    Chapter OneLocal Area Information

    1.1 Background

    By incorporating risk reeducation and contingency plan in the Standing Order on Disaster

    (SOD) it was recommended to prepare district, Upazila, Pourashava and City Corporationdisaster management plan. Development of disaster management plan has been taken as apriority by CDMP. Sustaining the planning, effectiveness, intensity and result-oriented actiondepend on the effective participation of respective community and its organizations andinstitutions. This disaster management plan will be formulated for 3-5 years.

    Bangladesh is one of the disaster-prone countries in the world map. Every district of thiscountry is more or less affected by disaster. Ullahpara Upazila under Sirajgonj district isamong the most vulnerable and disaster prone area. Flood and river erosion are the mainhazards of the Upazila. The disasters adversely affect the livelihood of common people in allUnions of the Upazila. Although every year it is affected by various disasters but there isquite absence of a comprehensive plan for disaster management at Upazila or district level.

    As a part of comprehensive disaster management, this disaster management plan has beenformulated for Ullahpara Upazila of Sirajgonj district.

    1.2 Main Objectives of the Plan

    To create familyandsociallevelof mass-awarenessabout risk of disaster, and toinnovate the practical ways for reduction of all sorts of risks at family,society,unionadministration, UpazilaandDistrictAdministration level.

    To reduce risk through the use of local resources by enhancing local initiatives and todevelopmeasuresto implement theapproach

    To practice and implement the locally formulate plan regarding disaster for removing,rescue and demand assessment in terms of relief and immediate rehabilitation

    management To make strategic document for aspecificareaandperiod

    To work as a comprehensive plan for disaster management committee andconcerned sectors such as government, national and international NGO, donors etc.

    To provide guidance to its plan formulation and implementation of concerned disastermanagement partnership.

    To awake the ownership and effective partnerships of concerned community inparticipating disaster management planning.

    1.3 Local Area Information

    1.3.1 Geographical Location of District/Upazila

    The Upazila occupies an area of 414.61 sq. km. It is 35 kms away from district headquarter.The Upazila consists of 15 Unions with a Pourashava namely Ullahpara Sadar Union,Ramkrisnopur Union, Bangala Union, Uduniya Union, Boro pangasi Union, Mohonpur Union,

    Durganagor, Purnimagati, Solonga, Hatikumrul, Borohor, Panchkouroshi, Solop, Koyra andUllahpara Paurashava. The Upazila also comprises a total of 839 villages and 263 Mauzas.The majority area of this Upazila occupies mainly the loamy & muddy soils according to theAgriculture Extension Department. Being close to the rivers of Korotoya and Phuljor everyyear peoples become affected due to flood and river erosion. This Upazila has 25-30 typesof different tree species of which Eucalyptus, Mahagani, Koroi, Akashmoni, etc aredominants. Out of 1,362 kms of road connectivity 840 kms are Kacha road, 192 kms aresemi-Pucca and 330 are Pucca in this Upazila. Korotoya River and Phuljor River are flowingalong the Upazila. To provide access to the flood barriers around the dam, 6 dams have

    been built with total 954 km long.

    1.3.2 Geographic area and location

    The total area of Sirajganj district is 2,497.92 sq. km of which Ullahpara Upazila comprisesan area of 414.61 sq.km. It lies between 2412' and 2426' north latitudes and between

    8924' and 8938' east longitudes. The Upazila is bounded on the north by Roiganj Upazila,on the east by Kamarkhanda and Belkuchi Upazilas, on the south by Shahjadpur Upazilaand Faridpur Upazila of Pabna Zila and on the west by Tarash Upazila of Sirajgonj andBhangura Upazila of Pabna Zila. The Upazila consists of a Pourashava and 13 unions witha total of 439 villages and 263 Mauzas. The Ullahpara sadar Union has 14 villages,Panchkouroshi 22 villages, Solop 37 villages, Hatikumrul 40 villages, Borohor 26 villages,Ramkrishnopur 32 villages, Bangala 34 villages, Uduniya 26 villages, Boro Pangasi 22villages, Mohonpur 31 villages, Purnimagati 31 villages, Solonga 29 villages, Koyra 19villages, Durganogor 51 villages and Ullahpara Paurashava has 22 villages.     1.3.3 Population

