station, so that he has beenpersonally involved in reviewing the plant design and layout and in theselection of his operating staff. Mr. Smith has a MNE Degree from theUniversity of South Carolina, which he received in 1967.Mr.

    James W. Hampton, Assistant Superintendent and Acting Technical SupportEngineer, is a BSME graduate of Clemson College in 1958, has held positionsas Junior Engineer, Assistant Plant Engineer and Plant Engineer at Dukesteam stations. As Plant Engineer for four years at Lee Steam Station, hewas re'79nsible for turbine-generator and switchyard operation. Mr. Hamptonwas nar ?d Assistant Superintendent of Oconee in 1968, following completionof one year of graduate study in Nuclear Engineering at N. C. State University

    along with three other members of the Oconee staff. He and other Oconeesupervisors conducted classes and study for the " cold license" trainees full

    time for the six-month period immediately prior to the six-month work ex-perience at an operating reactor. Mr. Hampton holds a senior reactor operatorlicense for Oconee Units 1 and 2.

    Mr. Loyd E. Schmid, Operating Engineer, has over seventeen years of reactorioperations experience. He joined Duke in 1967 following six years at theICVTR in the operations group. His CVT3 experience in positions of increasing

    responsibility as Reactor Technician, shift Supervisor, Relief Supervisor,Operation Supervisor, and Assistant Operating Engineer has involved all shif toperations duties associated with the safe and proper operations of thereactor and other plant systems. He held one of the first " hot licenses" anda senior operator license and played a key role in training CVTR personnelfor their operating licenses.joining CVNPA in 1961 was at His reactor operations experience prior tothe National Reactor Testing Station in Idahe,where he served two years as Reactor Technician and three years as ReactorOperator.

    Mr. Schmid is a licensed senior reactor operator on Oconee NuclearStation's Units 1 and 2.

    Mr. Stanley A. Holland, Assistant Operating Engineer, joined Duke in 1948 andprogressed through positions of increased responsibility at large fossil fuelgenerating plants prior to being named Shif t Supervisor in 1969. Mr. Hollandparticipated in Duke's nuclear program beginning in 1968 and obtained a Letterof Certification on the Saxton Nuclear Experimental Reactor in 1969. Mr.Holland is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

    Mr. Tony L. McConnell, Assistant Operating Engineer, joined Duke Power Company'sOconee' staff in September 1971 following graduation from the University ofTulsa with a BS Degree in Mechanical Engineering. Since joining Duke, Mr.McConnell has held positions of Junior Engineer, Assistant Plant Engineer withresponsibilities la new fuel receipt, inspection and storage, startup schedulingand coordination of startup testing. He completed a two-week B&W SimulatorOperator Training Program in October 1973 and has completed the Duke ReactorOperator Training Program.

    Mr. R. James Ansell, Assistant Operating Engineer, joined Duke Power Companyin 1972 following work with the U. S. Atomic Energy Commission and Oak RidgeAssociated Universities in Oak Ridge, Tennessee. A graduate from VirginiaPolytechnic Institute with a BS Degree in Mechanical and Nuclear Engineering,Mr. Ansell has work at the Marshall Steam Station and the Charlotte GeneralOffice before coming to Oconee Nuclear Station. Mr. Ansell has participatedin the B&W Operator Training Program and the Duke System Design Training Course.

    Mr. William Mack McClain, Shif t Supervisor, joined Duke in 1952 and progressedthrough positions of increased responsibility at large fossil fuel generatingplants prior to being named Shift Supervisor in 1970. Mr. McClain participatedin Duke's nuclear training program beginning in 1968 and obtained a Letter ofCertification on the Saxton Nuclear Experimental Reactor in 1969. Mr. McClain

    Mr. William M. Harris, Assistant Operating Engineer, joir.ed Duke in 1952 and:

Mr. Harrisentered Duke's nuclear training program in 1968 and obtained a Letter ofCertification on the Saxton Nuclear Experimental Reactor in 1970. As aControl Operator, Mr. Harris participated in the training program and pre-operational testing at Oconee. Mr. Harris is a licensed Senior ReactorOperator on Oconee Units 1 and 2.

    Mr. Ned Fincher Edwards, Shif t Supervisor, joined Duke in 1967 and hasprogressed through positions of increased responsibility prior to beingnamed Shif t Supervisor in February 1974. Mr. Edwards has participated in jthe training program and preoperational testing at Oconee. Mr. Edwardsis a licensed Senior Reactor Operator on Oconee Units 1 and 2.

    Mr. M. D. Kimray, Shif t Supervisor, joined Duke Power Company in May 1967and has progressed through positions or increased responsibility prior tobeing named Shif t Supervisor in February 1974. Mr. Kimray is a licensedSenior Reactor Operator on Oconee Units 1 and 2.

