Design can connect communities through common spaces such as public safety facilities, civic centers, libraries, youth and senior centers, and city offices. Whether a police station or a firehouse, public safety facilities must be designed to serve the community and equip those individuals who serve the public. In dedicated community facilities, citizens must find access to resources they need to improve their quality of life through cultural events, educational opportunities, family assistance, and a host of other social services.

Client: City of Fontana Police Department

Location: Fontana, CA

Design Achievement:In order to relieve crowded conditions, the Fontana Police Department renovated the existing subterranean level of its police station to accommodate expanded police department functions. DLR Group's design optimizes the floor plan to transform existing parking, jail, office, and locker room spaces into new environments accommodating spatial and operational requirements through 2025. To counteract the absence of daylight in these below-ground spaces, moments of transparency combined with choices in lighting, color, materials, and FF&E give the law enforcement professionals a bright, crisp, modern environment and pride of place. As a part of the overall technologies and resource upgrades, the facility includes a new state-of-the-art tactical firing range. At the time of completed construction, the firing range was the only indoor law enforcement range in Southern California with a lateral shooting design; a design which allows officers to move down range, up to seven yards from the trap to shoot straight and laterally to the right or left.

Scope Summary:Originally built in 1988, the existing police station is comprised of 35,800 SF in one-story above ground and 42,000 SF of subterranean facilities. This project's scope of work consisted of the renovating the 42,000 SF below ground facilities, which were converted and expanded to accommodate modifications and additions including: a 25-yard Tactical Firing Range equipped with a Range Masters Office, HEPPA Air Handling system and firearms simulators, a briefing room, laboratories, property/evidence storage area, training, exercise room, weapons storage, vault, evidence lockers, intake area, and a new sally port. Additional amenities include: report writing rooms, conference meeting rooms, men's and women's locker room, and new office area for Property Control Clerk. The remodel increases the capacity from 291 to 414 staff members, including 301 sworn officers. DLR Group provided architecture and interior design services.

Client: Thomas and Mack Development Group

Location: Las Vegas, NV

Design Achievement:With existing offices for the Las Vegas Metropolitan Police scattered over 37 separate locations, the City determined it was imperative to consolidate the workforce to ease operational challenges, create efficiencies, and improve services. DLR Group worked closely with developer Thomas & Mack to design a facility that would be cost effective through a lease-back agreement. The new Las Vegas Police Headquarters is strategically designed to provide flexibility to accommodate evolving departmental needs well into the future, and provides a powerful civic image within the community.

Scope Summary:Las Vegas Metropolitan Police Headquarters consists of two, four story buildings and a five story building providing 370,000 SF of administrative, training, and private and public meeting areas. A five level parking garage accommodates 1,700 cars. DLR Group provided architectural services including site planning, building design and interior improvements.

Client: Lafayette Police Department

Location: Lafayette, CO

Design Achievement:With the Lafayette Police Department outgrowing their offices within a City administration building, citizens supported the sale of bonds to fund a new police station. DLR Group's design began with a simple circulation pattern aligned with departmental functions. Designers created zones based on purpose, security levels, and versatility for multi-function and future use. For example, a large community room adjacent to the lobby also serves as the municipal courtroom. The public entrance is highlighted by an open and transparent structure to welcome citizens into the facility. Visitors immediately understand the space and way finding elements direct individuals to areas accessible from the lobby. Clerestory windows allow natural light to flow into most of the interior spaces. The brick, stone, and metal panel exterior gives the building elevation a sense of depth and texture while respecting the character of the existing neighborhood.

Scope Summary:The new 20,000 SF Lafayette Police Station and Municipal Court is located on a six-acre parcel of land adjacent to the City's fire station. This site provides excellent access to all parts of the city and allows for good response times to service calls. The new facility includes spaces for administration, road patrol, investigations, crime lab, evidence storage, community service officers and records, and city court space. Covered parking in the rear protects officers and patrol cars from the elements. In addition to extensive use of natural light throughout the facility, energy savings are achieved through high efficiency building cooling and heating systems. Programmable temperature controls tied to Variable Air Volume (VAV) units, allow precise atmospheric comfort to be adjusted in occupied areas and computerized management during unoccupied times. Walls and roofing system insulation exceeds the minimum ASHRAE requirements, and tinted reflective film applied to glazing provides reduced heat gain as well as shatter protection, and increased occupant comfort. Room occupancy sensors help manage electric lighting sustainability. DLR Group provided programming, architecture, and interior design services.