    The total population of Ullahpara Upazila is 635,411 including 329,434 male, 305,977

    female, 195,909 children, 42,280 elderly and 6,487 disabled. The total number of household

    in this union is 110,343 and the total voter number is 347,040. The following table shows the

    1.4 Brief description of infrastructue and non-infrastructure related information

    1.4.1 Infrastructure

    Embankment/Dam

    A total of 6 embankment/dams have been built in Ullahpara Upazila for getting protectionduring flood from river and canal. The total length of these dams is 54 kilometers. The belowtable provides the number of dams and their location:

    Bridge

    A total of 449 bridges are there in Ullahpara Upazila. Of which 27 bridges in Ullahpara SadarUnion, 7 in Ullahpara Pourashava, 23 in Borohor, 42 in Solonga, 29 in Solop, 63 in Bangala,59 in Hatikumrul, 25 in Ramkrisnopur, 24 in Panchkouri, 13 in Koyra, 22 in Purnimagati, 29in Durganogor, 18 in Mohonpur, 54 in Boro Pangasi and 14 bridges in Udunia Union. Thesebridges are built with iron, steel and concrete. It is need to fill the soil at the two ends of thebridge, railing repairing etc of some bridges. Name, location and present status of unionbased bridges are briefly described in Annex-2.

    Culvert

    A total of 573 culverts are there in Ullahpara Upazila. Of which 34 culverts in UllahparaSadar Union, 32 in Ullahpara Pourashava, 40 in Borohor, 23 in Solonga, 60 in Solop, 58 inBangala, 61 in Hatikumrul, 51 in Ramkrisnopur, 28 in Panchkouri, 18 in Koyra, 50 inPurnimagati, 48 in Durganogor, 8 in Mohonpur, 24 in Boro Pangasi and 38 culverts inUdunia Union. These culverts assist to flow of water under the road. Some culverts arefound dysfunction and closed, some are not properly functing.     RoadA total of 667 smalls & big roads are there in Ullahpara Upazila which is 1,362 km long.Among them 105 Pucca with a total length of 330 kms; 34 semi-Pucca with a length of 192km and 28 Kacha with a total length of 840 km roads are found in the Upazila. Of which 10roads in Ullahpara Sadar Union, 32 in Ullahpara Pourashava, 13 in Borohor, 56 in Solonga,75 in Solop, 22 in Bangala, 68 in Hatikumrul, 182 in Ramkrisnopur, 78 in Panchkouri, 18 in

    Koyra, 21 in Purnimagati, 29 in Durganogor, 20 in Mohonpur, 29 in Boro Pangasi and 13roads in Udunia Union. The average height of the these roads were found 3-3.5 ft and width12-36 ft. Almost 70% of the roads go under water during flood. Name, location and presentstatus of union based roads are briefly described in Annex-4.

    Irrigation SystemFor producng Robi crops in Ullahpara Upazila deep tube-well and shallow machine arebeing used as irrigation system. Deep tube-well is mainly used for irrigating lands. A total of263 deep tube-wells, 8,970 shallow machines and electric pump 3,785 were found in thisUpazila. The depth of deep tube-well was found 188-204 ft. However, this Upazila has nomanual tube-well used for irrigation. List of union based deep and shallow tube-well arebriefly described in Annex-5.

    HatsFrom differnt information sources and by transect walk it has known that UllahparaUpazilahas a total of 47 hats. Generally these hats are sits on one/twice a week. Of which 2 hats inUllahpara Pourashava, 05 in Borohor, 02 in Solonga, 03 in Solop, 06 in Bangala, 03 inHatikumrul, 07 in Ramkrisnopur, 06 in Panchkouroshi, 01 in Koyra, 02 in Purnimagati, 02 inDurganogor, 05 in Mohonpur, 02 in Boro Pangasi and 01 roads in Udunia Union.List of union based hats are briefly described in Annex-6.