    Mr. George A. Ridgeway, Shif t Supervisor, joined Duke Power Company in June1966 and has progressed through positions of increased responsibility priorto being named Shif t Supervisor in Feburary 1974. Mr. Ridgeway is a licensedSenior Reactor Operator on Oconee Units 1 and 2.

    Mr. James T. Campbell, Shif t Supervisor, joined Duke Power Company in January1966 and has progressed through positions of increased responsibility prior tobeing named Shif t Supervisor in Feburary 1974. Mr. Campbell is a licensedSenior Reactor Operator on Oconee Units 1 and 2.

    Mr. James Norman Pope, Shif t Supervisor, joined Duke Power Company in 1965and gained experience as a large fossil fuel generating plant operator priorto enters _g Duke's nuclear training program in 1968. Mr. Pope participatedin the training program and preoperational testing at Oconee in positions of.increasing responsibility prior to being named Shif t Supervisor. Mr. Pope isa licensed Senior Reactor Operator on Oconee Units 1 and 2.

    Mr. Henry T.. Lowery, Shif t Supervisor, joined Duke in 1963 and gained exper-ience as a hydroelectric plant operator prior to entering Duke's nucleartraining program in 1968. Mr. Lowery participated in the training program

    and preoperational testing at Oconee in positions of increased responsibilityprior to being named Shift Supervisor. Mr. Lowery is a licensed Senior Reactor

    j Operator on Oconee Units 1 and 2.

    Mr. Ollie S. Bradham, Maintenance and Instrument Engineer, has over 21 yearsexperience in the nuclear field. He joined Duke in 1967 following six yearsat the CVTR. As the CVTR Instrument / Electrical Supervisor, he was responsiblefor the safe and accurate performance of the nuclear instrumentation andcontrol systems. In addition to the supervisory and technical work normallyassociated with this position, Mr. Bradham was involved in several majormodifications to the CVTR, including conversion of Control Rod Drive amplifiers,from tube type to transistorized type, and the design and fabrication of

    amplifiers and power supplies for the Source Range Nuclear System. Hisexperience from 1953 to 1961 at the Savannah River Plant as InstrumentTechnician included work in electronic and pneumatic instrumentation in thereactor area and technical labs, and formal training in electronic andpneumatic ins truments. Since joining Duke's Steam Production Department,Mr. Bradham has worked closely with Duke's Steam Engineering Department inthe design and review of Oconee instrumentation and control systems.

    ! Mr. J. M. Davis, Planning Engineer, received his BS Degree in ChemicalEngineering f rom Clemson University in 1970, and joined Duke Power Company inOctober 1970. He was assigned to Marshall Steam Station prior to beingtransferred to Oconee Nuclear Station in July 1973.

    | Mr. Danny Thompson, thintenance Engineer, has a background of over 16 yearsin the electrical maintenance field, il of these years in maintenance of DukePower Company's steam stations. His experience includes work as a mechanicand machinist at the steam stations.

    Mr. Roy C. Adams, Instrument Engineer, has twenty years experience in this field.He joined Duke in 1967 following five years at the CVTR. Prior to coming tothe CVTR in 1962, Mr. Adams accumulatec nine years of electronic and pneumaticexperience at the Savannah River Plant.     Mr. Don E. Havice, Instrument and Control Supervisor, has over 18 yearsnuclear experience. Mr. Havice joined Duke Power Company's Oconee Nuclear,Station in 1969. Prior to coming to Oconee Nuclear Station, Mr. Havice'sexperience includes one year at Brush Bryllium Corporation in Ohio, one yearat_ Westinghouse at Hampton, S. C., two years with Daniel Construction Companyand 14 years at Savannah River Plant.

    Mr. Norman Turner, Instrument and Control Supervisor, has over 7 yearsnucledr experience in electronics. Mr. Turner joined Duke Power Company'sOconee Nuclear Station in 1970. Mr. Turner's experience includes four yearselectronic work at Sagamo Electric Company and 22 years electronic experiencein the U. S. Army.

    Mr. John Shaw, Instrument and Control Supervisor, has over 7 years nuclearexperience. Mr. Shaw joined Duke Power Company's Oconee Nuclear Station in1970 following seven years in the U. S. Navy, four years of which was formaltraining in electronic and pneumatic instrumentation.

    Mr. Dendy Clardy, Instrumant and Control Supervisor, joined Duke Power Companyin 1964 and has progressed through positions of increased responsibility priorto being named Instrument and Control Supervisor. Mr. Clardy was transferredto the Instrument and Control Group at Oconee Nuclear Station in 1970.

    Mr. Richard L. Wilson, Performance Engineer, obtained a BSNE from N. C. StateUniversity in 1962 and a MSE (nuclear engineering) from the University ofMichigan in 1970.

    He worked in the Nuclear Power Division of the CharlestonNaval Shipyard for 18 months and served in the U. S. Navy for four years,receiving training in the nuclear power program and serving in the engineeringdepartment on board a destroyer. Mr. Wilson joined Duke in May 1970 and wasnamed Performance Engineer in April,1971. Mr. Wilson has been involved inOconee operator training, review and preparation of core physics test pro-cedures, and developing cleaning requirements for the primary system componentsand piping.