Client: Public Building Commission of Chicago

Location: Chicago, IL

Design Achievement:Response time to an emergency call can mean the difference between life and death. DLR Group's number one objective for the design of Engine Company 16 was to decrease response times by integrating the latest technology all within a sustainable environment. Using a modern design for living quarters, advanced training options and office workspace for officers, the energy efficient fire house exceeded the City's baseline LEED V2.2 Silver Certification requirements to achieve LEED v3.0 Platinum certification, the first LEED Platinum firehouse in Illinois.

Scope Summary:This new 20,000 SF fire house is constructed on city-owned property and is the first of the Prototype B engine companies. The station includes: a large apparatus bay to house multiple emergency vehicles, full kitchen, locker rooms, toilet facilities, sleeping quarters, officers' quarters, physical training room, meeting room, education room, EMS Field Division South headquarters, haz-mat unit operations with associated storage, a 150 foot communication tower, and parking for approximately 30 vehicles. A clerestory runs the full length of the facility to optimize day lighting. DLR Group provided architecture services for this project.

Client: Public Building Commission of Chicago

Location: Chicago, IL

Design Achievement:The Chicago Fire Department and the Chicago Public Building Commission joined together to bring advanced new firehouses to every part of the city. A proactive plan to replace aging fire houses with state-of-the-art new facilities is a major component of Mayor Richard M. Daley's Neighborhoods Alive program. For the Engine 121 project, DLR Group refined a prototype design with increased space for training and physical fitness; spacious apparatus bays for the larger, more modern emergency vehicles; circular driveways for safer departures and arrivals; and command centers equipped with the most modern communications equipment available. Further, the design includes features that qualify the building for certification under USGBC's LEED standards. The use of building materials including brick, limestone, aluminum, and glass are not only energy-efficient, but also respect the context of the Chicago neighborhood.

Scope Summary:The new 14,000 SF station replaces an existing, outdated facility. It serves up to 20 fire station staff at any given time and has a full, three-engine apparatus bay. It is a low-maintenance facility with an efficiently designed site. The prototypical design elements include a day room, command center, kitchen, sleeping quarters, fitness room, break-out space, apparatus bay, and private officer's quarters. Sustainable attributes include solar collectors for heating hot water, an extensive green roof over the main building, a low-energy roof over the apparatus bay, an energy-saving mechanical system, water reduction infrastructure and site amenities, and is located immediately adjacent to the Metro rail system for easy commuter access. DLR Group was the Architect of Record and provided architecture and construction administration services.

Client: Los Angeles County Community Development Commission

Location: Hacienda Heights, CA

Design Achievement:The Los Angeles Community Development Commission called for a master plan, programming, and design for a new community center located in a 9-acre park setting in Hacienda Heights. DLR Group's community workshops and visioning sessions helped the community prioritize and develop the building and site program with an emphasis on flexible multi-use community spaces. The design emphasizes light, volume, and indoor-outdoor connections taking advantage of local warm weather to allow the building's spaces to reach out to the community.

Scope Summary:The program elements for this 35,000 SF community center include a performing arts theater / multi-purpose room with retractable telescoping seating for performances, recitals and banquets/dining; multi-purpose rooms for meetings and fitness and dance classes; a catering kitchen; an arts and crafts room featuring a kiln; computer lab; outdoor amphitheater; outdoor basketball courts; and a jogging trail with fitness stations. As part of the master plan, a second phase building will include a full-size gymnasium on the current location of the outdoor basketball courts. DLR Group provided master planning, architecture, and interior design services.

Client: City of Riverside

Location: Riverside, CA

Design Achievement:The expansion to the Riverside Convention Center acts as a new economic engine for downtown Riverside. DLR Group's design creates a variety of unique spaces to accommodate a range of meeting needs and attendee activities. This enables the Convention Center to attract larger events, creating additional revenue and still appealing to smaller groups by maintaining the center's downtown, boutique feel. The expansion used the unique contours of the site to create a second primary entrance on the lower level along with additional parking. This second entrance allows the center to host multiple events simultaneously. A new exterior plaza welcomes guests to an intimate setting for outdoor cocktail events or to host larger outdoor gatherings. The exterior facade recalls the historic architecture of Riverside with its arcades, trellises, and impressive tower entrance.

Scope Summary:The scope of work encompassed a 36,000 SF addition of exhibition and pre-function area to the existing structure. Now at 127,375 SF, the expanded Riverside Convention Center provides 50 percent more exhibit hall space, additional meeting rooms, a large pre-function area, a second entry, a new concourse, and a welcoming outdoor plaza. Sustainable design features include: high efficiency LED lighting, occupant sensors for energy management, natural daylighting, recycled materials and drought tolerant landscaping. DLR Group provided architecture and interior design services in design-build delivery with Turner Construction Company.