    BazaarsA total of 76 Bazars were found in Ullahpara Upazila. Of which 03 Bazars in Ullahpara SadarUnion, 3 in Ullahpara Pourashava, 7 in Borohor, 4 in Solonga, 5 in Solop, 6 in Bangala, 6 inHatikumrul, 8 in Ramkrisnopur, 8 in Panchkouroshi, 2 in Koyra, 5 in Purnimagati, 4 inDurganogor, 6 in Mohonpur, 4 in Boro Pangasi and 5 Bazar in Udunia Union. With all Bazarthe total number of shops is 8034 and the number of cooperative is 29. The list of unionbased Bazar with their name; condition and location are briefly described in Annex 7

    Water

    The main source of drinking water in Ullahpara Upazila is Tube-well. 100% households usetube-well water for drinking. The total number of tube-well is 8,927. These tube-wells havebeen installed mostly of individuals. There are some TWs which were installed bygovernment, donors, NGO, and individuals. 8,547 tube-wells stay feasible for use duringflood.

    Sanitation SystemIn Ullahpara Upazila, 98% of the households use sanitary latrine whose total number is

    78,916. Government, donors, NGO's has installed these healthy latrines in addition to theindividual. 55,896 of total sanitary latrines were found over the flood level and 47,008 can beused during flood. The table below shows details information:

    There are 278 primary schools, 71 high schools, 19 colleges, 57 Madrasha, and 41 librariesin Ullahpara Upazila.     Means of Communication & Transportation

    The people of Ullahpara Upazila use land and waterways for communication. Railways are

    one of the most vital communicating ways. Ullahpara railway station is directly connected

    with Dhaka, beside this, Mohonpur and Solop have rail stations also. CNG, Van, motor-bike

    and Nocimon are used for the communication of land/roads and boat is the only way in

    Forests and ForestryThere is no such kind remarkable forestry in Ullahpara Upazila due to man-made causesand nature changes. Yet some plantations have been seen in embankment, rail line side androad side. There are 25-35 species of trees in this Upazila of which Eucalyptus, Silo, Babble,Maharani, Akashmoni, Kanthal, Neem, Mango, Jackfruit, Blackberry are found dominant.Besides, 50 kilometers of plantation has been planted by Forest Department in this Upazila.Homestead forests are also rich in this Upazila.

    1.4.3 Weather & Climate

    PrecipitationIt is known from the information by various quarters that the amount of daily average rainfall

    is almost same in this Upazila. The annual average rainfall is 1,710 mm for this area. After

    1971, 1981, 1991 and 2007 the daily average rainfall is 1, 6, 5, 5 and 6 respectively. But

    whether this trend indicates the climate change or not, needs more research. Due to change

    the trend of rainfall, seasonal or monsoon rainfall is reducing. As a result, agricultural system

    is changing somewhat, for example, the production is decreasing with increasing its cost. At

    the same time, crops are attacked by various diseases and insects. Moreover, rainfall in

    winter season affects in cultivation and adversely affect the livelihood of the general people.

    TemperatureThe average maximum and minimum temperature of Ullahpara is 33.50 C and 12.50Crespectively. During rainy season the average temperature is 28.30C and most of the casesthe temperature is normal. From the experience of the general people living this Upazila, it isknown that the temperature is rising gradually. If this situation continues, risk will increase infuture. At the same time, livelihood of the people of the Upazila will be changed and will fallin risk.

    DPHE carries out survey to measure the water leveltwice a year. onApril the ground water

    level is found within 63-64 ft and on May this level goes down from 65-66. Local people think

    Arsenic PollutionThe presence of excessive iron in shallow tub-wells as a result people become bound to

    drink the water. It limits the access to adequate drinking water to local people. During the

    April-May the ground water level of deep tube-wells goes down and at the same time

    shallow tube-wells can bring less water compared to rainy season. It has been predicted that

    tube-wells of this upzila won't get arsenic and iron free water in future. As per publication of

    Bangladesh Public Health and Engineering Department, 5% tube-well of this Upazila are

    with arsenic pollution.

