Train operators to be provided by Lessor
Payment to Lessor based on hourly availability of Trains
Increase in quantity up to 252 cars within 5 years of last train induction
Lessor to decide the traffic & maintenance reserves over & above DMRC requirement of 150 cars on the mainline
Line-5 or ‘The Green Line’ of DMRC
Planned under Phase-III; 11.18km, Expected to complete by early 2018 Currently under operation: Inderlok - Mundka: 15.1km, Kirti Nagar - Ashok Park Main :3.31km

• Participation at RFP stage would be allowed to only those applicants who qualify at EOI stage• EOI opening - October 2017• The evaluation process will be completed within 90 days of submission of the compliant EOIs
i.e. around January 2018.• Change in any consortium partner(s) except the Technology partner (manufacturer of Rolling
Stock) may be allowed prior to submission of RFP, subject to his qualification under EOI req.

• The evaluation process will be completed within 180 days of submission of the compliant RFP documents i.e. End of 2018.
Finalization of the Lease Agreement
• January 2019
Delivery of Trainsets
• Gradual relocation of Existing Stock owned by DMRC with introduction of New Stock by the Lessor on Line-5.
• Depot at Bahadurgarh shall be handed over first• Depot at Mundka shall be handed over only after the last trainset of New Stock is
commissioned on the line by the Lessor, and all the Existing Stock owned by DMRC have been shifted.
• The timelines shall be detailed in the RFP documents.
Project Stages (3/3)
Manpower for Lessor
• Train Operators required for testing, commissioning, service trials as well as driving the New Stock on mainline
• Staff required for Supply, Testing, Commissioning, Training and Maintenance of the New Stock• Staff required for Management & security of the handed over Depots.
End of Lease Period
• The Lessor shall provide DMRC with an option to acquire the leased trainsets at a nominal fee at the end of lease period
• The Depots shall be handed over to DMRC at the end of lease period with a balance life of M & P of at least 5 years
The Lessor is expected to form an SPV comprising of:
1. Rolling Stock Manufacturer 2. Rolling Stock Maintenance Co. 3. Rolling Stock financing Co.
Expected Model of Lessor
The decision on percentage equity participation among members of the SPV/JV/Consortium shall be finalized on receipt of response from the prospective applicants
Models Proposed
Responsibilities of the Lessor
Maintain Depot facilities such as E&M infrastructure, Depot Control Centre, all M&P
Ensure that 75% of the stock supplied is manufactured in India only
Source maximum number of equipment, materials and spares from India
Interfacing with other designated contractors
Address safety and environmental concerns
Payment of Energy consumption charges of Depots including traction energy within the
Depot
Submission of Performance Security against Performance Criteria to be specified in the
RFP document
Responsibilities of DMRC
Payment of lease charges on monthly basis
Maintenance of Traction distribution, Civil Tracks, Signalling and Telecommunication
Systems for the Depots
Management of train operation on mainline
O&M of DMRC owned existing stock until complete transfer of trains takes place.
Mundka depot till handing over to Lessor
Availability Based Payment
Daily service of 19 hours shall
be divided into specified time
slots
DMRC shall specify to the
Lessor, the number of
trains required for each time
slot
Upon meeting the requirement in
totality, DMRC shall release the monthly payment at hourly availability basis
Penalties shall be imposed for
the non-availability of trains, to be
detailed in RFP documents