Client: Riverside County Economic Development Agency

Location: Perris, CA

Design Achievement:The Mead Valley Library provides an array of services to local families and a sense of pride for all residents. DLR Group's design creates a building that fits the scale of this unincorporated, rural residential community. The entrance to the facility is clearly identified by an arcaded canopy leading to a lobby that separates the library and the public multi-purpose room. The library embraces the outdoor amphitheater space to the north with storefront windows and high clerestory windows to bring natural light deep into the space. Along the window spaces are areas where patrons can sit and read, enjoying views into the outdoor garden space. The children and teen areas are located off the linear spine as specially designed rooms for programmed activities.

Scope Summary:The project includes the master planning and design for a new 24,000 SF, $13,000,000 facility. The library features reading rooms for children and teens, an outdoor amphitheater, a public multi-purpose meeting room, study areas, and self-checkout. Designed to LEED Gold specifications, sustainable features include landscaping using native materials to conserve water and a photovoltaic array. The building incorporates leading edge library technology, and colorful interiors invite residents of all ages to enjoy the space. DLR Group provided master planning, architecture, and interior design services.

Client: City of St. Michael

Location: St. Michael, MN

Design Achievement:The new St. Michael Civic Center is a shared use facility located in the City's new Town Center Development. The site was chosen as an opportunity for this growing area to create a new sense of downtown in a community-funded retail, commercial, and governmental development while simultaneously providing initial capital investment and traffic to that same development. High visibility, the benefits of retail adjacencies, and community connectivity to bicycle trails and walkways are all an added benefit to this plan. Co-locating library, city hall, and senior center programs into a single facility enhances community connections across generations. DLR Group's design gives each program its own distinct zone, while creating a unified architecture that uses transparency, light, and geometry to create an inviting, dignified civic presence. Ample windows harvest daylight, provide views out to the surrounding landscape, and increase a sense of safety and security through high visibility.

Scope Summary:Scope included a new 32,000 SF shared use facility to house city hall, library, and senior center. Library features include an enhanced and themed children's area, technology teen zone, quite reading room, expanded collections, and community spaces. The project incorporated various sustainable strategies and features, including maximized daylighting with controls; high-efficiency and easy to maintain HVAC systems; material selected for durability, recycled content, and low- or no-emissions; and flexibility to allow for technology upgrades over time, or building expansion. As a part of proceeding through project planning and design, the team was also successful at securing a $400,000 grant from the State of Minnesota to contribute toward the Library construction cost. DLR Group provided architecture and interior design services.

Location: Indio, CA

Design Achievement:The City of Indio wanted a functional, sustainable and accessible teen center that appealed to teens and provided a safe place for them to gather after school. DLR Group's design delivered a whimsical modern design incorporating glass, steel, angles, bold colors, an Internet café that features a glass wall covered in emotion-inspired graphics, and an art gallery. Through sustainable design choices, the design further appeals to the first generation that has grown up thinking green. The technology-rich facility that incorporates energy-efficient elements and contributes to the prominence of the City of Indio's public services program.

Scope Summary:Situated across the street from Indio High School, the 12,520 SF building was oriented on the four-acre site taking full advantage of surrounding views. Daylight fills the interiors, from the lobby-reception area, library and Internet café to the two large multi-purpose rooms. Large glass-paned rolling garage doors open from the multipurpose spaces to expand the areas and enhance cross-ventilation during mild winter months. Solar panels on the extended roof capture up to 50 kilowatts of energy daily exceeding the average 35 kilowatts needed to power a typical building of this size. The computer lab, recording studio, game room and a media room with flat panel televisions are all powered by this renewable energy element. DLR Group provided architecture services for this project.

Client: Metropolitan Entertainment & Convention Authority

Location: Omaha, NE

Design Achievement:CenturyLink Center Omaha (formerly Qwest Center Omaha) was one of the first contiguous convention center/arenas in the country, setting a trend soon followed by other medium-sized metropolitan areas. DLR Group's design includes a large exhibition hall, ballroom, meeting rooms, and plentiful pre-function space allow CenturyLink Center to host events ranging from business conferences and expositions to hockey and basketball games to concerts. The new facility can now accommodate larger seating capacities for NCAA Championships and premier concert events. Currently, the arena is home to the University of Nebraska-Omaha's hockey team, Creighton University's men's basketball team, and the United States Olympic Team Swimming Trials.

Scope Summary:The CenturyLink Center seats 18,000 for basketball, hockey, and concerts. This includes 32 private suites and 1,200 club seats with private lounges. The arena floor is contiguous to the convention center and includes a 194,000 SF exhibit hall, 31,000 SF grand ballroom, and a 720 foot long exhibit hall lobby and prefunction space. Additionally there are 16 meeting rooms to host work seminars, workshops and other business-type functions. DLR Group provided planning, architecture, engineering, and interior design services.