    Chapter TwoDisaster, Hazard and Vulnerability

    2.1 Comprehensive History of Disaster (Last 10 years)

    Ullahpara Upazila is one of the disaster affected Upazilas in Sirajganj District. Almost every

    year, the Upazila is fall victim of one or other kind of disaster. Human lives are vulnerableand resources are damaged by different hazards like flood, cold wave, drought andexcessive rainfall. Huge areas are inundated in rainy season due to lack of navigability ofrivers Korotoya, Phuljor, ZhopZopia, Gharadhoho, Muktahar, Ghohala and Bilsurovi rivers.Besides, improper drainage system creates water logging in lower areas during heavyrainfall in rainy season of the Upazila. This situation is stay for at least 15 - 30 days. Fillingup of rivers has increased the risk of flooding and water logging. The water comes from thenorth of the foot of the Himalayas, increased water flow of Jamuna by 3-5 days and floatedall areas of Ullahpara during 2004 and 2007. The intensity of the flood submerged thehomestead and dwelling creating people homeless, extinction of Kacha and semi-Puccadwelling by huge overflowing, damaged of agricultural crops, spoil of roads andinfrastructure, and overall public lives become endangered. As a result, disaster was

    announced in the entire area; government and non-government organizations startedrescue, relief and rehabilitation activities. In 2004 and 2007 about 2,500 household wereshifted by Upazila Offices and NGOs for flood.

    2.3 Different Hazards and its current and future scenario

    1. Flood:Ullahpara is an extensive flood affected area. Floods are continued till Asharto Kartik (June-October). As a result, extensive damage has been done inagriculture, fisheries, and infrastructure, housing, education and communicationsectors. Crop lands go under water. Though the flood occurs every year but the floodof 2007 was larger and remarkable like that of 1988, 1998 and 2004.

    2. Cold wave and Fog:Dense fog and cold wave are occurring every year after 2000in Ullahpara Upazila. Every year its effect stayed for 10-15 days. This time public lifeis crashed even human death due to severe cold. Specially infant, older and disabledface more problems in extreme cold. Besides, agriculture production is hampered,production of loom industry in hampered, road accident is happened, disease ofhuman, birds and fishes are increased; finally farmers are faced huge financiallosses.

    3. Drought: The tendency of drought onsets on the mid of Falgun (February) and itextends till Chaitra (March), Boishak (April) and Jaysta (May). Extreme drought

    affects the agricultural crop and similarly shortages of pasture /fodder are observedand its effect is increasing every year. Moreover, people attacks by diseases and fishcultivators are losing their interest in cultivating fish.

    4. Tornado: Generally tornado/ northwester starts at the beginning of the Bioshak(April). Moreover, each year within the period from Vadro to Agrahayan this hazardhits the Ullahpara Upazila and damages heavily. As a result, people becomeshelterless; agricultural crops and vegetation are damaged; especially children, older,disable and pregnant face huge suffering. Tree felling and tornado are increasing thelikelihood of damage in various sectors of this Upazila. It is predicting that globalwarming is responsible to enhance the frequency of the disaster. The storm of 2007and 2012 was the most devastating that damaged almost 20-30% of Aman paddy,

    20% fruit garden and 50% vegetables.

    5. Heavy Rainfall: Excessive rainfall affects agricultural crop, birds & animals,vegetation and disrupts the movement of mass people. Though rainfall is decreasingdue to climate change but every 2 to 3 years heavy rainfall is happened. Thisextreme rainfall cause financial loss and waste of time and work of loom-worker thataffects overall production of the industry.

    6. River Erosion:River erosion is not more in Ullahpara Upazila. It occurs some years.It happens mainly from Ashar to Ashwin (June to September) resulting agriculturalcrops, homestead, roads, vegetation are extensively extinct in the womb of localRivers. Similarly, food production breaks down, people become shelterless andenvironment gets damaged. To mitigate this situation government has constructed 4dams. But those initiatives are not sufficient enough to meet the present condition.

    2.4 Vulnerability and Capacity

    Vulnerability refers to the physical, socio- economic and environmental existingconditions, which indicate fear of disaster damage and that people, are unable to dealwith.

    Capacity defines the natural, social, economic and environmental, etc., or a combinationof the overall situation, in which people or organizations / institutions through the use of

    its existing resources to deal with disasters and reducing adverse condition of disaster.