    Mr. Robert C. Collins, Performance Engineer, obtained a BS Degree in Electrical.

    Engineering from the University of Tennessee in 1970. Mr. Collins joined Duke|

    Power Company in 1970 and was named Performance Engineer in September 1972.

    Mr. Charles L. Thames, Health Physics Supervisor, has 18 years of practicalexperience in Health Physics work both at the Savannah River Plant and at theCVTR. His experience at the Savannah River Plant included the calibration ofradiation survey and counting instruments, lab and field work in environmentalmonitoring, and radiation monitoring and personnel exposure control at areactor facility and c reprocessing plant. Mr. Thames' experience at theCVTR from 1962 to 1967 encompassed both health physics and operations. AsHealth Physics Technician, he was involved in radiation and radioactivitymeasurements, control of personnel exposure, and all related activities inthe Health Physics Program at the CVTR. His positions as Reactor Operatorand Shif t Supervisor involved considerable on-the-job tra;ning prior toreceiving the Operator and Senior Operator Licenses. Since joining Duke inDecember, 1967, Mr. Thames' experience includes work at a steam stationChemistry Lab and assisting in establishing an Environmental Monitoring Lab.He completed the ten-week Health Physics Course at Oak Ridge in 1968.

    Mr. C. T. Yongue, Assistant Health Physics Supervisor, has 11 years of HealthPhysics and Nuclear power plant experience, four of these years at CVTR andseven years at Oconee Nuclear Station. While at CVTR he received formaland on-the-job training in nuclear technology and Health Physics. Aftercompleting the training program, he received an AEC Operators License at the

    the CVTR. Upon joining Duke Power Conpany in 1967, Mr. Yongue transferredfr'om the Operations Group to the Health Physics Group and was a HP Technicianuntil his promotion to Assistant Health Physics Supervisor in 1973.

    Mr. Donald C. Smith, Chemist, received his BS Degree in Chemistry in 1966from Memphis State University. Mr. Smith joined Duke Power Company's OconeeNuclear Station in 1972 and has progressed through positions of increasedresponsibility prior to being named Chemist in January 1974.

    Mr. Walter A. Brown, Jr., Staff Chenist, received his BS Degree in Chemistryin 1950 from Wofford College. Following three years of industrial experiencein chemical analysis and quality control, he joined Duke in 1953. He wasresponsible for the power plant chenistry activities at Lee Steam Station.Mr. Browh has been involved in the Oconee procedure preparation and checkoutof the water treatment systems.

    Mr. A. Wade Barksdale, Maintenance Supervisor, has a background of over 19years in the maintenance of nuclear facilities. He joined Duke in 1967 fromthe CVTR, where he served as Mechanical Maintenance Supervisor. In additionto narmal maintenance activities, Mr. Barksdale's experience at the CVTRincluded design and fabrication of special handling tools and fixtures and awide variety of modifications and improvements to both nuclear and conventionalequipment. Prior to coming to the CV1R in 1961, Mr. Barksdale accumulatednine years of general maintenance background at the Savannah River Plant. Hisformal training includes a two-year course in Air Conditioning and Refrigerationin 1949. Since joining Duke, he has served as Assistant Maintenance Supervisorat Marshall Steam Station prior to his assignment at Oconee.

    Mr. Donald L. Lanning, Maintenance Supervisor, has over 16 years experience inthe electrical maintenance field. Mr. Lanning has been with Duke Power Companyfor the past six and one-half years, spending three and one-half years at BuckSteam Station and three years at Oconee Nuclear Station.

    Mr. Lyman E. Summerlin, Staff Engineer, joined Duke in 1960 following graduationfrom N. C. State with a BSME. He held positions at Duke steam stations asJunior Engineer, Assistant Plant Engineer, and Plant Engineer. He has beeninvo:ved in all areas of plant operrtion with his primary responsibilitiesbein;; maintenance of instrumentation aad controls, performance testing andevaluation of many types of power plant equipment of components, and main-tenance of plant performance records. Mr. Summerlin completed one year ofgraduate study Jn Nuclear Engineering at N. C. State in 1968. Mr. Summerlinwas involved in Oconee operator training activities and is a Senior ReactorOperator on Oconee Units 1 and 2.

    Mr. I:obert M. Koehler, Staf f Engineer, obtained a BSME from N. C. State in1964. He served in the U. S. Army's Corps of Engineers for two years prior tojoining Duke as a Junior Engineer in plant operation at Marshall Steam Station.Mr. Koehler was named Performance Engineer af ter receiving a ProfessionalDegree in Nuclear Engineering from N. C. State University in 1968. Mr. Koehlerhas been involved in Oconee operator training and review of core physics testspecifications and procedures.