    Calender AnalysisThese hazards are not organized in all year round but in some months its effect found moreand in some months it found less that have been shown on above chart. It is known by thediscussion of participants which is given below:

    o Flood is the main hazard of Ullahpara Upazila. It extensively damages the

    homestead, communication system and livelihoods of this area. It is stay frommid July to mid August.

    o The homes, roads, social and educational institutions, crops and livestock arebeing extinct in river because of river erosion. It starts from mid March to October.

    o Cold wave is the prime problem of this Upazila. Here the effect of fog and coldwave is more due to adjacent river Jamuna and existence of other small rivers.The cold wave comes from Himalaya causes cold-related several diseases.

    o Tornado is another dangerous hazard that affects the homes, communicationsystem, and vegetation of the area. It happens from the mid March to mid Mayand from mid September to mid December.

    o Drought is one of the hazards of the Upazila. Much more crops are damaged dueto Drought. Moreover, pond water scarcity and downward of ground water is theresults of drought. It happens from April to June.

    Analysis of Livelihood Seasonal Calendar

    The analysis revealed that agricultural work starts from the November to till May butDecember, January, April and May have more work load. Besides, on other monthsthere have also been some works in this Upazila.

    All round the year fishermen are catching fishes in rivers and Beels/ wetlands. But onthe month of July the fishermen see more.

    Agriculture and Loom industries are the main field of work opportunities for day labor.All year round the worker is working as it is available here.

    Loom is the foremost business of this Upazila. Almost 7% of the people are directlyor indirectly engaged with this business.

    Loom industry and agriculture are the prime employment sectors in Ullahpara Upazila. So,loom industry and agriculture sector affects seriously due to flood. Agricultural sector isdamaged by all possible hazards. Besides, fish sector is affected only due to flood, heavyrainfall and drought. All hazards are responsible for damaging scope of day labor andbusiness. In 2007 flood most of the loom industry was shut down and the 80% agriculture

    based household lost their capital for 2004 and 2007 flood. For last five years cold wave,most of the aged and aged day labours had faced difficult time tot go outside for work.

    River erosion affects some areas of the Ullahpara Pourashava, Hatikumrul, Borohor,Solop, Ponchkouroshi, Solonga, Purnimagati, Mohonpur and Durganagor Union. Every

    year due to the river erosion crops, homes, roads, culverts, educational institutions of thementioned areas are damaged and even those social resources are extinct in the wombof the river.

    Drought adversely affects the social components of Ullahpara Upazila. Due to it cropsare damaged, vegetation are die, livestock have lack of food, water crisis are commonphenomenon. Moreover, the possibility of break out various diseases especially diarrheaattacks the children.

    Though north Tornado is not a common incident of this Upazila but sometimes it hitscrops, vegetation and homes and damage heavily.

    Heavy rainfall is now an irregular issue in this area. Now rain does not come in time butwhen comes it damages the crops, breakdown the roads and creates crisis of food andfodder for livestock. Sometimes, loom businessmen also affect by heavy rain and theycannot carry out their usual work regularly.

    Public life has been hampered every year due to cold wave and fog. Child and elderlyare attacked by cold born diseases in this time. The tendency of road accident isincreased due to heavy fog. Even crops, seed bed and vegetable are damaged due to

    dense fog.

    2.13 Climate Change and its possible effect

    Climate is a measure of the average pattern of variation in temperature, humidity,atmospheric pressure, wind, precipitation, atmospheric particle count and othermeteorological variables in a given region over long periods of 20-30 years. Climate isdifferent fromweather, in that weather only describes the short-term conditions of thesevariables in a given region. Climate change is a significant and lasting change in thestatistical distribution ofweather patterns over periods ranging from decades to millionsof years. It may be a change in average weather conditions, or in the distribution ofweather around the average conditions (i.e. more or fewer extreme weather events).

    Climate change is caused by factors such as biotic processes, variations in solarradiation received by Earth, plate tectonics, and volcanic eruptions. Certain humanactivities have also been identified as significant causes of recent climate change, oftenreferred to as "global warming". The impact of climate change on different sectors isgiven below:
